The University of California, Santa Barbara and its under-graduate students were tried with challenges and yet given many signals for hope during my twelve months in office. Amid the California state gov-ernment’s continuing divest-ment from the UC, troubling policies from the Regents and the UC Office of the President (UCOP), and at least two repre-hensible instances of repression at our sister campuses in Davis and Berkeley, this year could be seen as further agitation of a student population that has ex-perienced remarkable strains on our education and undergradu-ate experiences––most notably through the rapidly ascending cost of attending and thriving at UC Santa Barbara.

My goal as president was to harness the tools available to the Associated Students Office of the President to foster direct relief in times of crisis and to cultivate a constructive cam-pus environment where those students engaged in the Associa-tion’s leadership could positively influence the student body at large. While the success of every initiative that my office and I began could not be fully realized by the end of my term, I am confident that we have contrib-uted to building a foundation for a brighter future.

After an exciting summer of mapping out the agenda for the remainder of the year, I began the year in my official capacity by issuing a warm welcome at the UCSB Convocation to those students for whom 2011 would mark their first year at UCSB.

Those students who answered the call to engage the Association for which they were paying to serve them were greeted throughout the A.S. Main Office and other centers of the Association by new posters describing “Healthy Habits” surrounding studying, sleeping, and taking care of one-self during and through the more stressful times in college.

The fall saw my involvement in more statewide issues. I was elected by my fellow UC student body presidents to serve as the undergraduate chair of the UC Council of Presidents. This honor brought with it the responsibility to pay even closer attention, not just to my own campus, but also to the UC in its entirety.

Following instances of police violence against nonviolent protesters at our sister campus-es––students, staff, faculty, and community members alike––I brokered an unprecedented agreement with Chancellor Yang, Vice Chancellor Young, Dean Harris, and Chief Olson of the UCSB Police Department that codified the UCSB admin-istration’s commitment to not engage nonviolent protesters with the use of violence.

My office and I also began to critically examine the pressing need to provide space for under-served student communities on our campus (including former foster-youth, student veterans, undocumented students, inter-national students, etc.) as well as the growing space needs of A.S. in the wake of the Students’ Initiative. We also learned the extent of the need for more 24-hour study spaces and the need for a preventative wellness center on campus.

Our efforts to address these con-cerns continued in the winter starting with focus groups and surveys. A proposed solution to this increasingly pressing prob-lem was to construct a building, later to be called the Student Engagement Center, that would make great strides toward ad-dressing students’ space needs. However, the funding for this came down to a student vote, and in challenging fiscal times, the likelihood of something like this passing was dependent upon the message surrounding the initiative.

Amid this ongoing project, I

was asked to deliver the open-ing remarks at an academic conference honoring the 50th Anniversary of the Port Huron Statement alongside Sociology Professor emeritus, original Stu-dents for a Democratic Society member, and legend among the activist community, Professor Richard Flacks. I spoke about the importance of engagement and active citizenship as tenets that should be instructive for our generation as we face our own challenges, including the public divestment from public higher education.

The Winter also saw the begin-ning of the run up to two critical points in the Associated Stu-dents yearly cycle—the budget process and the Spring election. Both came with challenges that had lain dormant for years. I effectively addressed these challenges using my authority as president––even though my actions were not unanimously popular. Specifically, I vetoed the Bill to Pass the 2012 Elec-tions Code so that the Legisla-tive Council could address its overly restrictive controls on free speech.

I also became the first president since the passage of the 2006 Students’ Initiative, which had increased Associated Students’ funding to the high level that it now enjoys, to set a limit on unchecked growth by outlining budget priorities for boards, committees, and commissions that serve underserved commu-nities. I also demanded that the Legislative Council reform the honoraria system. I am happy to remember the 62nd Legislative Council as a constructive part-ner in both efforts. This proved especially invaluable when a new UC Office of the President policy resulted in further de-mands on student fee dollars.

The end of my term was con-sumed mainly with battling a UCOP tax that would have potentially cost students hun-dreds of thousands of dollars.

This struggle included exten-sive meetings with Chancellor Yang and other members of our campus administration and ultimately took me all the way up to UC President Mark Yudof himself. I lobbied against the tax at multiple UC Regents meet-ings, including their final meet-ing of my term. After reaching an agreement on our campus for the academic year in which I served, the future would be determined by continued input from students.

The Regents meetings were a moment of historic collabora-tion between students and Re-gents. Student leadership from across the system, including me, participated in joint lobby visits to Sacramento that made signif-icant progress toward securing funding for public higher edu-cation, including a guaranteed tuition freeze should Proposi-tion 30 pass in the November election.

Back on campus, I worked with Student Health to lay the foun-dations for a more solidified stu-dent representative position that could act as a liaison between Student Health, Associated Students, and the student body as a whole.

