c. Approve acceptance of an Evidence-Based Practices Grant from the Minnesota Department of Human Services in the amount of $74,970 for an intensive, compre-hensive training program to expand the therapy techniques of school-based therapists in the Scott county Mental Health center.

This action is in accordance with chapter 41 of the Scott county Zoning Ordinance No. 3 based on the criteria listed for approval.

B. Approve Amendments to the Scott county Zoning Ordinance No. 3, chapter 12 Energy Systems (wind and Solar). The pro-posed text Amendment will allow community Solar Gardens in the county’s agricultural, urban expan-sion, urban transition, commercial and industrial zoning districts as either a conditional or interim use and establishes maximum electric generation capacity, panel height, setbacks from property lines and adjacent homes, decommissioning rules and screening requirements.

c. Adopt Resolution No. 2015-219; certifying Final Approved Appraisal of value for certain Land Acquisitions and Authorizing Acquisition Expedited (“Quick Take”) Eminent Domain Proceedings Associated with the construction of county Highway 60 on New Alignment From county Highway 1 and county Highway 60 to Near the Top of the Minnesota River Located in Blakeley Township.

D. Adopt Resolution No. 2015-222; Authorizing Entering Into a contract with chard Tiling and Excavating, Inc. for culvert Replacement for the 2016 county Highway 9 Full Depth Reclamation Project (cP 08-19) in the Amount of $90,301.

E. Adopt Resolution No. 2015-221; Authorizing the Acceptance of Motorola’s New SUA2Plus Upgrade Proposal Through the State Emergency communication Board.

F. Approve an Amendment to the contract with Infor, previously Lawson Software Americas, Inc., for the ongoing hosting services of the financial, human resources (HR), and payroll applications.

G. Approve the Minnesota Department of Natural Resources Snowmobile Safety Enforcement Grant for fiscal years 2015 and 2016 in the total amount of $12,088.

B. commissioner wolf moved, seconded by commissioner wagner to open the public hearing at 9:39 a.m. to receive public comment on a Brewer’s Off-Sale Intoxicating Liquor License for U4ic Brewing, Inc. in Blakeley Township. The motion carried unanimously.

Hearing no public comment commissioner wolf moved, second-ed by commissioner wagner to close the public hearing at 9:45 a.m.
