Estimados Amigos: Dear friends:

Las últimas semanas para nosotros los hondurenos, han sido dias y noches muy oscuras. Pero aquel insigne sonador y poeta de la America nos recordaba que "Nunca la noche es mas oscura, que cuando esta a punto de amanecer".

Honduras, al igual que nuestros pueblos hermanos, esta en el vertice de un luminoso despertar. Hay un espfritu de trabajo, un animo de lucha y una actitud constructiva en nuestro pueblo, que anticipa grandes transformaciones para el cercano porvenir.

Los invitamos a participar en este proceso que, mas que de reconstruction, es de edificaci6n de una nueva sociedad, de una sociedad moderna, pluralista, democratica y crecientemente justa.

Los devastadores efectos del huracán se llevaron consigo, además de miles de queridos compatriotas, algunas formas antiguas de hacer las cosas, combinando lo trágico con lo esperanzador y abriendo una vía para el cambio radical que nuestro pueblo exige y merece.

Acérquense a Honduras, a Centroamérica y vean en el sitio de las acciones como el espíritu de renacimiento y lucha por el futuro esta aquí vivo, palpitante y dispuesta a emprender la epopeya de la transformación.

El ideograma que significa "crisis", en una de las lenguas más sabias de la historia, es el mismo que significa "oportunidades". Tomemos esta oportunidad para renacer de los escombros, para forjar el milagro de la solidaridad y para vencer la muerte, la destrucción y el dolor sustituyéndolas por la vida, el trabajo, las riquezas la paz.

Recent weeks for Hondurans have been characterized by very dark days and nights. However, that distinguished dreamer and poet of the Americas reminds us that "night is never darker than just before dawn".

Like its sister nations, Honduras is at the vertex of a bright new awakening. There is a spirit of work, the desire to struggle to forge an existence and an attitude of constructiveness among our people, who look forward to great transformations in the near future.

We invite you to participate in this process which, rather than one of reconstruction, is one by which we hope to shape a new society, a society at once modern, pluralistic, democratic and increasingly just.

The devastating effects of the hurricane have taken with them, in addition to thousands of beloved compatriots, some of our old ways of doing things, thus combining tragedy with hope and opening the way for radical change that our people both demand and deserve.

Come close to Honduras, to Central America, and observe, at the site of activity, how the spirit of rebirth and struggle for the future is alive, palpitating and disposed to undertake this epic transformation.

The ideogram that, in one of the wisest languages of all history, means "crisis" also signifies, in that same language, "opportunities". Let us take these opportunities to be reborn from the ashes, to bring shape to the miracle of solidarity, and to overcome death, destruction and pain by replacing them with life, work, wealth and peace.

/ stand here today in representation of the Fatherland a nation in mourning and moved to pity but always disposed, despite its sorrow, to ensure justice for, and appropriate recognition of, its brave children to pay our most heartfelt posthumous homage to the memory of ail those Hondurans who have fallen, never to return, beneath the ravages of the hurricane that has lain waste to our country and filled thousands of homes with grief and sadness, a tribute as solemn as the majesty of death against which all human resistance and efforts are in vain.

In an unequal struggle between our men and women and the fury of nature, thousands of

our compatriots found death, others were wounded or injured, and almost two million today face the sorrowful task of counting their losses, both direct and indirect. Those of us who by the grace of the Almighty have survived those interminable days and nights of tribulation and anguish share, touched by pity, the immense pain that the Fatherland feels as its own and which it is my sad duty to broadcast to the four corners of out beloved land.

Allot us, in one way or another, have felt a profound sense of loss and emptiness that can only be filled by the consolation and mercy of God and with the resignation dictated by our faith and the hope, inspired by our system of spiritual beliefs, the Christian credo that promises a life after death. During those days of fierce struggle, which are not yet over, there were Honduran brothers and sisters who risked their lives beyond the call of duty, finally succumbing; heroes whom we now recognize for their proven prowess and to whom the press gave proper recognition at the appropriate

En esta fecha y por nuestro medio, la Patria enlutada y conmovida, pero siempre dispuesta, en medio de sus lagrimas, a la justicia y al reconocimiento de sus hijos esforzados, viene a rendir un tributo póstumo, muy sentido en lo mas profundo de nuestro corazón, a la memoria de todos los hondureños y hondureñas caídos para siempre bajo los embates del huracán que nos asolo el territorio y prendió crespones de tristeza y de dolor en miles de hogares. Tributo tan solemne como la majestad de -1a muerte ante cuyo llamado es vana toda resistencia y frente a la cual toda fortaleza del hombre se rinde inexorablemente.

En una lucha desigual de nuestros hombres y mujeres contra la naturaleza embravecida, miles encontraron la muerte, otros quedaron heridos y golpeados, y cerca de dos millones de compatriotas hoy hacen el desgraciado inventario de sus perdidas, directas e indirectas. Los que por voluntad del Altísimo sobrevivimos a esos días y esas noches interminables de tribulación y de sobrecogimiento, compartimos conmovidos el inmenso dolor que la Patria hace suyo y que por nuestro medio comparte de uno a otro confín del amado territorio.

Todos, de alguna manera o de otra, hemos quedado con una profunda sensación de perdida y de vació, que solo puede ser llenado con el consuelo y la misericordia de Dios y con la resignación que nos recomienda nuestra te y la esperanza que nos inspira nuestro acervo espiritual; el credo cristiano, de gozar de una vida mas allá de la muerte.

Durante esos días de duro batallar, que aun no terminan, hubo hermanos hondureños y hondureñas que expusieron sus vidas mas allá del deber, hasta su entrega final; héroes que ahora conocemos por la evidencia de sus proezas, y que la prensa recogió en su momento, pero otros, tal vez los mas, los que no conocemos, los innominados, héroes anónimos y silenciosos que en el fragor de la batalla imposible, entregaron sus vidas a cambio de las de sus hijos, de sus esposas, madres o hermanos, o de los que intentando salvar la vida del vecino y del conocido, inmolaron la propia. Será difícil que el laurel de la Patria agradada lleguea todos los que bien lo merezcan, porque de muchos de ellos quizás tampoco queden testigos, ni siquiera el registró hist6rico de su coraje y de su abnegaci6n en el momento en que lo demostraron.

Time. But in addition there were others, perhaps the majority, who are unknown to us, the unnamed, the anonymous and silent heroes who, in the fray of the impossible battle, gave their own lives to save the lives of their children, their wives, their mothers or brothers and sisters, or those who, in attempting to save the life of a neighbor or friend, gave up their own. It will be difficult for the laurel wreath of the grateful Fatherland to extend to all of those who are deserving of it, because for many perhaps there were no witnesses, not even the historic record of their courage or abnegation at the time they were called upon to demonstrate it.

But in addition to our own, and with much more reason to honor their memory and exalt their exemplary and heroic conduct, we must place on the highest civic pedestals and in the most intimate places of our heart, those foreigners who came with selflessness and genuine love of their fellow human beings to join the rescue brigades during the most critical days of the emergency. Not only because they exposed themselves to the risk of accidents, which for some resulted fatal, as in the case of the young Panamanian pilot Javier Alvarado Torres, but also the many professionals and authorities from a number of different countries and from a wide variety of fields who did not hesitate to enter highly contaminated areas, risking their own health and lives, or the medical brigades that continue to provide their services in places with few material comforts or means of communication, such as La Mosquitia and other areas that are still inaccessible as a result of the seriousness of the damage, Or the young university student Geoghagen, from the United States, who in an attempt to aid Honduran victims perished in a traffic accident.

Acts of heroism were required during the days of the hurricane, to save lives and reduce dangers, and to minimize to the greatest degree possible the extent of mourning and tragedy among us.

But heroism and sacrifices will be even more necessary for the rehabilitation and reconstruction of our nation. We need daily heroes, practitioners, individuals who by their work can set examples a daily heroism from each man and woman to imitate with pride and shame the example of those who died and sacrificed so that the rest of us could live.

Pero además de los nuestros y con mucha mas raz6n para honrar su memoria y exaltar su conducta ejemplar y heroica, tenemos que colocar en lo mas alto de nuestros pedestales cívicos y en lo mas intimo de nuestros corazones, a los extranjeros que vinieron con desinterés y con genuino amor al prójimo, a formar contingentes de socorro en los digas mas graves de la emergencia. No solo porque se expusieron a los accidentes y algunos los sufrieron fatalmente, como el joven piloto de Panamá, Javier Alvarado Torres, sino los muchos profesionales y oficiales de diferentes países y especialidades, que no vacilaron en penetrar en las zonas altamente contaminadas, a riesgo de su salud o de sus vidas. O las brigadas medicas que aun siguen prestando sus servicios en lugares de escasa comodidad y comunicación, como en La Mosquitia y otras zonas todavía inaccesibles debido a la gravedad de los danos. O como el joven universitario Geoghagen, de Estados Unidos, que buscando ayuda para los damnificados hondureños, pereció en un accidente trafico.

Actos de heroísmo se necesitaron durante los días del huracán, para salvar vidas, para sortear peligros, para que en lo posible no hubiese más luto y tragedia entre nosotros.

Pero heroísmo y sacrificio serán todavía mucho más necesarios para la rehabilitación y la reconstrucción de nuestro país. Necesitamos héroes cotidianos, practicantes, edificadores de ejemplos, heroísmo de cada DIA y de cada hombre o mujer, que imite con orgullo y con vergüenza el ejemplo de los que murieron y se sacrificaron para que sobreviviéramos los demás.

Porque no es posible concebir que mientras la conducta de unos se eleva a lo sublime para encontrar la gloria de la inmolaci6n, del estoicismo, el sacrificio y el sufrimiento, otros se acomoden a la holganza indigna, se agrupen en la inconformidad, la protesta y la conducta mendicante o desnaturalizados y oportunistas, se apuesten en el comercio, en los negocios y en los servicios, para sacar ventajas de las carencias y de las dificultades del pueblo, para hacerlo sangrar aun mas. Los acaparadores de productos; los que alteran los precios, los especuladores de toda laya, grandes y pequeños, son los que se burlan del dolor del pueblo y hacen escarnio de la tierra que los vio nacer. Dichosamente son pocos, porque en la mayoría de nuestros compatriotas, si hay algo que abunda, aun en las grandes crisis, es la bondad y la buena fe.

Because it is not possible to conceive that, while the conduct of some is elevated to sublime levels to find glory in death, stoicism, sacrifice and suffering, others will settle into a life of contemptible inactivity, gravitate toward dissatisfaction, protest and mendacity or, in acts of vile and opportunistic behavior, set themselves up in commerce, business or services to take advantage of the needs and difficulties of the people, to bleed them even more. It is those who would hoard commodities, those who would alter prices, speculators of every stripe, both large and small, that ridicule the pain of the people and make a mockery of the land that witnessed their birth. Fortunately, these individuals are few in number, because if there is one thing that is found in ample abundance in most of our compatriots, even in the greatest of crises, it is their innate goodness and faith.

El Doctor Cesar Castellanos Madrid encontró su fatal destino al servicio de Tegucigalpa y de su poblaci6n, tal como había vivido en los primeros y únicos meses de su fructífero trabajo de Alcalde. Con su perdida se enluto la Patria entera, y la Capital de la Republica, sin distingos de colores políticos, le tribute sus mas sinceras lagrimas y sus mas fervientes oraciones, Era un incansable trabajador y un IIDES natural por excelencia. Con su dinamismo y su mas febricitante actividad, le hubiera, facilitado a los capitalinos sus labores de re'construcci6n, Pero, de la misma manera en que a los humanos no nos es dado escoger el sitio en que nacemos, tampoco conocemos el lugar, ni el di'a, ni la hora en que habremos de rendir nuestra ultima Jornada de la vida.