As a final effort to make stu-dents more connected with A.S., my Commissioner of Budget & Resources Ryan Albin and I created an easy to digest break down of their student fees in or-der to show how much students have access to with the money they already spend in A.S. fees, as well as important distinctions between campus based fees and tuition fees.

While the challenges experi-enced during our administra-tion were widespread, deeply rooted, and, in some cases, quite pervasive, I would like to think that my office and I did our best to solve as much as we could––even if the evolution of solutions outlasts my term in office.

In May 2011 A.S. President Harrison Weber, and former External Vice President for Statewide Affairs Doug Wagoner invited a campus-wide committee to present a restorative justice educational circle. Harrison compiled the results and a list of initiatives was submitted to the Chan-cellor’s Committee on Campus Climate.

Restorative Justice Online http://www.restorativejustice.org/whatisslide/definition defines restorative justice as “a theory of justice emphasizing the harm caused or revealed by criminal behavior. Its emphasis is on cooperative processes that include requiring all stakeholders to meet. . Restorative justice is a theory of justice that emphasizes repairing the harm caused.” There are many definitions, but that is the core of it.

Restorative justice practices and programs respond by:1. a. Identifying and taking steps to repair harm; b. Involving all stake-

holders, and c. Transforming the relationships between them and their governments. Some programs include: victim offender media-tion, conferencing, circles, victim assistance, ex-offender assistance, restitution, and community service.

2. Stakeholders participate in a cycle constituting: 1. Encounter, 2. Amends, 3. Re-integration and 4. Inclusion.

What is compelling to me about RJ is that the end goal is to modify and hopefully permanently break a cycle of exclusion, unacceptable behav-ior, and lack in any elements of justice.

Harrison and Doug, wrote to the members of the committee “in an effort to form a more just, equitable and harmonious campus, our offices have taken an interest in pursuing restorative justice as an additional tool to UCSB’s current judicial practices”. The intent was to seek how and where RJ could be implemented on the UCSB campus in a larger way than prior to the event.

I call attention to this event because although both of these association officers’ work consisted of a lot of other work—they both undertook this effort in excess of their prescribed workload. On the whole, it constitut-ed a good, valiant effort to seek an alternative way of thinking and acting upon transgressions either received or given. This is why I wish to focus our attention on it here.

I highlight this program in our annual report as one example of the manner in which students have either reflected the best in society or led the way in social change in society. RJ is an idea whose time has come and Harrison and Doug led the way to a possible alternative for UCSB and perhaps for the prison industrial complex at large.

After all, in society at large, the reality is that the path to incarceration is far more illuminated than the path to education for far too many—most particularly, for people of color, and men in particular. Restorative Jus-tice as a theory of justice seeks to illuminate not only restoring justice, but also restoring community. In the case of the UCSB community, engaging in a variety of methods, as suggested by Doug and Harrison, deepens our engagement with one another and with society at large.

What’s InsideKCSB FM 91.9 celebrated 50 years of people-powered radio this year. With support from students and community mem-bers KCSB continues to provide alternative programming not found on commercial radio. A leading force in this effort has been station director Elizabeth Robinson, who retired this year after over 20 years of dedicated service.

The A.S. Food Bank was inaugurated this year to serve stu-dents in need. With support from students, campus depart-ments, the Greek system, and the community the Food Bank address the reality of students who don’t have the means to eat regularly, which is a growing concern during these eco-nomically troubled times.

In a similar vein, students voted to fund the Community Financial Fund and A.S. is now administering these funds to provide additional short-term loan opportunities. The mon-ies also fund financial literacy workshops and other programs to help students manage their finances.

This year saw the completion of new stairs at Campus Point. Coastal Fund worked with the Cheadle Center for Biodiver-sity & Ecological Restoration (CCBER), the Office of Admin-istrative Services, Campus Design and Facilities, Housing & Residential Services, and the State Coastal Conservancy to provide safer access to the Campus Point bluffs for students and visitors.

A.S. Recycling introduced a program to collect compostable materials as part of their sustained effort to reduce the amount of waste that ends up in the landfill.

HIGHLIGHTSKCSB Turns 50

KCSB 91.9 FM celebrated 50 years of people-powered radio at UCSB this year! The year-long celebration started with a kick off party at the studio. Guests included Chancellor Henry Yang, Vice Chancellor for Student Affairs Michael Young, Santa Barbara Mayor Helene Schneider, State Assembly Member Das Williams, County Supervisor Doreen Farr, and Professor Emeritus Richard Flacks. The station was presented with a Congressional Certificate from the Office of Congresswoman Lois Capps.

