La presente publicación contiene el Informe Final de la XLI Reunión de Ministros de OLADE, realizada en la Ciudad de Managua, Nicaragua, el 29 de octubre de 2010.

Este Informe incluye la Declaración de Managua, suscrita por los Ministros de Energía de América Latina y el Caribe, así como las Decisiones Ministeriales adoptadas durante esta Reunión y el informe del Secretario Ejecutivo Carloas A. Flórez Piedrahita de su gestión durante el periodo 2008-2010

INFORME FINAL XLI REUNIÓN DE MINISTROS DE OLADE La XLI Reunión de Ministros de OLADE se celebró en la ciudad de Managua, Nicaragua, el 29 de octubre de 2010 y contó con la asistencia de delegaciones de los siguientes Países Miembros: Argentina, Bolivia, Brasil, Chile, Colombia, Costa Rica, Cuba, Ecuador, El Salvador, Guatemala, México, Nicaragua, Panamá, Paraguay, Perú, República Dominicana, Suriname, Trinidad y Tobago, Uruguay y Venezuela. Actuaron como Observadores de la Reunión, representantes de organismos internacionales, agencias de cooperación e instituciones del sector energético. Una vez verificado el quórum, de acuerdo con el Reglamento General y con la presencia de veinte (20) Países Miembros, se dio inicio a la Reunión, cuya lista de participantes se anexa al presente Informe (Anexo 1).

SESION PREPARATORIA

Durante la Sesión Preparatoria, el Secretario Ejecutivo dio la bienvenida a los Ministros y delegados presentes y solicitó un minuto de silencio con motivo del fallecimiento del Ex Presidente de Argentina, Doctor Néstor Kirchner; el Primer Ministro de Bárbados, Sr. David Thompson y el Director General del Ministerio del Ambiente de Finlandia y Presidente del Comité Técnico de la Alianza en Energía y Ambiente con Centroamérica (AEA), Dr. Markku Nurmi. El Ministro de Energía y Minas de Nicaragua, Ingeniero Emilio Rappaccioli, inauguró la Reunión. Se adjunta su discurso. (Anexo 2). La Licenciada Dagmar González, representante de Cuba, en su calidad de Presidente de la XL Reunión de Ministros saludó a los presentes y agradeció por el trabajo en conjunto realizado en la Región. Una vez instalada la Reunión, se procedió a conceder la palabra a la Mesa Directiva. El Comandante Bayardo Arce, Asesor de la Presidencia de Nicaragua dio un saludo de bienvenida a los presentes y manifestó su complacencia, por el hecho de que Nicaragua fuera la sede de esta Reunión. DESARROLLO DE LA REUNIÓN Se eligió como Presidente de la XLI Reunión de Ministros a Chile, actuando en esa calidad, el Señor Carlos Piña, Jefe del Departamento Internacional del Ministerio de Energía de ese país. La Vicepresidencia le correspondió al

Ecuador, actuando en esa calidad el Ingeniero Carlos Pareja, Viceministro de Hidrocarburos del Ministerio de Recursos Naturales no Renovables. El Secretario Ejecutivo de OLADE, Doctor Carlos Arturo Flórez Piedrahita, actuó como Secretario y Relator de la Reunión. Se sometió a consideración de los presentes la siguiente agenda, la cual fue aprobada por unanimidad:

Informe de la Junta de Expertos La XL Junta de Expertos se realizó el 28 de octubre de 2010 y contó con la participación de 19 Países Miembros, cuyo Informe se anexa. (Anexo 3).

Informe del Comité Directivo El Doctor Aldo Flores, Director General de Asuntos Internacionales de la Secretaría de Energía de México, en su calidad de Presidente del Comité Directivo presentó a la Reunión el Informe de gestión realizada durante el año 2010. (Anexo 4).

Informe del Secretario Ejecutivo El Secretario Ejecutivo presentó a la Reunión el informe detallado de las actividades realizadas durante los tres años de su gestión (2008 – 2010). (Anexo 5). Los presentes felicitaron al Presidente del CODI y al Secretario Ejecutivo por los informes presentados, en los cuales se refleja el avance del esfuerzo colectivo, así como la labor del Secretario Ejecutivo y todo su equipo de trabajo. La Reunión de Ministros aprobó los informes presentados por la XL Junta de Expertos, el Presidente del Comité Directivo y el Secretario Ejecutivo. Conclusiones y recomendaciones del V Foro de Integración Energética

Regional – FIER 2010 El Secretario Ejecutivo dio lectura de las Conclusiones y Recomendaciones del V Foro de Integración Energética Regional – FIER 2010 (Anexo 6), realizado los días 26 y 27 de octubre del presente, las cuales merecieron los siguientes comentarios:

Hacer referencia a la experiencia de integración energética exitosa de los países del Mercosur, en cuanto a la implantación de hidroeléctricas binacionales.

Matriz Energética del Caribe. Integración Centroamérica – Caribe en el aspecto energético. Analizar la realidad de cada uno de los países centroamericanos y caribeños para afianzarnos en ésta y tener un mejor aprovechamiento de las actividades y programas a desarrollar. Acuerdos energéticos en Centroamérica.

Esfuerzo SIEPAC. Experiencia utilizada en el orden regulatorio.

Integración Colombia – Panamá como un sistema de interconexión centroamericano.

En la Región existen importantes recursos como el carbón, gas licuado, y petróleo que contribuyen a la diversificación de la matriz energética.

Interconexiones Eléctricas.

Consideración y aprobación de las Decisiones Ministeriales La Reunión de Ministros aprobó por unanimidad las siguientes Decisiones Ministeriales: XLI/D/472: Que acepta a Belice como nuevo País Miembro de la

Organización Latinoamericana de Energía, congratula al Gobierno de Belice por su ingreso a OLADE e instruye a la Secretaría Permanente notificar a todos los Países Miembros el ingreso de Belice, divulgar este hecho en el ámbito internacional y designar la cuota correspondiente como País Miembro.

XLI/D/477: Que se suma al reclamo de la comunidad internacional que

Previa la aprobación de la Decisión Ministerial XLI/D/472, el Secretario Ejecutivo informó sobre el cumplimiento de Belice con todos los requisitos estipulados en el Convenio de Lima para ser País Miembro de OLADE. El Ministro de Belice manifestó estar agradecido con OLADE por esta aceptación ya que la Organización representa para su país enormes beneficios con sus productos y herramientas. Presentación Magistral por el Sr. Kandeh K. Yumkella, Director General

de ONUDI El Señor Kandeh K. Yumkella, Director General de la Organización de las Naciones Unidas para el Desarrollo Industrial, se dirigió a los asistentes de la Reunión mediante un video. (Anexo 7) Panel Ministerial: Energía Limpia y Eficiencia Energética La Ministra de Energía y Asuntos Energéticos de Trinidad y Tobago, Sra. Carolyn Seepersad-Bachan, realizó una presentación sobre Energías Renovales, felicitó al Secretario Ejecutivo por sus logros y solicitó que el nuevo Secretario Ejecutivo de seguimiento a los proyectos para beneficio de los Países Miembros. El Ministro de Energía de Panamá, Ingeniero Juan Manuel Urriola, manifestó la

importancia de que la participación en esta Reunión sea a los niveles más altos, lo cual demuestra el interés de los Países Miembros de seguir apoyando e impulsando a OLADE. El Ministro de Hidrocarburos y Energía de Bolivia, Ingeniero Luis Fernando Vincenti Vargas, manifestó que se debe concienciar sobre el uso de los fósiles y dar un paso hacia adelante en el cambio de la matriz eléctrica, cambiar el gas licuado petróleo por gas natural, avanzar sustituyendo la generación térmica por la eléctrica y hacer un cambio de la matriz energética domiciliaria por la vehicular. Varias delegaciones emitieron sus comentarios, entre los que se destacan:

Tomar en cuenta al SIEPAC, el cual es un prototipo de cooperación entre los Países

Las emisiones de CO2 son aún un área en la cual falta mucho por trabajar. Se debe valorar cómo desarrollar las energías renovables, incrementar la eficiencia energética y la cobertura de nuestras redes.

Apoyar a OLADE para que fomente la eficiencia energética. Destacar los esfuerzos de la integración regional. OLADE debe pensar en una forma de resolver el problema de acceso de

la matriz energética, ya que todavía 30% de la población de sus Países Miembros necesita desarrollar energía.

Desarrollar tecnologías eficientes. Generar mecanismos más limpios. La eficiencia energética y las energías renovables no pueden estar

desconectadas. Enfatizar ejemplos de acciones concretas. La integración es la clave en la que todos ganamos. La Región se beneficia de tener nuevos recursos energéticos, los cuales

deben ser compartidos. Tener en cuenta la complementación de la integración y el cambio

climático, políticas locales y regionales a nivel global. Diversificación de las energías limpias. Avances en materia del uso de biomasa. Resaltar la importancia de las interconexiones en el MERCOSUR. Urgir a los países incrementar sus esfuerzos para reducir sus emisiones.