The Government of the Republic, in unison with the sentiments of the Honduran nation, has come to honor the memory of all those who lost their lives in the sacred discharge of their duty, granting to them the lofty posthumous decorations with which the Fatherland rewards distinguished service, as symbolized in the following compatriots:

Doctor CESAR ARMANDO CASTELLANOS MADRID, Municipal Mayorot the Central District

Engineer ARTURO CALONA, Chief of Infrastructure for the Municipality of the Central District.

Major JOSE ARNALDO MIRANDA PUERTO, Officer of the Honduran Air Force.

GEOVANNY RORINEY SANCHEZ IRIAS, Official Cinematographer of the Office of the Municipal Mayor of the Central District.

Sergeant JIMMY ENRIQUE GARCIA BADAY, a patrolman with the National Police Force.

Corporal PEDRO CASTILLO ZAMBRANO, a policeman posted to the southern region of the country to perform official duties.

Panamanian Commercial Pilot JAVIER ALVARADO TORRES, who volunteered to come to Honduras to perform rescue operations?

Dr. Cesar Armando Castelianos Madrid met his fatal destiny in the provision ofserviceto Tegucigalpa and its people, just as he had lived during the first and only month of his fruitful tenure as Mayor. His death has brought mourning to the entire Fatherland, and the capital city of the Republic, without regard to political partisanship, has paid tribute to him with its most heartfelt sorrow and its most fervent prayers. He was an indefatigable workaround natural leader par excellence. His dynamism and feverish activity would have greatly facilitated the reconstruction efforts of the residents of the capital city. But just as we human beings are not given an opportunity to choose where we will be born, we likewise know not the place, the day or the time when we will take our last journey through life.

Son designios de La Providencia y parte inexorable de nuestra razón de ser. Victoriosos, sin embargo, aquellos que pueden dejar a las generaciones presentes y futuras, una estela de meritos que les hagan trascender mas allá del portal de la muerte y con su ejemplo de servicio a los demás puedan pasar en forma gloriosa por la puerta grande y definitiva de la historia nacional, ocupando un sitial de honor en la inmortalidad.

Junto al Alcalde capitalino encontró la muerte el distinguido profesional de la ingeniería Arturo Calina Herrera, que honraba a su gremio como Presidente de su Colegio y como un profesional que dejo una huella imborrable en todos los cargos que le toco desempeñar y en todas las obras que ejecuto a su paso por la vida.

La Fuerza Aérea Hondureña, perdió a uno de sus miembros distinguidos, el Mayor de Aviación José Arnaldo Miranda Puerto, y tuvo que vestir de luto sus banderas heroicas para rendirle un tributo de admiración y compañerismo.

Giovanni Sánchez, mártir del periodismo y del deber cumplido, se unió al destino de su jefe y amigo, tratando de captar las imágenes de su Tegucigalpa destrozada y en plena tribulación y emergencia. Los periodistas no olvidaran su nombre, ni el resto de los hondureños dejara de sentir su partida. Otro joven periodista de Diario El Heraldo, Víctor Sauceda, se encuentra entre los desaparecidos, sujeto a las conclusiones legales sobre su existencia. Siempre hay un hilo de esperanza que se mantiene prendido al corazón, mientras se otean todos los caminos las posibilidades de su retorno a casa.

La nación hondureña, agradecida y apenada, rinde su postrer homenaje al Aviador civil de Panamá, Javier Alvarado Torres, un muchacho que a la misma edad que otros jóvenes todavía no asumen responsabilidades, vino al llamado de su corazón generoso y con todo el deseo de ayudarnos y de servirnos, aquí entrego su vida mientras intent6 rescatar muchas vidas nuestras en el Departamento de Colon. No .encontramos palabras que expresen en toda su dimensión la consternación por la perdida de esta valiosa vida joven que vino desde su patria lejana para ayudarnos, para compartir nuestra atribulación y nuestra tragedia, sin saber que se suman a ella, para enlutar a su querida Panamá y para darnos a los hondureños un ejemplo singular de hermandad y de solidaridad.

Such are the designs of Providence, an inexorable part of our raison deter. Victorious, however, are those who can leave for present and future generations a trail of merits that will enable them to transcend the portals of death and who, with their example of service to others, will pass gloriously through the great and definitive doors of national history to occupy a place of honor in immortality.

While accompanying the Mayor of the capital city, the distinguished Engineer Arturo Colona Herrera also found death as a man who did honor to his fellow engineers as President of their Association and a professional who left an indelible mark on the many positions he was asked to assume and on all of the work that he was called on to perform in his passage through life.

The Honduran Air Force lost one of its distinguished members, Major Jose Arnaldo Miralda Puerto, a loss that caused that institution to dress in mourning its heroic flags to pay homage as a sign of admiration and camaraderie.

Geovanny Sanchez, a martyr of the journalistic profession and symbol of duty properly discharged, joined his destiny to that of his boss and friend while attempting to capture images of his beloved Tegucigalpa, destroyed and filled with disaster and tribulation. Journalists will not forget his name, and other Hondurans will not fail to mourn his passing. Another young journalist from Diario El Heraldo, Victor Sauceda, is among the missing. Although this leaves us with doubt as to whether is still alive, there is always a thread of hope that remains pressed to our bosom while we scan all roads and all possibilities for his eventual return home. A grateful and grieving Honduran nation renders posthumous homage to the Panamanian pilot Javier Alvarado Torres, a lad who, at the same age at which other young men have not yet taken on responsibilities, answered the call of his generous heart and who, with a fervent desire to help and serve, perished here while attempting to save the lives of many of our countrymen in the department of Colon. Wean find no word sot express, in its full dimension, our consternation over the loss of this valuable young life, of one who came from his distant country to help us, to share in our tribulations and our tragedy, without realizing that he would become a part of them, causing mourning in his beloved Panama and providing Hondurans with a singular example of brotherhood and solidarity

Continúan en la lista de desaparecidos, los Mayores de Policía José Edmundo Puerto Bartoli y Asdrúbal Quiñónez, por cuya localización y final destino se siguen haciendo extraordinarios esfuerzos. Ellos (Fueron sorprendidos, junto a los compañeros que hoy redecoramos en forma póstuma, en la destrucción del Puente Cangrejal y hasta el momento se ignora su paradero. Al rendirle a todos ellos este Póstumo Testimonio de afecto, el Gobierno de la Republica como interprete del sentimiento nacional, renueva a cada uno de sus familiares las muestras mas profundas de su pesar y las mas cumplidas de sus sinceras condolencias. La patria guarda silencio en un respetuoso tributo de admiración, y de sentido reconocimiento a su memoria. Confiemos en Dios y en que la más sentida y ferviente oración que elevamos ante El, en sufragio de las almas que ya comparecen en su juicio, sea este resonante y elocuente silencio que la solemnidad del templo magnifica y la sagrada liturgia sublimiza. Rueden nuestras lagrimas silentes, como furtivas cuentas de un místico rosario que entre millones de manos se recorre, para regar con amor y devoción nuestros campos desolados, a fin de que vuelvan a brotar en ellos las flores y los frutos, como lo hubieran querido para todos, los héroes y los mártires que hoy dignamente honramos.

De la muerte nacerá la vida, como un ciclo eterno que la providencia tutela y que los hombres aceptamos, porque esa es la voluntad de Dios y a ella someternos Obedientemente la nuestra

Edmund Puerto Bartoli and Asdrúbal Quiñónez with

extraordinary efforts currently being made to determine their

location and ultimate destiny? They were surprised, along

with the compatriots to whom we today give posthumous

recognition, by the destruction of the Cangrejal Bridge, and

so far their whereabouts is unknown. In honoring all with this

posthumous testimonial of affection, the Government of the

Republic, as interpreter of national sentiment, sends out to

each of their family members our most profound sympathy

and sincerest condolences. The Fatherland falls silent in a

respectful tribute of admiration and heartfelt recognition in

their memory. Let us place our trust in God and lift up our

heartfelt and fervent prayer to Him, in suffrage of those souls

that now appear before Him in final judgment, that this

resonant and eloquent silence will be made more sublime

by the solemnity of the magnificent temple and the sacred

liturgy May our silent tears fall like secretive beads on a

mystical rosary that passes through millions of hands to

spread love and devotion on our desolate fields so that they

might flourish once again with flowers and fruit, as the

heroes and martyrs that we solemnly honor this day would

have wished for all. From death will come life, like an eternal

cycle determined by Providence and accepted by mankind,

for such is the will of God and to that will we obediently

subject our own?

Fellow citizens, Men and women of Honduras:

Honduras ha sido sacudida hasta sus cimientos por la más grande tragedia que el Continente Americano ha conocido. Muchas vidas hemos perdido. Unas, porque el fenómeno las esconde a su paso y, otras porque sirviendo a sus semejantes se expusieron al máximo sacrificio y lo arriesgaron todo, sin pensar en recompensa alguna, salvo la que Dios otorga a las almas buenas.

Honduras has been shaken to its very foundations by the

greatest tragedy known to the American continent. We have

lost many lives, some in the fury of the phenomenon itself

and others while serving their fellow human beings,

exposing themselves to the ultimate sacrifice, risking all with

no thought for any recompense, save for that granted by

God to kind souls.

Es preciso que todos estos compatriotas. Signados por el heroísmo, el martirio y la gloria, abonen para el bien la tierra que amorosamente les cobija y que su entrega suprema nos sirva para reflexionar y para reaccionar con nuevas actitudes y conductas superiores; para que los que todavía se empeñen en traernos más sufrimiento y tribulación con su violencia, su delincuencia, y sus crímenes. Hagan un alto y se enmienden y busquen los caminos de la ley y la decencia.

Para que no haya más espacio para la indolencia. La pereza y la dependencia. Para que nadie intente sacar ventajas personales del dolor y la crisis que es de todos. Para que hagamos de un pueblo, nuestro pueblo, una sola voluntad, un solo destino, una decisión firme y solidaria de caminar unidos. Trabajando unidos, compartiendo unidos lo poco que nos queda en pie y lo que la generosidad internacional nos ha entregado. De nada nos servirá reconstruir los puentes, las carreteras y los acueductos y la economía. Si no reconstruimos nuestra propia moral y no replanteamos nuestro comportamiento anterior.

La ayuda internacional, cualquier ayuda, se termina y dura poco. Los amigos que aquí han venido para ayudarnos, no estarán por mucho tiempo haciendo lo que a nosotros nos toca hacer. La responsabilidad ahora solo es nuestra. Y el titánico trabajo que ha venido realizando juntos, ahora, nos toca continuarlo y terminarlo solos Los que murieron por nosotros. Intentando aportar su trabajo a los demás, no terminaron la tarea y nosotros, los sobrevivientes debemos completarla. Cada obra realizada, cada trabajo concluido. Cada pensamiento limpio y cada acción patriótica, individual o colectiva, serán los mejores tributos que podemos rendir a la memoria de los caídos en este histórico desastre nacional. Poco a poco nos acercamos a nuestra propia soledad y al encuentro con nuestra trágica realidad.

