México, como actor relevante en el contexto internacional, ha implementado estratégicamen-te una política internacional del agua, que se apoya en la coope-ración internacional, la asistencia financiera y el diálogo político-diplomático.

Nuestro país refuerza su partici-pación en foros internacionales, en el intercambio de experien-cias, de capacidades, de recursos humanos y de mejores prácticas, así como en la gestión de nue-vas fuentes de asistencia técnica financiamiento y el diálogo polí-tico-diplomático.

México, conforme a lo estable-cido en el Programa Nacional Hídrico 2014-2018, enfoca entre sus principales objetivos, una nueva estrategia de seguridad hídrica, que se ha establecido en el Gobierno del Presidente de los Estados Unidos Mexicanos, Enrique Peña Nieto, elevando el tema del agua, como un asunto de seguridad nacional.

Por esta razón, al abordar el tema "seguridad hídrica", en Water Week Latinoamérica se ofrece una visión sistémica de temas de agua y saneamiento, desarrollo sostenible, medio ambiente, sa-lud, educación, gobernanza, va-riabilidad climática, entre otros, y

Mexico, as stipulated in the Na-tional Water Plan 2014-2018 focuses its main objective to con-solidate water security, which has been established in the Gov-ernment of Mexican President Enrique Peña Nieto, as a matter of national security.

For this reason, when address-ing the “water security” theme, in Latin America Water Week a systemic vision is offered re-garding water and sanitation matters, sustainable develop-ment, environment, health, education, governance, climate variability, among others, and in a transversal manner in the local, regional, governmental and ministerial sectors both national and global.

David Korenfeld Federman, es licenciado en derecho, maestro y doctor en Administración Pública por la Universidad Anáhuac. En su trayectoria profesional dentro de la Admi-nistración Pública se ha desempeñado como cuarto regidor del ayuntamiento de Huixqui-lucan, Estado de México 1997-2000, Director General de la Comisión para la Regulación del Suelo del Estado de México 2001-2002, Presidente Municipal Constitucional del mu-nicipio de Huixquilucan en el Estado de Mé-xico 2003-2005, Secretario del Agua y Obra Pública del Gobierno del Estado de México 2005-2011.

Dentro de su experiencia en el sector agua ha sido presidente del Consejo de Adminis-tración del Organismo Aguas de Huixqui-lucan, Presidente del Consejo Directivo de la Comisión de Agua del Estado de México, Presidente de la Comisión de Agua y Drena-je del Área Metropolitana, Presidente de la Asociación de Empresas de Agua y Sanea-miento, presidente de la Asociación de Entes Reguladores de Agua Potable y Saneamiento de las Américas, integrante de la Internatio-nal Water Association y de la American Water Works Association, de la Sociedad Mexicana de Geografía y Estadística, así como inte-

grante de la Junta de Gobierno del Consejo Mundial del Agua.

En el ámbito académico ha sido docente ti-tular de diversas asignaturas a nivel licencia-tura y posgrado, es editor del libro "El Agua, Ciclo de un Destino", coordinador editorial del libro "Cultura del Agua, hacia un uso efi-ciente del recurso vital", así como de la obra "Memoria histórica, técnica y administrativa de las obras de desagüe del Valle de México 1449-1900" y autor de los libros "El sistema Sancionador Mexicano, Teoría de la Sanción Administrativa" y "Agua: Armonía, Equilibrio y Desarrollo".

Por su trayectoria ha sido galardonado con distintos reconocimientos como el premio Estatal Nezahualcóyotl, otorgado por el Co-legio de Ingenieros Civiles del Estado de Mé-xico y el Premio George Warren Fuller, que le fue entregado por la American Water Works Association en 2009. Fue nombrado Coordi-nador de Agua para el Equipo de Transición Gubernamental del Presidente Electo Enrique Peña Nieto y actualmente es Director Gene-ral de la Comisión Nacional del Agua.

David Korenfeld Federman is a Lawyer and holds a master and a PhD degree in public ad-ministration from the Anahuac University. In his professional career, he has been appointed to several public charges: in the Municipality of Huixquilucan, State of Mexico, where he was Fourth Councilor (1997-2000); in the State of Mexico Government, as the Direc-tor General of the Commission of Soil Regu-lation (2001-2002); Municipal President of Huixquilucan (2003-2005); and Secretary of Water and Public Works (2005-2011).