Estudio y Aprobación de la Declaración de Managua El Secretario Ejecutivo dio lectura a la recomendación de la Declaración Ministerial, presentada a la XL Junta de Expertos, la cual una vez discutida y analizada, fue aprobada por la Reunión (Anexo 8) Presentación de los candidatos a Secretario Ejecutivo de OLADE para

el período 2011 – 2013 Los siguientes candidatos a Secretario Ejecutivo de OLADE, para el período 2011 - 2013, realizaron una breve presentación de su Plan de Trabajo Trienal:

Candidato del Paraguay - Doctor Victorio Oxilia Dávalos Candidato del Perú – Ingeniero Daniel Cámac Gutiérrez

Elección del Secretario Ejecutivo de OLADE Con la participación de los Jefes de Delegación de cada País Miembro presente y con derecho a voto, se realizó, en sesión cerrada, la elección del Secretario Ejecutivo, resultando electo el candidato presentado por la República del Paraguay, Doctor Victorio Oxilia Dávalos, según consta en la Decisión Ministerial XLI/D/478. Elección de los Miembros del Comité Directivo 2011 y Presidente del

CODI La XLI Reunión de Ministros, en cumplimiento a lo establecido en el Reglamento General de OLADE, aprobado en esta sesión, eligió a los siguientes países que conformarán el Comité Directivo durante el año 2011:

América Central y México: El Salvador México Nicaragua Panamá

América del Sur: Argentina

Brasil Perú Venezuela

El Caribe: Barbados

Cuba República Dominicana

Trinidad y Tobago La Reunión designó la Presidencia del Comité Directivo a Argentina, cuyo delegado agradeció por la hospitalidad a las autoridades máximas del país sede de la Reunión, representantes de los Países Miembros, al Secretario Ejecutivo por su gestión y en especial agradeció por recordar y honrar al Ex Presidente de Argentina, Néstor Kirchner. Ya que Barbados no estuvo presente en la Reunión, se instruyó a la Secretaría Ejecutiva consultar con este país sobre su aceptación de ser Miembro del CODI. Si Barbados no puede participar, se consultará la participación de Jamaica. Determinación de la Sede para la XLII Reunión de Ministros Panamá ofreció ser sede de la XLII Reunión de Ministros, lo cual fue acogido por la Reunión en forma unánime. El Ministro de Panamá agradeció por la aceptación de ser sede, a Nicaragua por ser un magnífico anfitrión y felicitó al Secretario Ejecutivo electo, al cual expresó su voluntad de apoyo durante su gestión. Así también invitó al Secretario Ejecutivo actual para asistir como invitado de honor en la próxima Reunión de Ministros e hizo un reconocimiento a su gestión. Cierre de la Reunión El Presidente de la XLI Reunión de Ministros, Señor Carlos Piña, agradeció a las delegaciones por su asistencia y participación. La representante de Cuba dio lectura al mensaje enviado por el Ministro de Comercio Exterior y la Inversión Extranjera - MINCEX (Anexo 9). El Ministro de Energía y Minas de Nicaragua agradeció a los Ministros y delegaciones presentes por su aceptación de sede de esta Reunión y expresó su apoyo al nuevo Secretario Ejecutivo.

La representante del Paraguay agradeció por el apoyo a su candidato y por la confianza puesta en él. La XLI Reunión agradeció al Gobierno de Nicaragua por su hospitalidad y atenciones recibidas durante la realización de los eventos. Siendo las 17h00 y una vez agotado el orden del día, el Presidente dio por terminada la sesión, la cual fue aclamada por todos sus asistentes.

DECISIÓN MINISTERIAL XLI/D/472

LA XLI REUNIÓN DE MINISTROS

CONSIDERANDO QUE:

El Gobierno de Belice ha declarado oficialmente:

1.- Que ha cumplido sus requerimientos constitucionales para la

ratificación del Convenio de Lima, y;

2.- Que es un Estado soberano, independiente, localizado en América Central.

El Gobierno de Belice, de acuerdo a la notificación del Ministerio de Relaciones Exteriores, Comercio e Integración del Ecuador, Nº13625-DGT/2010 de 8 de junio de 2010, ha depositado el 20 de mayo del presente, el Instrumento de Adhesión en el que expresa su voluntad de cumplir con las obligaciones emanadas del Convenio de Lima.

La Reunión de Ministros considera cumplidos todos los requerimientos estipulados en el Artículo 5 del Convenio de Lima.

En uso de sus atribuciones,

DECIDE:

ARTÍCULO PRIMERO.- Aceptar a Belice como nuevo País Miembro de la Organización Latinoamericana de Energía – OLADE.

ARTÍCULO SEGUNDO.- Congratular al Gobierno de Belice por su ingreso a OLADE.

ARTÍCULO TERCERO.- Instruir a la Secretaría Permanente notificar a todos los Países Miembros el ingreso de Belice como País Miembro de la Organización y divulgar este hecho en el ámbito internacional.

ARTÍCULO CUARTO.- Instruir a la Secretaría Permanente, designar la cuota anual correspondiente como País Miembro.

CONSIDERANDO QUE:

La propuesta de reformas a los Reglamentos de OLADE presentada por la Secretaría Permanente y analizada por el CODI en su Reunión No.71 y por la XL Junta de Expertos.

En uso de sus atribuciones:

DECIDE:

ARTÍCULO PRIMERO.- Aprobar y poner en vigencia a partir del 30 de octubre de 2010, las modificaciones propuestas a los siguientes Reglamentos:

Reglamento General de OLADE

Reglamento Interno de Personal de la Secretaría Permanente

Reglamento para la Contratación de Consultores de OLADE

Reglamento sobre Manejo de Patrimonio y Recursos de OLADE

ARTÍCULO SEGUNDO.- Instruir a la Secretaría Permanente la difusión de los mencionados reglamentos entre los Países Miembros y el personal de la Secretaría Permanente.

CONSIDERANDO QUE: La tragedia ocurrida en la República de Haití, el 12 de enero de 2010, a causa de un terremoto. Los efectos derivados del evento son particularmente graves en el sector energético, especialmente en la infraestructura para la generación, transmisión y distribución de energía eléctrica, siendo necesaria la realización de grandes esfuerzos de reconstrucción de dicha infraestructura. El Comité Directivo, en su Reunión No. 69, exoneró del pago de la cuota por el año 2010 y recomendó a la Reunión de Ministros condonar los adeudos y eximir a Haití del pago de sus contribuciones del 2010 al 2015.

DECIDE: ARTÍCULO PRIMERO.- Expresar su solidaridad con el Pueblo y el Gobierno de Haití. ARTÍCULO SEGUNDO.- Exhortar a los Países de América Latina y El Caribe Miembros de OLADE y a los países no miembros, para que cuando corresponda, en coordinación con la Secretaría Permanente de OLADE, apoyen los esfuerzos del gobierno y pueblo de Haití por alcanzar una pronta recuperación del sector eléctrico. ARTÍCULO TERCERO.- Instruir a la Secretaría Permanente para que, dentro de sus programas y proyectos, dé prioridad a aquellos que contribuyan a la completa normalización de las actividades del sector energético de Haití. ARTÍCULO CUARTO.- Condonar los adeudos del Gobierno de Haití con OLADE, registrados por los años 2007, 2008 y 2009, que ascienden a US$ 74,706.00 (Setenta y cuatro mil setecientos seis con 00/100 dólares americanos). ARTÍCULO QUINTO.- Eximir al Gobierno de Haití del pago de las contribuciones a OLADE durante los años 2010, 2011, 2012, 2013, 2014 y 2015.

ARTÍCULO SEXTO.- Instruir a la Secretaría Permanente para que financie la participación de un delegado de Haití en aquellos eventos institucionales que considere, hasta el año 2015.

CONSIDERANDO QUE: Los informes de auditoría y estados financieros de OLADE para el ejercicio del año 2009 presentados por la firma Acevedo & Asociados del Ecuador fueron presentados sin salvedad; y La evaluación realizada por la Secretaría Permanente de las firmas auditoras que participaron en el concurso de ofertas para efectuar la auditoría de los balances y estados financieros de la Organización para el año 2010 cumple con todos los requisitos. En uso de sus atribuciones,

DECIDE:

ARTÍCULO PRIMERO.- Aprobar, con base en los literales d) y h) del Artículo 10 del Convenio de Lima, y del Artículo 12 del Reglamento sobre Manejo del Patrimonio y Recursos de OLADE, la Auditoría del Balance General y el informe de la ejecución de los proyectos de la Organización Latinoamericana de Energía, presentados por la firma Acevedo & Asociados del Ecuador, por el período comprendido entre el 1 de Enero al 31 de Diciembre de 2009, y los correspondientes estados de ingresos, gastos y situación consolidados a dicha fecha. ARTÍCULO SEGUNDO.- Aprobar, la recomendación del CODI, con base en el Artículo 12 del Reglamento sobre el Manejo del Patrimonio y Recursos de OLADE, la firma Normey Peruzzo y Asociados – Nexia Internacional con sede en Uruguay, para que realice la auditoría de los Estados Financieros de la Organización, correspondientes al ejercicio del año 2010.

CONSIDERANDO QUE:

El Gobierno de la República de Cuba, miembro fundador de la OLADE firmante del Convenio de Lima 1973, ha sufrido por más de 50 años un bloqueo económico, comercial y financiero, por parte del gobierno de los Estados Unidos de América, que limita su desarrollo y posterga para su pueblo mayores estándares de vida por los que ha luchado en estos 50 años. OLADE, conforme los considerandos del Convenio de Lima 1973, “…reafirma la necesidad de coordinar una acción solidaria por medio de la Organización Latinoamericana de Energía, para alcanzar el objetivo de defender, frente a acciones, sanciones o coerciones, las medidas que los países hayan adoptado o adopten en ejercicio de su soberanía, en procura de preservar los recursos naturales, particularmente energéticos”… OLADE en ocasión de celebrar su XLI Reunión de Ministros en Managua, Nicaragua.

DECIDE: ARTÍCULO PRIMERO.- Sumarse al reclamo de la comunidad internacional que fundamenta la necesidad de poner fin al Bloqueo Económico, Comercial y Financiero impuesto por Estados Unidos contra Cuba. ARTÍCULO SEGUNDO.- Desarrollar acción solidaria con la República de Cuba, quien coopera sostenidamente en Latinoamérica y el mundo para alcanzar niveles superiores de salud, educación y cultura para nuestros pueblos.

Dagmar González, Asesora del Ministro de Comercio Exterior y la Inversión Extranjera de la República de Cuba Delegados de los Países Miembros de OLADE Invitados Especiales Hombres y Mujeres de los Medios de Comunicación Es un gran honor para nuestro país, después de 26 años, el ser nuevamente sede, en esta ocasión de la XLI (Cuadragésima primera) Reunión de Ministros, que representan a los sectores energéticos de los países que integramos OLADE. En definitiva, el siglo XXI ha llegado a representar una etapa para la humanidad llena de grandes desafíos, algunos sin precedentes y otros con trayectorias bien marcadas; y por consiguiente, ha creado la necesidad de generar rápidamente conocimientos innovadores y novedosos, así como nuevas y grandes ideas en todos los campos de la ciencia; materializadas y puestas en práctica para brindar respuestas efectivas a las crecientes demandas de nuestra humanidad que se desarrolla en un entorno inevitablemente cambiante. Uno de los grandes acontecimientos de este siglo, es: el cambio demográfico acelerado de tal magnitud que la población mundial superará los 9 mil millones en el 2050, creando presión en los recursos naturales alrededor del mundo para satisfacer las crecientes, diversas y cada vez más complejas necesidades de grandes ciudades locales y mercados globales. Los países más ricos del mundo representan aproximadamente 20% de la población mundial sin blockage usan el 70% de los recursos globales. Pero, lo más crucial en este proceso, ha sido la manera o el modelo tradicional que hemos venido aplicando a nuestras actividades productivas, el cual se ha caracterizado por valorar la creación de riqueza económica como el determinante principal en las tomas de decisiones relacionadas a la administración, aprovechamiento o explotación de los recursos y por dar un rol