Si es tragedia o es una nueva oportunidad que el destino nos presenta, eso depende solamente de nosotros. Paulatinamente dejaremos de ser noticias importantes en la prensa del mundo. El planeta tiene sus propios afines y otros sucesos ocuparan los espacios en que el mundo nos ha visto llorar, sufrir y perecer. En el momento de nuestra suprema angustia y tribulación tuvimos el auxilio y la compañía de muchos tantos amigos y juntos, ellos y nosotros afrontamos las horas más largas e indescriptibles de nuestro drama del siglo. Aun nos queda una parte apreciable y querida de esa compañía.

AH of these compatriots, marked by heroism, martyrdom and glory, must fertilize for good purposes the land that lovingly shelters them, and their supreme sacrifice must move us to reflect and react with new attitudes' and improved conduct, so that those who still insist on bringing us greater suffering and tribulation with their violence, their delinquency and their crimes will stop and reflect, mend their ways and seekoutthe path flaw and decency

So that there will be no more tolerance of indolence, laziness and dependency. So that no one will attempt to take personal advantage of the pain and crisis that is felt by all of us. So that out of one people, our people, we can forge a single will, a single destiny, a firm and solidary decision to travel the road together, working together, sharing what little we have left and that which international generosity has given us. It wilt be of little use to rebuild bridges, highways, aqueducts and the economy if we fail to rebuild our own moral character and to reflect on our previous behavior.

International help, indeed help of any kind, eventually runs out and is short-lived Our friends who have come here to help us will not long remain doing that which it is our responsibility to do for ourselves. That responsibility is now exclusively ours, and the titanic effort that we have been confronting together will now be our task to continue and finish by ourselves. Those who died for us, in an attempt to share their work with others, did not finish the task, and so it is we the survivors must complete it. Each act performed, each effort put forth, each clean thought and each patriotic action, whether individual or collective, will be the best tribute that we can render to the memory of those fallen in this historical national disaster. Little by little we come closer to our own solitude and to the encounter with our own tragic reality.

Whether it is a tragedy or a new opportunity with our destiny has presented to us depends solely on us. Gradually, we will cease to be a significant source of news in the world press. The world has its own interests, and other events will occupy the spaces in which the people of the world have seen us weep, suffer and perish.

At the time of our supreme anguish and tribulation, we were blessed with the aid and company of many friends, and together we faced the longest and most indescribable hours of this, our drama of the century. We are still left with a much-appreciated and well-loved part of that company. A tear that is shared is less of a tear. And solitude between two is no longer solitude. After some time, however, the only food

There will be no more donated goods to provide us with a roof and shelter, because even the greatest kindness has a limit and even the most generous soul will eventually tire. Me limitare a señalar los mas importantes: 1} La violencia bruta del huracanen Grado 5, 2) El haberse estado nado frente a las costa de Honduras durante3 días consecutivos.

Please allow me to convey the

gratitude of Central America to the President and Executives of the Inter-American Development Bank, for the call to meeting of this Regional Reconciliation Group, as well as the presence of the group of distinguished guests from friendly governments in Latin America and cooperative countries in Europe and Asia. We hope that this meeting will allow

Us to express in depth and frankness the new realities facing the region, as a result of the devastation produced by Hurricane MITCH. For international cooperation in the tasks of renovation, reconstruction, and replacement in Central America in its battle for sustainable development and its entrance into the new world of globalization and modernization.

Several tragic factors combined to produce devastation unprecedented in the history of the continent during the last two centuries. I will limit myself to the most important: 1) The bruta l v io lence of the f i f th -degree hurr icane, 2) The fact that this hurricane remained stationary along the coasts of Honduras for three consecutive days.

Centroamérica ya pago en el reciente pasado una alta cuota de sangre, sufrimiento y sacrificio por las consecuencias negativas de la guerra y la pobreza. Sin embargo, nos sentimos orgullosos de los esfuerzos que realizamos para lograr la paz y seguirla consolidando, restaurar los sistemas democráticos, propiciar las mas amplias aperturas políticas y de conciliación nacional y fundar instituciones civiles para la mayor participación popular, económica y política y para el afianzamiento de la seguridad jurídica y !a garantía de los derechos esenciales del ciudadano. Quienes conocieron Centroamérica en aquellas épocas aciagas y a los anos nos visitaron después, se sorprendieron gratamente con los avances políticos, sociales y económicos que estábamos alcanzando. En Honduras habíamos logrado los mas altos índices de consenso social; los diferentes sectores de la vida civil estaban organizados y trabajando en propósitos de conjunto, con una participación popular y de voluntariado que hacia manejable la gobernabilidad y fortalecida las instituciones democráticas que estábamos creando y consolidando.

After having crossed onto solid ground, and being downgraded to a tropical storm, and releasing rain over our territory that lasted for five tormented days and anguished nights- the equivalent in water volume to that of three normal winters, and 3) The hurricane having broken al! Records and precedents of the present century, both in the brutality of its fury as well as in the erratic nature of its behavior, which caused incalculable devastation- even in remote areas that, had never before known flooding. There were places where the mountains opened into chasms and then converted their gullies into enormous avenues of water, despite the density of vegetation, dashing enormous discharges of rock, mud and gigantic, uprooted trees against the populations. The magnitude and extent of these landslides are impressive.

These resulted in numerous villages and hamlets left eerily silent, gone, with everything and ail their inhabitants. Residential neighborhoods in the main cities were erased from the map. This mortal and implacable phenomenon struck Honduras coast to coast and border to border in a frankly apocalyptic manner, brutally historic and tragically disconcerting.

Although the Central American countries have been prepared for natural disaster- and yes we have known storms - MITCH was impossible for the civil defense apparatus to overcome due to its intensity and violence.

In the recent past. Central America has already paid a high price in blood, suffering and sacrifice, due to the negative consequences of war and poverty. Nonetheless, we feel proud that the efforts we have made to achieve and continue to consolidate peace, restore democratic systems, provide the broadest political opening, national reconciliation and found civil institutions- for greater popular, economic and political participation and the consolidation of the security of the legal system and safeguarding citizens1 basic rights. Those who knew Central America in those tragic times and visited us years afterwards were pleasantly surprised with the political, social and economic advances that we were achieving, In Honduras, we had achieved the highest level of social consensus: the various sectors of civil life were organized and working conjointly with a popular and voluntary participation that made governing manageable and strengthened the democratic institutions we were creating and consolidating.

El huracán nos destruyo 50 anos de esfuerzos en la construcción de la infraestructura y le arrebato el patrimonio físico e hist6rico a dos generaciones de hondureños. Por ello, no reconstruir Centroamérica, ahora y no mas tarde, seria retroceder peligrosamente en contra de lo que habíamos logrado, tanto en lo físico, como en la cohesión pacifica de la sociedad y su disposición para afrontar democráticamente los retos del desarrollo y de un creciente bienestar.

Gracias a la unidad de todos los sectores de la nacionalidad pudimos hacerle frente a la emergencia y movilizar totalmente a la poblaci6n, con una fuerza moral increíble. Pero esa unidad, tan laboriosamente lograda, pudiera estar en peligro si no atendemos con prontitud la situación calamitosa en que han quedado centenares de miles de familias, de todos los estratos sociales, pues las pérdidas no se limitan a los más pobres. No debemos permitir que la paz social y la democracia de que estamos orgullosos, llegue a deteriorarse o hasta perderse, por impaciencia, por descontento y por desesperación de [a gente.

Los centroamericanos entendemos que la gobernabilidad consiste en que la democracia funcione, que sea capaz de dar respuesta, de dar respuestas validas a las expectativas populares. La gobernabilidad es estabilidad interna y significa paz social, condiciones sin las cuales no es posible la seguridad para las inversiones, ni el avance de los planes económicos, por muy ambiciosos que sean y por muy bien financiados que pudieran darse. Por eso, cualquier cosa que afecte la gobernabilidad, afecta el todo. Ya no digamos si habíamos de una situaci6n de desastres devastasen nacional, como la que enfrentamos hoy.

La guerra significa mucho atraso, en el sentido de que convirtió a Centroamérica en una región de riesgo, alejamiento de la inversión extranjera, cancelación del turismo, fuga de capitales e inseguridad casi general para los negocios. Pero no destruya totalmente la infraestructura, ni paralizo severamente la producción como ahora. A pesar de todos-los trastornos sufridos, las economías siguieron funcionando durante la guerra; el patrimonio físico de nuestras naciones sufrió danos, pero no quedo destruido ni paralizado, como ha sido el caso de ahora en vastas extensiones de nuestros territorios y especialmente en Honduras, donde la destrucci6n no dej6 sector ileso. Región inafectada.

En Honduras, no s6lo se perdieron las principales cosechas de sustento interno y lo grueso de nuestra exportaci6n, sino que se perdieron grandes extensiones de tierra, completamente lavadas por las inundaciones y convertidas hoy en día en promontorios de piedras, lodo y arena, en donde jamás volverá a cultivarse nada.

The hurricanes destroyed fifty years of efforts in building infrastructure and stole the physical and historic patrimony from two generations of Hondurans. For this reason, failing to rebuild Central America, now and not later, would mean a dangerous return- against what we had achieved, both in the physical sense, as well as in the peaceful cohesion of society and its disposition to face democratically the goals of development and increasing well-being.

Thanks to the unity of all sectors of our Nation we have been able to do so- facing the emergency, totally mobilizing the population with an incredible moral strength. But this unity, achieved with such labor, could be at risk if we do not promptly attend to this calamitous situation, in which hundreds of thousands of families on all social levels have found themselves, since the losses are not limited to the poor. We must not allow the social peace and democracy of which we are so proud, begin to deteriorate or even be lost, due to the impatience, discontent, or desperation of the people.

We Central Americas understand that govern ability includes a functioning democracy capable of providing a valid response to popular expectations. Govern ability represents internal stability and social peace- conditions without which safe investment and any advances in economic plans are impossible- as ambitious and well-financed as they may be. For this reason, any factor that may affect govern ability affects the whole, even when we are not discussing a situation that involves disaster and national devastation, such as the one we are facing today.

The war represented a great delay in the sense that it made Central America a risky region, unattractive to foreign investment, with cancelled tourism, capital flight and almost-general business insecurity. But it did not totally destroy the infrastructure, nor did it severely paralyze production, such as now. Despite all disruptions suffered, the economies continued to function during the war. The physical patrimony of our Nation suffered damage, but was not destroyed or paralyzed, as has now been the case over vast stretches of our territory and especially in Honduras, where the destruction did not leave any sector untouched or region unaffected.

Abandonados a nuestra suerte, ni nos olvidara tan rápidamente como nos olvido después de la guerra.

¿Cual es el monto de las perdidas centroamericanas y que recursos se necesitan para nuestra reconstrucción? Hay varios documentos que se conocerán en esta reunión y que dan respuesta, en detalle, a estas interrogantes. Pero, las cifras pueden parecernos tan grandes o tan pequeñas como concepto tengamos de la importancia o de la insignificancia de nuestra región. El Presupuesto General

De Honduras es casi la tercera parte del presupuesto del Estado de Vermouth. Reconstruir Centroamérica puede costar el equivalente a 29 días de consumo de tabaco de los Estados Unidos. Y es infinitamente mas barato que movilizar un portaaviones militar al Golfo Pérsico o el emplazamiento de unas baterías de misiles Patrios, o construir y poner en orbita un pequeño satélite de comunicaciones. El costo de transportar y de adornar el inmenso árbol de Navidad que luce en una de las principales plazas de Nueva York, equivale a los recursos que se requieren para rehabilitar una de las comunidades de Honduras, secar las lagrimas y devolver la esperanza en el rostro de centenares de hombres, mujeres y niños.