Within his experience in the water sector, he has been President of the Council of Ad-ministration of Huixquilucan Water Utility; Chairman of the Board of Directors of the State of Mexico Water Commission; Presi-dent of the Water and Drainage Commis-sion of the Metropolitan Area; President of the National Association of Water and Sani-tation Utilities of Mexico (ANEAS); President of the Association of Water and Sanitation Regulatory Entities of the Americas; mem-ber of the International Water Association, the American Water Works Association, the Mexican Society of Geography and Statis-tics, as well as member of the World Water Council Board of Governors.

In the academic �eld, he has been of�cial professor of various subjects at undergradu-ate and graduate level. He is the editor of the book “Water: Cycle of a Destiny”; Chief Editor of the book “Water Culture, towards an Ef�cient Use of the Vital Resource”, as well as of the work “Historical, Technical and Administrative Memory of the Valley of Mexico Drainage Works 1449-1900”, and author of the books “The Mexican Punitive System, Theory of the Administrative Pen-alty” and “Water: Harmony, Balance and Development”.

For his career he has been conferred various awards as the Nezahualcoyotl Statewide Prize, granted by the College of Civil Engi-neers of the State of Mexico, and the George Warren Fuller Award, given him by the Ameri-can Water Works Association in 2009.

He was appointed as Coordinator of Water in the governmental transition team of the elected President Enrique Peña Nieto and he is currently the Director General of the Na-tional Water Commission (Conagua).

Dr. Benedito BragaPresidente del Consejo Mundial del AguaWWC

Benedito Braga es profesor de Ingeniería Ci-vil y Ambiental de la Escuela Politécnica de la Universidad de Sao Paulo (USP), Brasil. Sus intereses científicos se encuentran en el campo de la modelización de los sistemas de análisis de procesos hidrológicos, la gestión integrada de recursos hídricos y el desarrollo de política hídrica. Fue miembro del Comité del Programa Hidrológico Internacional de la UNESCO que diseñó su fase V. En la UNESCO, fue elegido Presidente del Consejo Intergu-bernamental del Programa Hidrológico Inter-nacional. Formó parte de la Junta Directiva de la Agencia Nacional de Aguas de Brasil-ANA y presidió el Comité Internacional del VI Foro Mundial del Agua celebrado en Marsella en marzo de 2012. Actualmente es Presidente del Consejo Mundial del Agua (WWC).

Benedito Braga is a professor of Civil and En-vironmental Engineering at Escola Politecnica of University of Sao Paulo (USP), Brazil. His scienti�c interests are in the �eld of systems analysis modeling of hydrologic processes, in-tegrated water resources management and water policy development. He was a member of UNESCO - International Hydrologic Pro-gram committee that designed its phase V. At UNESCO he was elected President of the In-tergovernmental Council of the International Hydrologic Program. He served on the Board of Directors of the Brazilian National Water Agency – ANA and chaired the International Steering Committee of the 6th World Wa-ter Forum held in Marseille in March 2012. Nowadays he is currently the President of the World Water Council (WWC).

Ángel Gurría llega a la OCDE tras una destacada carrera en el servicio público mexicano, incluyendo dos cargos ministeriales. Como Secre-tario General de la OCDE desde junio de 2006, ha reforzado el rol de la Organización como centro global para el diálogo y el debate sobre políticas económicas, llevando a cabo al mismo tiempo un proceso interno de reforma y modernización. Bajo su liderazgo, la OCDE ha ampliado su número de miembros, incluyendo a Chile, Estonia, Israel y Eslovenia y abriendo negociaciones de adhesión con Rusia. También ha fortalecido sus vínculos con importantes economías emergentes, como Brasil, China, India, Indonesia y Sudáfrica, con la posibilidad de que puedan convertirse en países miembros en un futuro. Actualmen-te, la OCDE participa de forma activa en los procesos de las cumbres del G-8 y del G-20. También ha lanzado una iniciativa llamada “Nue-vos enfoques ante los retos económicos”, un proceso de reflexión de la OCDE sobre las enseñanzas extraídas de la crisis con objeto de mejorar los marcos analíticos de la OCDE y desarrollar un programa exhaustivo para un crecimiento sostenible e incluyente.

Angel Gurría came to the OECD following a distinguished career in public service, including two ministerial posts. As OECD Secretary-General, since June 2006, he has reinforced the OECD’s role as a ‘hub” for global dialogue and debate on economic policy issues while pursuing internal modernisation and reform. Under his leadership, the OECD has expanded its membership to include Chile, Estonia, Israel and Slovenia and opened accession talks with Russia. It has also strengthened its links with other major emerging economies, including Brazil, China, India, Indonesia and South Africa, with a view to possible membership. The OECD is now an active participant in both the G-8 and the G-20 Summit processes. He also launched the “New Approaches to Economic Challenges”, an OECD re¶ection pro-cess on the lessons from the crisis with the aim to upgrade OECD’s analytical frameworks and develop a comprehensive agenda for sustainable and inclusive growth.