Throughout the year KCSB aired programs from its archives and hosted several special events. These events included a radio-themed film series, a forum about the nuclear power plant just up the coast “Devil in the Canyon: Downwind from the Diablo Canyon Power Plant”; a book event at Casa de la Raza with Democracy Now! co-host Juan Gonzalez and Free Press journalist Joseph Torres; and, in conjunction with Santa Barbara’s Contempo-rary Art Forum, a Wireless Art Exhibition and a one-day on-campus Picnic Revolution radio installation piece.

The year culminated with a 50th Anniversary KCSB alumni reunion. The dinner in Storke Plaza was well attended and included guests such as station founder William “Bill” Har-rison and many DJs and student leaders from years past, some of whom went on the air during their visit to the station.

KCSB students and staff spent countless hours during the year planning and promoting these anniversary events. The result was a celebration that not only brought some old friends back to campus, but also included the local community and highlighted KCSB’s vital role in that community.

Elizabeth Robinson’s Retirement

KCSB’s 50th Anniversary year came to a close with the retirement of Associate Director for Media Elizabeth Robinson after over twenty years of service to A.S. as KCSB director and advisor to countless students and community volunteers. Ever mindful of the fact that KCSB is student run and funded, Elizabeth’s vision of com-munity radio in large measure defined KCSB’s unique blend of programming by both students and community members. Under her guidance the station became a model of programming freedom and a place where the widest possible range of artists, activists, and other alternative voices could find access to the airwaves. In the face of the increasing corporatization of even public radio stations, KCSB remains a place where all commu-nity members are encouraged to participate—a place where the commons is vigorously defended. Elizabeth’s family roots are in Lebanon. Her involvement with radio began in 1982 and was catalyzed by her realization that there was a critical need to counter the corporate media’s misrepresentation of the conflict in the Middle East. She began reporting on the conflict for Third World News Review a television program created by UCSB Professor Cedric Robinson that today airs on SBTV, Ustream, and as a weekly radio broadcast on KCSB. This led to her involvement with the Pacifica Network, the Grassroots Radio Coali-tion, and the World Association of Community Radio Broadcasters (AMARC). Elizabeth has been instrumental in AMARC’s international advocacy and continues to be engaged in its work to cultivate and protect community radio around the world. Here in Santa Barbara she also continues to co-host the weekly KCSB public affairs program No Alibis in partnership with A.S. Executive Director Marisela Márquez and other members of the collective.

It’s fitting that Elizabeth’s departure coincided with KCSB’s year long celebration of its 50th anniversary, which was punctuated by events ranging from musical performances to film screenings. The KCSB community has been immeasurably enriched by Elizabeth’s princi-pled and thoughtful leadership and wishes her all the best in her upcoming endeavors.

Community Financial Fund

This year the Business Services Committee assisted with the implementation of the UCSB Community Financial Fund (CFF). CFF is funded by a $2.10 lock-in passed by students in 2010/2011. It assists students by providing more access to grants and low interest student loans year-round. It helps supplement the current Associated Students emergency loans and it funds a credit builder program, regular financial literacy workshops, and general financial guidance for students. It includes a new requirement for recipients of AS short-term emergency loans, who must now attend a financial management workshop. A.S. Fi-nancial Literacy Project Coordinator Cerita Bickelmann taught these workshops, in which students also learn about financial resources and services available on the UCSB campus and within Santa Barbara County.

A.S. has its own short-term loan program, which has existed for many years. Current-ly, students can borrow up to $600 per quarter. The loan is billed to BARC and must be repaid within one month to avoid late fees. Students cannot borrow again until the loan is repaid. There is a nominal fee for this service.

All of these student-funded programs are designed to help students manage their financial affairs in the short term and give them skills and information they can take with them after graduation.

A.S. Food Bank

The A.S. Food Bank celebrated its first year of operation on April 19, 2012! By Spring 2012, the bank averaged 80 visits a week. In its first year of operation the bank served 684 students making a total of 3860 visits. The success of the program is the result of commu-nity acknowledgement of the struggles of students to afford college during these economi-cally challenging times. However, it became apparent as the year progressed that there was a need for supplemental funding to keep the Food Bank fully operational.

The Food Bank operated with food and monetary donations provided by Associated Students; various UCSB organizations, staff, faculty, and students, including most notably the UCSB sorority and fraternity Greek community, A.S. Office of the President, Business Services Advisory Committee, Student Initiated Recruitment and Retention Committee, Graduate Student Associa-tion, Housing and Residential Service Employees, Alumni Association 2011 Senior Class Gift; and a variety of commu-nity donors. With well-marked donation bins throughout campus, the Bank collected non-perishable foods ranging from pasta to canned fruit as well as a variety of toiletries.

