3. Descrierea proiectului/ Project description

3.1. Rezumatul proiectului/ Summary of the project

Proiectul consta in reabilitarea unui rezervor existent, T5 in caroul 54, in incinta Rafinăriei PETROBRAZI, precum si racordarea la utilitățile rafinăriei. Realizarea obiectivului propus se face in conformitate cu Planul de situație pe suport topografic anexat.

The project consists in the rehabilitation of an existing tank, T5, in Area 54, on the premises of PETROBRAZI Refinery, as well as branching it to the refinery utilities. The proposed objective will be achieved pursuant to the Site Plan based on the enclosed topographic survey.

Reabilitarea va consta în modernizarea rezervorului T5 prin înlocuirea capacului plutitor extern cu un acoperiș tip dom din aluminiu si instalarea unui capac flotat la interior pentru a reduce emisiile de compuși organici volatili în aer.

Rehabilitation will consist in upgrading the floating roof of Tank T5 by replacing the external floating roof with an aluminium dom roof and installing also an internal floating membrane in order to reduce VOC emissions to air from the storage of volatile liquid hydrocarbon compounds

Acest rezervor va fi reabilitat cu scopul de a i se extinde durata de viată cu 15 ani.

This tank will be rehabilitated in order to extend its life by 15 years.

Rezervorul va fi reparat si modernizat in conformitate cu standardele aplicabile. Elementele care vor fi considerate necorespunzătoare ca urmare a calculelor si pe baza evaluării tehnice vor fi înlocuite.

The tank will be repaired and upgraded in accordance with applicable standards. Items that will be considered inadequate as a result of the calculations and based on the technical evaluation will be replaced.

The tank will be connected to the existing sewerage system.

De asemenea, pentru rezervor se va realiza un sistem de protecție la foc si un sistem semifix de stingere cu spuma aeromecanica. Acest sistem va fi alcătuit dintr-o rețea de conducte, unele conectate la sistemul de hidranți din zona si altele dirijate către exteriorul caroului, într-o zona unde mașinile de pompieri pot staționa pentru a alimenta sistemul cu spuma.

Moreover, a fire protection system and a semi-fixed firefighting system with air-mechanical foam will be made for the tank. This system will consist of a pipe network, of which some will be connected to the hydrant system in the area and others will be routed towards outside the block, in an area where fire brigade vehicles can be parked to supply the system with foam.

3.2. Justificarea necesitații proiectului/ Justification of this project necessity

Proiectul propus face parte din politica de dezvoltare si investiții a OMV Petrom in cadrul Rafinăriei Petrobrazi, cu respectarea tuturor cerințelor de protecție a mediului. Proiectul se aliniază cerințelor documentului BREF referitor la emisiile de la depozitarea produselor lichide, gazelor lichefiate si solidelor

The proposed project is part of the development and investment policy of OMV Petrom for the Petrobrazi Refinery, with the observance of all environmental protection requirements. The project is in line with the requirements in the BREF document in relation with emissions from liquid products, liquefied gas and solid gas storage.

3.3. Perioada de implementare propusa/ Proposed implementation period

Perioada de execuție a lucrărilor va fi de cca. 10 luni; aceasta perioada de execuție se poate prelungi in funcție de condițiile concrete din teren si de condițiile atmosferice. Punerea in funcțiune a instalației se va face la sfârșitul anului 2021.

The performance term of the works will be of approx. 10 months; this performance term may extend depending on actual conditions in the field and weather conditions. The system will be commissioned at the end of 2021

Rezervorul T5 are o capacitate de 4508 m3 si este utilizat pentru depozitarea de benzina.

3.5.2. Descrierea instalației si a fluxurilor existente pe amplasament/ Description of the plant and of the existing site flows

Rezervorul care face obiectul proiectului analizat nu face parte dintr-un proces tehnologic; reprezintă un echipament de stocare dotat cu elemente de automatizare, control, siguranța si monitorizare.

Caracteristicile tehnice si constructive ale rezervorului sunt:

The tank that forms the subject matter of the reviewed project is not part of a process flow; it is a storage equipment, provided with automation, control, safety and monitoring elements.