Damas y Caballeros:

El destino de toda una región, de las más estratégicas e importantes para la seguridad del Continente, esta en manos de la comunidad Internacional. Todos los pueblos del mundo, que en mayor o menor medida conocen la dimensión trágica de nuestra situaci6n Gan hecho esfuerzos por compartirla solidariamente, y no esperan menos de los organismos financieros que se han creado para dar respuestas de alivio a toda la humanidad necesitada. Esperamos concluir esta reunión del Grupo Consultivo con un resultado que podamos anunciar a nuestros pueblos, para alentar sus espíritus angustiados y como el único regalo esperanzador que millones de

nuestros niños recibirán en estapr6xima Navidad. After the war abandon us to our luck or forget us as quickly as it forgot us what is the amount of losses in Central America and what resources are needed for our reconstruction? There are several documents which will be made available in this meeting and which will answer these questions in detail. But the figures could seem as large or as small as the notion that we have of the importance or insignificance of our region.

The general budget for Honduras is almost one-third of the budget of the state of Vermont. Rebuilding Central America could cost the equivalent of twenty-nine days' tobacco consumption in the United States. And yet it is infinitely cheaper than mobilizing a military aircraft carrier in the Persian Golf, deploying some patriot missile batteries or building or putting into orbit a small communications satellite. The cost of transporting and decorating the enormous Christmas tree that is lit in one of the main squares of New York is equivalent to the resources required to rehabilitate one of the communities in Honduras, dry our tears and return hope to the faces of hundreds of men, women and children.

Ladies and Gentlemen:

The destiny of an entire region of the greatest strategic importance to the security of the continent rests in the hands of the international community. All peoples of the world, who, to a greater or lesser degree, are aware of the tragic burden of our situation, have made efforts to share it in solidarity, and they do not expect less from the financial organizations they have created to respond to ail human need with relief aid. We hope to conclude this meeting of the Consulting Group with results we may announce to our people, to lift their anguished spirits and as the only gift of hope that millions of our children will receive this upcoming Christmas.

SPEECH FROM THE CONSTITUCIONAL PRESIDENT OF THE REPUBLIC OF HONDURAS AND CENTRAL AMERICA PROTEMPORE PRESIDENT, CARLOS R. FLORES F, TO THE PRESIDENT

Senor President: Mr. Presiden:

En nombre de los Presidentes de Centre América, quiero expresar lo muy complacidos que nos sentimos por el dialogo tan fructífero y productivo de este DIA con el PRESIDENTE DE LOS ESTADOS UNIDOS, que reafirma nuestra confianza en su fuerte liderazgo y grandiosa capacidad de entender a nuestros pueblos, tanto sencillamente como seres humanos, y en términos de sus necesidades para la enorme tarea de reconstruir nuestros países devastados.

Guerreemos asimismo transmitir a la Primera Dama, Hillary Rotad Clinton, a la Sra Tipoer Gore, y a los miembros de sus delegaciones que realizaron visitas personales a nuestras angustiadas comunidades despues de los trágicos días del Huracán, y al muy generoso pueblo americano, la mas profunda gratitud de Centro América por la pronta y significativa cooperaci6n que los Estados Unidos brindaron durante nuestra emergencia y en izo sub. Secuente esfuerzos de asistencia y rehabilitación.

En primer lugar, permítannos manifestar que venimos a Washington, completamente conscientes que el potencial y la responsabilidad de reconstrucci6n de la regi6n Centroamericana depende de nuestros propios esfuerzos, y a pesar de lo mucho que apreciamos y nos sentimos agradecidos por el generoso apoyo que tenemos y estamos seguros de recibir de los Estados Unidos y el resto de la comunidad internacional, también sentimos que no sustituirá a nuestras propias iniciativas, sino que brindara el ímpetu necesario.

n behalf of the Presidents of Central America, I wish to communicate to you our pleasure

with regard to the fruitful and productive dialogue that took place today with the PRESIDENT OF THE UNITED STATES, reaffirming our trust in your strong leadership and ample ability to understand our peoples, both in simple terms as human beings as well as in terms of their needs in confronting the enormous task of reconstructing our devastated nations.

We would like in addition to communicate to First Lady Hillary Rodham Clinton, to Mrs. Tipper Gore, and to the members of their delegations who personally visited our anguished communities following the tragedy-filled days of the hurricane, as well as to the most generous American people, the profound gratitude of Central America for the prompt and bounteous cooperation provided by the United States during our emergency and in subsequent assistance and rehabilitation efforts.

First of all, allow us to state that we came to Washington entirely aware that the potential and responsibility for the reconstruction of the Central American region will be dependant on our own efforts, and despite our considerable appreciation and gratitude for the generous support that we now have in hand and that we are sure to receive from the United States and the rest of the international community, we also feel that such support will not substitute for our own initiative but rather provide the necessary impetus.

Las inquietudes más importantes de nuestra conversaci6n con el Presidente Clinton trataron los siguientes puntos:

l. EI liderazgo que esperamos, y que sentimos que los Estados Unidos están ejerciendo en la comunidad internacional para la obtención de los recursos financieros que son necesarios para el proceso de rehabilitaci6n y reconslrucci6n de nuestras devastadas economías.

Le Hemos explicado al Presidente Clinton, y estamos seguros que el esta convencido que para que Centra América pueda reconstruir, es crucial no solamente que se conceda un alivio a la deuda, sino aun mas importante, que nuevos recursos financieros y cr6ditos concesionarios estén disponibles, en la magnitud que no se revista todo por lo que hemos luchado arduamente y que hemos logrado en términos de crecimiento econ6mico, nuestra estabilidad política e institucional, la paz, y un medio de vida digno para nuestros pueblos.

2.-Hemos conversado sobre los efectos negativos que pueden resultar como consecuencia de esta tragedia, en et cual miles de cientos de personas se vieron privadas de sus tierras y sus trabajos, sin hogares y sin seguridad económica para si y sus familias, si se les deja sin esperanza ni la posibilidad de rápidamente procurarse sus propios medio de una vida decente en su propio terreno.

No queremos ver que se repita el infortunado 6xodo que ocurri6 en Centra América en el pasado, cuando las crueles consecuencias de la guerra y los problemas políticos internos, le robaron a miles la seguridad de trabajos oportunidades en sus propios países.

Para nosotros, un medio rápido de suministrarles de nuevo a nuestros pueblos las posibilidades que les han sido arrebatadas por los efectos devastadores de este huracán, que, dicho sea de paso, son mas graves que las implicadas en los peores momentos de la guerra centroamericana, (durante la pasada década de los 80' s), es mediante el fortalecimiento del comercio, los mercados libres y las oportunidades de negocios. EL REALZAMIENTO de las Iniciativas de la Cuenca del Caribe, que se inici6 como una tarea bipartita hace algunos anos, incrementar la enorme mente esas posibilidades.

The most important concerns resulting from our conversation with President Clinton involve the following areas;

The leadership that we expect and that we feel that the United States is providing within the international community with a view toward obtaining the financial resources necessary for the rehabilitation and reconstruction of our devastated economies.

We have explained to President Clinton, and are certain that he understands, that if the process of Central American reconstruction is to be successful, it is crucially important not only that debt alleviation be provided but also, and more importantly, that new financial resources and concessionary credits be made available in amounts sufficient to prevent the loss of everything for which we have struggled and achieved with so much effort in terms of economic growth, our political and institutional stability, peace, and a dignified life for our peoples.

We have spoken about the negative effects that can result from this tragedy in which thousands of [hundreds of] individuals lost not only their land but also their work and now find themselves without a home or economic security for themselves and their families, [especially] if they are left without the hope or opportunity to rapidly secure their own means lo earn a decent living on their own plot of land.

We do not wish to see a repetition of the unfortunate exodus that occurred in Central America in years past, when the cruel consequences of war and internal political problems deprived thousands of the security of employment and opportunities in their own countries. For us, one rapid way to make available once again to our people the opportunities that have been snatched from them by the devastating effects of this hurricane (which parenthetically are more serious than those observed during the worst moments of the Central American war during the 1980s) is to strengthen trade, free markets and business opportunities. The ENHANCEMENT of the Caribbean Basin Initiative, which was launched as a bipartite effort a number of years ago, would significantly increase such possibilities

3.-Hablamos sobre nuestra profunda preocupaci6n, especialmente en este comenta en el que miles se encuentran sin hogares y sin trabajos, de que no existan medidas temporales sino una solución definitiva a la condición de i n m i g r a c i 6 n de l o s muchos centroamericanos que ahora viven y trabajan en los Estados unidos.

Nosotros los centroamericanos hemos pagado un precio muy elevado por sostener los principios de las democracias por insistir en que nuestros pueblos vivan en libertad. Nos hemos comprometido, con nosotros mismos y con el mundo, a continuar fortaleciendo la paz en nuestros países y de continuar jugando un papel importante en la estabilidad y seguridad del hemisferio.

Con la fortaleza que seguramente se deriva de la mas admirables determinación de nuestra gente al no dejarse vencer, estamos comprometidos a trabajar arduamente y con actitudes superiores para que este golpe que hemos tenido que soportar no sea uno que nos venza, sino el punto de arranque hacia un futuro mas promisorio para Centra América.

Su hospitalidad, Señor Presidente, nos honra, y nos compromete más en nuestro empeño. Esperaremos ansiosos su visita a nuestros países centroamericanos, Rogamos a Dios que continué bendiciéndonos a todos. Y a usted, Señor Presidente, en nombre de nuestros pueblos y agobiemos, le manifestamos el mayor de los éxitos y fortaleza mientras gobierne a su admirable nación.

We spoke of our profound concern, especially at this time in which thousands are without homes and without jobs, that rather than temporary measures, what is needed is a definitive solution to the immigration status of the many Central! Americans currently living and working in the United States.

Central Americans have paid a very high price for defending the principles of democracy and insisting that our peoples live in freedom. We are committed, both to ourselves and to the entire world, to continue to strengthen peace in our nations and to play a major role in ensuring the stability and security of the hemisphere.

With the strength that will certainly result from the most admirable determination of our people to refuse to be overcome by adversity, we are committed to work arduously and with positive attitudes so that this blow of misfortune that we have had to suffer will not be one that conquers us but rather the starting point for a more promising future for Central America.

