Santos, reportada en nuestra edición anterior,involuntariamente, omitimos el nombre del Sr. AtilanoAlicea, Presidente del Club Latino Americano,localizado en el 81 de la calle Common, que tanatentamente nos permitió utilizar su local para desde allítomar algunas de las fotos mostradas en la mencionadaedición. Una nueva estampilla de correosde 37 centavos con la efigie de uncachorrito de perro y un gatito, serádevelada en la Granja Nevis,localizada en el 400 de la calleBroadway, el próximo jueves 26 deseptiembre a las 11 de la mañana,anunciaron las Oficinas de Correo deNorth Andover y Methuen.

La estampilla de primera clase,destaca la importancia de castrar a losanimales cuando estos son pequeñoscomo única solución a lasuperpoblación de animalesindeseados. La creación de estaestampilla es la culminación deexhaustivas campañas de miles de ciudadanos,líderes comunitarios y veterinarios.

El año pasado, el MSPCA, localizado en laGranja Nevins, aceptó a más de 7,000 animales,muchos de ellos adultos, algunos erancachorritos, que nacieron, porque sus dueños notomaron la precaución de castrar a tiempo susmascotas.

Para conmemorar este evento, el MSPCAtendrá su clínica sobre ruedas ese día en la granja,y el Dr. Donald Marcus, Veterinario de Methuen,donará sus servicios y estará practicandocastraciones a animales de individuos que de otraforma no podrían pagar por sus servicios. El Dr.Marcus ha practicado Medicina Veterinaria por31 años, y en 1998 ganó el premio Veterinariodel Año, otorgado por el MSPCA.

Durante varios años la Coalición de Den Rock Parkluchó para evitar la construcción de losapartamentos de lujo que rodean este parque en

la Ruta 114. Algunos dignatarios públicos se unieron asus esfuerzos al menos demostrando solidaridadasistiendo a charlas, paseos por el parque o apoyándolosabiertamente.

La Coalición perdió su batalla, los edificios fueronconstruidos y los árboles más antiguos de Lawrencefueron cortados, gracias al voto del Concilio deLawrence, aún cuando no cumplían con los requisitosde zonificación. Mientras que la ley exigía 2,500 piescuadrados por apartamento, ellos lo dejaron pasar con1,750 pies cuadrados por apartamento, en oposición a laJunta de Planificación que les negó el permiso por serdemasiado denso.

Una cosa es perder y otra es que los políticos piensenque estas cosas se olvidan. Hoy, la Concejala MarieGosselin está posando para fotografías como protectorade Den Rock Park, siempre dispuesta a acreditarse losméritos que no se ha ganado ya que ella fue una de losconcejales que votó a favor.

For several years the Den Rock Park Coalitionfought to prevent the building of the luxuryapartments surrounding the park located on Route

114. Some local dignitaries joined their efforts byshowing solidarity attending to their talks, taking walksin the park or supporting them openly.

The Coalition lost its battle, the buildings were builtand the oldest trees in Lawrence were cut down, thanksto the Council’s vote, even though they violated thezoning requirement. While the law required 2,500 squarefeet for apartments, they let it go with 1,750 square feetper apartment, contrary to the Planning Board’srecommendation denying them the permit for being toodense.

Losing is one thing but for politicians to expect thatwe forget is something else. Today, Councilor MarieGosselin is posing for pictures as a protector of Den RockPark, always willing to take undeserved credits since shewas one of the councilors voting in favor.

El dinero nunca estuvo perdido. Esefue el mensaje del Alcalde Michael J.Sullivan y Tom Galligany, director deDesarrollo Urbano en Lawrence haciendoreferencia a artículos publicados localmentecon respecto a los $50,000 donados porLincoln Properties para la construcción deun área de estacionamiento en Den RockPark en 1999, como parte de lasnegociaciones para construir el caserío de240 unidades adyacente al parque.

Tennis Lilly, director ejecutivo deLawrence Grassroots Initiative fuenotificado en marzo de este año porfuncionarios municipales que el dinero paraesta renovación había sido gastado.

