Where the h a r d p a r t comes i n f o r Quin i s the f a c t t h a t he s u f f e r e d f o r a l o n g e r p e r i o d , t h a n , s a y , one h f h i s c o m p a t r i o t s , Mr. Tom Gaud io n У who has r e c e i v e d f u l l c o m p e n s a t io n , d e s p i t e h i s en d in g h i s time i n an i n t e r n m e n t camp. Quin d id a l l h i s t ime i n p r i s o n s and the camp a t a p l a c e i n the m o u n t a in s he c a n n o t name b u t n e a r a v i l l a g e .

L a s t n i g h t (Tuesday 1 5 th March) I s p e n t t h r e e h o u r s a t the Q u i n ' s home q u i z z i n g b o t h Mr. and Mrs. Qin i n an e n d e a v o u r to g e t r i g h t to the i n s i d e o f h i s c a s e . A f t e r t h i s c o n v e r s a t i o n I must say t h a t I t h i n k i t would be b e s t i f Q u i n ' s p a s t s u b m i s s i o n be e h t i r e l y d i s c o u n t e d .He gDDS-sly u n d e r s t a t e d h i s ca s e i n the m i s t a k e n b e l i e f ( " l commit ted th e se c r im e s f o r which I have p a i d i n f u l l by hy Im pr i sonm en t by the N a z i s . I c an h a r d l y e x p e c t to be compensa ted f o r t h i s . Looking a t the copy o f the c a s e he s e n t to y o u , I found h im u n b e l i e v a b l y g u i l t y o f u n d e r s t a t i n g h i s p l e a in the m i s t a k e n b e l i e f a b o u t h i s p a s t cr im e and the u n l i k e l i h o o d o f g e t t i n g c o m p e n s a t io n f o r i t .

X f u l l y a p p r e c i a t e the o r к w h i c h m us t h a v e gone i n t o t r a c i n g h im f r o m p r i s o n to p r i s o n , b u t w ha t h a p p e n e d i n t h e i n t e r i m w a s , a p p a r e n t l y n o t d i s c o v e r e d and h i s age and l a c k o f memory now seem to h e l p l i t t l e .

He was t r a n s p o r t e d f r o m p r i s o n to p r i s o n i n c a t t l e t r u c k s so c ro w d e d w i t h o t h e r p r i s o n e r s t h a t t h e y c o u l d n ' t s i t down and a l l h a d to s t a n d f o r the j o u r n e y s , i n t r a d i t i o n a l E a z i s t y l e .

He was F o r c e - M a r c h e d by the Germans when th e A l l i e s a d v a n c e d and w e re t h r e a t e r i n g t o o v e r - r u n them . T hose who w e re so weak and u n d e r ­n o u r i s h e d t h a t t h e y f e l l by t h e w a y s i d e w e r e j u s t l e f t .

W hile w o r k i n g on the t u n n e l l i n g i n t o th e m o u n t a i n - s i d e they worked f ro m 6 i n the m o rn in g u n t i l d a r k n e s s and the t u n n e l s were b e i n g hewn o u t o f th e r o c k so t h a t the K a z i s . c o u l d use them e i t h e r a s s t o r e s f o r arms and a m m u n i t io n s o r as a h i d e - o u t f r o m the A l l i e s .

On t h r e e o c c a s i o n s he e s c a p e d f ro m the w o r k in g p a r t y and w a lk ed t h r o u g h a f o r e s t to the u n -named v i l l a g e (where the German f a m i l y whose p h o t o g r a p h i s e n c l o s e d , l i v e d ) and begged and cadged m o r s e l s o f b r e a d f r o m them. Had he b e e n c a u g h t by the g u a r d s t h e r e would have Ь веп t r o u b l e i n p l e n t y f o r h im and the German o r A u s t r i a n f a m i l y . They gave h im m o r s e l s o f b r e a d and r i s k e d b e i n g s h o t f o r d o i n g s o . They w r o t e to h i m a f t e r the war s e n d i n g h im f i r s t a C h r i s t m a s c a r d and t h e n a l e t t e r .He th a n k e d them f o r w h a t th e y h a d t r i e d to do f o r h im b u t , i n the p r e s e n t l i g h t , he f o o l i s h l y d e s t r o y e d th e c a r d and l e t t e r s when c l e a r i n g o u t a b u r e a u d r a w e r . S o , ban g w e n t h i s e v i d e n c e w h i c h wou ld h ave e s t a b l i s h e d where he was i n camp o t h e r t h a n the v e r y vague n e a r I n n s b r u c k .