• Capacitate max. 4508 m3

• Diametrul D= 22.763m

• Rezervor cu fund simplu, manta simpla, prevăzut cu capac geodezic de aluminiu si membrana plutitoare. Membrana plutitoare are rolul de a minimiza emisiile de hidrocarburi (COV) in atmosfera conform BAT

• Construit din metal S235J2 (OL37)

• Înălțimea rezervorului pana la capac este de H= 13.6m

• Sunt montate sisteme de răcire cu apa si inele de spuma pentru stingerea incendiilor

• Prevăzut cu scări de acces metalice amplasate circular

• Prevăzut cu 2 guri de vizitare

• Caracteristicile de exploatare ale rezervorului sunt: o densitatea produsului depozitat - ρ=

0,760 g/cmc la t= 15°C o Rata de pompare de intrare = max.

Rezervorul este așezat pe fundații din beton armat. O sa fie executat un inel de fundație in vederea asigurării montajului buloanelor de ancoraj. De asemenea vor fi amplasate fundații pentru susținerea conductelor pentru stingerea incendiilor si fundații pentru scări de acces

The tank rest on reinforced concrete foundations. Shall be design a new foundation ring in order to ensure the installation of anchor bolts. There will also be foundations to support the pipes for firefighting and foundation for access bridges.

Execuție reparație rezervor si a echipamentelor montate pe acesta

Elementele care vor fi considerate necorespunzătoare ca urmare a calculelor si pe baza evaluării tehnice vor fi înlocuite. Rezervorul este metalic, cu perete simplu.

Capacul nou va fi capac fix tip dom aluminiu

Execution of the tank repair and of the equipment mounted on it

Items that will be considered inadequate as a result of the calculations and based on the technical evaluation will be replaced. The tank is made of metal, with single wall.

Rețeaua de canalizare.

Apele pluviale sau uzate de pe rezervor vor cădea direct pe teren, iar eventualele scurgeri de la robinete se vor colecta in bașa rezervorului si vor fi direcționate către sistemul de canalizare industriala existent in amplasament.

Sewerage system.

Rainwater or wastewater from the tank will fall directly on the ground, and any leaks from the valves will be collected at the bottom of the tank and will be directed to the existing industrial sewer system on site.

Rezervorul T5 este un echipament de depozitare a produselor petroliere si nu este implicat in procesul de producție propriu-zis (prelucrarea materiilor prime in scopul obținerii de produse finite).

The T5 tank is a storage equipment for petroleum products and it is not involved in the actual production process (processing of raw materials to make finished products).

La rândul sau, noul tablou electric N629DE0020 se va alimenta din tabloul electric existent N691CA0016, din Caroul 54

• Electric power - the supply of the newly installed equipment will be made from the internal system of the refinery. Asigurarea energiei electrice pe parcursul lucrărilor se va realiza prin racordarea la energia electrica din rețeaua interna a rafinăriei. Nu este prevăzută si/sau necesara o conexiune la un sistem electric din exteriorul Rafinăriei Petrobrazi.

Electric power will be provided throughout the works by connections to the local power grid of the refinery. A connection to a power grid outside the Petrobrazi Refinery premises is not envisaged and/or required.

3.5.6. Descrierea lucrărilor de refacere a amplasamentului/ Description of land restoration works on site

Destinația terenului stabilita prin Planul Urbanistic General al localității, conform Certificatului de Urbanism, este „zona unități industriale si depozite”. Lucrările de reabilitare a rezervorului se fac fără schimbarea destinației terenului.

The land destination, as set out in the General Urban Plan of the locality, pursuant to the Urban Planning Certificate, is "industrial and warehouse area". The tank rehabilitation works will be performed without a land-use change.

După finalizarea lucrărilor terenul se va aduce la stadiul inițial.

Prin lucrările propuse nu se prevede execuția unui drum provizoriu balastat pe perioada de execuție a lucrărilor deoarece deja exista un drum provizoriu.

The investment will be performed at the Petrobrazi Refinery, located in Brazi Commune, Brazii de Sus Village, 65 Trandafirilor St., Prahova County, in Area 54.