Según un artículo publicado por TheEagle-Tribune el 14 de marzo de 2002,Charles D. Boddy, Jr., encargado del usode terrenos en la ciudad, le dijo al Sr. Lillyque todo el dinero que la ciudad tenía paralos parques había sido dedicado a otrosproyectos.

Ahora, Vincent Manzi, actual abogadorepresentando a Lincoln Properties dice queel dinero nunca fue entregado a la ciudad.Fue una promesa hasta que la ciudadestuviera lista para hacer las reparacionesen el parque.

El Sr. Lilly recuerda que, “Art McCabe,el abogado que representaba en aquelmomento a Lincoln Properties, redactó unanueva ordenanza para el área de Den RockPark permitiendo las 240 unidades y MarieGosselin fue una de las que votó a favor.Esta construcción causó la destrucción delos árboles más antiguos de la ciudad,”concluyó el Sr. Lilly.

Weed and Seed es una estrategianacional enfocada en la prevención delcrimen y restauración de áreas de altacriminalidad a través de la nación medianteel uso de asociaciones entre las agenciasencargadas de aplicar la ley, los residentesy la comunidad, con el sector privado, losnegocios, iglesias y organizaciones. Estasasociaciones están supuestas a arrancar elcrimen - drogas, violencia, gangas - yplantar semillas de revitalización social.

¿Qué es Weed and Seed?Esta estrategia fué iniciada en 1991 por

el Departamento de Justicia de los EstadosUnidos, basándose en cuatro elementosfundamentales: Agencias que aplican la ley,Policía Comunitaria, “PIT” - Prevención,Intervención, Tratamiento y Restauración deVecindarios

Weed and Seed reconoce la uniónesencial entre las agencias encargadas deaplicar la ley, las personas que viven ytrabajan en el vecindario, los programas yrecursos de organizaciones; público yprivado, local, estatal y federal. Es estaasociación la que ayuda a resolver losproblemas de la calidad de vida y ayuda arestaurar una comunidad.

En 1999, Nilka Alvarez-Rodríguez,recién electa Concejala por el Distrito C,creó una Junta de Planeamiento con 6subcomités, Seguridad era uno de ellos, paraayudarla a ella a servir mejor a susconstituyentes. Fué este Subcomité deSeguridad el que vino con la idea de Weedand Seed. Este grupo estaba formado portres residentes del Distrito C: HaroldMagoon, Santo Alicea y Richard Rodríguez.En 2000, Nilka Alvarez-Rodríguez firmó laaplicación de reconocimiento.

En enero 2001, Lawrence fuéreconocido como un sitio Weed and Seed ya mediados de agosto fué premiado con$175,000. Este fondo no es una dádiva que

la ciudad recibe y el dinero va a parar a unacuenta dentro de la Oficina del Director delPresupuesto. Este dinero se queda enWashington DC.

Este presupuesto termina el 30 deseptiembre, 2002. El Año fiscal de Weed andSeed corre de Octubre 1ro a Septiembre 30.

Cómo se gasta el dineroLos fondos de Weed and Seed se

transfieren electrónicamente cuando laciudad hace una petición de reintegro. Laciudad recibe reintegros por fondos pagadospor adelantado por gastos de Weed andSeed. Por ejemplo, la ciudad paga por unpasaje de avión para ir a una conferenciade Weed and Seed. Entonces la ciudad llenauna solicitud de reintegro por ese pasaje deavión. Está garantizado que la ciudad va arecibir su dinero. De esta manera, el uso deestos fondos son muy restringidos ycontrolados.

El Director del Programa tambiénmantiene el record de estos fondos,revisando y aprobando las peticiones dereintegro y recibiendo estados financierosde la persona encargada del presupuesto,acerca de lo que se gasta de los fondos deWeed and Seed. Además, al emitir el reportede progreso, el Director del Programa tieneque listar, línea por línea todo lo que se hagastado y lo que queda.

Desde 1999, Richard Rodríguez haestado envuelto con el proyecto de Weedand Seed, llenando formularios,aplicaciones, yendo a seminarios yconferencias, etc. donando su tiempovoluntariamente. Cuando Lawrence recibióla categoría de Weed and Seed, la OficinaEjecutiva de Weed and Seed demandó queun Coordinador a tiempo completo fueracontratado y que su salario fuera pagado conel dinero de los fondos recibidos.