Mr. President, your hospitality both honors us and strengthens our commitment to our undertaking. We look forward to your visit to the nations of Central America. We beseech our God to continue to byes us all. And for you, Mr. President, in the name of our peoples and governments, we wish the greatest of success and strength in governing your admirable nation,

1 ara abreviar tiempo permítanme decirles que es un Enorme placer y un honor estar ante tan distinguidos y selectos invitados en esta Cámara de Comercio. Quiero agradecerles esta oportunidad, decir que todos los Presidentes Centroamericanos nos sentimos privilegiados de poder compartir con ustedes unos momentos sobre no tanto problemas como sobre ideas, sobre anhelos sobre propósitos comunes, vínculos que nos unen que nos aproximan que nos acercan que nos estrechan, mas que un panorama sobre lo que le sucedió a Centro América con este huracán que indudablemente tuvo una dimensi6n devastadora sobre mucho de nuestro territorio, recibíamos ayer las cifras de CEPAL donde nos dicen que solo para citar un caso, la magnitud de los danos en mi país Honduras, costo de preposición anda por los 5,000 millones de dólares, que representa quizás un estimado de un 107% del Producto interno bruto,

Con una cantidad de 2 millones de damnificados, de afectados, de gente que fue evacuada que hoy no tiene casa, que no tiene mucho por o que trabajo durante gran parte de tiempo, pero mas que eso a mi me parece que este huracán, lejos de ser una tragedia, en realidad una enorme oportunidad para Centro América para las posibilidades que nosotros tengamos unidos de poder hacer lo mejor de esta enorme oportunidad que se nos ofrece, casi como que si Dios nos estuviese diciendo que este es el momento de mirar hacia la región, pero mirar hacia al región por lo positivo que tenga que ofrecer la regi6n que es inmenso, es diverso y que constituye quizás nuestra región una perspectiva de oportunidades, un horizonte nuevo, una ventana para la inversi6n, para la Actividad privada como nunca antes se había presentado anteriormente en toda la historia de lo que nosotros llevamos en este siglo, y les voy a decir porque, primero porque la magnitud del desastre significa que hay que aportar una enorme cantidad de recursos financieros para

O shorten the time, please allow me to tell you that is a Great satisfaction and honor to be with so distinguish and selected guests in this Chamber of Commerce. I want to thank you for this opportunity, and to tell you that all Central American Presidents feel privileged of being able to share with you a few moments, not over so many problems, but over so many ideas, over aspirations, over cravings related with common

purposes, bonds that join us, that bring us together, that bring us near, that tighten us together. More than the panorama of what happened in Central America with this hurricane that doubtless had a great destructive dimension over a significant part of our territory. Receiving yesterday the figures from CEPAL (Economic Commission for Latin America and the Caribbean), where they inform that only for my country, Honduras, the magnitude of damages, at reposition costs is around US$ 5,000 million dollars, which represent a probable estimate of 107% of the Gross Internal Product.

With 2 millions that sustained loss of property, people affected that today do not have a home, that lost a great deal of what they worked over their lives;

but more than that, to me this hurricane, far for being a tragedy, is indeed a great opportunity for Central America in order to join us to make the best of this opportunity, It is almost, ais flowered telling us that this is the moment to look to the region, but to look for the positive things that the region has to offer, which is humongous, diverse and that constitutes for our region an opportunity perspective, a new horizon, a new window for investment, for private investment as never before in ail our history on this century, and I am going to tell you why: first, because the magnitud of the damages means that enourmous amount of financial resources are needed to be able to rehabilitate and reconstruct this zone, and that is first, fundamentally, for humanitarian issues. Here is where the solidarity from all of you and the international community, that we treasure so much take place. It is fast, spontaneous and it comes from companies and people from all over the

poder rehabilitar y reconstruir esa zona, y eso es así primero por asuntos fundamentalmente humanitarios, aquí es donde esta la solidaridad que nosotros agradecemos enormemente de parte de todos ustedes y de la comunidad internacional, pronta, rapidez espontánea, de las compañías, personas en todas partes del mundo aun teniendo silos necesidades aportaron lo propio para poder llevar esperanzas en un momento de angustia y dolor a nosotros los centroamericanos y nosotros lo agradecemos enormemente como también la ayuda o el apoyo que muchos de ustedes nos dieron y nos siguen dando a la regi6n pero esto también significa que es necesario reconstruir la regi6n y aquí venimos a eso, a hablar sobre esas posibilidades, a un Grupo Consultivo donde participan la comunidad internacional, países, instituciones, organizaciones, las instituciones de crédito internacional y vamos enormemente satisfechos por lo que hemos logrado en estos 2 6 3 días que hemos estado aquí y eso es importante también para todos ustedes porque hay compromiso de financiamiento hay si se quiere mas allá de lo que puede ser alivio de la deuda compromiso de las instituciones para recursos frescos, hemos platicado sobre lo que ocupa Centra América, lo que necesita. Agradecemos en mucho la ayuda pero mas que eso nosotros lo que realmente reclamamos son oportunidades, iguales oportunidades en todo el mundo que no se registran si se le pongan barreras al comercio y a la inversión y a la posibilidad de poder abrir nuestros mercados como lo hemos hecho, lo estamos haciendo y lo seguiremos haciendo aun después de las circunstancias mas bien ahora es la oportunidad para poder fortalecer esa actitud, en ese sentido, la Casa Blanca con el presidente de los Estados Unidos, hombre totalmente preocupado. Consciente, informado sobre lo que sucede elevamos noticias enormemente alentadoras, sobre lo que hará Estados Unidos en el liderazgo que le corresponde asurnir por la proximidad de la región aquí a este país, porque se trata de intereses vitales también para el continente, ese liderazgo para la obtención de los recursos frescos para poder conformar esos programas, esos paquetes que puedan darle el financiamiento adecuado para los programas de rehabilitación y de reconstrucci6n. Recursos colaterales que también tienen que ver con lo que platicamos con lideres del Congreso y del Senado de aquí de los Estados Unidos, uno de ellos que a ustedes les interesa y que a nosotros también particularmente es el ensanchamiento de los beneficios de la Cuenca del Caribe, porque pues es correcto hacerlo, porque si fue un esfuerzo bipartidista aquí en este país, cuando nosotros atravesábamos dificultades como efecto de una guerra que polarizo la regi6n pero que finalizamos triunfando en

Even when they themselves have needs, they have provided their own, in order to bring hope in a moment of distress and pain to all of us the Central American, and we appreciate it tremendously; as wail as al! The help that gave us and that continue giving to the region; but this also means that it is necessary to reconstruct the region. Therefore, here we come to talk about the possibilities of a consultative group, where the participants are the international community, countries, institutions, organizations, the international creditor institutions; and we want to express our satisfaction on these 2 or 3 days that we have being here, and that is also important for ail of you, because there is a financing commitment, even beyond the debt relief; its a commitment for fresh financial resources. We have being talking about the needs of Central America. We thank you for the help, but more than that what we claim are opportunities, equal opportunities as the rest of the world, which are not consistent with barriers to trade, investment and to the possibility of opening our own markets, as we are doing it, have done it and will continue doing it. Now it is the time to strength that attitude. On this line, the White House, with President Clinton, who is a very caring, conscious and informed man on the issues that we have discussed, have contributed to the fact that we are taking very encouraging news, related to the leadership that United States is going to assume due to its proximity to the region and to the vital interest to the continent. That leadership is vital in obtaining fresh financial resources to conform those programs, those opaqueness that can give the correct financing to the rehabilitation and reconstruction programs. Collateral resources that also have to do with what we discuss with the leaders in Congress and Senate of the United States and that is interesting for both of us, is the enhancement of the Caribbean Basin, because it is right to do it; because it was a bilateral effort here in this country when we were going through difficulties as the result of a war that polarized the region, but that we ended succeeding according to our democratic principles, of free market, of justice, of political stability. Therefore, who was in Central America 12 years ago and visit Central America in this moment, will feel a great impression of all the positive changes in the region. The strength of its civil institutions, the peace, the tranquility that the region offers, the great opportunity because with this hurricane we saw the best of our people, a feeling of unity, of working together, of not accepting defeat in the middies of distress watching people that lost every thing, giving up what they did not have anymore and the left they have to the ones with greater need, risking their lives to save their fellow citizens of devastating hurricane inclemency and we did not allow it toilet sown, we stared the reconstruction standing tail, united with voluntary organizations, civil, communal and municipal organizations.

función a nuestros principios democráticos, de libre empresa, de justicia, de estabilidad política, por eso nosotros decimos que Centra América quien haya estado en Centro América hace 12 años atrás y visita Centro América en este comenta se llevara una grata impresión de como ha cambiado la región en forma positive, la fortaleza de las Instituciones civiles, la paz y la tranquilidad que ofrece la región, la enorme oportunidad que ofrece porque en este huracán vimos lo mejor de nuestra gente, un sentimiento de unidad, de trabajar juntos de no dejarse derrotar en medio de la angustia de ver personas que lo hablan perdido todo entregando lo que ya no tenían, lo ultimo que tenían al que tenia quizás mayor necesidad, exponiendo y arriesgando sus vidas para poder salvar a sus compatriotas de la inclemencia de un huracán tan devastador como el que tuvimos y después de eso no dejarse vencer, emprender la reconstrucción de pie, unidos, las organizaciones de voluntarias, las organizaciones civiles, las organizaciones comunitarias, las organizaciones municipales. Tenemos instituciones fuertes eso es lo que se requiere en los países para dar certidumbre y seguridad a los proyectos que se emprenden. Centro América ofrece entonces una enorme oportunidad precisamente porque estamos en los momentos de la edificación no de reconstrucción necesariamente porque reconstruir es casi como volver a poner las cosas que se perdieron y dejarlas igual nosotros hemos hablado de otro concepto de edificar. En Honduras acabamos de emitir una Ley de Concesiones con la premura con que era necesario hacerlo aprovechando la emergencia y la actitud de la gente que le da al sector privado una oportunidad, y una dimensión amplia en cuanto a las posibilidades que se ofrecen allá porque queremos que el sector privado participe con toda la dimensión y con todo el esfuerzo en la reconstrucción de Centro América, entonces se ofrece para el sector privado gracias a esa Ley de Concesiones que estoy seguro que los demás países tienen legislaciones iguales, inversiones en vivienda, inversiones en proyectos que tienen que ver con la agricultura, en educación, inversiones de la construcci6n, inversiones en campos como el turismo las comunicaciones, las telecomunicaciones, los aeropuertos los puertos, todo eso es parte donde el sector empresarias puede ir e invertir, porque la regi6n es importante porque también hay un interés, pero también porque va a ser una enorme oportunidad para que lo puedan hacer hay estabilidad en la región porque hay paz, que es lo que hemos logrado, lo que ofrecemos porque están todos los incentivos y todas las perspectivas dadas para que la inversión pueda entrar con un nuevo ímpetus hay economías en el mundo que no andan muy bien, allá en el Asia, eso que nos decían que

We have solid institutions that are what is require in the countries to give certainly and security to the projects that are being implemented. Central America offers, then, a great opportunity, precisely because we are rebuilding, not reconstruction exactly because sometimes reconstruction means sometimes to replace the things that there were lost almost exactly, but we have talked of other concept of building. In Honduras we just promulgate a Concession Law, as last as it was necessary, taking advantage of the emergency and the attitude of the people who wants to give the private sector an opportunity and an ample dimension about the possibilities that are offered over there because we want that the private sector participate with all the dimension and with all the effort in the reconstruction of Central America. Then, the private sector is offered thanks to that Concession Law, which I am sure the other countries have similar laws, investments in housing, investment in projects related with agriculture, education, investment in construction, investment in fields such as tourism, communication, telecommunications, airports, ports, all of this is part of where the entrepreneurial sector can go to invest, because the region is important because there is an interest, but also because it is going to be a great opportunity for them to do it, there is stability in the region, because there is peace which we have achieved and we offered, because there exist all the incentives and all the perspectives given for investment to come with a new impetus. There are economies in the world that are not working well, over there in Asia, those who said that those economies were miracles, the economic examples that must be followed, well, they are not working well because speculation. There are other countries that have political problems, that made political changes but their institutions, maybe, did not go with the velocity that the political change did and now the people that is orphaned, the system should respond to the need. Countries that were part in the past old the communist orbit, that at this moment are in serious conflict because of not adapting their institutions, not having enough maturity, from the institutions to the change of the political institutions, that we have done admirably in Central! America. That is why I said that there is something we can be amazed in Central America is the strength of the institutions, the conviction, the desire of the people, those are things, beside the judicial guarantees, that are require by investors as an opportunity window and that is something we are having in Central America, with difficulty. Where could an investor, when he sees that many bad things are happening in other economies, where he could find that opportunity window? If I were an investor from abroad, I would look for a regions that it is unified, as we are doing, that offers an enormous market related to integration, that at