I n th e w o r k i n g p a r t y he was p i c k e d o v t and v i c t i m i s e d by t h e W a c h t m e i s t e r b e c a u s e he was an E n g l i s h m a n , b u t t o w a r d s t h e end t h i s e a s e d . B e f o r e t h i s when th e Germans t h o u g h t he was n o t w o r k i n g h a r d en o u g h th e y u s e d to l a y i n t o h im w i t h t h e s h o v e l s t h e y were a l l u s i n g-----and t h i s w i t h l i t t l e mercy show n. Somehow, b e c a u s e h i s w i f e was f i r s t a t B i b e r a c h ( t h e i n t e r n m e n t camp) and t h e n a t L i e b e r n a u ( w i t h t h e i r y o u n g e s t c h i l d , a b o y ) Mr. Q u in managed to g e t t h r e e l e t t e r s t h r o u g h to h i s w i f e and h i s s u f f e r i n g s a r e r e f l e c t e d i n the f a c t t h a t a f t e r 5 y e a r s i n F a z i p r i s o n s t h e p i t c h

e h a d r e a c h e d was r e f l e c t e d i n one l e t t e r when he t o l d h i s n e a r e s t and d e a r e s t , h i s w i f e " I c a n ' t go on l i v i n g l i k e t h i s . Quin w e n t to p r i s o n s a t C aen , V i l l e Neuve S t . G e o r g e , j u s t o u t s i d e P a r i s , C o l o g n e , and f i n a l l y to a p r i s o n n e a r I n n s b r u c k .

And now we come to the t r o u b l e i n h i s c a s e . The l a s t p l a c e where he w a s , was a s m a l l camp o f a b o u t 100 p r i s o n e r s , NOT one o f them E n g l i s h , n e a r a v i l l i a g e i n the m o u n t a i n s . They were a l l p u t to work i n t u n n e l l i n g th r o u g h th e m o u n ta in c o n s t r u c t i n g m u n i t i o n s ' w o r k sh o p s f o r the enem y.B u t , and t h i s i s v i t a l and i t i s a t h i n g to w h ic h I c a n v o u c h b e c a u s e I t r i e d to g r i l l h im on t h i s , h i s memory h a s l a p s e d and he j u s t c a n n o t f o r the l i f e o f h im remember th e name o f the p l a c e . He was r e l e a s e d by A m erican F o r c e s b u t r e f u s e d t h e i r o f f e r to s e e h im b a c k to E n g l a n d . I n s t e a d , he w en t o f f on h i s own and managed to g e t a l i f t to C o logn e i n an A m er ica n t r u c k and fro m t h e r e w en t to B r u s s e l s . From t h e r e he was f l o w n b a c k to E n g la n d by an R . A . F . T r a n s p o r t p l a n e . But h e r e a g a i n we run i n t o t r o u b l e a s h e c a n n o t remember the aerodrom e on w h i c h he l a n d e d .He b e l i e v e s i t i s i n S u s s e x o r E s s e x . W h ic h e v e r i t was h e was t h e r e i n t e r r o g a t e d by S e c u r i t y (som eone must h a v e a f i l e on t h i s and maybe t h i s w ould c o n t a i n th e name o f the camp where he was i n A u s t r i a ) and t h e n , he t h i n k s h an d ed o v e r to th e A s s i s t a n c e A u t h o r i t i e s who g a v e h im money and a r a i l t i c k e t to j o i n h i s w i f e and f a m i l y a t S t o c k p o r t , C h e s i r e , a f t e r th e y had r e t u r n e d fro m i n t e r n m e n t a t B i b e r a c h .