marginal al impacto en el medio ambiente, llevándonos a otro de los grandes desafíos de este siglo Las emisiones mundiales de gases de efecto invernadero (GEI) provenientes de las actividades humanas han crecido desde la era preindustrial, con un aumento del 70% entre 1970 y 2004 (Panel Intergubernamental de Cambio Climático, ONU 2007), el cual se traduce en cambio climático y consecuentemente en afectaciones negativas a todos los seres vivos de nuestro planeta. En este particular, los países desarrollados son los mayores emisores a nivel mundial, y los países en vía de desarrollo los más afectados; sobresaliendo en la región Centroamérica y del Caribe con el mayor índice de vulnerabilidad. Este próximo 29 de noviembre al 10 de diciembre de 2010 se celebra en Cancún, México la próxima Conferencia de las Naciones Unidas sobre Cambio Climático, y es una buena oportunidad para la región de participar activamente, unida en las negociaciones internacionales y formar parte de una solución colectiva a un problema global. Según la Agencia Internacional de Energía (IEA, 2010), el suministro de energía total primaria del mundo para 2008 fue de aproximadamente 12,267 Mtep (Millones de toneladas equivalentes de petróleo) de las cuales el 81.3% provenía de combustibles fósiles (Gas natural 21.10%, Carbón 27%, hidrocarburos 33.20%). Siendo el sector energía el mayor contribuyente a las emisiones globales de CO2 debido a la alta participación de los combustibles fósiles, la energía se halla en el centro del problema, y es por ende, parte fundamental de la solución. Además, la Agencia de Administración de Información de Energía de los de EE.UU (DOE.AEI, 2010) estima que los combustibles fósiles representarán más de tres cuartas partes del incremento general de la utilización de la energía entre 2007 y 2030. Una situación similar a la anterior se presenta en América Latina y el Caribe, en donde se destacan principalmente tres fuentes de energía primaria, ordenadas por su peso en el balance energético: el petróleo, gas natural y la biomasa con una participación del orden del 42%, 26% y 14 % respectivamente. Es importante tomar en consideración que América Latina y el Caribe posee el 18% de las reservas totales probadas en el mundo de petróleo, 4% de las de reservas globales de gas natural y 5% de las reservas globales de carbón mineral, (OLADE, 2009). En el mediano plazo, los anteriores datos de reservas son importantes en el contexto energético internacional el cual se seguirá caracterizando por una alta participación de los combustibles fósiles como fuentes de energía primaria en el mundo. Sin blockage en el largo plazo, la naturaleza finita y el impacto

ambiental de estos tipos de combustibles postulan grandes riesgos en términos de confiabilidad en el abastecimiento de energía y en la calidad de vida de los seres vivos. No podemos obviar que, hoy por hoy, hay 1.4 Billones de personas sin acceso a electricidad, de los cuales aproximadamente un 85% se encuentran en zonas rurales. El anterior panorama energético, nos hace obligatoriamente replantear nuestro estilo de vida, sistemas de producción y de transformación, patrones de consumo y acelerar en América Latina y el Caribe una transición del modelo tradicional a un modelo de Desarrollo Sostenible (DS); en el cual la sostenibilidad ambiental es una herramienta de competitividad para alcanzar en la región un mayor crecimiento económico y un mejor estándar de vida para todos. Me gustaría hacer énfasis en el hecho que el éxito en el establecimiento de esta nueva ruta de sostenibilidad social, económica y ambiental, no depende solamente de un grupo determinado en la sociedad, sino de la sumatoria total de todos los esfuerzos constantes y disciplinados, es decir, de la integración práctica de los principios y la sostenibilidad en todas las actividades humanas. La eficiencia energética y las tecnologías de energías renovables, hasta el momento, representan los dos más grandes instrumentos de apoyo que la región posee para ir ganando espacio en este camino que todos debemos de tomar. América Latina y El Caribe, es una región con un alto potencial de recursos naturales energéticos, los cuales son suficientes para hacer a la región autosuficiente en energía, contribuir aún más a la mitigación del cambio climático, diversificar la matriz de energía a favor de recursos renovables, aumentar el acceso a la energía y satisfacer de manera oportuna la creciente demanda. En el caso especifico del sector eléctrico, el potencial hidroeléctrico de la región alcanza los 663 GW, de los cuales apenas un 23% está siendo actualmente aprovechado. La eficiencia energética como otra fuente de energía, es una manera económica y rápida de contribuir a: aumentar la seguridad energética; reducir los costos de generación mediante la disminución del pico de la carga a través de la gestión de la misma carga; disminuir la dependencia de importar combustibles, mejorar la competitividad de la economía reduciendo los costos totales de operación, mitigar la carga en el presupuesto de los Gobiernos en los sectores que tienen subsidios a la energía y finalmente a reducir las emisiones de gases de efectos invernaderos. Nuestro Gobierno de Reconciliación y Unidad Nacional (GRUN), desde sus inicios, ha demostrado el sólido compromiso y voluntad política en promover y

fomentar el desarrollo sostenible de Nicaragua a través del Plan Nacional de Desarrollo Humano (PNDH), el cual representa el principal instrumento de gestión intergubernamental para elevar el estándar de vida de los nicaragüenses. Las prioridades nacionales de Nicaragua están mayoritariamente vinculadas a la satisfacción de las necesidades más básicas de la población en moderada o extrema pobreza. En este sentido, es importante entender el papel de la energía como un medio necesario para reducir la pobreza, incrementando los ingresos locales mediante usos productivos; los cuales para ser eficientes y competitivos requieren de energía. De igual forma, la educación y la salud se pueden atender de forma bastante más amplia y eficiente si se cuenta con energía eléctrica. En respuesta a esta realidad inmediata nacional, nuestra política energética descansa en tres ejes estratégicos: la diversificación de la matriz energética volcada a recursos energéticos renovables, la eficiencia energética y la electrificación rural. En cuanto a la diversificación de la matriz de generación de energía eléctrica, entre el 1ero de enero al 25 de octubre de 2010, el 66% de la energía demandada fue satisfecha por fuentes no-renovables (combustibles fósiles) y el restante 34% a base de energías renovables. Dentro de la planeación energética nacional, el MEM ha realizado diferentes planes de expansión de generación y el plan al cual me estoy refiriendo en este momento es indicativo y casi igual al de mi mínimo costo. Este Plan se ha elaborado de manera que para el 2017, los recursos energéticos renovables tengan una participación del 94% y en el periodo 2017-2025 incremente a 98% en la generación eléctrica del País. En términos de eficiencia energética, nuestro gobierno actual, por medio de los Decretos 2-2008 “Ordenamiento del Uso de la Energía” y 2-2009 “Medidas de Austeridad y Ahorro en las Instituciones Públicas Presupuestadas y No Presupuestadas que se encuentran dentro del ámbito del Poder Ejecutivo” promueve el Ahorro de Energía a través de la identificación e implementación de medidas de eficiencia energética, entre ellas, 48 auditorías energéticas dirigidas a los sectores Comercio, Industria, Servicios y Gobierno con la colaboración del Banco Interamericano de Desarrollo (BID). Así mismo, se está llevando a cabo una segunda Campaña Educativa “Uso eficiente de la energía”, la cual está dirigida al 30% de la población estudiantil. En coordinación con el Ministerio de Fomento, Industria y Comercio (MIFIC) y el apoyo de la Universidad Nacional de Ingeniería (UNI), importadores y comercializadores de equipos eléctricos, se prepararon 8 (ocho) Normas Técnicas Obligatorias Nicaragüenses para el control de las importaciones de

los principales equipos consumidores de energía. También con el apoyo del BID, se trabaja actualmente en establecer en el Sistema Financiero Nacional un Fondo Crediticio para Eficiencia Energética (EE) con el propósito de financiar medidas o proyectos en ese campo. Referente a la cobertura eléctrica y electrificación rural, Nicaragua paso de tener un 54% de la población servida en el 2007 a un 66% en el 2010 gracias a los grandes esfuerzos de nuestro gobierno, y el apoyo de organismos financieros internacionales y la cooperación externa. Además, actualmente, se ha comenzado a ejecutar el Programa Nacional de Electrificación Sostenible y Energías Renovables (PNSER) el cual tiene el objetivo de promover aun más el desarrollo socioeconómico del área urbana y rural del país a través de proyectos de generación, transmisión y distribución de energía eléctrica, impulsando acciones que contribuyan al fortalecimiento de las actividades económicas y elevar el índice de cobertura eléctrica nacional a 85.5% al 2014, el incremento sustancial del uso de energías renovables y la promoción de la eficiencia energética. Aunque Nicaragua en el contexto internacional representa una economía de poco peso, estos esfuerzos se irán sumando al resto de las acciones que nuestros países vecinos del istmo están realizando y así sucesivamente hasta alcanzar la sumatoria total de las contribuciones concretas en temas sociales, económicos y ambientales en América Latina y El Caribe, y es en ese momento que los esfuerzos individuales de cada nación tendrán o sumaran impactos globales. Por lo tanto, es importante trabajar más como bloque, no solamente a niveles comerciales en donde América Latina y El Caribe han avanzado grandemente. Debemos ir construyendo gradualmente e inteligentemente una región más equitativa en términos sociales y ambientales de manera que los intereses nacionales de cada país sean alcanzados pero que al mismo la región se beneficie en su conjunto. Ciertamente, la integración energética no representa únicamente un proceso estratégico para las economías de la región sino también un medio para cohesionar más a nuestras sociedades en ámbitos más allá de la energía y elevar los niveles de prosperidad, especialmente, de los menos favorecidos. Como he mencionado anteriormente, en América Latina y El Caribe, una región con un alto potencial de recursos renovables y diversos, la integración nos permitirá optimizar la complementariedad de insumos energéticos a nivel regional, además de aumentar nuestra capacidad de negociación en asuntos internacionales relacionados a la energía, reducir costos asociados a ganancias de escala, aumentar la eficiencia de las empresas participantes de mayor competencia, mayor cooperación industrial; mayor atracción de