The proposed works is not requested to build a temporary ballast road, during the performance of the works, because already exist a temporary road in the area.

3.5.8. Resurse naturale folosite in construcție si funcționare/ Natural resources used for building and operation

Pentru execuția lucrărilor propuse, singura etapa in care sunt folosite resurse naturale este etapa de realizare a fundațiilor, pentru care se utilizează nisip si apa pentru prepararea betonului armat, alături de ciment, armaturi metalice, etc.

Pentru utilizarea in condiții de siguranța a rezervorului, acesta va fi prevăzut cu sistem PSI care utilizează apa de răcire din instalația de apa de răcire existenta in cadrul rafinăriei.

3.5.9. Metode folosite in construcție/ Building methods

Singurele lucrări de construcție din cadrul proiectului sunt lucrările de execuție a fundațiilor pentru rezervor, a susținerilor conductelor de apa pentru incendiu. Restul lucrărilor sunt lucrări de construcții metalice, de montaj si legături.

Metoda folosita este turnarea betonului armat, care se face cu respectarea prevederilor normativelor NE 012/1-2007 si NP112-04. având caracteristicile si calitatea prevăzute in proiect.

Metodele folosite pentru realizarea structurilor metalice destinate susținerii echipamentelor la înălțime, conductelor supraterane, platformele de lucru si de acces, sunt sudura si îmbinările demontabile.

The only construction works in the project are those to make the tank foundations and the supports for firefighting water pipes. The rest of the works are metal structures, mounting and connections.

In perioada de execuție, realizarea obiectivului propus implica doar lucrări de construcții-montaj. In perioada de funcționare, rezervorul este un obiectiv care nu produce/furnizează materii prime pentru alte instalații, deci nu exista posibilitatea apariției altor activități/procese tehnologice.

In perioada de execuție a proiectului propus nu se generează ape uzate pe amplasament, in afara apelor uzate menajere rezultate din activitatea igienico-sanitara a personalului executant. Aceasta activitate va fi deservita de grupurile sanitare existente in zona.

Apa va avea o utilizare limitata, deoarece lucrările propuse nu necesita prepararea de betoane decât in scopul executării fundațiilor echipamentelor si a fundațiilor pentru estacade. Apa utilizata pentru prepararea unor materiale de construcție la fata locului va fi înglobata in acestea, astfel ca din aceasta activitate nu vor rezulta ape uzate, cu excepția apei pentru testul hidraulic. Aceasta va fi furnizata de rețeaua existente de PSI si va fi deversata la canalizarea industriala din amplasament.

Sursele posibile de poluare pentru apa in aceasta perioada sunt scurgeri accidentale de carburanți/lubrifianți de la utilaje/echipamente/autovehicule utilizate, care sa fie preluate de apele din precipitații. In aceasta situație, apele potențial impurificate sunt colectate de rigolele perimetrale din incinta si sunt evacuate in canalizarea industriala a rafinăriei, după care ajung in stația de epurare a rafinăriei.

Apele rezultate din activitățile igienico – sanitare ale personalului angajat pentru executarea lucrărilor vor fi dirijate in canalizarea existenta a

Sources of pollutants for waters, evacuation site or emissary

During the execution of the proposed project there will be no waste water generated on site, except for domestic sewage, as resulted from the hygiene and sanitary activities of the operating staff. This will be serviced by the toilets that exist in the area.

Water will be of limited use since the proposed works require preparing concrete only for the foundations of the equipment and scaffold bridges. Water used to prepare some construction materials on site will be included in them so this activity will not generate waste water, except for the water for hydraulic tests. This will be supplied from the existing FPFF water grid and it will be discharged into the industrial sewerage system on site.

Possible sources for water pollution at this time would be accidental leaks of fuels/lubricants from the employed machinery/equipment/motor vehicles, which would be carried over into water coursed due to rainfalls. In such a situation, potentially impure water will be collected by the perimeter drainage gutters on site and then discharged into the industrial sewerage system of the refinery, then it will reach the refinery's wastewater treatment plant.

In condiții normale de exploatare a rezervorului nu exista surse suplimentare de poluanți pentru apele de suprafață sau freatice.