Pauses que eran parte de la 6rbita comunista en el pasado que están en serios conflictos en este momento por falta de adaptar sus instituciones políticas eso nosotros lo hemos hecho en Centro América admirablemente, ejemplarmente por eso yo decía que si hay algo de lo que nos podemos asombrar en Centro América es la fortaleza de las instituciones, la convicción, deseo de la gente esas son cosas además de las garantías jurídicas que requiere el inversionista como una ventana de oportunidad y eso se esta dando en este momento con creces en América Central. ¿De donde podría un inversionista cuando ve que en otras economías están sucediendo cualquier cantidad de cosas negativas, donde podría encontrar esa ventana de oportunidades? Si yo fuese inversionista del exterior yo buscaría una región que se esta unificando, como lo estamos haciendo nosotros, que ofrece un enorme mercado en relación a la integraci6n que a velocidad apresurada estamos impulsando una regi6n donde gran parte de las cosas todavía están por hacerse una riqueza de recursos naturales y de recursos patrimoniales s6lo lo que podemos hacer en materia turística en Honduras lo mismo en otras partes de Centro América con el bosque no tiene dimensión tiene limite hasta donde puede llegar la creatividad y la imaginación de un inversionista que quiere ir a compartir con nosotros las posibilidades que ofrece una tragedia que nosotros la estamos convirtiendo en oportunidad, si ustedes preguntan alrededor verán de que hay un liderazgo fuerte en todas las naciones Centroamericanas, que ofrece seguridad, garantía credibilidad que es importante, participad6n amplia de los distintos sectores en estos proyectos que hemos invertido, nosotros no tenemos problemas de gobernabilidad porque tanto fue la angustia de la confrontaci6n que hemos aprendido y hemos madurado al punto tal que en este momento nos planteamos como un horizonte de posibilidades jamás visto, en una regi6n pequeña pero compacta, con enorme deseo con una enorme esperanza y próxima a los Estados Unidos en el Centro de la América con todo el deseo que no sea el sector publico quien lleve el liderazgo o el patrocinio o que empuje la carrete de la rehabilitaci6n y la reconstrucci6n sino con todo e! deseo de reformar lo que hay que reformar, de emprender la Iegislad6n que haya que hacer para que el sector privado y que la inversión privada pueda encontrar en ese ambiente de seguridad oportunidades como jamás se habían visto

A fast pace we are promoting a region where great part of things are still to be done, natural resource richness. Only think on what we can do in the tourism sector with the forest in Honduras as well as from other parts of Central America. There is no dimension, there is no limit up to where the creativity and imagination of an investor can go who wants to share with us the possibility that the tragedy offered and we are changing it into an opportunity, if you ask around, you will see that there is a strong leadership among all the nations of Central America, which offers security, warranty, important credibility, ample participation of different sectors in this projects that we are invested in. We do not have any problems with govern ability because the confrontation anguish was so much that we have learned and we have matured to the point that at this moment we plan a horizon of possibilities never seen before, in a small but compact region, with an enormous desire and hope and close to the United States, at the heart of America, with all the desire that the public sector is not the one with the leadership or the sponsorship or the one that pull the rehabilitation and reconstruction cart, but with all the desire to reform what needs to be reformed, to promote legislation that needs to be done in order that the private sector and private investment could find an environment of security, opportunities never seen in those diverse fields that are available. If I were an investor I would want to go to Central! America which is offering those opportunities with the support and warranty that at this moment our economies are getting from the international credit institutions, with the resources that are there, available, of what is need to do for the reconstruction, with the warranties and the constant compromise that it is not a process of emergency or that we are not going to stopped half way, instead that it is a continues and permanent process, what a greater environment, what better land for investment possibility that the Central American area. There is where we have to invest, then those who already have investments in our countries could talk in a more positive manner of what is coming, because those who know Central! America know that what we are saying is ever better every time, it is stronger every time, it is more consolidated every time, there is more security every time, there is more disposition every time, and at this moment there is more disposition from our people for doing what is needed with an entrepreneurial and new spirit, with the idea of not letting difficulty defeated them. That is how many countries have arisen again, because many times historical tragic moments are needed for the countries to have the opportunity of rising from ashes and that are what had happened to us. Si yo fuese inversionista yo quisiera ir a Centro América que esta ofreciendo esas oportunidades con el apoyo y la garantía y el aval que en este momento !e dan a nuestras economías los organismos internacionales de crédito, con los recursos que están allí disponibles de lo que es necesario hacer por la reconstrucción con las garantías y el compromiso permanente de que esto no es un proceso así de emergencia o que nos vamos a quedar a mitad del camino sino que es un proceso permanente y continuado, que mayor ambiente, que mejor terreno para la posibilidad de la inversión que el área centroamericana.

a.C. es donde hay que ir a invertir entonces quienes ya tienen inversiones en nuestros países pueden hablar en forma mas positiva por lo que viene porque los que conocen Centro América saben que lo que estamos diciendo cada vez mejora mas, cada vez se afianza mas, cada vez se consolida mas, cada vez hay mas seguridad, cada vez hay mas disposici6n y en este momento hay mas disposición de nuestros pueblos de hacer lo que se requiere con espíritu emprendedor, renovador, con una mentalidad de no dejarse vencer por la dificultad, así es que se han levantado los pueblos porque se necesitan muchas veces acontecimientos hist6ricos trágicos para que los pueblos tengan la oportunidad de levantarse de las cenizas y eso nos ha sucedido por eso es que nosotros creemos de que esto es un mensaje de Dios y una posibilidad que Dios nos da para emprender un camino mejor en nuestra regi6n.

Centro América mis queridísimos amigos y mi queridísima amiga es el futuro aquí en el Continente Americano, lo digo con enorme convicción, les agradezco enormemente esta oportunidad que nos han dado para poder compartir esas ideas con ustedes.

Los que están en Centro América continúen ahi amplíen sus horizontes que les va ir bien y los que puedan llegar bienvenidos sean a la tierra de la promesa, la tierra centroamericana. Enorme placer de estar con ustedes me congratulo de haber tenido la posibilidad de venir y compartir estas ideas en este momento, ideas de optimismo donde el valor mas grande que tenemos es nuestra gente, con la actitud y una conducta ejemplar que hay que aprovecharla.

Cada vez que Contemplemos la tragedia de proporciones bíblicas que el Huracán sembró en nuestra tierra, que nos destruy6 la Labor de varias generaciones, que cambi6 muchos de Nuestros planes, que casi no dejo un hogar que no tocara Directa o indirectamente, física o mentalmente. Uno Quisiera pensar que tal desastre no ha ocurrido. Que se Trata de una simple pesadilla de la que con mucho trabajo Hemos despertado e intentamos sacudir de nuestra Mente. Por desventura, lo que nos ha ocurrido es patético Realidad, frente a la cual no tenemos más alternativa que Templar nuestros espíritus, ver hacia adelante, encarar los Problemas con todo valor y decisi6n, relegar nuestras Lagrimas a la mera intimidad, arremangarnos hasta el codo Y seguir adelante, tal como el ha hecho ejemplarmente Nuestro pueblo, que hoy sirve al mundo, dignamente. Nothing would be more to my liking and way of thinking than to appear before this Legislative Body under

more favorable circumstances- only bearing encouraging news encompassing our efforts, projects, dreams, and ideals- all to the benefit of Honduras. Unfortunately, there have been consequences, such as suffering, disaster and mourning throughout our country, which prevent us from assuming a spirit of total optimism, without feeling that our solidarity in the pain felt by thousands of our fellow Citizens affected by the tragedy of the hurricane dominate all other feelings. Every time we contemplate this tragedy of biblical proportions that the hurricane visited upon our land-which destroyed the work of several generations, changing many of our plans and hardly leaving a single family untouched- directly, indirectly, physically or mentally. We would like to think such a disaster never happened, that it is all just a nightmare from which we have struggled to awaken and which we hope to cast out of our minds.

To our misfortune, what has happened to us is a moving reality, in the face of which we have no other alternative than to temper our spirits, look ahead, approach our problems with all courage and resolve, share our tears only with those close to us, roll up our sleeves and move ahead- as our people have done in an exemplary fashion, setting today, with dignity, a fine example for the world, of courage, selflessness, heroism, faith and trust in God and in His infinite mercy. Situación. Lo digo con la mas absoluta convicción y con la fe aun mas arraigada de que Dios nos habrá de acompañar en la dura Jornada que aun nos falta recorrer, no solo para reedificarnos físicamente sino también para redimirnos de muchos tropiezos y reveses, de vicios preteridos y de errores pasados.

Vamos a salir bien. Porque es imperativo que la Patria viviera que sobreviva nuestro pueblo, lo más intacto que nos sea posible.

Nos va ir bien porque es el pueblo el que nos esta demostrando que hay en el cualidades intrínsecas que de repente no las conocíamos o no habían aflorado en su piel sino hasta cuando llego el trágico momento.

Se trata de su capacidad de reaccionar y de responder rápidamente, uniendo y usando todo lo que en tantos años hemos acumulado sin darnos cuenta, es decir, nuestra disposición casi natural para formar organizaciones, todo tipo de organizaciones, desde el humilde Patronato de barrio o aldea, el Comité para algo o para alguien, el Club, el Sindicato, el Colegio, la Empresa o la Cooperativa, los Cuerpos de Voluntarios o de Socorro, los Bomberos, la Cruz Roja, las Alcaldías, los Estudiantes y Profesores. Todo se amalgamo en cuestión de horas y el pueblo se movilizo masiva y ordenadamente, con efectividad y diligencia.

Durable las horas más difíciles de la emergencia, en que todos los cuerpos de seguridad y de la defensa estaban totalmente entregados a labores de alivio y salvamento, la sociedad funciono con pasmosa sincronizaci6n y el más digno comportamiento.

La organizaci6n social del hondureño, espontánea, casi instintiva que en un tiempo pasado de tensiones ideológicas y de ambientes insurrectos pareció inspirar temor, fue sin duda la mejor arma que pudimos enfrentar, sin conciencia de ello, al endemoniado huracán que nos llego, se estación tres días frente a nuestras costas y dio un paseo dramático por el interior de la Republica, devastándola, desolándola, arruinándola. Cuando los hondureños usamos las organizaciones para el bien, funcionan bien y dan resultados que causan perplejidad a propios y extraños, Como excelente impresión sin duda ha producido la efectiva participación de los sectores integrados en el Foro de Convergencia Nacional, asumiendo sin reservas sus trincheras, unidos como los dedos de una mano, estrechados en un solo puno de acción, de decisión y de orgullo nacional.