inversiones extranjeras y transferencias de tecnologías y experiencias regionales en un mercado más ampliado. En este sentido OLADE ha jugado un rol crucial en acercar más a las subregiones por medio del impulso de la integración energética regional y subregional; por lo que aprovecho este espacio, para reconocer el papel de la Secretaria Ejecutiva de OLADE, como instancia técnica que adelanta la voluntad política de nuestros países de integración y defensa de nuestros intereses comunes. También reconocemos el papel de organismos e instituciones regionales que se ha sumado a esta labor. También, quisiera destacar el papel especial de esfuerzos regionales de integración, como la integración eléctrica de Centroamérica, con miras a la creación de un mercado eléctrico regional. De manera similar, me permito destacar el papel que ha jugado la Alianza Bolivariana de Integración de los Pueblos, conocida como el ALBA, la que bajo el liderazgo de la Republica Bolivariana de Venezuela, privilegia una integración basada en la solidaridad, el comercio justo y la integración de los pueblos para promover un desarrollo propio, que nos permita juntar nuestras fortalezas y promover un desarrollo que beneficie a las grandes mayorías. Nicaragua es un país entusiasta en pro de la integración y estaremos siempre más que dispuestos a continuar trabajando hombro a hombro con nuestros hermanos latinoamericanos caribeños por una región cada día más unida y prospera. Una vez verificado el quórum y con la presencia de 19 Países Miembros, el Secretario Ejecutivo agradeció la presencia de los delegados y dio lectura a los artículos del Reglamento General que hacen referencia a los procedimientos a seguir durante la Junta de Expertos. Durante la sesión preparatoria y de acuerdo a los reglamentos vigentes, se eligió como Presidente de la XL Junta de Expertos a Chile, actuando en esta calidad su representante, el Señor Carlos Piña; se eligió como Vicepresidente a Ecuador, actuando en esta calidad su representante, el Ing. Julio César Cárdenas. El Secretario Ejecutivo de OLADE, señor Carlos A. Flórez P., actuó como Secretario de la Junta, de acuerdo a lo dispuesto en el Convenio de Lima. La delegada de Cuba, en su calidad de Presidente de la XL Reunión de Ministros, señora Dagmar González, declaró instalada la Junta de Expertos y agradeció la colaboración recibida durante los trabajos realizados en la vigencia que culmina. El Secretario Ejecutivo, en consideración al sensible fallecimiento del ex Presidente de Argentina, su excelencia Néstor Kirchner, ocurrida en el día anterior y del Primer Ministro de Barbados, David Thompson, ocurrida el sábado 23 de octubre, Países Miembros de la Organización, invitó a guardar un minuto de silencio en su honor. Anual 2010 El Presidente del CODI, Doctor Aldo Flores Quiroga, presentó el proyecto de Informe de las principales actividades desarrolladas por el Comité Directivo en sus tres reuniones durante el presente año, para presentar a la XLI Reunión de Ministros (Anexo 1). Acto seguido, el Secretario Ejecutivo hizo una amplia presentación de las actividades desarrolladas durante los tres años de su gestión 2008 – 2010 como resultado de un trabajo en equipo y apoyo permanente de los representantes de los Países Miembros que integraron los diferentes Comités Directivos, en especial a sus Presidentes en representación de Argentina y México. (Anexo 2). El Informe fue recibido por aclamación. El Secretario Ejecutivo respondió a las inquietudes presentadas referente a la posible vinculación de España y Canadá como Países Participantes, lo cual continua en trámite y queda a cargo de la Dirección de Integración y, que el Proyecto de la Vulnerabilidad de los Sistemas de Hidroelectricidad en Centroamérica ante el Cambio Climático, que cuenta con la financiación del BID por US$ 760,000, proyecto que ya ha sido aprobado, y el apoyo de la Alianza Energía y Ambiente para Centroamérica AEA, que efectuó el primer desembolso del 50% de los US$ 149,200 que va a aportar, ya se inició su ejecución. El proyecto contempla una metodología que puede ser aplicable para otras subregiones. La Integración Energética en la Región es factible. La complementariedad tecnológica y económica, la solidaridad y la ayuda mutua son vitales para su consolidación.

La integración viabiliza la realización de proyectos ambiciosos que los países en forma aislada no podrían asumir; por lo que resulta necesario avanzar en las metodologías de contacto con las comunidades.

Se deben establecer estrategias en las que “ganamos todos”, el negocio es posible cuando el beneficio es para todos los actores.

La sociedad exige cada vez más de energéticos más económicos y comprometidos con el ambiente, por lo que se hace necesario aprovechar de manera ambiental y socialmente responsable, el importante potencial de energías renovables y no renovables disponibles.

La hidroelectricidad, biomasa, geotermia, energía eólica, gas natural, entre otras fuentes de energía, tienen potencial suficiente para el suministro de energía de la Región, para aprovecharlos hacen falta políticas energéticas que impulsen la integración regional y subregional.

Destacar la importancia de las lecciones aprendidas en proyectos de

desarrollo sostenible y sus resultados como herramientas de cooperación en la Región.

Hay que valorar las experiencias exitosas recorridas en materia de

integración eléctrica en Latinoamérica, tal es el caso de la Interconexión Eléctrica México-América Central, posible a través de la Interconexión Eléctrica México-Guatemala.

Subsisten asimetrías regulatorias en la Región que requieren uniformidad para promover la Integración.

Es clave para los procesos de Integración que los Gobiernos recuperen la confianza de los inversionistas y retomen nuevamente su rol de Planificación del Sector Eléctrico.

La cooperación internacional y la asistencia técnica de los Organismos especializados, pueden contribuir considerablemente en la consolidación de la integración energética regional.

DISCURSO DEL DIRECTOR GENERAL DE ONUDI

Sus Excelencias, distinguidos Delegados, Señoras y Señores, Tengo el honor de dirigirme a Ustedes en esta importante conferencia de los Ministros de Energía de América Latina y el Caribe con el auspicio de la OLADE. Estoy muy agradecido por la invitación recibida del Señor Carlos Flores Piedrahita, Secretario-General de la OLADE y su Presidente, la Doctora Kessel, Secretaria de Energía de México. Energía es todo: nuestros hospitales, nuestras escuelas, nuestras fábricas y nuestras casas funcionan bien si tenemos acceso a la energía. Pero en todo el mundo hay muchas personas que no tienen acceso a los servicios básicos de energía. De hecho, en América Latina alrededor del 30% de la población rural no tiene acceso a servicios de energía seguros a precios accesibles. Este es un problema universal y global que tenemos que abordar. Es por eso que el Secretario-General (de las Naciones Unidas) ha dedicado su entero apoyo a dos grupos de instituciones que tratan de abordar el asunto del acceso a la energía y la eficiencia de la energía en todo el mundo. Soy el Presidente del Grupo de Coordinación en asuntos de Energía de las Naciones Unidas, el cual tiene unos 20 miembros incluyendo el Banco Mundial y también soy el Presidente del Grupo Consejero del Secretario-General de las Naciones Unidas sobre Energía y Cambio Climático. Hoy nos enfrentamos a dos problemas clave en el mundo los cuales son (1) el cambio climático y (2) la lucha para reducir la pobreza. Es un hecho que unos 80% de las emisiones de carbono tienen su origen en actividades relacionadas con energía, es decir, la producción, la distribución y el uso de energía; además, más de 60% de los gases que contribuyen al efecto invernadero también tienen su origen en actividades relacionadas con energía. En otras palabras, no podemos arreglar el problema del cambio climático sin abordar la cuestión sobre la manera de producir, distribuir y consumir servicios de energía. Es cierto que no podríamos alcanzar los Objetivos de Desarrollo del Milenio – incluyendo la reducción de la pobreza – sin facilitar el acceso a los servicios básicos de energía a los pobres más paupérrimos del mundo;

Por este motivo su Reunión Ministerial es tan importante. Su Reunión Ministerial debería abordar la cuestión de cómo asegurar que la gente de América Latina – toda la gente, incluyendo la que vive en zonas rurales - tienen acceso a servicios básicos de energía. Esperamos que en su conferencia compartan información sobre políticas públicas que funcionan bien en los diferentes países de su Organización. Ya hay muy buenos ejemplos exitosos en su región. Su región es líder en la revolución de la bio-energía. Brasil ha introducido tecnología, sistemas y aplicaciones de gestión para hacer de la bio-energía una fuente sostenible de energía renovable. En México hay buenos ejemplos de política pública en el campo de la eficiencia energética y en el transporte. Además, México ha introducido el objetivo de producir 3,000 mega-watts de energía mediante la energía eólica. Lo mismo se aplica a Perú, en donde han tomado medidas para introducir 500 mega-watts de energía de fuentes renovables. El nuevo gobierno de Chile también ha establecido el objetivo de obtener 20% de su energía de fuentes renovables. Además observamos los esfuerzos de reducción en emisiones de CO2 en Curitiba y en la Ciudad de México. También vemos ejemplos en Cuba y otros países de Centroamérica. Lo que quiero decir es que Ustedes tienen las tecnologías; Ustedes tienen unas de las mejores prácticas de cómo introducir energía renovable en el portafolio de energía. Nosotros, en la ONUDI, hemos tenido una buena colaboración con OLADE y otras instituciones de América Latina. De hecho, en múltiples casos habíamos enviado a representantes africanos a América Latina y el Caribe para aprender sobre sus logros alcanzados en energía renovable. Esperamos continuar compartiendo información y al mismo tiempo – lo que estamos intentando hacer ahora, en colaboración con OLADE – es establecer lo que llamamos “bancos de conocimiento” u “Observatorios”. Queremos establecer Puntos Focales en varios países de América Latina y bases de datos para compilar buenas prácticas: buenas prácticas en política, buenas prácticas en incentivos, buenas prácticas en tecnologías, y también buenas prácticas en cómo llegar a las comunidades rurales ofreciendo servicios de energía renovable. El “banco de conocimiento” está funcionando muy bien. OLADE ha dado un apoyo significativo; hemos sido capaces de movilizar fondos de donantes para establecer una plataforma electrónica para asegurar que el conocimiento de su región sea compartido por todos.