Scurgeri de produs (benzina) pot avea loc în special în timpul operațiunilor de transvazare. Cauzele care pot provoca astfel de evenimente sunt neetanșeități, defecte la echipamentele de umplere, manevre greșite sau acționarea echipamentelor de persoane neautorizate.

Astfel de evenimente pot fi evitate printr-un control strict al echipamentelor înainte și în timpul operației de transvazare.

Scurgeri accidentale de lubrifianți la pompele centrifuge pot avea loc datorita: defecte la presetupe, deteriorarea garniturilor, armături defecte, fisuri datorită vibrațiilor, acțiunea unor persoane neautorizate soldate cu deschideri de trasee și scurgerea în exterior.

The likelihood of such phenomena is average, but they are eluded by a rigorous overhaul and repairs schedule. If they do occur, they will be strictly localized and limited by placing pumps in concrete cast trays below ground level.

To ensure water quality protection, the existing sewerage system will be used, connected to the industrial sewerage system of the refinery.

Nivelul de zgomot variază in funcție de tipul si intensitatea operațiilor, tipul utilajelor in funcțiune, regim de lucru, suprapunerea numărului de surse si dispunerea pe orizontala/verticala, de prezenta obstacolelor naturale cu rol de ecranare.

In condiții normale de funcționare a echipamentelor si utilajelor, nivelele de zgomot in șantier variază intre 72-102 dB. De asemenea, de fiecare data când se dublează distanta fata de sursa punctiforma de zgomot, nivelul de presiune acustica scade cu 6 dB.

Referitor la vibrații, acestea sunt generate de echipamentele de mare tonaj, care in aceasta situație sunt utilizate pe un segment redus de lucrări.

Lucrările de construcții, debitare, amplasare construcții ușoare si montaj si racordare echipamente se constituie in surse provizorii de zgomot si vibrații de scurta durata, care nu vor depăși nivelul de zgomot prevăzut prin legislația in vigoare într-o incinta industriala.

Menționam ca amplasamentul obiectivului propus se afla in incinta industriala a Rafinăriei Petrobrazi si nu are in vecinătate zona rezidențiale. In același timp, activitățile se vor desfășura in intervalul orar 08:00-18:00, cu respectarea programului de sfârșit de săptămâna si a sărbătorilor legale.

Mention must be made that the site of the proposed objective is located inside the industrial premises of the Petrobrazi Refinery and it has no residential areas close by. At the same time, the activities will be conducted during 08:00-18:00, with the observance of the working hours for weekends and national holidays.

During operation, the noise generated when loading and unloading the tank will not be continuous and it will be the noise usually generated in industrial areas. In oricare din etapele exploatării pompelor se va respecta:

Programul de prevenire si reducere a cantităților de deșeuri generate

Strategia naționala privind gestionarea deșeurilor pune un accent deosebit pe prevenirea, reutilizarea si reciclarea deșeurilor, in scopul eliminării poluării si conservării resurselor naturale. Daca evitarea producerii de deșeuri nu este întotdeauna posibila, atunci trebuie minimizata cantitatea de deșeuri generata prin reutilizare, reciclare si valorificare energetica.

Astfel, sortarea selectiva a deșeurilor in vederea valorificării acestora contribuie la reducerea cantității de deșeuri ce sunt eliminate prin depozitare. Sortarea la sursa asigura un grad ridicat de reciclare, costuri reduse pentru reciclare, venituri din recuperarea si reutilizarea anumitor materiale, șantiere mai curate.

Reutilizarea deșeurilor generate se aplica in situația in care, acestea își găsesc utilizarea in cadrul altor activități, in afara amplasamentului, fără a duce modificări in procesele tehnologice existente sau a deșeurilor reutilizabile.

Thus, a selective sorting of waste for recovery will contribute to reducing the amount of generated waste disposed of by removal to a landfill site. Waste sorting at the source will ensure a high level of recycling possibilities, reduced costs for recycling, revenues from the recovery and reuse of certain materials, cleaner construction sites.

Reuse of generated waste applies when they can be used in other activities, outside the site, without changes to the existing process flows or to reusable waste.