El ciudadano común, con su comportamiento y su propia espontaneidad nos marca el paso y ese es el que debemos seguir. Mi esposa Mery y yo, en nuestras visitas a las zonas de desastre o a los albergues, Lemos podido comprobar su espíritu resuelto y su franca resistencia a todo pensamiento de rendici6n o de inutilidad. Un compatriota de unos 68 anos al saludamos, lejos de acercarse a nosotros para quejarse o para solicitar algo, mas bien lo hizo para motivarnos: "que bueno que estén ustedes aquí, nos decía, eso nos da aliento y nos da

conviction and firmly-rooted faith that God will accompany us on the hard journey we have ahead of us, not only to rebuild in the physical sense, but also to redeem ourselves, in all our setbacks and downturns, for our past vices and mistakes.

We will emerge from this, as it is imperative that our country go on and our people survive as intact as possible for us.

Things will go well for us because it is our people who are demonstrating that we have had certain intrinsic qualities that were hitherto unknown or not allowed to surface until the arrival of that tragic moment. it has to do with our capacity to react and respond quickly, bringing together and using all we had accumulated for so many years, without realizing it, or rather, our almost natural disposition for forming organizations- all kinds of organizations- from humble, neighborhood or village councils, to committees for something or someone, clubs, unions, schools, workplaces, cooperatives, voluntary and first-aid organizations, the fire brigade, the Red Cross, village boards, students and teachers. All were united, within a matter of hours, and the people mobilized in an orderly fashion and en masse, effectively and diligently.

During the most difficult hours of the emergency in which all safety and defense agencies were totally deployed in the relief and rescue efforts, our society functioned with amazing cohesiveness and the most dignified behavior.

The social constitution of the Honduran- spontaneous, almost instinctive, that seemed to inspire fear in former times of ideological tensions and insurrectionary environments, was without a doubt the best weapon we could use to face, without being aware of it, the accursed hurricane that arrived at our shores, held steady for three days, and then made a dramatic sweep across the interior of our Nation, leaving it devastated, ruined and laid to waste.

When we Hondurans use our organizations to good ends, they work well and give results that perplex both us and strangers. The effective participation of the sectors making up the National Convergence Forum provides, without a doubt, an excellent impression, manning the trenches without reserves, united like the fingers of a hand outstretched in a single fist of action, resolve and national pride.

The ordinary citizen, with his own behavior and spontaneity, has blazed the trail we must now follow. My wife, Mary, and, in our visits to disaster areas or shelters, have been abide to witness your resolute spirit and frank resistance to any thought of surrender or futility. A man some 68 years of age, on greeting us- far from stepping up to us to complain or ask for something, came to motivate us: "How good it is to have you here," he said to us. "That gives us inspiration and strength, I lost my house and everything I worked for- for over 50 years of my fife- but I saved my 87 year-old mother and my two children. And this is already a new beginning." And while a tear rolled down his cheek, he took us by the hand and said, "With faith in God we will be able to start living our lives again." How can we. Esos actos de angustia contrastados con valor, de resignación y a la vez de fuerza interna, de pesar pero de la más viva esperanza, los vimos irse una y otra vez, en hombres, mujeres y niños.

Pero hay también un dolor callado, reprimido, poco enfocado, que viene de gente de la clase media, seriamente afectada en forma directa en las ciudades y en forma indirecta en todo el país. Porque no esta en los albergues tal vez pasa inadvertida su perdida y poco conocida su angustia. Pero no para nosotros que tenemos el deber de informarnos de todo lo que ha ocurrido y de quienes son las victimas. Y son esas voces, indistintas de clase o posición social y económica, porque esta vez la desgracia no hizo distinciones, las que igualmente debemos escuchar para guiarnos, y son esas señales las que tenemos que seguir, para no perdernos. Queremos reconstruir vidas, no s6lo edificios. Y eso agiganta nuestra tarea y complica duramente nuestras preocupaciones. Pero confiamos salir bien de esta encrucijada, si escogemos el camino correcto: Si lo vemos como una tragedia y nos entregamos a los lamentos y la conmiseración y volvemos a lo de antes con toda su carga de divisiones, egoísmos, intrigas, sospechas. Rumores, impaciencias ruinosas, protestas inventadas, tumultos sin razón y desconfianzas irracionales, regresamos a lo que fuimos. Y no saldremos de donde estamos. Vamos a salir bien si la vemos como una oportunidad. Un arranque histórico que nos presenta la Divina Providencia para construir una Honduras nueva y mejor. Pues de lo que se trata no es de reponer lo perdido en términos materiales y de volver a colocar las cosas en el mismo punto en que las encontró la tormenta. Se trata de que demos ahora o nunca el salto cualitativo hada adelante, con la energía que exhibimos en los momentos de la emergencia y con la capacidad de hacer cosas enormes, monumentales; juntas, uniendo los eslabones de la sociedad, que son maravillosos y eficaces. Y esta visión no es utópica, ni es ilusa, ni inventada. Es enfoque realista que el pueblo puso ante sus propios ojos y los nuestros. Y asta tenemos que tomarla. Hoy más que nunca los hondureños hemos aprendido el valor insustituible de la amistad, y de c6mo es necesario pesar en oro nuestras relaciones personales y nuestros lazos afectivos, pues en las horas difíciles, cuando estos puentes del corazón se ponen a prueba, es cuando podemos comprobar su debilidad o su fortaleza. En lo individual, Mari y yo hemos tenido la dicha de ser confortados y estimulados por la presencia aquí en Honduras de entrañables afectos, que se movieron de distintos puntos geográficos del Continente para fundir sus sentimientos a los nuestros, en esos momentos en que son tan necesarios al espíritu esas evidencias de solidaridad. En lo colectivo, como naci6n de raíces indo-ibéricas, sentimos en todo momento la ebullici6n del sentimiento de

Instead of asking for things- inspire and motivate us, give us strength through their own faith and by their own example? These acts of anguish contrasted with courage, resignation and at the same time internal strength, sorrow with the most vivid hope- this we saw repeated time and time again, among men, women and children.

But there is also a silent pain, repressed, unfocused, that comes from middle-class people seriously affected in a direct manner in the cities and indirectly throughout the country. Those not in the shelters may have their loss go unnoticed and their anguish unrecognized- button by those of us who make it our duty to inform the public of all that has occurred and who the victims are. And it is these voices, without distinction as to social and economic class and position- because this time the misfortune made no distinctions- that we must also hear, to guide us, and it is these signs we must follow, not to get lost. We want to rebuiidlives, not just buildings. And this increases our tasks and seriously complicates our concerns.

But we are confident we will succeed in passing this cross-road, if we choose the right path: if we see it as a tragedy and give ourselves over to grief and commiserate, only to return to the way things were before- with the burden of divisions, egos, intrigues, suspicions, rumors, ruinous impatience, concocted protests, meaningless disturbances and irrational distrust- then we will revert to what we were and will not emerge from where we are. We will succeed if we see it as an opportunity, a historic shock sent by Divine Providence to build a new and better Honduras, because it is not about replacing our loss in material terms and putting everything back where it was when the storm hit. Rather, it has to do with whether we will, now or never, take that qualitative step forward, with the energy we exhibited at the time other emergency and with the capacity to do grand and monumental things: together forging great and efficient links in society. And this vision is not Utopian, illusory, or made-up, but is a realistic focus that the people have set before their own and our eyes. And this is how we must see this vision. Today, more than ever, we Hondurans have learned the irreplaceable value of friendship and how it is necessary to value our personal relationships and ties of affection like gold, since it is in those difficult times- when such bridges of the heart are put to the test- that we are able to prove its weakness or strength. As individuals, Mary and I have had the good fortune to be comforted and encouraged by the warmest sympathy, coming from different geographic points on the continent to blend their feelings with ours, in these times when such evidence of solidarity is so necessary to the spirit. Collectively seen, as a nation with Indian and Iberian roots, we feel at al! times the turmoil of the feeling of race and our ancestors in blood and history, fused together to face the shared pain: that pain that calls upon us to give unconditionally: to give our own mouthful of food to relieve the hunger of those who need it. Brotherhood and friendship- coming from all continents on the earth- have made their way to Honduras, to envelop us in generosity, sympathy and companionship.

If I were not afraid that some name would escape me, I would gladly provide you here with a list, country by country,

La raza y de sus ancestros de la sangre y de la Historia, (fusionados ante el dolor compartido; ese dolor que nos llama a dar sin condiciones; a dar nuestro propio bocado para aliviar el hambre del que lo necesita. La hermandad y la amistad, venidos de todos los continentes de la tierra, se dieron cita en Honduras para arroparnos de generosidad, de afecto y de compara. Si no abrigara el temor de que algún nombre se me escape, con gusto daría aquí una lista de país por país, y pediría por cada uno un aplauso de pie, como se lo merecen para expresarle a cada uno de sus pueblos y gobiernos todo lo que sentimos y agradecemos. A muchos, francamente, les debemos mucho. A algunos Les debemos la vida.

Para todos ellos que captaron rápidamente la situación, fue importante comprobar durante y después de la emergencia que los hondureños estamos unidos, que no nos estamos deshaciendo unos con otros, ni incriminándonos, ni pescando unos en el agua revuelta de los otros, sino de veras preocupados y ensimismados en c6mo encontrar las respuestas a tantos cuadros patéticos que tenemos por del ante.

Valoramos y apreciamos la cotaboract6n que nos presta la Prensa Internacional. Ellos, los corresponsales, no s6lo captaron las imágenes del desastre y lo difundieron a todo el mundo, sino que también recogieron rápidamente la impresi6n de que los hondureños estamos asociados a la empresa común de sobrevivir, que estamos haciendo las cosas bien, con inspiraci6nycon mística de patriotismo. Sobre el papel de nuestra propia Prensa. Hay entre los nuestros, periodistas héroes y mártires, gente de una capacidad casi inagotable de trabajo y de entrega. Hay quienes laboraron 72 horas consecutivas, sin dormir ni un instante hasta el agotamiento físico.

Los vimos literalmente con el agua al cuello, caminando entre fangales y escombros, informado, orientando, encadenando instrucciones y ubicando socorros y personas. Que el Señor tenga en su Gloria, a quienes perdieron la vida en el más hermoso cumplimiento del deber. En fin, que mas podemos decir si ya todo esta escrito, mas que en palabras, en los chatos que recogerá la historia y en el sitial benemérito que el pueblo les ha reservado en su coraz6n y una Patria que agradecida les tributa, cambie Y desde aquí y junto con nosotros, su mas grande aplauso de reconocimiento.

Nada de todo esto ha escapado al ávido interés de los ilustres Gobernantes, Dignatarios y distinguidos visitantes extranjeros que aquí han venido. Sus exclamaciones de asombro no s6lo se han inspirado en la devastación física y el saldo doloroso de nuestro muerto, herido, damnificados y evacuados. Lo han hecho también a la vista de nuestro estoicismo, de nuestra unidad de naci6n y de nuestros ejemplos de heroicidad y de abnegación admirables y mas que todo, de nuestra actitud para no dejamos vencer por la adversidad, aun en medio de angustias y atribulaciones. Ni aun en el suelo hemos perdido natural ignited.

And ask for a well-deserved standing ovation for each one, to express to each of their peoples and governments how we feel and how deeply we thank them- To many, frankly, we ocelot. Twosome, we owe our very lives.

It was important to confirm to all who so quickly responded to the situation during and after the emergency that we Hondurans are united and not splitting apart, incriminating each other or fishing in the turbid waters of others, but instead we are truly concerned and engrossed in how to find an answer to so many moving situations that lay ahead of us.