De mis lecturas y de mis visitas a su región, sé que, de hecho, en algunos lugares tienen un excedente de energía y en otros tienen significantes déficits. Sabemos que otras agencias, incluyendo el Banco Mundial, trabajan juntas con varios de sus países sobre cómo compartir recursos energéticos. Sabemos que diversas iniciativas regionales y subregionales, están avanzando. Este es unos de los mensajes clave que les quiero transmitir a Ustedes: si pueden compartir sus recursos de energía y sus sistemas de conocimiento en el sector de la energía, su región será exportadora neta de energía para el mundo entero. Eso requiere una cooperación regional más avanzada; así como una cooperación y facilitación más avanzada entre los países. Deberían recordar que la manera en que la Unión Europea fue establecida incluía compartir varios servicios esenciales, uno de los cuales era la manera de compartir carbón. En su caso, con buenos ejemplos como MERCOSUR, el Grupo Andino y otras organizaciones subregionales formadas regionalmente, esperamos poder seguir compartiendo recursos energéticos y sistemas de conocimiento para avanzar en la integración con el objetivo de que sea un continente poderoso del cual el mundo se podría beneficiar. Llegando al fin de mi discurso, déjenme agradecerles por esta oportunidad. Quiero asegurarles que estamos listos para ayudarles. También quiero que sepan que bajo el liderazgo del Secretario-General y el apoyo intenso de la Doctora Kessel, haremos del tema de la eficiencia energética y el acceso a la energía un tema prioritario durante las negociaciones en Cancún. Como lo había mencionado anteriormente, no podríamos solucionar el problema del cambio climático sin promover la disponibilidad y acceso a la energía, así como la eficiencia energética. Vamos a lanzar una campaña global de dos años empezando en 2011 sobre estos dos objetivos: promover acceso universal a la energía hasta 2030 y reducir la intensidad de energía un 40% hasta 2030. Sería una campaña global y quisiera pedir a OLADE que incluya esto objetivos durante su conferencia en su declaración. Además, quisiera pedir a OLADE que nos apoye en el esfuerzo de declarar el 2012 el año del acceso a energía en la Asamblea General. En Delhi vamos a firmar una declaración en los próximos dos días para que 2012 sea declarado el año del acceso a energía para todos. Quisiera pedirles a Ustedes en OLADE que incluyan esto también en la declaración de su reunión. Con el apoyo de Asia y su apoyo en América Latina mis hermanos en África van a hacer lo mismo y juntos podemos presentar sus asuntos – de los Ministros de Energía – a la Asamblea General para que de esta manera los servicios y asuntos de energía puedan avanzar en la lista de prioridades de los problemas del desarrollo.

DECLARACIÓN DE MANAGUA Los Ministros de los Países Miembros y País Participante de la Organización Latinoamericana de Energía, OLADE, reunidos en la ciudad de Managua, Nicaragua, en la XLI Reunión Ordinaria de Ministros, el día 29 de octubre del 2010:

CONSIDERANDO QUE: Nos reunimos entendiendo plenamente que hoy debemos enfrentar numerosos desafíos en el sector energético regional, especialmente aquellos vinculados con la necesidad de incrementar los niveles de seguridad en el abastecimiento energético, de lograr el acceso universal a la energía que permita lograr el desarrollo económico y social sostenible de nuestras naciones, preservando el medio ambiente, para lo cual se requieren de crecientes niveles de inversión para desarrollar fuentes y tecnologías de energía limpia y hacer uso eficiente de la misma, a objeto de enfrentar los efectos locales y globales del cambio climático, sin comprometer las necesidades de desarrollo presente y futuro de la región. El medio ambiente es un patrimonio de toda la humanidad, por lo que su conservación es responsabilidad de todos, teniendo en cuenta el principio de responsabilidades compartidas pero diferenciadas. Los Países de América Latina y el Caribe realizan ingentes esfuerzos, en procura de la eficiencia energética y el uso de fuentes renovables, que actualmente constituyen el 22% de la matriz energética regional. La región es solamente responsable del 5% de las emisiones de gases de efecto invernadero a nivel mundial, lo cual resulta significativamente menor que las emisiones de los países desarrollados. Los gobiernos de la región están comprometidos de manera soberana y voluntaria en desarrollar programas nacionales, intercambiar experiencias y adoptar innovaciones tecnológicas para reducir los efectos del cambio climático. La integración energética de la región es una importante herramienta de los países de América Latina y el Caribe, esencialmente por las complementariedades, la solidaridad, las economías de escala y su aporte en el mejoramiento de la eficiencia, mayor seguridad y cobertura de los servicios energéticos. Las Naciones Unidas han propuesto declarar el año 2012 como el año del acceso a la energía.

Exhortar a los países desarrollados para que asuman su responsabilidad y se comprometan a corto, mediano y largo plazo a disminuir sus respectivas intensidades energéticas, así como aportar los recursos financieros para transferir, desarrollar y mejorar tecnologías, y apoyar el desarrollo de capacidades innovadoras en los países en vías de desarrollo, que les permitan afianzar sus esfuerzos para reducir los efectos del cambio climático. Continuar apoyando los programas e iniciativas de integración, eficiencia energética, uso de energías renovables y acceso a la energía, según las políticas nacionales en materia energética. Solicitar a la Secretaría Permanente de OLADE su apoyo a los Países Miembros para la identificación y desarrollo de programas de innovación tecnológica que coadyuven en el intercambio de experiencias exitosas, la consecución de recursos financieros, la asesoría en legislación y la mejora de las capacidades regionales en iniciativas de energía y cambio climático. Solicitar a la Secretaría Ejecutiva de a conocer esta Declaración ante la Secretaría de la 16 Conferencia de la Partes, COP 16, a realizarse en Cancún, México, el 29 de noviembre de 2010, como una muestra de la voluntad del sector energético de América Latina y el Caribe ante el problema global del cambio climático.

MENSAJE DEL MINISTRO DE COMERCIO EXTERIOR E INVERSIÓN EXTRANJERA DE CUBA A LA XLI REUNIÓN DE MINISTROS DE OLADE

La Coordinación Nacional de atención a la OLADE y el Ministerio del Comercio Exterior e Inversión Extranjera de la República de Cuba, hemos estado muy informados sobre el avance de los trabajos de los eventos de OLADE previstos del 25 al 29 del presente mes. Tenemos el interés de aprovechar la presencia de las delegaciones en profundo del pueblo y gobierno de la República de Cuba, por el gesto de solidaridad demostrado, con la adopción de la Decisión Ministerial XLI/D/478, sobre la necesidad de poner fin al Bloqueo Económico, Comercial y Financiero impuesto por la potencia económica, comercial, financiera y militar más poderosa del mundo, sobre un pequeño país, poderoso también, pero en la voluntad y la entrega de los más sagrados principios de respeto y solidaridad con los pueblos de América y el mundo. Con la profundidad y madurez puesta de relieve en el examen del Bloqueo contra Cuba de los Estados Unidos, Ia OLADE confirma su vocación por la integración Latinoamericana. La Coordinación Nacional y el Ministerio del Comercio Exterior e lnversión Extranjera de Cuba tienen el interés de reconocer el trabajo desplegado por el Señor Carlos Flórez Piedrahita y su equipo de trabajo por la eficiencia demostrada en su desempeño por lograr, con su dedicación, ayudar a crear las bases para futuros éxitos de la Organización. OLADE´S XLI MEETING OF MINISTERS FINAL REPORT The OLADE’s XLI Meeting of Ministers was held in Managua, Nicaragua, on October 29, 2010 and was attended by delegations from the following Member Countries: Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Ecuador, El Salvador, Guatemala, Mexico, Nicaragua, Panama, Paraguay, Peru, Dominican Republic, Suriname, Trinidad and Tobago, Uruguay and Venezuela. Representatives from international organizations, cooperation agencies and institutions in the energy sector acted as observers at the meeting. The meeting began once the quorum was verified in accordance with the General Bylaws and there was the presence of twenty (20) Member Countries. A list of participants is appended to this (ANNEX 1). PREPARATORY SESSION During the preparatory session, the Executive Secretary welcomed the Ministers and delegates and requested a moment of silence to mark the death of former President of Argentina, Dr. Nestor Kirchner; the Prime Minister of Barbados, Mr. David Thompson and the Director General of the Ministry of Environment of Finland and Chairman of Technical Committee on Energy and Environment Partnership with Central America (AEA), Dr. Markku Nurmi. The Minister of Energy and Mines of Nicaragua, Emilio Rappaccioli, opened the meeting. His speech is attached (ANNEX 2). Dagmar Gonzalez, representative of Cuba, in his capacity as Chairman of the XL Meeting of Ministers welcomed the participants and thanked for the joint work done in the region. Once the Meeting was installed the floor was given to the Board. Commanding officer Bayardo Arce, Advisor to the President of Nicaragua welcomed the participants and expressed his satisfaction on Nicaragua being the host of this meeting. PROCEEDINGS Chile was elected Chairman of the XLI Meeting of Ministers, acting in that capacity, Mr. Carlos Piña, Head of the International Department, Ministry of

Energy of that country. Ecuador was elected Vice-president, acting in that capacity Mr. Carlos Pareja, Vice-Minister of Hydrocarbons of the Ministry of Non-Renewable Natural Resources. OLADE’s Executive Secretary, Mr. Carlos Arturo Florez Piedrahita, served as Secretary and Rapporteur of the Meeting. 1. Report of the Council of Experts The XL Council of Experts was held on October 28, 2010 and was attended by 19 Member Countries, whose report is attached. (ANNEX 3).

Report of the Directive Committee

Dr. Aldo Flores, Director General of International Affairs of the Secretariat of Energy of Mexico, in his capacity as Chairman of the Directive Committee submitted the Management Report for the year 2010. (ANNEX 4).

Report of the Executive Secretary

The Executive Secretary submitted to the meeting a detailed report of activities during the three years of his administration (2008 - 2010).(ANNEX 5).

Those present congratulated the CODI Chairman and the Executive Secretary for the reports, which reflect the progress of the collective effort and work of the Executive Secretary and his entire staff.

The Meeting of Ministers approved the reports presented by the XL Council of Experts, the CODI Chairman, and the Executive Secretary.

2. Conclusions and recommendations of the 5th Regional Energy

Integration Forum - FIER 2010

The Executive Secretary read out the conclusions and recommendations of the 5th Regional Energy Integration Forum - FIER 2010 (ANNEX 6), held on October 26 and 27 of this, which deserves the following comments:

To make reference to the experience of successful energy integration of the Mercosur countries, in regard to the establishment of binational hydropwer plants.

Caribbean Energy Mix. Central American - Caribbean Integration on energy matter. Analyzing what the reality of each Central American and the Caribbean countries is to reinforce it and to avail from its activities and programs to be developed. Energy agreements in Central America.

SIEPAC Effort. Experience used in the regulatory order. Colombia -

Panama Integration and Central American interconnection system.

In the region there are important resources such as coal, liquefied gas and oil that contribute to diversifying the energy mix.

Electrical Interconnection.

3. Ministerial Decisions consideration and approval The Meeting of Ministers unanimously approved the following Ministerial Decisions: XLI/D/472: It accepts Belize as a new Member Country of the Latin American

cooperates in Latin America and the world to achieve higher levels of health, education and culture for our people.