Una petición de $40,000 para pagarlos gastos de empleados y actividades deun “puerto seguro”.4. Una petición de $5,000 destinada ala Liga Atlética de la Policía (PAL). PALes la única organización en el área afectadaque provee charlas sobre confidencia ensí mismo, respeto, drogas, preñez, armasde fuego y vida. Esta organización estálocalizada en la Escuela Arlington.Cuando esta solicitud fué propuesta,recibió aprobación total de la comunidad,al frente de la cual se encontraba Américo(Rick) DiZazzo, residente del área.5. Una petición de $5,582 fué echa paradar 6 mini-dádivas, a organizacionescomunitarias con el propósito de alcanzarlas metas de la coalición. Se decidió dar 5de $1,000 y una de $582.

Las organizaciones que recibieron$1,000 cada una fueron: TallerBorinqueño, Grupo Teatro NuestraNatacha, Escuela de Karate WadoInternational Karate Do Federation,Lawrence Fire Department y Batuteras delMovimiento Puertorriqueño. LawrenceGrass Roots Initiative recibió $582.

Otros Gastos ($1,017)Una petición fue hecha por $1,017

para cubrir costos de imprenta yfotocopias.

Bajo el lema de Busquen al Señor, elcelebrante principal, Monseñor EmilioAllué, auxiliado por los Diáconos RichardRocha y Domingo Naveo, dirigió laceremonia donde participaron sacerdotes de

Celebran Fiesta Católica en Lawrencelas parroquias de Lawrence, Andover, NorthAndover y Methuen.

Gigantescas banderas azules portabanlos nombres en letras blancas, de lasparroquias de St. Anthony, Holy Rosary,Holy Trinity, Sts. Peter and Paul, St. Joseph,Our Lady of Good Counsel, Sacred Heart,St. Mary-Inmaculada Concepción,Asunción de la Virgen María y Saint Patrick.

Maria Marasco, candidata al SegundoDistrito de Essex y de Middlesex, lanzó sucampaña electoral el viernes, de septiembreel 13th. Barbara Anderson, directoraejecutiva de la organización Citizens forLimited Taxation (CLT) y muy conocidacolumnista, endosó a Marasco para elSenado Estatal.

José L. Santiago resultó el ganador enlas pasadas elecciones primarias realizadasel día 17. Santiago, actual Representantepor el Distrito 16, llevó como contrincantea Alfonso García, profesor de la EscuelaSuperior de Lawrence y Patrick Blanchette,actual Concejal del Distrito A. El nombrede William Lantigua, autodeclaradoDemócrata Independiente, no formó partede la boleta.

Santiago obtuvo 1026 votos, seguidode Patrick Blanchette con 825 y AlfonsoGarcía en tercer lugar con 577, con 16 votosque representan nombres escritos a manoque aún no habían sido contados, aunqueno se espera que esta cifra cambie losresultados anteriores en lo absoluto.

García, el primer candidato enpresentarse en la Alcaldía, felicitó aSantiago cuando este arribó seguido de unnutrido grupo de su equipo, después deconocer los resultados. Según declaracionesde José Alfonso García, él se encuentraintegrado a la campaña del PartidoDemócrata.

“Soy Demócrata y mi intención es lade apoyar a todos los candidatos

A request of $5,000 earmarked for thePolice Athletic League (PAL). PAL is theonly organization in the target area thatprovides talks on self-esteem, respect,drugs, pregnancy, guns and life. Thisorganization is located in the ArlingtonSchool. When this request was proposed,it received unanimous approval from thecommunity, leading them was target arearesident Americo (Rick) DiZazzo.5. A request for $5,582 was made toserve as mini-grants, to be awarded tovarious community-based organizationsfor the purpose of achieving theCoalition’s goal and objectives. It wasdecided to fund a total of six mini-grants,one for $582 and the other five for $1,000each.The organizations receiving $1,000 eachare: Taller Borinqueño, Grupo TeatroNuestra Natacha, WADO InternationalKarate Do Federation Karate School,Lawrence Fire Department and PuertoRican Movement Baton Twirlers.Lawrence Grassroots Initiative received$582.

