DESARROLLO ECONÓMICO SUSTENTABLE EN EL MUNICIPIO DE VILLA DEL CARBÓN, EDO. DE MÉXICO.

ALCANCE: Promover el crecimiento de la actividad económica sostenible como estrategia para el fomento productivo de la economía local y el cuidado al entorno natural.

TIPO DE PROYECTO: DESARROLLO ECONÓMICO MEDIANTE LA CANALIZACIÓN DE PROYECTOS DE INVERSIÓN DE LARGO ALCANCE EN EL MUNICIPIO.


RESUMEN EJECUTIVO.

El Municipio de Villa del Carbón desde sus inicios ha basado su economía en el uso de los recursos naturales, tales como la madera, el carbón, leña entre otros, mediante pequeñas empresas ecológicamente responsables. La agricultura y la ganadería son actividades económicas con mayor dinamismo que posteriormente se fueron incorporando, así como la elaboración de calzado y diferentes artesanías en piel; la prestación de servicios, principalmente de carácter turístico, enfocados al ecoturismo y la instalación de talleres de diferente índole.

En la actualidad la economía villacarbonense continúa desarrollándose dándole vital importancia a la conservación de su entorno natural y las actividades turísticas tales como el desarrollo de parques eco turísticos donde se ofrecen servicios con atractivos naturales y de deporte extremo, aunado a esto los bosques se manejan de manera sustentable y sostenible comercializando la venta de sus productos y subproductos tales como carbón vegetal y aboles de navidad, esta comercialización genera fuentes de empleo y bienestar para las familias villacarbonenses.

ANTECEDENTES. SITUACIÓN ECONÓMICA NACIONAL.

México tiene una economía de libre mercado orientada a las exportaciones. Es la 2ª más grande de América Latina, y es la 3ª economía (PPA) en tamaño de toda América después de la de los Estados Unidos y Brasil. Según datos del FMI, en 2009 el Producto interior bruto, medido en paridad de poder adquisitivo (PPA) supera el billón de dólares, convirtiendo a la economía mexicana en la 11ª más grande del mundo —aunque en 2001 había sido la novena— y la número 14 por Tipo de cambio. Además, se ha establecido como un país de renta media alta. Desde la crisis de 1994 las administraciones presidenciales han mejorado los cimientos macroeconómicos. La nación no fue influida por las crisis sudamericanas y ha mantenido tasas de crecimiento positivas, aunque bajas, después del estancamiento económico del 2001. Las corporaciones Moody's y Fitch IBCA le han otorgado grados de inversión a la deuda soberana de México. A pesar de su estabilidad macroeconómica que ha reducido la inflación y las tasas de interés a mínimos históricos y que ha incrementado el ingreso per cápita, existen grandes brechas entre ricos y pobres, los estados del norte y los del sur, y entre la población urbana y rural. Algunos de los retos del gobierno siguen siendo mejorar la infraestructura, modernizar el sistema tributario y las leyes laborales así como reducir la desigualdad del ingreso.

El TLC más influyente es el Tratado de Libre Comercio de América del Norte (NAFTA), firmado en 1992 por los gobiernos de Estados Unidos, Canadá y México, el cual entraría en vigor en 1994. El 2006 el comercio de México con sus socios norteamericanos representaba cerca del 90% de sus exportaciones y el 55% de sus importaciones. Según la lista Forbes Global 2000 de compañías más grandes del mundo en 2008, México contaba con 16 empresas en la lista.