Upon approval of the XLI/D/472 Ministerial Decision, the Executive Secretary reported on Belize’ s compliance with all the requirements of the Lima Agreement to become an OLADE’ s Member Country. The Minister of Belize expressed his gratitude for the acceptance of his Country into OLADE, since the Organization represents great benefits with its products and tools for his country. 4. Keynote Presentation by Mr. Kandeh K. Yumkella, Director General of

UNIDO Mr. Kandeh Yumkella, Director General of the United Nations Industrial Development Organization, addresses to the participants of the meeting through a video. (ANNEX 7) 5. Ministerial Panel: Clean Energy and Energy The Minister of Energy and Energy Affairs of Trinidad and Tobago, Mrs. Carolyn Seepersad - Bachan, made a presentation on Renewables. She welcomed the Executive Secretary for his achievements, and requested that the new Executive Secretary keeps track on projects for the benefit of the Member Countries. The Secretary of Energy of Panama, Juan Manuel Urriola, stated the importance of participation in this meeting at top levels, showing the Member Countries interest to continue supporting and helping OLADE. The Minister of Hydrocarbons and Energy of Bolivia, Luis Fernando Vincenti Vargas, said that awareness should be raised on the use of fossil fuels and it should be taken a step forward in changing the energy mix, changing LPG by natural gas, replacing thermal generation by power energy, and changing residential energy mix by vehicle energy mix. Several delegations submitted their comments, among which are:

Taking into account SIEPAC, which is a prototype of cooperation between Countries.

CO2 emissions are still an area that needs to be worked on. Developing renewable energies, increasing energy efficiency and coverage of our

networks should be born in mind. Supporting OLADE to encourage energy efficiency Highlighting regional integration efforts OLADE must think on a strategy to resolve energy mix access since 30%

of the population of its Member Countries needs to develop energy. Developing efficient technologies Creating cleaner mechanisms. Energy efficiency and renewable energy cannot be separated. Emphasizing concrete actions examples. Integration is key to the win- win process The region benefits from having new energy resources, which must be

shared Taking into account integration and climate change, globally local and

regional policies. Diversifying Clean Energy Progress in the use of biomass Highlighting the importance of MERCOSUR interconnections Encouraging countries to take responsibility to work harder and

dramatically reduce their emissions. 6. Study and Adoption of the Declaration of Managua The Executive Secretary read out the recommendation of the Ministerial Declaration, presented to the XL Council of Experts, which was discussed analyzed, and approved by the Meeting (ANNEX 8) 7. 8. Election of OLADE’s Executive Secretary With the participation of each Member Country’s heads of delegation and entitled to voting rights, the election of the Executive Secretary was held in

closed session, were the candidate of the Republic of Paraguay, Dr. Victorio Oxilia Davalos was elected, as recorded in XLI/D/478 Ministerial Decision. 9. Election of Directive Committee Members and 2010 CODI Chairman The XLI Meeting of Ministers, pursuant to the provisions of the General Bylaws of OLADE approved in this meeting, elected the following countries that will be part of the Directive Committee during 2011:

Central América and Mexico: El Salvador Mexico Nicaragua Panama

South America: Argentina

Brazil Peru Venezuela

The Caribbean: Barbados

Cuba Dominican Republic

Trinidad & Tobago The Meeting appointed Argentina as President of the Directive Committee, whose delegate thanked the highest authorities of the host country for their hospitality, to the representatives of the Member Countries, to the Executive Secretary for their management and particularly thanked for remembering and honoring the former President of Argentina. Since Barbados was not at the meeting, the Executive Secretary was instructed to consult with Barbados on their acceptance to become a CODI Member. If Barbados cannot participate, Jamaica will be asked to participate. 10. Selection of the XLII Meeting of Ministers headquarters Panama offered to host the XLII Meeting of Ministers, which was unanimously welcomed by the Meeting. The Minister of Panama thanked Nicaragua for accepting to host this meeting, and congratulated the elected Executive Secretary, to whom he expressed its willingness to support him during his administration. He also invited the current Executive Secretary to attend as guest of honor at the next Meeting of Ministers and recognized his

achievements. 11. Closing Remarks The President of the XLI Meeting of Ministers, Mr. Carlos Piña thanked the delegations for their attendance and participation. The representative of Cuba read the message sent by the Minister of Foreign Trade and Investment - MINCEX (ANNEX 9). The Minister of Energy and Mines of Nicaragua thanked the Ministers and delegations for their acceptance to host this meeting and expressed support for the new Executive Secretary. The representative of Paraguay thanked for supporting and trusting her candidate. The XLI Meeting thanked the Government of Nicaragua for their hospitality and kindness received during the events. At 5 pm, and once the agenda was concluded, the Chairman dismissed the meeting, which was highly acclaimed by all participants.

THE XLI MEETING OF MINISTERS

WHEREAS:

The Government of Belize has officially declared:

1.- That its constitutional requirements have been fulfilled to the Lima

Agreement’s ratification and;

2.- That it is an independent and sovereign State located in Central America.

The Government of Belize, according to the notification No. 13625-DGT/2010 of the Ministry of Foreign Affairs, Trade and Integration of Ecuador, of June 8, 2010, has submitted on May 20th, 2010, the Instrument of Adherence expressing its willingness to comply with the obligations under the Lima Agreement.

The Meeting of Ministers considers that all the requirements stipulated in Article 5 of the Lima Agreement have been fulfilled.

In exercise of its powers,

HEREBY DECIDES:

FIRST ARTICLE.- To accept Belize as a new Member Country of the Latin American Energy Organization – OLADE.

SECOND ARTICLE.- To congratulate the Government of Belize for its adherence to OLADE.

THIRD ARTICLE.- To instruct the Permanent Secretariat on the notification to all Member Countries about Belize's adherence as a Member Country of the Organization and disseminate that fact internationally.

The draft amendments to OLADE’s Regulations submitted by the Permanent Secretariat and reviewed by CODI during its Meeting No. 71 and by the XL Council of Experts.

HEREBY DECIDES:

FIRST ARTICLE: TO APPROVE and put into effect as of October 30th, 2010, the draft amendments to the following Regulations:

1. OLADE’s General Regulations

2. Internal Staff Regulations for the Permanent Secretariat

3. Regulations for Hiring Consultants of OLADE

4. Managing OLADE’s Assets and Resources of OLADE

SECOND ARTICLE: TO INSTRUCT the Permanent Secretariat to disseminate said regulations among all Member Countries and the Permanent Secretariat staff.

WHEREAS: The tragedy in the Republic of Haiti on January 12, 2010 was caused by an earthquake. The effects of such event are particularly severe regarding the energy sector, especially in the infrastructure for generation, transmission and distribution of electricity, where is required the implementation of major reconstruction efforts in the infrastructure. The Directive Committee at its Meeting No. 69, acquitted it of the fee payment for the year 2010 and recommended to the Meeting of Ministers to condone arrears and exempt Haiti's fee payment from 2010 to 2015.

HEREBY DECIDES: FIRST ARTICLE.- To express its solidarity with the people and the Government of Haiti.

SECOND ARTICLE.- To encourage Latin America and the Caribbean OLADE's Members Countries, so that, when appropriate, in coordination with the Permanent Secretariat of OLADE support the efforts of the government and people of Haiti to achieve a prompt recovery of its electricity sector. THIRD ARTICLE.- To instruct the Permanent Secretariat, so within its programs and projects, gives priority to those contributing to the complete normalization of energy sector activities in Haiti.

FOURTH ARTICLE.- To condone the Government of Haiti’s debts to OLADE recorded for the years 2007, 2008 and 2009, amounting $ 74,706.00 (Seventy-four thousand seven hundred and six and 00/100 dollars).

FIFTH ARTICLE.- To exempt the Government of Haiti for the fee payment to OLADE during the years 2010, 2011, 2012, 2013, 2014 and 2015.

SIXTH ARTICLE.- To instruct the Permanent Secretariat to finance the participation of one Haitian delegate to OLADE’s institutional events as appropriate until 2015

WHEREAS:

The OLADE audit reports and financial statements for financial year 2009 submitted by the firm Acevedo & Asociados of Ecuador were found unqualified, and, The assessment conducted by the Permanent Secretariat of the auditing firms that participated in the bidding process to conduct the audit of the balance sheet and financial statements of the Organization for 2010, meets all the requirements. By the power vested in it,

HEREBY DECIDES:

FIRST ARTICLE.- To approve, in conformity with paragraphs d) and h) from Article 10 of the Lima Convention and Article 12 of the OLADE Management of the Assets and Funds Regulations, the Audit of the Balance Sheet and the implementation of the programs of the Latin American Energy Organization report, submitted by the firm Acevedo & Asociados of Ecuador, for the period between January 1 and December 31, 2009, and the corresponding income statements and expenditures, and the consolidated cash flow to that date. SECOND ARTICLE.- To approve the CODI’s recommendation in conformity with the Article 12 of the OLADE Management of Assets and Funds Regulations, to select and award the auditing firm Normey Peruzzo y Asociados – Nexia International, with corporate office in Uruguay to conduct the audit of the Organization’s financial statements for tax year 2010.

WHEREAS: The Government of the Republic of Cuba, -an OLADE’ s founding member, and signatory to the Lima Agreement enacted in 1973, has suffered for over 50 years a commercial, financial and economic blockage by the government of the United States of America, which has restricted Cuba’ s development, and has delayed its peoples higher standards of living, reason why it has fought in these 5O years. OLADE, in accordance with the Whereas clauses of the Lima Agreement of 1973 "... Reaffirming the need to coordinate action through the Latin American Energy Organization to attain the objective of defending in the face of actions, sanctions, or coercions, the measures that these countries have adopted or may adopt in the exercise of their sovereignty, aimed at the preservation of their natural resources and especially their energy resources”… OLADE on its XLI Meeting of Ministers to be held in Managua, Nicaragua.