Other Cost ($1,017)A request of $1,017 for printing andcoping expenses.

Weed and Seed is a national strategyfocused on crime prevention and restorationof high crime areas across the nation by useof partnerships between law enforcement,residents and community, and the privatesector - businesses, churches, andorganizations. These partnerships are usedto “Weed” out crime - drugs, violence,gangs - and plant “Seeds” of economic andsocial revitalization.

What is Weed and Seed?This strategy was initiated in 1991 by

the U.S. Department of Justice centering onfour fundamental elements: LawEnforcement, Community Policing, “PIT”(Prevention, Intervention, Treatment) andNeighborhood Restoration.

Weed and Seed recognizes the essentiallinks between law enforcement, the peoplewho live and work in the neighborhood, andthe programs and resources oforganizations; public and private, local,state, and Federal. It is these partnershipsthat help solve quality of life issues and aidin restore a community.

In 1999, newly elected District CCouncilor Nilka Alvarez Rodriguez createda planning board with six sub-committees,Safety among others, to help her better serveher constituents. This Safety sub-committeewas responsible for coming up with theWeed and Seed idea. This group was formedby three District C residents: HaroldMagoon, Santo Alicea and RichardRodríguez. In 2000, Nilka Alvarez-Rodríguez signed the Weed and Seedrecognition application.

In January 2001, Lawrence wasrecognized as a Weed and Seed site and$175,000 was awarded by mid-August. Thismoney is not like other grants whereby thecity gets the money up front and then isplaced into an account within the city’sComptrollers Office. This money stays inWashington DC.

This budget ends September 30, 2002.Weed and Seed Fiscal Year run fromOctober 1st to September 30th.

How the Weed andSeed money is spent

Release of funds from the Weed andSeed is made electronically when the citymakes a reimbursement request. The citygets reimbursed for funds it advances forWeed and Seed expenses. For instance, thecity will pay for an airline ticket for a Weedand Seed conference. The city then willmake a reimbursement request for the airlineticket. It is guarantee that the city will getreimbursed. Thus, the uses of these fundsare very restrictive and controlled.

The Program Director also keeps trackof these funds by reviewing/approvingreimbursement requests and receivingfinancial statements from the budget personof what is being spent from the Weed andSeed funds. Plus, in submitting the progressreport, the Program Director has to list lineby line of what has been spent and what isleft.

Since 1999, Richard Rodríguez hadbeen involved with the Weed and Seedproject, filling out forms and applications,going to meetings, etc. on a voluntarybasis.

When Lawrence received the Weed andSeed status, by the Executive Office forWeed and Seed (EOWS) policy, they hadto hire a full time coordinator, and his/hersalary was to be paid for by the grant funds.The director position was advertised, andAttorney Richard Rodríguez, obviously thebest qualified candidate, was hired.

Among the many preposterous claimsmade by fluoride pushers is the claim thatwater fluoridation is as important a medicalbreakthrough as chlorination,pasteurization, and immunization. This issupposed to lend prestige to the mostunscientifically based, unethical, immoral,and unhealthful innovation to be forced onthe unsuspecting public.

The purpose for adding chlorine topublic water supplies is to preventepidemics of communicable diseases suchas cholera, hepatitis, typhoid fever,dysentery, etc. thereby preventing muchillness and even deaths. The effectivenessof water chlorination is virtually 100%.Even if fluoride prevented tooth decay,which it doesn’t, the fact that itseffectiveness is given officially in the rangeof only 18-25%, cannot possibly give it aranking in importance as high as that ofchlorine. Besides, which epidemic doesfluoride prevent? Also, while chlorine andfluoride are both toxins, chlorine is not asdangerous, because it is not cumulative andit is not as difficult to remove from water.Finally, the addition of chlorine to waterviolates neither public health principles norfood safety laws, whereas the addition offluoride to water violates public healthprinciples and food safety laws, as well asinfringing on the right of the freedom ofchoice and other rights.