U n h a p p i l y , he h a s d e s t r o y e d t h e s e l e t t e r s w h i c h would ha ve e s t a b l i s h e d j u s t where he was arid h e l p e d f i l l i n the b l a n k s p a c e s . But he r e t a i n e d a p h o t o g r a p h w h ic h the m other and f a t h e r o f the f a m i l y s e n t h im o f t h e i r s o n (and t h i s i s a t t a c h e d ) on th e b a c k o f w h i c h i s the b o ÿ ’ s name"Hans" and h i s a g e . B u t , what i s p e r h a p s more v i t a l -----and t h i s s h o u l dfo r m the v e h i c l e by w h i c h some c h e c k i n g m ig h t be done a t th e I n n s b r u c ke n d -------t h e name o f the p h o t o g r a p h e r and h i s a d d r e s s are p r i n t e d . The f a c t , h o w e v e r , i s t h a t f r o m rny own p e r s o n a l c h e c k i n g and a f t e r s p e a k i n g to a n o t h e r o f the p o l i c e m e n c o n c e r n e d i n the c a s e , I am s u r e t h a t R u i n ' s f a i l u r e to q u a l i f y f o r c o m p e n s a t i o n I s e n t i r e l y due to l a c k o f e v i d e n c e , b u t , m o r e , the l a c k o f t h i s s t e m s f r o m the f a c t t h a t the man c o m p l e t e l y l a c k s the memory w h ic h c o u l d s u b s t a n t i a t e h i s c a s e and I would be I n c l i n e d to the b e l i e f t h a t y o u would r e g i s t e r h i s c a s e n o t b e c a u s e o f h i s n o n - e x i s t i n g remembrance o f a l l he s u f f e r e d , b u t b e c a u s e he d i d s u f f e r .

I t would be a s e r i o u s r e f l e c t i o n on e v e r y o n e i f W i l l i a m Quin h a p p e n e d to be the one man s i n g l e d o u t NOT to b e n e f i t when he i s q u i t e as d e s e r v i n g as h i s c o m r a d e s - i n - c r i m e . T h a t Quin i s s u f f e r i n g f r o m l o s s o f memory can be t e s t i f i e d by h i s w i f e , e x - p o l i c e m a n Thomas GAUDION (who h a s q u a l i f i e d ) and m y s e l f . t I f he i s to be th e one man n o t to r e c e i v e c o m p e n s a t i o n , t h e n a t r a v e s t y o f j u s t i c e w i l l h a v e b e e n p e r p e t r a t e d , h o w e v e r u n w i t t i n g l y .

T h a t , Mr. L i t t i e r , p u r e l y and s i m p l y , i s why I c a n n o t s t a n d by and s e e t h i s h a p p e n , w i t h o u t making the e f f o r t to p l e a d W i l l i a m Q u i n ' s c a s e . I t i s no r e f l e c t i o n on anyone c o n c e r n e d ( e s p e c i a l l y M iss Windham) t h a t , b e c a u s e o f l a c k o f t a n g i b l e e v i d e n c e Q u i n ’ s c l a i m h a s had to be t u r n e d down. The p r o c e d u r e h a s b e e n gone t h r o u g h and t h e r e I s a r e g r e t t a b l c c o n c l u s i o n . I w i l l go e v en f u r t h e r th a n t h i s when I sa y t h a t I t h i n k Q u i n ' s l a c k o f memory to s u b s t a n t i a t e h i s c a s e would be v o u c h e d f o r by any d o c t o r who i f , a s I h a v e 'd on 9 , a sk ed R e l e v a n t q u e s t i o n s , would be met w i t h the same b l a n k w a l l o f R u i n ' s memory f a i l u r e .