HEREBY DECIDES: FIRST ARTICLE.- To join the call of the international community backing up the need for ending the economic, commercial and financial blockage imposed against Cuba by the United States. Good morning, Mr. Carlos Florez, OLADE Executive Secretary Mr. Aldo Flores, Directive Committee Chairman – CODI/OLADE Ministers and Deputy Ministers Mrs. Dagmar Gonzalez, Advisor to the Minister of Foreign Commerce and Investment of the Republic of Cuba Representatives of OLADE Member Countries Special Guests Journalists It is a great honor for our country, 26 years later, to host again in this case the XLI (41st) Meeting of Ministers acting on behalf of the energy sectors in our respective countries, members of OLADE. Definitively, 21st Century represents for humankind a stage full of great challenges; some of them unprecedented, others, with highly visible tracks. Therefore, it has brought the need to create rapidly innovative knowledge and new and great ideas across all scientific areas; materialized and put in practice to address effectively the increasing demands posed by the human race, which develops in an ever changing environment. One of the major milestones in this century is the demographic change, which is going so fast that the world population will expectedly be over 9 billion inhabitants, putting pressure on the natural resources worldwide to meet the growing, diverse and ever complex needs of local big cities and global markets. The wealthiest countries have only 20% of the world population but they use over 70% of the global resources. However, the linchpin in this process is the traditional way or model that we have been applying in our production practices, which prioritizes the creation of economic wealth as the main determinant influencing the decision making relating to the administration, use or exploitation of resources and puts the environmental impacts aside, leading us to another great challenge found in this century. Man-made greenhouse gas emissions worldwide have been growing since the pre industrial era, and shows a 70% rise between 1970 and 2004 (Intergovernmental Panel on Climate Change, UN 2007), which is translated into the prevailing climate change and consequently in negative outcomes affecting every single living being in our planet.

In this sense, developed countries discharge the largest volumes of emissions worldwide while the developing countries are the most affected ones, particularly Central America and the Caribbean, with the highest vulnerability rate. From November 29th through December 10th 2010, the next UN Climate Change Conference will be held at Cancun, Mexico, and this is a good opportunity for the region overall to partake actively and act as one in international negotiations and become part of a collective solution to address a global issue. According to the International Energy Agency (IEA, 2010), the overall primary power supply in 2008 accounted roughly for 12,267 Mtoe (millions of tons of oil equivalent), out of which 81.3% comes from fossil fuels (natural gas, 21.10%, coal 27%, hydrocarbons, 33.20%), while the energy sector is the largest contributor to CO2 emissions globally due to the vast presence of fossil fuels. Energy is in the heart of the problem and therefore, it is the kernel of the solution. Also, the Department of Energy – Administration of Energy Information (DOE.AEI, 2010) estimates that fossil fuels will account for up to ¾ of the overall raise of energy use between 2007 and 2030. A situation similar to the foregoing is seen in Latin America and the Caribbean, where three primary sources of energy are visible and ranked according to their importance in the energy balance: oil, natural gas and biomass, representing 42%, 26% and 14% respectively. Note that Latin America and the Caribbean is endowed with the 18% of total proven reserves of oil nationwide, 4% of world’s natural gas reserves and 5% of global mineral coal reserves (OLADE, 2009). At the medium term, these reserves figures play a relevant role in the international energy arena, which will feature mainly the fossil fuels as the primary sources of energy around the world. However, at the long run, their depletion nature and environmental impact pose great risks in terms of power supply reliability and the standards of living of the human race. We cannot skip the fact that today, 1.4 billion people lack of electricity access, out of which 85% are concentrated in rural zones. This energy scenario makes us rethink our lifestyle, production systems, transformation systems, consumption patterns and accelerate across Latin America and the Caribbean a shift from the traditional approach to a sustainable development approach (SD). In this approach, the environmental sustainability is a competitiveness tool that the region needs to reach a greater economic growth and improved standards of living for all. I would like to emphasize the fact that establishing this new social, economic and environmental sustainability route successfully does not depend only upon a differentiate group of people, but also upon the sum of all constant and disciplined efforts; that is, upon the practical integration of both principles and sustainability into all human activities. Energy efficiency and renewable energy

technologies so far represent the two most important support tools that the region has to move forward in this road to be taken by all of us. Latin America and the Caribbean is a region with high potential for energy-bearing natural resources, which are sufficient to turn the region into an energy self-sufficient area, contribute more significantly to the climate change alleviation, diversify the energy matrix in favor of renewable resources, increase the energy access coverage and meet timely the increasing demand. Particularly the electricity sector, the hydropower potential is estimated up to 663 GW, but only the 23% is harnessed today. The energy efficiency as another source of energy is an economical and rapid way to contribute to: increase the energy preparedness, reduce the generation costs by decreasing the load peaks through the load management, diminish the dependency on imported fuels, improve the economy’s competitiveness by bringing overall operating costs down, alleviate the financial burden on national budgets and the subsidized sectors, and finally to reduce greenhouse gas emissions. Our Government of Reconciliation and National Unity (GRUN) from the beginning, has demonstrated a solid commitment and political willingness to promote and encourage the sustainable growth of Nicaragua through the National Human Development Plan (PNDH), which is the mainstream governmental management tool to raise the standard of living of Nicaraguans. Nicaragua’s priorities are mainly linked to addressing the most basic needs of population living under moderate and extreme poverty. In this sense, it is relevant to understand the role that energy plays as a means needed to reduce poverty and increase local income by means of productive applications, which require energy to reach efficiency and competitiveness. Furthermore, education and health now can be addressed more rapidly and efficiently if electricity is on hand. In response to this immediate national reality, our energy policy has three strategic pillars: energy matrix diversified towards renewable energy resources, the energy efficiency and the rural electrification. Regarding the energy matrix diversification, between January 1st and October 25th 2010, 66% of the energy demand was met by non-renewable sources of energy (fossil fuels) while the remaining 34% had renewable energy sources. As part of the national energy planning, the MEM has developed a number of increased power generation plans and the plan I am talking about now is indicative and almost equal to my minimum cost. This plan envisions increasing the renewable energy share up to 94% in 2017 and bringing the electricity generation to 98% between 2017 and 2025.

Regarding energy efficiency, our government through Decree 2-2008 “Energy Use Regulation” and 2-2009 “Energy Savings Measures in State and Autonomous Agencies controlled by the Executive Branch”, promotes energy savings by identifying and implementing energy saving measures, including 48 energy audits for the commercial, industrial, service and government sectors, in close collaboration with the Inter American Development Bank (IADB). Also, a second educational campaign “Use Energy Efficiently” targeting the 30% of the student population is underway. In coordination with the Minister of Development, Industry and Commerce (MIFIC) and supported by the National Engineering University (UNI), electrical appliance importers and distributors developed eight (8) Nicaraguan Mandatory Technical Standards (NTON) to control the imports of major electricity appliances. Also, backed by IADB, we are focused on establishing in the national banking system an energy efficiency loan fund (EE) to finance EE-related measures or projects. In terms of electricity coverage and rural electrification, Nicaragua raised the national coverage from 54% in 2007 to 66% in 2010, thanks to massive efforts undertaken by our government and the decisive support of international financing organizations and international donors. Furthermore, the National Sustainable Electrification and Renewable Energy Program (PNSER) is now underway and aims to further promote the socioeconomic development of both urban and rural areas by implementing power generation, transmission and distribution projects that foster the nation’s economic growth, raise the national electricity coverage to 85.5% in 2014, and increase substantially the use of renewable sources of energy and the promotion of the energy efficiency. Though Nicaragua in the international context is a small-scale economy, these efforts are added to the rest of actions undertaking by our neighboring countries in the isthmus and so on until the overall concrete contributions in social, economic and environmental fields are fulfilled in Latin America and the Caribbean and that will be the time when all the individual efforts carried out by each nation will have a bearing or be added to the global impact Therefore, it is critical to work as a bloc, not only at trade or commercial levels where Latin America and the Caribbean has come a long way. We must build gradually and thoughtfully a more equitable region in social and environmental terms, so the national interests of each country are achieved while the region overall is benefited too. Indeed, the energy integration does not represent only a strategic process for the regional economies, but also an instrument to bring our societies together in realms beyond the energy and increase prosperity levels, particularly for those underserved populations. As I said, in America and the Caribbean, a region endowed with a great potential of renewable and diverse resources, integration will allow us to optimize the complementariness of energy inputs at regional level and boost our negotiation capacity in international energy-related scenarios, reduce scale-economy costs, increase the corporate efficiency of those most competitive

participating corporations, enhance industrial cooperation, attract more foreign investment and transfer of technology and regional experiences in a wider market. In this regard, OLADE has played a critical role in bringing sub regions closer through the regional and sub regional energy integration; thus, I am grasping this opportunity to acknowledge the OLADE’s Executive Secretariat role as technical entity that advances the political willingness of our countries and acts as integration and safeguard of our common interests. We also acknowledge the role played by regional organizations and institutions that have joined this effort. Also, I would like to highlight the regional integration-oriented efforts such as the Central America electricity integration, intended to create a regional electricity market. Also, I want to stress the role played by the Bolivarian Alliance for the Integration of the Peoples, a.k.a. ALBA, which under the leadership of the Bolivarian Republic of Venezuela, prioritizes an integration based upon solidarity, fair trade and integration of peoples, in order to promote self development to join our strengths and promote development in favor of the majorities. Nicaragua is a country that keenly encourages integration and we will always be willing to work hand in hand with our Latin American and Caribbean brothers for a more united and prosperous region. Upon verifying the required quorum was reached, before the presence of 19 Member Countries, the Executive Secretary thanked delegates for their attendance and read the articles of the General Regulations regarding the procedures to be followed during the Council of Experts. During preparations and in compliance with regulations in force, Mr. Carlos Piña from Chile, acting on his capacity as national representative, was elected to chair the XL Council of Member. Eng. Julio César Cárdenas, also acting in his capacity as representative of Ecuador, was elected as deputy chairman. OLADE’s Executive Secretary, Mr. Carlos A. Florez P., acted as rapporteur, in conformity with the provisions defined in the Lima Agreement. The Delegate of Cuba, acting in her capacity as Chair of the XL Meeting of Ministers, Mrs. Dagmar Gonzalez, declared the Council of Experts open and thanked for the collaboration showed by everyone during her term. The Executive Secretary, in consideration of the death of his Excellence former President of Argentina, Nestor Kirchner, occurred the day before and the death of his Excellence Prime Minister of Barbados, Mr. David Thompson occurred on Saturday October 23rd, Country Members of this Organization, invited to honor them with a minute of silence. CODI Actions in 2010 Executive Secretary's report, Follow up to 2010 Yearly Working Plan

The CODI Chairman, Dr. Aldo Flores Quiroga, presented the draft report of main activities carried out by the Directive Committee in its three meetings held this year for reporting purposes in consideration of the XLI Meeting of Ministers (Annex 1) Thereupon, the Executive Secretary accounted widely a detailed presentation of the activities developed during his three-year term 2008 – 2010 as a result of teamwork and standing support from the representatives of the country members that are part of the Directive Committee, particularly their chairmen acting in their capacity of representatives of Argentina and Mexico. (Annex 2). Said report was praised warmly. The Executive Secretary answered the questions regarding the possibility of having Spain and Canada as participant countries, which remains in the pipeline, under the responsibility of the Division of Integration. He also reported that the IADB-funded Central America Hydropower Vulnerability for the Climate Change Project (760,000) was approved. It also was endorsed by the Alliance for the Energy and the Environment (AEA), which disbursed the 50% of the US$149,200 contribution fund as this project is now in progress. The project entails an approach that may be replicated elsewhere in the region. Subject to voting, reports were approved unanimously to be presented to the XLI Meeting of Ministers.