We value and appreciate the cooperation provided by the international press. The correspondents captured not only images of the disaster and then broadcast them throughout the world, but they also rapidly gleaned the impression that we Hondurans are involved in the common task of survival, that we are doing it well, with inspiration and patriotic fervor.

On the role of our own press. We count among our own heroic journalists and martyrs people with an almost inexhaustible capacity to work and deliver- with some laboring for 72 hours without a moments sleep- until physical exhaustion.

We saw them in water up to their necks walking in muddy bogs and amidst the rubble, reporting, orienting, conveying instructions and locating first-aid and persons. May God hold in his glory ail those who lost their lives in the most perfect fulfillment of their duty? Ultimately, whatmorecanwe say if everything is already written, more than in words- in the acts that history will assemble and in the distinguished place of honor that the public has kept for them in their hearts, as well as a nation that accords them, also from here and together with us, its greatest applause of thankful recognition.

Nothing of the above has escaped the avid interest of our illustrious governors, dignitaries and distinguished foreign visitors who have come here. Their exclamations of astonishment have not only been inspired by the physical devastation and the painful burden of our deaths, injuries, victims and evacuees.

They are also astonished on seeing our stoicism, our unity as a nation, and our admirable examples of heroism, selflessness and, above all, our attitude of not allowing ourselves to be vanquished by adversity, even while surrounded by anguish and tribulation. Not even knocked to the ground have we lost our dignity?

Things will go well for us because we have honored the worlds trust: trust in the transparence and zeal with which we have managed, and will continue to manage, the help sent to us, which has largely been made up of contributions from persons from all corners of the world, turning out for collections, in marathons reinforcing the institutional assistance from their countries; trust that the reconstruction projects will be met with honesty and responsibility; and ultimately trust that we are a government of laws guided by the greatest possible national consensus, backed by public opinion, as power is exercised in full view of, and held

Saldremos bien de esta desgracia, compañeros diputados, porque la gente capta que el país ya estaba encarrilado por la senda correcta, que ya habíamos logrado avances importantes en el manejo económico y fiscal y estábamos dando pasos concretes en dirección a la modernización del Estado y la inserción del país en las nuevas corrientes de la globalización y los libres intercambios y porque aun con lo que nos ha sucedido, seguimos positivamente obstinados en hacer lo correcto, empujar en la direcci6n correcta y cohesionarnos en la lógica correcta, que no tomamos de pretexto al huracán para volver a las andadas sino para hacer votos de renovación y de compromisos con Honduras, con su dolor, con su edificación y con su pleno derecho de ver la luz del horizonte en el Nuevo Milenio que se aproxima.

Porque ni aun con la emergencia terrible renunciamos a nuestros planes institucionales, ni a nuestra decisión de seguir haciendo bien lo que habíamos iniciado bien, Literalmente bajo la lluvia y los vientos completamos el proceso de traspaso de la Policía Nacional a manos de los civiles y estamos suprimiendo el cargo de Jefe de las Fuerzas Armadas, para ampliar y fortalecer los espacios de la sociedad civil y abrir un nuevo capitulo en la vida institucional de la Republica. Todo ello, como decisi6n conjunta de la Presidencia de la Republica y de este Congreso Nacional, dentro de un espíritu de madurez cívica y con la inspiración de los nuevos derroteros que todos queremos para la Honduras nueva.

No solo no hemos querido detener el curso de acción de la administración sino que en plena emergencia hemos acelerado anteriores procesos, como es el caso de la Nueva Ley de Concesiones que hará atractivo a nuestro país para nuevas inversiones. Recientemente se nos ofrece la oportunidad en Washington para explicar, que no hay lugar más propicio para la inversión que Centra América, por sus perspectivas, por sus recursos naturales, por su proximidad a los mercados importantes y por la inteligencia de su gente, capaz de aprender rápidamente los nuevos ingenios de la producci6n. Porque tenemos los marcos jurídicos apropiados, y a fuerza de pagar precios altos y largos sufrimientos, hemos logrado establecer instituciones sólidas, renos aprendido el juego de la demacrada, de las libertades publicas y de los derechos del hombre y de la mujer, del anciano y del niño, del discapacitado y del detalla; a respetar las diferencias

Accountable to the public. This help has been timely, massive and continuous and with its honorable management we have, once again, consolidated our credibility. We will emerge from this misfortune, my fellow deputies, because people understand that the country was already heading along the correct path, that we had already made significant advances in economic and physical management and were taking concrete steps toward the modernization of the state and the insertion of the country into the new currents of globalization and free exchange and because even with what has happened to us we remain stubbornly insistent in doing it correctly- that we do not take the hurricane as a pretext to return to our old ways but instead to vote for renewal and commitment to Honduras, with its pain, its reconstruction and its full right to see alight on the horizon in the new millennium.

Because not even such a terrible emergency could bring us to relinquish our institutional plans or our decision to continue what we have started. Literally under the rain and winds we are completing the process of transferring the national police to civilian hands and are abolishing the position of Head of the Armed Forces, to broaden and strengthen those realms of civil society and open up a new chapter in the institutional life of our Nation. All of the above, as a joint decision of the Presidency of the Nation and of this National Congress, in a spirit of civic maturity and with the inspiration of the new course we all wish for the new Honduras.

We have not only not wished to halt the course of action in the administration but, in the midst of an emergency have accelerated earlier processes, such as is the case of the New Law on Concessions, which will make our country attractive for new investment. Recently, we were offered the opportunity in Washington to explain why there is no more appropriate place for investment than Central America- for its perspectives, natural resources, proximity to important markets, as well as the intelligence of its people, who are capable of learning new methods of production. Because we have appropriate legal frameworks in place, and, by paying high prices and in long suffering, we have succeeded in establishing solid institutions, we have learned the game of democracy, public freedom and the rights of men, women, the elderly, children, the disabled, and the weak; to respect racial and religious differences and to live in harmony with our ancestral ethnicity, as well as those from other continents.

We have learned, in sum, to resolve, through dialogue, consensus, and understanding, all that we once foolishly tried to achieve through the voice of violence and the hoarse screams of useless confrontations. We are a peaceful region in an accelerated consolidation process in a continental strip open to world prospects, without any fears or complexes. Globalization has challenged, but not intimidated us. We will face it and move into it.

Por eso es que desde el principio de mi intervención les dije y quiero repetirlo, que vamos salir bien, que nos va ir bien. Todo depende de nosotros y de la forma en que encaremos esta histórica situación. La tragedia es eso y nos duele como tragedia y nos sacude, nos conmueve y nos golpea. Pero la tenemos que ver, para que no nos aplaste, como una oportunidad para la otra Honduras, la Honduras después del huracán: la Honduras redefinida, reedificada, redimida y fortalecida.

HONORABLES SENORES DIPUTADOS: Agradezco en nombre de Honduras su sentido de madurez y de actualización política, cualidades que nos capacitan como hermanos, amigos y compatriotas, a.C. en este Hemiciclo donde palpitan con mayor intensidad y nostálgico recuerdo, cada momento que compartimos juntos, para asumir juntos las imponderables tareas de la reconstrucci6n nacional, el desarrollo que no debemos detener, de la seguridad que debemos intensificar y de la felicidad de nuestro pueblo que estamos obligados a buscar. Ninguno de nosotros vale mas que un segundo de futuro para Honduras, por consiguiente, ninguno de nosotros debe atrasar ni en un segundo los relojes que nos marcan la hora de marchar hacia el nuevo milenio, unidos, solidarios y hermanos, empujando por Honduras en la mismadirecci6n. Finalizo repitiendo mi mas profunda gratitud a nombre del Pueblo y Gobierno de Honduras para |os representantes de Organismos Internacionales y Ejecutivos de numerosas Agendas de Cooperación, Socorro y Planificación, para todos los Pueblos y Gobiernos amigos y cooperantes; para sus distinguidos Embajadores y Cónsules acreditados en Honduras, por todo lo que han hecho por nosotros y por tantos puentes de compasi6n y humanidad que han tendido en todo el territorio nacional. Al mundo entero, muchas gracias les dice una Honduras que aprecia y estima su generosidad. Nunca el planeta nos pareci6 mas pequeños, ni el genera humano tan humanamente grande. El mundo cristiano, al que pertenecemos, conmemorara dentro de 6 días el nacimiento de Jesús. Redentor y Maestro, paradigma del amor que se sublimiza en la entrega total, hasta el sacrificio por la salvaci6n del Hombre, sin precalificarlo, ni prejuzgarlo, simplemente amándolo, perdón dándolo y asumiendo en su muerte la vida de todos. Es la época de concitaciones y deseos, de renovación de esperanzas y acción de gracias, aires frescos para el perd6n, la fraternidad y la paz. Con esos sentimientos que elevan el espíritu y ensanchan el coraz6n, a nombre propio y de mi esposa Mary, deseo formular los mas fervientes votos porque el pueblo de Honduras y sus dignos Representantes en este Congreso y sus distinguidas familias, en cada rinc6n y en cada hogar en donde se conmemore la Navidad del Señor, disfruten de serenidad y paz, de amor compartido y de compartida felicidad. Dios nos siga acompañando en este transito amargo y difícil que nos toca pasar, en la confianza de que iluminara nuestra senda y despejara los abrojos, a fin de que podamos conducirnos venturosamente al renacimiento de nuestra Patria.

Dios salve a Honduras. Dios nos bendiga y nos de a todos amor, comprensi6n y conocimiento.

HONORABLE DEPUTIES; We shall succeed, because we are prepared to work Where such qualities palpitate with an intensity and nostalgic memory greater in each shared moment, to assume together those imponderable tasks of national reconstruction, the development we should not stop, the safety we must intensify, and the happiness of our people, which we are obliged to seek. None of us is worth more than one second of the future of Honduras. Consequently, none of us must set back, even for one second, the clocks that are marking the time to march toward the new millennium, united, brothers in solidarity, all pushing Honduras in the same direction. Allow me to conclude by repeating my deepest gratitude in the name of the people of Honduras to the representatives of international organizations and executives of numerous agencies of cooperation, first-aid and planning for all friendly and cooperative peoples and governments; to their distinguished ambassadors and accredited consuls in Honduras, for all they have done for us and for so many bridges of compassion and humanity they have built throughout our Nation. Honduras says "Thank You" to the entire world and appreciates and esteems your generosity. Never before has the planet seemed smaller, or the human race so humanly big. Within the next 6 days the Christian world to which we belong will commemorate the birth of Jesus, the redeemer, teacher and master, a paradigm of the love which us sublimated in total dedication, even including sacrifice for mankind's salvation, without pre-qualification or prejudgment, but by simply loving, forgiving and assuming, in his death, life for all. This is the season of reconciliation, wishes, renewed hopes, thanksgiving, and fresh air for forgiveness, brotherhood and peace. It is with these sentiments that lift the spirit and open our hearts, that on my own and my wife, Marys, behalf I would like to extend my most fervent wishes that the people of Honduras and their honored representatives in this congress, as well as their distinguished families, in every corner and home in which the birth of Jesus is commemorated, may live in serenity, peace, mutual love and happiness. God continues to accompany us on this difficult journey we must take in faith that He will light up our path and clear the reefs so that we may sail forth in the rebirth of our Nation. God save Honduras. God bless us and give us all love, understanding and awareness.