The purpose for pasteurizing milk andother foods is to prevent epidemics ofcommunicable diseases such as diphtheria,tuberculosis, typhoid fever, scarlet fever,etc. thereby preventing much illness andeven deaths. The effectiveness ofpasteurization is virtually 100%. With areported doubtful effectiveness of 18-25%,fluoride has not the slightest resemblancein importance to pasteurization. Moreover,there is no known adverse health effect frompasteurization whereas the reported adversehealth effects of fluoride are numerous.

Vaccines, such as Dr. Salk’s poliovaccine, Dr. Pasteur’s vaccine for rabies,

and Dr. Jenner’s vaccine for smallpox weredeveloped with the highest humanemotivation for protecting the public againstthe scourges of these dreaded diseases. Thevaccines, though with some adverseconsequences, have had a virtual 100%effectiveness. Again, with only a doubtfuleffectiveness of 18-25%, and with nohumane motive for its promotion, waterfluoridation has no basis for comparisonwith immunization. Finally, immunizationviolates neither public health principles norfood safety laws, whereas the addition offluoride to water violates food safety lawsand a number of basic public healthprinciples.

There is no basis to try to elevate theimportance of water fluoridation to that ofchlorination, pasteurization, and immuniza-tion. The latter three are proven effectivein their roles, violate no food safety lawsand public health principles, and are ac-cepted and applied worldwide. On the otherhand, water fluoridation boasts only a smalland doubtful effectiveness; it violates theright of the freedom of choice; it violatesthe food safety laws and a number of basicpublic health principles; and it is banned orrejected by most of the world’s governmentsand most of the world’s scientists.

In the next article, I shall describe theweakening support and overwhelmingopposition to water fluoridation.

I suggest to readers that they save theentire series of articles which, used asreferences, will enable them to discuss thesubject of water fluoridation asauthoritatively as any expert.

I watched mesmerized several weeksago as the State Auditor, Joe DeNucci,scampered from one news media to the next,proclaiming that his dedication to job andthe people, made him conveniently do theaudit on the Treasurer’s Office, NOW, acouple of weeks before the primary election.I do not want my loyal readers to get mewrong. I think O’Brien and DeNucci areswimming in the same cesspool.

I am just amused at the timing. Is itnow the right time to take out the little load?You know, Sharon M.oney Pollard’shusband, Thomas Lussier. After all, hiscredit card spree on the backs of theTeacher’s Union Pension Plan was alsofraud and mismanagement. Does DeNuccithink that by this little dog and pony showat the expense of Shannon O’Brien he canprove he is a contender? Am I to understandthat you are above the boards or is it justselective enforcement.

A quick spin in the way back machine;the year is 1998. According to the publicinformation supplied at the time, the recordswere so skewed that they portrayed over ahundred thousand dollars missing from theMethuen Town coffers. The Tribune did astory on it. It was quite a show as thepoliticos threw out the stops, called in thetroupes and defended the cash register andcorresponding paperwork, to the death, andstill came up, after cooking these accountsa very long time, $10,000 short.

Well, what some of you didn’t know isat the time of the firestorm, Larry Giordano,arranged for him and me to meet with JoeDeNucci, who was my choice. He was theonly Democratic state politicians that I hadthought was a man of honor. The only oneI voted for.

I tell you the meeting was what I havecome to call pomp and poop, but still mydevotion was strong. He was quite non-committal, he asked me if I had gone to thepress. I replied that I had not. I was lookingfor the state to do an audit and get to thebottom of these discrepancies. DeNucci’sresponse was that I should go to the press.“Ha, ha! They will F___ S__!” I believewere his exact words.

Still I believed and did follow hisadvice and went to the press. Whattranspired is a documented record. MethuenTown Council’s version of a hanging trial,but they called it a 2-11. Remember theyear, it was the bad evil council, so theylistened to the truth and refused to set upthe gallows to hang Larry and me.