Energy integration in the region is feasible. Technological and economic

complementarity, solidarity and mutual assistance are vital to its consolidation.

Integration makes possible the realization of ambitious projects the countries could not afford on their own, so it is necessary to advance contact methods with communities.

Win-win strategies should be set. Business is possible when all stakeholders benefit from it.

Society is increasingly demanding on cheaper and environmental friendly energy, so it is necessary to take advantage of an environmentally and socially responsible potential of available renewable and nonrenewable energy.

Hydropowers, biomass, geothermal, wind, natural gas, among other sources of energy, have enough potential to supply energy in the region. In order of availing of them energy policies are needed that promote regional and sub-regional integration.

Emphasizing the importance of lessons learned in sustainable

development projects and results as tools for cooperation in the region.

We must assess the successful experiences in electricity integrating in Latin America, as in the case of the Mexico-Central America Electricity Interconnection, which was possibly through the Mexico-Guatemala Electricity Interconnection.

Regulatory asymmetries persist in the region requiring uniformity to promote integration.

It is key for the integration processes that governments regain investor confidence and take back their role as Electricity Sector Planning.

International cooperation and technical assistance from specialized

agencies can considerably contribute to the consolidation of regional energy integration.

Dr. Kandeh K. Yumkella Final Draft: UNIDO Director-General's speech XLI Energy Ministers Meeting - OLADE in Nicaragua 29 October 2010 Your Excellencies, distinguished Delegates, Ladies and Gentlemen, It is an honor for me to address this important conference of the Ministers of Energy of Latin America and the Caribbean supported by OLADE. I am very grateful for the invitation received from Mr. Carlos Flores Piedrahita, the Secretary General of OLADE and the Chair, Doctor Kessel, Minister of Energy of Mexico, to address you today; Energy is everything: our hospitals, our schools, our factories and our homes work properly, if there is access to energy. But around the world there are many who do not have access to basic energy services. It is also true in Latin America that about 30% of the rural population do not have access to affordable, reliable energy services; This is a universal and global problem that we must address. It is because of this, that the Secretary-General has provided full support to two groups of institutions trying to deal with the issue of energy access and energy efficiency around the world; I am the Chair of the UN Energy Coordination Group, which has about 20 members, including the World Bank and also Chair of the Energy and Climate Change Advisory Group of the Secretary-General; We are currently facing two key problems worldwide, which are (1) climate change and (2) the fight to reduce poverty; It is known that about 80% of CO2 emissions come from energy-related activities, i.e. production, distribution and use of energy; and also, over 60% of all greenhouse gases come from energy-related activities. In other words, we cannot solve the climate change problem, without addressing how we produce, distribute and consume energy services. It is also true that we cannot achieve the MDGs – including the reduction of poverty – without providing access to basic energy services for the poorest of the poor around the world;

That is why your Ministerial Meeting is important. Your conference should address how we will make sure that the people of Latin America – all the people – including those living in rural areas, enjoy basic energy services. It is our hope that in your conference you will share information on public policy that is working in the different countries of your organization; There are some very, very good examples of success stories already in your region. Your region is the leader in the bio-energy revolution; Brazil has introduced technology, management systems and applications to make bio-energy a sustainable source of renewable energy. In Mexico there are great examples of public policy in the area of energy efficiency and in transport. Furthermore, Mexico has now set a target for 3,000 mega-watts of wind energy production. The same is true for Peru, where in fact they have also taken action to introduce 500 mega-watts of renewable energy. We see the same with the new Government of Chile, setting a target of achieving 20% availability of energy through the deployment of renewable energy services. We observe similar efforts in the reduction of CO2 emissions in Curitiba and also in Mexico City. We see similar examples in Cuba and also some other countries in Central America; What I am trying to say is that you have the technologies; you have some of the best practices of how renewable energy can be introduced in the energy renewable energy; We hope to continue this sharing of information, but at the same time, what we are trying to do now, in association with OLADE, is to establish what we call “knowledge banks” or “observatories”. We want to establish Focal Points in various Latin American countries and databases to put together Best Practices: Best Practices in policies, Best Practices in incentives, Best Practices in technologies, but also Best Practices in reaching rural communities with distributed renewable energy services. This “Knowledge Bank” is moving very well; OLADE has provided significant support; we have also been able to mobilize donor funding to establish this electronic platform to ensure that the knowledge in your region is shared by all; From the readings I have done and the visits I have undertaken to your region, I know that in some areas you have surplus energy and in some other areas you have significant energy deficits; We know other agencies, including the World Bank, are working with a number of your countries about how to share energy resources. Various regional initiatives, sub-regional initiatives, we know, are going on. And that is one of the central messages I want to give you: that if you can share your energy resources, your knowledge systems in energy services, (then) your region will

be a net exporter of energy to the rest of the world. It requires stronger regional cooperation; it requires stronger cross-border cooperation and facilitation; You should remember that the way the European Union was formed included sharing a number of essential services and indeed one of them was how they shared coal. In your case, with good examples of MERCOSUR, the Andean Group and other sub-regional Organizations you have formed, we hope that the sharing of energy resources and energy knowledge systems will help your integration even further as a powerful continent that the rest of the world can benefit from; Let me close by thanking all of you for giving me this opportunity. I want to assure you that we are ready to serve you. I should also say that under the leadership of this Secretary-General and the strong support of Doctor Kessel, we are going to make energy efficiency and energy access an important part of the debates in Cancun; As I have mentioned before, we cannot solve climate change without promoting availability of and access to energy, but also without promoting energy efficiency. We will be launching a global campaign over the next two years starting from 2011 on these two goals of promoting universal energy access by 2030 and reducing energy intensity by 40% by 2030. This will be a global campaign; I want to ask OLADE in your meeting, if you can include this in your Declaration; Furthermore, I want to ask OLADE to support our effort to declare 2012 the Year of Energy Access at the General Assembly. In New Delhi we will be having a declaration in the next two days for 2012 to be declared the Year of Energy Access for All. I ask you at OLADE to include that also in your Declaration of this meeting; With that support from Asia and the support of Latin America my brothers in Africa will do the same and we can take your issues, the issues of the Ministers of Energy to the General Assembly, so that YES, energy services, energy issues can take their rightful place on the priority list of development problems; Thank you for this opportunity and I know that I have friends in OLADE. We will join forces to make energy access and energy efficiency the issues that will define the next two decades of mankind. DECLARATION OF MANAGUA The Ministers of the Members Countries and Participant Countries of the Latin American Energy Organization, OLADE, gathered in Managua, Nicaragua for the XLI Meeting of Ministers this October 29th, 2010:

WHEREAS: We have come together with the full understanding that today we must face and deal with numerous challenges across the regional energy sector, particularly those linked with the need of increasing power supply security levels, achieving global energy access enabling the sustainable economic and social development of our nations, preserving the environment, to which increasing levels of investment are required to develop efficiently used renewable and clean energy technologies in order to address local and global climate change effects without compromising the region’ s present and future development needs. The environment is a humankind heritage; therefore, everyone is responsible for its conservation, taking into consideration the principle of common but differentiated responsibilities. The Latin American and the Caribbean countries undertake relentless efforts to achieving energy efficiency and renewable sources, which currently account for 22% of the regional energy matrix. Overall, the region discharges 5% of greenhouse gas emissions worldwide, which is significantly lower than the emissions released by the developed nations. Governments around the region pledge themselves freely and voluntarily to develop national programs, exchange experiences and adopt technological innovations to alleviate the climate change effects. The regional energy integration is a critical tool for the Latin America and the Caribbean countries, essentially because of complementarities, solidarity, scale economies and its contribution in energy efficiency, greater security and energy services coverage. UN has proposed to declare 2012 as the Year for Universal Energy Access.

HEREBY DO DECLARE AND STATE To urge developed countries to take their responsibility and commitment, at short, medium and long term, to lessen their own energy intensities and provide financial resources for transferring, developing and improving innovative technologies and supporting innovative capacity building that may empower developing countries to consolidate their efforts for alleviating the climate change effects. To keep supporting programs and initiatives of integration, energy efficiency, renewable energy use, and access to energy in line with national energy policies and guidelines. To request OLADE’ s Permanent Secretariat support in favor of the Member Country for identifying and developing technological innovation programs that foster the exchange of successful experiences, the realization of financial resources, the advice in legislation and the increased regional capacity building related to energy and climate change initiatives. To ask the Executive Secretary to introduce this Declaration to the COP 16 Secretariat responsible for the 16th Conference of the Parties, in Cancun, Mexico, on November 29th 2010, as a token of willingness shown by the Latin America and the Caribbean Energy Sector to cope with global climate change issues.

MESSAGE FROM THE MINISTER OF FOREIGN TRADE AND FOREIGN INVESTMENT IN CUBA TO THE OLADE’ s XLI MEETING OF MINISTERS

The OLADE’ s National Coordination in Cuba, and the Ministry of Foreign Trade and Foreign Investment of the Republic of Cuba, have been aware of the progress of OLADE’ s planned events to be held from November 25th to November 29th this year. We would like to avail of the presence of the delegations gathered in Managua to express the profound gratitude expressed from the people and the government of the Republic of Cuba, on their solidarity shown with the adoption of the Ministerial Decision XLI / D / 478, on the need to ending the economic, commercial and financial blockage imposed by the most powerful economically, commercially, financially and military nation of the world, on a small but also powerful country, who is willing to accomplish the most sacred principles of respect and solidarity with the peoples of America and the world. Based on the maturity placed on the discussion of the blockage against Cuba by the United States, OLADE ratifies its commitment towards Latin-American integration. The National Coordination and the Ministry of Foreign Trade and Foreign Investment in Cuba would like to recognize the work done by Mr. Carlos Arturo Florez Piedrahita and his staff for the efficiency shown during his administration, and his willingness to achieve the foundations for future successes in the organization.