DESARROLLO ECONÓMICO MUNICIPAL. De acuerdo a los datos del XII censo general de población y vivienda (INEGI), se tenía para el año 2000 una población económicamente activa total de 10,284 personas, siendo el sector económico con mayor participación el terciario con el 35.67% (3,668 personas) el cual está relacionado con el comercio y los servicios; en segundo lugar se encontró la población que está vinculada con actividades relacionadas a la agricultura con un total de 3,370 personas que representan el 32.77% de la PEA total y finalmente se encontró a la población que realiza actividades relacionadas con la industria con un total de 2,869 personas que representan el 27.90% de la PEA total, y el restante 2.78% es población no especificada; lo que representa una capacidad importante de mano de obra ofertante para la creación de mpleo. Villa del Carbón cuenta con un alto potencial de recursos naturales de gran importancia desde el punto de vista económico y ambiental. El 60% de dichos recursos naturales se encuentra bajo el régimen comunal y ejidal, y los miembros de estos grupos agrarios son quien decide de manera directa en la toma de decisiones para obtener los beneficios del sector; por la dificultad que representa armonizar los diferentes intereses de todos sus miembros, no se han podido aprovechar en su totalidad los beneficios que ofrece este sector que es parte importante del desarrollo económico local. INDUSTRIA LOCAL. La elaboración de botines y artesanías en piel es una de las actividades económicas más importante del municipio y es una de las razones por las cuales los turistas visitan este pintoresco lugar. The municipality of Villa del Carbon since its establishment has based its economy in the use of natural resources such as wood, coal, firewood, among others, through envi-ronmentally responsible small businesses. BACKGROUND National Economic Highlights Mexico has a free market economy, export-oriented. MUNICIPALECONOMIC DEVELOPMENT According to data from the XII General Census of Population and Housing (INEGI), for the year 2000 were a total economically active population of 10.284 people locally, being the tertiary eco-nomic sector the largest in participation with the 35.67% (3.668 persons) this sector is related to trade and services, the sector on second place was the sec-tor linked with activities related to agri-culture with a total of 3.370 persons rep-resenting 32.77% of the total workforce and finally found the industry-related activities with a total of 2.869 persons representing 27.90% of the total workforce, and the remaining 2.78% is unspecified population, this represent an important capability for labor bidder for job creation. Source: INEGI CURRENT ECONOMIC ACTIVITIES The municipality of Villa del Carbon has various economic activities considering as the main the production of goods and handicraft items made of leather, shoes, jackets, belts, among others, and secondly the ecotourism activities that take place at the top and bottom part of the municipality which includes the Eco Park "El Llano de Zacapexco and the Taxhimay Dam "these activities are carried out continuously throughout the year, and some people do other activities such as fruit growth. In the municipality of Villa del Carbon the existing resources haven’t being exploited 100%, the population is rooted in traditional agriculture self-sufficiency systems, the tourism industry needs more promotion and investment, the principal industry is the one related to craft made of leather and has become very competitive and need financial and technical support to able to be competitive at the state and /or national level. In the down town area and in 44 other communities in this municipality there are cur-rently approximately 1.421 registered small business, which focus at least in 100 differ-ent kind of business. Among the major retailers include small grocery stores, miscella-


neous, tortilla sellers, meat stores, etc.. And some are engaged in tourism services and the fabrication of handicrafts products made of wool, wood, jewelry and small leather handicrafts made products. There is also a local flea market that is installed every weekend in the vicinity of City Hall. Not being a self-sufficient township, local busi-nesses get their supplies needed for their operations from neighboring municipalities. DIAGNOSIS OF AGRICULTURE SECTOR NEEDS Villa del Carbon has a high natural resource potential of great impor-tance from the economic and envi-ronmental standpoint. 60% of its natural resources are under commu-nal and ejido system, and members of these agricultural groups are in charge directly of the decision-making for industry profits, for the dif-ficulty of harmonizing the various in-terests of all its members this sector has not been able to fully experience its benefits, this sector is an impor-tant part of local economic development. For lack of employment opportunities in this sector of the economy new generations do not pay much interest to professional educa-tion in this sector so agricultural production levels are low and this town is still consid-ered one of the highly marginalized areas in on to the state, with high rates of migratiMexico City and abroad.

LOCAL INDUSTRY The development of handicrafts in leather boots and is one of the most important eco-nomic activities of the municipality and is one reason why tourists visit this picturesque place. Goals of the present administration in this sector • Support to achieve and obtain financing for machinery, equipment and raw materials to standardize the quality and value in production. • Achieve a marketing channel, giving priority to cities or counties with which agree-ments are signed as Sister Cities. • Support to obtain financing, cooperation and technical assistance to train effectively and efficiently to the economically active population of the municipality Specific objectives of this sector 1. Improve the quality of local production by obtaining adequate investment resources that facilitate the production process. 2. Obtain materials, equipment and training at fair prices and accessible to producers. 3. Comply with all laws, permits and procedures for the preparation and marketing of products to be marketed nationally and internationally. 4. Support and direct towards a cul-ture of quality to the existing local businesses. After the production of handcrafted leather goods, trade in goods the tourist services is the most important economic activity in the municipality, it is for this reason that the present city administration is working to pro-mote and support the promotion and development, innovation and mod-ernization of this vital local economic activity, if the demand for tourism


services decline, part of the local economy will suffer, so it requires the support of the municipal administration. As for other economic activities should be supported with equipment, technology and technical assistance to improve their processes and the quality of them, because in this way can meet the market demands. EMPLOYMENT The unemployment rate in the municipality is high around 7%, as there are no large companies that generate enough jobs for the economically active population, usually this population has the need to migrate to neighboring municipalities or to Mexico City in search of job opportunities that allow them to develop their skills. Currently the Department of Economic Development, manages jointly the employment Office with the neighboring municipality of Jilotepec, and recently the job market list of the State of Mexico to where local job seekers are channeled. RELATIONSHIP WITH THE PUBLIC ECONOMIC POLICY The municipality is currently working in coor-dination with various government agencies to improve and consolidate projects that can create wealth for families in the municipality, the private equity investment is almost nil, is why this administration is seeking the neces-sary channels support to achieve their goals. The management capacity of any organization is related to its level of consolidation as such, which in turn is linked, though not definitive, with the time you have to be integrated.