If this little escapade were to take placetoday, the gallows would have already beenbuilt, the trial not filmed, due to lack ofvolunteers, with the accused not allowed tospeak. Larry and I would be swinging, butthe cash register would still have beensinging. The whole travesty is now history,which the knickknacks have learned nothingfrom. What can you expect of knickknacks?Expect to gather dust?

Years later, when the little load gotcaught, all but his golf cleats invisible inthe cookie jar. It was publicized in theHerald, that DeNucci, was the groomsmanin the little load and queen’s wedding.Imagine my shock in being duped bysomeone I considered a genuine man. All Icould picture was the contender, decked outin his two thousand dollar suit, white cuffs,holding a linen handkerchief scampering tothe phone as Larry and I walked out of hisoffice, tee heeing with the little load andqueen, who were pulling the strings on thedouble D (DiZoglio) at the time. It wasbefore the election and olde shar and herlittle load wanted nothing more than thequeen to ascend to the throne.

The audit never did get done and as faras I am concerned there will be a day whenthis account is going to come and back andbite someone. It remains to be seen who;however, it will be amusing as hell!

Along with DeNucci being oversight tothe little load caper, also comes ShannonO’Brien. So as you can see, I have no regrethere. This is a very big cesspool; room fora lot.

This organization we refer to as stateand local government is rotten from the headdown. Any free loading, unqualifiedpersonnel, with their lips wrapped aroundthe public spout, should be swiftly andmercilessly cut loose! The abuse has gottenso out of hand with pomp and poop that thepeople’s base needs are not even being met.

That is not to say that I think thereshould be more human services programs,I am saying that those already encased asthe spout to STOP STEALING OFF THETOP. While these pretentious pompousasses are oblivious to just what direrstraights the general population is in. ITIS DEFINITELY TIME TO THROW THEBUMS OUT! ALL OF THEM!

Here we are on our third 30-day budgetwith the state possibly taking over the cityfinances if the city’s budget is not approvedby the council by September 30, 2002.

The administration constantly submitsbudgets that include a tax increase possiblyup to 9%. We also are going to face theprivatization of the water department thatwill lead to higher water rates.

With the state making budget cuts thisyear due to the drain from the treasury fromthe Big Dig. Our state legislators arepredicting that the state budget cuts will bedeeper next year. The question we shouldall be asking is if the council and theadministration have made the necessary cutsthis year that will help us maintain servicesduring this declining economy.

Ex: I have some concerns from just onesmall segment of the budget that the counciland administration have ignored.

The Superior OfficersSegment of the Budget• We have an additional 20 superiorofficers that will delay the hiring of 25 newpatrolmen.• Why? An additional $34,479 foruniform repairs when they already receive$155,000 for clothing allowance,approximately $1,000 per officer.• Appropriations for $25,000 In-StateTravel. Why? Approximately 41 SuperiorsOfficers have city cars.• Director of support services(Consultant), this position of $58,233 wascreated for transitional purposes only.• The Deputy Chief ’s position wascreated to eliminate the need for captains.Now they are proposing in the budget$381,564 for six captains positions.• Confiscated drug monies. Where is itidentified in the budget as a source ofrevenue? Where is this money?• Why do we have trailers for policeadministrative offices and juvenile holdingarea for a 2-year lease of approximately$20,000?• Why are we not fully utilizing our sub-station on Parker Street or Vacant buildingson Essex St.?• Why did Mayor Sullivan extend ChiefRomero’s contract which was already inviolation of the MGL Chapter 41 Section96, when he knew there would be state cutbacks?

When Mayor Kennedy wanted to giveChief Hayden a five-year contract, the sameMGL were presented before the council, andthe mayor could only sign a contract for upto three years.

My concern is if the mayor and thechief have a falling out, or if the mayorleaves the city, like other mayors have inthe past, and the new mayor wants a newchief, if the city has to buy out his contractthe city is looking at approximately$555,000 that has not been budgeted.

This is the council’s responsibility andthey should review the current contract andhave it amended to MGL Chapter 41 Section96.

I have tried to sort out some of theinflated items in a small section of the

tax incentive for individuals, and cuttingservices. Senator Tucker also voted for thelast largest tax increase in 1990 when shewas Andover ’s and Lawrence staterepresentative. The crowd of well wishersincluded supporters from all communities,including Lawrence, Andover, Dracut, andTewksbury.