Eliminarea deșeurilor trebuie aplicata numai după ce au fost folosite la maxim toate celelalte mijloace, in mod responsabil, astfel încât sa nu producă efecte negative asupra mediului.

Deșeurile din construcții si demolări reprezintă deșeurile rezultate in urma activităților de construire a noilor structuri sau de renovare sau dezafectare/demolare a unor structuri existente, si pot include următoarele tipuri de materiale:

Pentru reținerea si îndepărtarea rapida a eventualelor scurgeri accidentale de carburanți sau uleiuri, organizarea de șantier va fi dotata cu materiale absorbante de tipul: nisip, rumeguș, etc. Acestea vor fi gestionate, după utilizare, ca deșeuri periculoase.

Politica antreprenorului general privind gestionarea acestor deșeuri are drept ținta următoarele aspecte:

6.9. Gospodărirea substanțelor si preparatelor chimice/ Management of chemical substances and preparations

In perioada de realizare a lucrărilor de reabilitare a rezervorului propuse nu sunt utilizate substanțe toxice si periculoase.

Utilajele si echipamentele vor fi aduse in cadrul amplasamentului cu autovehicule in stare buna de funcționare, cu toate reviziile necesare si cu schimburile de ulei efectuate in unități specializate. In cazul operațiilor de întreținere a bateriilor de acumulatori se va urma aceeași procedura.

In rezervor se va depozita benzina pentru care se vor asigura fisele cu date de securitate. Frazele de pericol ale celor doua produse sunt:

Amplasamentul investiției, se afla in incinta Rafinăriei Petrobrazi, situata aproape de comuna Brazi si in același timp într-o zona industriala.

Lucrările de construcții-montaj si punerea in funcțiune a rezervorului nu presupun un impact major asupra populației, deoarece lucrările se derulează pe o perioada scurta de timp, iar zona locuita este la distanta mare.

In perioada de execuție a lucrărilor propuse zgomotul este produs de organizarea de șantier, funcționarea utilajelor si mijloacelor de transport, dar se produce local si temporar si nu are caracter continuu.

Ocuparea temporara a solului cu echipamentele si utilajele necesare nu va avea un impact negativ asupra solului. Apele din precipitații care ar putea spală scurgeri accidentale de produse petroliere sunt colectate de rigolele de apa pluviala care mărginesc platforma si sunt evacuate in canalizarea industriala a obiectivului.

Evacuarea apelor uzate menajere generate pe amplasamentul organizării de șantier se va face prin intermediul grupurilor sanitare existente in zona de realizare a proiectului, in rețeaua de canalizare menajera.

Apele pluviale care pot antrena scurgerile accidentale de produse petroliere si combustibili pe căile de acces sunt colectate de rețeaua de ape meteorice a rafinăriei.

In faza de construcții-montaj, ca sursa de zgomot se constituie funcționarea motoarelor utilajelor angrenate in activitate. Aceasta constituie surse temporare de zgomot si vibrații, fiind de scurta durata si nu vor depăși nivelul de zgomot prevăzut prin legislația in vigoare.

Exploatarea ulterioara a rezervorului nu creste nivelul de zgomot general al platformei tehnologice, pentru ca echipamentele dinamice (pompe) au prevăzute prin proiect protecții fonice care sa limiteze nivelul de zgomot la 85 dB(A).

Astfel, nivelul de zgomot nu va depăși limita de 85 dB (A) pentru incinte industriale, in conformitate cu H.G. 493/2006, iar impactul va fi nesemnificativ.

8. Prevederi pentru monitorizarea mediului/ Provisions for environmental

monitoring

Calitatea factorilor de mediu se urmărește in cadrul Programului de Monitorizare la nivel de Rafinărie. După realizarea lucrărilor prevăzute in prezentul proiect, in timpul funcționarii rezervorului nu sunt necesare masuri suplimentare de monitorizare a calității factorilor de mediu fata de cele existente in prezent conform Autorizației Integrate de Mediu nr. 7 /2015, revizuita in data de 22.10.2019.