During the spring election, students showed their support with passage of the AS Food Bank Undergraduate Student Fee Initiative, which provided a lock-in of $1.81 per student per quarter. The graduate students also passed an 85 cent lock-in to help pay for operational and food costs. These monies will allow the bank to buy nutritious food when donations are low and pay the student staff honoraria for the countless hours they work to keep the Food Bank open and accessible.

Beyond just providing emergency food, the AS Food Bank Committee and staff also een-courage a healthy and nutritious food culture The A.S. Food Bank seeks to dismantle the culture of shame surrounding receiving free food. Ongoing donation drives and outreach raise awareness in the UCSB community of the needs of students in these hard economic times. They also help to change the culture and conversation regarding food security.

Mirazozo Luminarium

As one of this year’s highlights, A.S. Program Board (ASPB) brought something truly unusual to campus. For four days in April ASPB invited students, faculty, staff, and the general public to experience the wonderful Mirazozo Luminarium for free with a suggested donation of food to the A.S Foodbank or a pair of gently worn shoes to the Soles4Souls shoe drive. Several thousand people came to the party!

The Mirazozo Luminarium was created by the artist/sculptor Alan Parkinson and is toured by the UK company Archi-tects of Air. A luminarium is a sculpture made of inflatable plastic that people enter to be moved to a sense of wonder at the beauty of light and color. Although it looks like a giant bouncy structure people are asked to move through it at a leisurely pace, sit or lie down, open their eyes to the color and relax to the soothing music that fills the atmosphere created by the structure. Once the Luminarium was inflated it covered a substantial portion of the Faculty Club lawn and, once word got out, the line to get in, made up mostly of students, grew until it stretched from the lagoon almost all the way to the San Rafael dorms!

In keeping with Program Board’s mission, the Luminarium was an event that provided a unique experience for UCSB students and a few other folks who were lucky enough to hear about its presence on campus.

Campus Point Stairs

One of Coastal Fund’s biggest projects this year was comple-tion of the Campus Point stairs. The stairs were opened to the public in spring quarter. They are an example of students collaborating with campus departments and programs as well as state agencies over several years on a significant capital project.

Working with the Cheadle Center for Biodiversity & Eco-logical Restoration (CCBER), the Office of Administrative Services, Campus Design & Facilities, Housing & Residential Services, and the State Coastal Conservancy, Coastal Fund provided substantial funding for this project.

The official ribbon cutting was a well-attended celebration. Attendees included Senior Associate Vice Chancellor of Administrative Services Marc Fisher, CCBER Director Jen-nifer Torsch, CCBER Director Ecosystems Management Lisa Stratton, A.S. Environmental Programs Advisor Scott Bull, and Coastal Fund Members Tanya Jones, Alex Tamura, and Julianna Trowbridge, who are pictured here.

The stairs addressed safety concerns in a high-use area of Campus Point. They are also part of CCBER’s larger Campus Point restoration program, a multi-year Coastal Fund sup-ported effort to restore the native habitat of the point, which will result in significantly increased biodiversity and a more balanced self-sustaining ecosystem.

Recycling Compostable Materials

Collection Established

This year A.S. Recycling initiated a campus-wide collection system for compostable waste. Bins have been set up around campus to accept both food waste and compostable packaging. Although the program launch in the Arbor was greeted by rain, spirits were high and passersby were able to get information about the new program. The program will be expanded to Family Student Housing during 2012/2013.

A.S. Recycling’s student staff, known as route riders, use specialized bikes to collect recyclables from over ninety outdoor receptacles every day. Most are four-bin units known as “Berthas”, though they’ve recently added four solar-powered compacting units called “BigBellies” in the most high traffic areas. Route riders also handle indoor collection for select buildings as part of their special routes. This includes an e-waste collections program that targets electronic waste, including computers and batteries, which contain a broad range of hazardous materials making them unsuitable for disposal in ordinary landfills. All trash collection, indoor recycling, and office pack collection for buildings not part of A.S. Recycling’s special routes is done through the Physical Facilities custodial staff, which, like A.S. Recycling, works in close partnership with Marborg Indus-tries the primary local waste management company.

Academic Affairs Board Last Lecture Series

This year the Academic Affairs Board hosted the inaugural edition of the Last Lecture Series. The series was inspired by “The Last Lecture: Really Achieving Your Childhood Dreams” a lec-ture delivered by Carnegie Mellon Professor Randy Pauch when he was diagnosed with terminal cancer.

The board invited popular “Introduction to Psychology” Dr. Alan Fridlund to give a “last lecture”. Fridlund discussed his intent for the lecture in the Daily Nexus: “I wrote the talk for my son as well as the students at UCSB.” “The talk made me contemplate my life in the context of my upcoming death, and it made me think about what I might share to guide the students, to ease their pains and to help them make a better world than our generation has given them.” Response to the program was enthusiastic and students plan to make the Last Lecture an annual event.