Marasco, a resident of Andover, is anattorney and business owner. She ran as awrite-in, Republican candidate in the 2nd

Essex and Middlesex District whichincludes Andover, Dracut, Lawrence, andTewksbury. Marasco received the necessaryvotes to be on the November ballot. Sheentered the race to challenge the incumbentSusan Tucker’s vote to increase taxes by$1.14 billion last July. She is running on aplatform to: rollback taxes, direct moredecision-making for education back toparents and teachers, energize economicdevelopment, protect the quality of life forseniors and working families, to support lawenforcement efforts which make us safe inour homes, and to improve delivery ofgovernment services.

The money was never lost. That wasthe message from Mayor Michael J.Sullivan and Tom Galligany, director ofCommunity Development in Lawrencereferencing articles published locallyregarding the $50,000 donated by LincolnProperties for the construction of parkingfacilities at Den Rock Park in 1999, as partof the negotiations to build 240 units ofhousing next to the park.

Tennis Lilly, executive director ofLawrence Grassroots Initiative was notifiedlast March by city officials that the moneyfor the improvements had been spent.

According to an article published inThe Eagle-Tribune on March 14, 2002,Land Use Planner Charles D. Boddy, Jr. saidto Mr. Lilly that all the city’s park moneyhad been dedicated to other projects.

Now, Vincent Manzi, current attorneyrepresenting Lincoln Properties says that themoney was never given to the city. It waspledged until the city was ready to do theimprovements in the park.

Historical backgroundon Den Rock Park

In 1995, Tennis W. Lilly helpedorganize the Den Rock Coalition in orderto protect from developers the 120-acre parkalong Route 114. This park is a piece ofparadise in the middle of the city, popularamong rock climbers, with miles of hikingtrails and home to wildlife such as coyote,beaver, heron, fox, deer and possum.

When Lincoln Properties wanted tobuild 240 units of luxury apartmentsabutting the park, the Planning Board hadrefused to grant a permit for the constructionbecause the units were too dense. Mr. Lillytook the city to court, fought for one and ahalf years and won. They went throughappeals and the decision survived.

Mr. Lilly remembers that, “ArtMcCabe, acting as attorney representingLincoln Properties at that time, rewrote thezoning ordinance for the entire area around

When it was brought before the CityCouncil the vote was 8-1 allowing thedeveloper to build the apartments on 1,750square feet despite a zoning law requiring2,500 square feet for apartments.

Voting for the change were: DomenicP. Armano, Pamela J. Neilon, Michael J.Kannan, Pauline E. Brown, José L.Santiago, Marc L. Laplante, Joseph R.Quartarone and Marie Gosselin.

Voting against was: Francis J. Kivell.

If the council is unable to uncoverthese inflated pockets throughout thebudget, then they should be fiscallyresponsible to seek outside assistance fromthe State Auditors Department, at the sametime request that the legislators give the cityan additional 30 days.

Just because the administration is tryingto box the council into a corner with adeadline date, it is not fair to the taxpayersfor the city council to approve a flawedbudget.

Back to my story. I arrived at the polls,where I had spent the last time we voted,checking votes all day. To find much to myamazement, that I have been removed fromthe voting list and placed on the inactivelist. Actually I was not amazed, it was parfor the course. Can you imagine, theseidiots? (And believe me, I am being kind)They stay up late at night, finding ways tomake sure that I am never without a story.All I can say is lucky for you.

Just so you did not forget, LeeAnnCondon, has once again been appointed asRegistrar of Voters, something I have longthought is a conflict of interest but as youare all aware, Methuen is not part of theCommonwealth of Massachusetts. It hasbeen its own little kingdom since the queenhas ascended to the throne, bringing alongwith her, little load, Lussier.

The Massachusetts Cultural Counciltook a whopping 62% cut in its budget forthe upcoming year. The allotment for theLawrence Cultural Council reflects thisdramatic decrease. The Lawrence CulturalCouncil will be discussing how they hopeto deal with the impact of this budget cut attheir next meeting.