También fue elegido miembro del Consejo de la Ciudad y después Alcalde de Trets , ciudad de Provence. Fue Director Ge-neral de la Sociedad de Marsella y finalmente asumió el cargo como Presidente del Grupo de Aguas de Marsella, en 1997.

Also he was elected City Coun-cil Member and later Mayor of Trets, a city of Provence. He was Director General of the Société des Eaux de Marseille, and he �nal-ly assumed the position as President of the Groupe des Eaux de Marseille, in 1997.

András Szöllösi-Nagy es Rector del Instituto UNESCO-IHE para la Edu-cación relativa al Agua. Sus principales campos son los análisis de se-ries temporales, modelos estocásticos, el pronóstico en tiempo real, y control de los sistemas de recursos hídricos a través de algoritmos recursivos. Desde el año 2000 se desempeñó como Asistente Adjunto del Director General del Sector de Ciencias Naturales de la Organiza-ción de las Naciones Unidas para la Educación, la Ciencia y la Cultura (UNESCO). También se desempeñó como miembro del Comité Direc-tivo de la Asociación Mundial para el Agua (GWP, por sus siglas en in-glés) y Presidente del Comité de Publicaciones del Consejo Mundial del Agua (WWC, por sus siglas en inglés). Fue miembro y ex Presidente de ONU-Agua, y co-presidente del Comité del Proceso Político del V Foro Mundial del Agua celebrado en Estambul, Turquía, en 2009. Participó activamente en el Comité Internacional del Foro del VI Foro Mundial del Agua que se celebró en Marsella en 2012. En 2012, durante la ceremonia de premiación del VI Foro, fue galardonado con el "Premio Visionario de Agua" por la Fundación del Proyecto WET.

András Szöllösi-Nagy is Rector of UNESCO-IHE Institute for Wa-ter Education. His principle research �elds are time series analysis, stochastic modeling, real-time forecasting and control of water re-sources systems using recursive algorithms. Since 2000, he served as Deputy Assistant of the General Director of the Natural Scienc-es Sector of UNESCO. He also served as member of the Steering Committee of the Global Water Partnership and Chair of the World Water Council (WWC) Publication Committee. He was a member, and former Chairman, of UN-Water and was co-Chair of the Politi-cal Processes Committee of the 5th World Water Forum held in Is-tanbul, Turkey, 2009. He actively participated on the International Forum Committee of the 6th World Water Forum held in Marseille in 2012. In 2012, during the awarding ceremony of the 6th World Water Forum, he was awarded the Water Visionary Award by the Project WET Foundation.

Profesor en Hidrología e Ingeniería en Recursos Hídricos por la Uni-versidad de Yeungnam, Corea. Cuenta con amplia experiencia en el campo de las ciencias hidrológicas y en la gestión de los recursos hídricos, y ha representado al gobierno de Corea en numerosas con-ferencias internacionales en materia de agua como las conferencias organizadas por ONU-Agua, la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura (UNESCO), la Organización Meteorológica Mundial (OMM), la Comisión Económica y Social de las Naciones Unidas para Asia y el Pacífico (UN-ESCAP, por sus siglas en inglés) y del Fondo Mundial para la Naturaleza (WWF, por sus siglas en inglés). Ha obtenido doctorados en diversas especialidades tanto por la Universidad de Corea; la Universidad de Nueva Gales del Sur; de Australia, de Tsukuba, Japón; la Universidad Tecnológica del Estado de Altai de Rusia. Actualmente se desempeña como Co-Presidente del Comité Organizador Internacional del 7o Foro Mundial del Agua.

Dogan Altinbilek es profesor en la Universidad Técnica de Oriente Me-dio (METU) de Turquía y representa a la Asociación de Contratistas de Turquía en la Junta del Consejo Mundial del Agua de Gobernado-res en la que es vicepresidente. Desde 1970 ha ocupado puestos de METU, Turquía y la Universidad King Abdulaziz, de Arabia Saudita. De 1996-2001, fue Director General de Obras Hidráulicas del Estado (DSI) de Turquía, y fue responsable de desarrollo de los recursos hídricos, incluida la energía hidroeléctrica, riego, abastecimiento de agua a las grandes ciudades y el control de inundaciones. Su experiencia es en el campo de la ingeniería de recursos de agua y la hidroeléctrica de in-geniería de sistemas. Volvió a ser elegido Presidente de la Asociación Internacional de Energía Hidroeléctrica en 2005.