Se monitorizează intern calitatea materiilor prime, materiilor auxiliare si a produselor finite in concordanta cu Programul de inspecție a calității existent in rafinărie, care rămâne nemodificat in urma realizării proiectului propus.

Rezervorul T5 de 4508 m3 este parte componenta a Rafinăriei Petrobrazi care prin specific, mărime si activitățile desfășurate intra sub incidenta actelor normative naționale cu privire la protecția factorilor de mediu (Legea 278/2013 cu modificările si completările ulterioare, Legea 59/2016 etc.) care transpun legislația comunitara aferenta (Directivele europene IPPC, SEVESO, etc.).

Proiectul implementat nu modifica încadrarea instalației. Atât la nivel de proiectare, cat si la nivel de execuție si exploatare ulterioara se respecta prevederile legislației naționale care transpun legislația europeana privind protecția calității factorilor de mediu, respectiv actele normative Comunității Europene.

10. Lucrări necesare organizării de șantier/ Works needed for construction site

Organizarea de șantier se va amenaja în incinta rafinăriei.

Activitățile de recepție si depozitare echipamente, utilaje, materiale se desfășoară in incinta rafinăriei Petrobrazi si nu au un impact semnificativ asupra mediului.

Pe durata lucrărilor de execuție, constructorul va lua masurile necesare pentru eliminarea factorilor de disconfort (praf, zgomot etc.) si încadrarea lucrărilor în standardele si legislația privind protecția mediului.

Deșeurile rezultate din activitatea de construcții-montaj vor fi colectate separat, transportate si depozitate temporar in spatiile special destinate existente in cadrul rafinăriei, după care vor fi eliminate pe baza de contract cu societăți autorizate.

The construction site layout will be on the premises of the refinery.

The equipment, the machinery and the materials will be received and stored on the premises of the Petrobrazi Refinery and they will have no significant impact on the environment.

During the performance of the works, the builder will take the necessary measures to remove nuisance factors (dust, noise etc.) and to make the works abide by the standards and legislation on environmental protection.

Waste resulted from construction and assembly works will be collected separately, then transported and temporarily stored in special dedicated areas on the refinery premises, and then it will be removed based on contracts entered with authorized companies.

11. Lucrări de refacere a amplasamentului la finalizarea investiției / Land

Singurele lucrări de refacere necesare vor viza eventualele platforme de lucru cu caracter provizoriu in interiorul caroului.

Rafinăria Petrobrazi are implementat un Sistem de Management Integrat Calitate–Mediu Sănătate si Securitate Ocupaționala fiind elaborate proceduri operaționale si de sistem specifice. Acesta se concretizează in planuri de prevenire in situații potențiale, planuri de intervenție in situații efective (accidente) având consecințe majore, instrucțiuni de lucru – atenționări pentru situațiile cu consecințe minore.

Pot exista poluări accidentale numai în situații de erori de operare grave sau o întreținere defectuoasă a echipamentelor. În această situație, sistemele de control si detecție vor iniția procedura de oprire automată si se va interveni imediat cu mijloacele din dotare.

The Petrobrazi Refinery has an Integrated Management System for Quality, the Environment, Occupational Health and Safety and there are operating procedures and system-specific procedures in place. This will materialize in prevention plans for potential situations, response plans for actual situations (accidents) with major consequences, work instructions - warnings for situations with minor consequences.

Accidental pollution may only occur due to severe operating errors or an improper maintenance of the equipment. In such a situation, the control and detection systems will initiate the automatic shutdown procedure, followed by an immediate intervention with the provided means.

Proiectul propus nu intra sub incidenta prevederilor art. 28 din Ordonanța de urgență a Guvernului nr. 57/2007 privind regimul ariilor naturale protejate, conservarea habitatelor naturale, a florei și faunei sălbatice, aprobată cu modificări și completări prin Legea nr. 49/2011, cu modificările și completările ulterioare.

Proiectul propus nu se realizează pe ape si nu are legătura cu apele.

The proposed project does not fall within the scope of provisions in art. 28 in Government Emergency Ordinance no. 57/2007 on protected natural areas, conservation of natural habitats, wild flora and fauna, as approved, as amended and supplemented, by Law no. 49/2011m as amended and supplemented.