Dogan Altinbilek is a Professor at Middle East Technical University (METU) of Turkey and represents the Turkish Contractor Associa-tion on the World Water Council Board of Governors where he is Vice-President. Since 1970 he has also held posts at METU, Turkey and King Abdulaziz University, Saudi Arabia. From 1996-2001, he was the Director General of State Hydraulic Works (DSI) in Turkey, and was responsible for water resources development, including hydropower, ir-rigation, water supply to large cities and ¶ood control. His expertise is in the �elds of water resources engineering and hydro systems engi-neering. He was re-elected President of the International Hydropower Association in 2005.

Emiliano Rodríguez Briceño es ingeniero civil con vasta experiencia en el sector agua y especialmente en agua potable y saneamiento desde hace 35 años. Consultor para instituciones internacionales como el Banco Mundial y la Organización Mundial para la Salud, para la que fue consultor en varios países de Latinoamérica. Fue Subdi-rector de Obras Especiales de la Dirección General de Infraestructura Urbana de la Secretaría de Desarrollo Urbano y Ecología del Gobierno de México. Ha colaborado en varias ocasiones con la Organización Panamericana de la Salud en el diseño e implantación de diversos proyectos dentro del sector agua. Ha participado como consultor en la revisión del proyecto de Ley de Aguas para la república de El Sal-vador, y en la elaboración de la propuesta de Ley de Agua Potable y Saneamiento para México. Fue Director General del Sistema de Agua Potable y Alcantarillado de León, Guanajuato (SAPAL) y actualmente es el Subdirector General de Planeación de la Comisión Nacional del Agua (CONAGUA).

Emiliano Rodriguez is a civil engineer with extensive experience in the water sector and especially in water and sanitation for 35 years. He is an adviser for international institutions like the World Bank and the World Health Organization, for which he was an adviser in several Latin American countries. He was Assistant Director of Special Works in the General Direction of Urban Infrastructure of the Ministry of Ur-ban Development and Ecology of the Government of Mexico. He has collaborated on several occasions with the Pan American Health Or-ganization in the design and implementation of several projects in the water sector. He has participated as a advisor in the review of the draft of Water Law for the Republic of El Salvador, and in the processing of the draft of Law on Water and Sanitation for Mexico. He was General Director of the Drinking Water and Sewer Systems –SAPAL- of Leon, Guanajuato, Mexico and nowadays is the Deputy General Director for Planning of the National Water Commission, CONAGUA.

DESCRIPTION

Teotihuacan, the archaeological site are located in what is now the San Juan Teoti-huacán municipality in the State of México, approximately 40 kilometres (25 mi) north-east of Mexico City. The site was designat-ed a UNESCO World Heritage Site in 1987.

DESCRIPCIÓN

Teotihuacán se encuentra al noreste del Valle de México, en los municipios de Teotihua-cán y San Martín de las Pirámides (Estado de México), aproximadamente a 45 kilómetros de distancia del centro de la Cd. de México. La zona de monumentos arqueológicos fue declarada Patrimonio de la Humanidad por Unesco en 1987.

Se dice que la aparición de la Gruta data desde la formación de todo el valle de Teotihuacan debido a una erupción volcánica hace millones de años la Gruta no fue obra de la Naturaleza. Se cree que los toltecas la fueron formando a medida que cavaban la tierra para obtener ma-terial de Tezontle que emplearon en la cons-trucción de sus maravillosos templos. Es uno de los lugares más tradicionales e impresio-nantes de la zona. The TEO is a construction of 62 km of length divided into six sections, which mea-sure about 10 km each. This monumental engineering work, will have an alternate exit to Central Emitter, so will preven the risk of ¶ooding in Mexico City and its suburbs; also will provide security to 20 million of people.

› Cambio de moneda: Las divisas se pueden cambiar en casas de cambio y bancos ubicados en el aeropuerto y en los múltiples centros comerciales que existen en la ciudad, en horarios de oficina, general-mente de 9:00 a 17:00 hrs. › Propinas sugeridas: En aeropuertos, así como en hoteles, podría ser necesario solicitar ayuda con el equipaje. Se acostumbra dar una propina de US $1 dólar por cada maleta grande.
