Met een team dat ondertussen uit niet minder dan 22 ervaren medewerkers bestaat, was 2018 een jaar waarin de werking van VIVES opnieuw een versnel-ling hoger schakelde. En het resultaat mocht er zijn: we publiceerden maar liefst 12 keer in internationaal gerenommeerde wetenschappelijke (peer-reviewed) tijdschriften, brachten 10 briefings, 12 beleidspapers en 10 wetenschappelijke discussiepapers uit. Ook de pers had bijzondere belangstelling voor onze resulta-ten, waarbij niet alleen onze artikels over de gemeenteraadsver-kiezingen bijzonder hoge toppen scheerden, maar ook artikels over de verdeling van de welvaart en de impact van de bedrijfs-voorheffing op de tewerkstelling met veel aandacht gingen lopen. Het is maar een greep uit de mooie resultaten van 2018, waar-over u veel meer kan ontdekken in dit jaarverslag.

Ondertussen blikken wij alvast vooruit, naar 2019! Want het vele onderzoek uit 2018 heeft ook een mooie output voor het vol-gende jaar in petto. Zo kijken we ernaar uit om de resultaten van ons onderzoek naar een efficiënter België uit te brengen: Geert Jennes onderzocht hoe een zevende staatshervorming best vorm krijgt volgens de economie van het federalisme. Bart Maddens komt in 2019 ook met een nieuwe monografie over de prijs van politiek en de financiële middelen van de politieke partij-en. Bijzonder actueel wordt ook ons onderzoek in het kader van het Steunpunt Economie en Ondernemen waarin we de impact van energieprijzen op industriële activiteit onder de loep nemen. En ten slotte verwachten we door het gebruik van ‘big data me-thodes’ nieuwe inzichten te realiseren over ondernemingsgroei in Vlaanderen en Europa, de concurrentiekracht van de Vlaamse bedrijven in de globale economie en de impact ervan op jobcre-atie en productiviteit.

En zo ben ik trots om aan te kondigen dat we onze missie in 2019 zullen voortzetten, door economisch beleid te evalueren aan de hand van fundamenteel en toegepast onderzoek, en zo beleidsmakers te inspireren en te helpen bij het uittekenen van het economisch beleid. Uiteraard is dit alleen mogelijk dankzij de voortdurende steun van onze partners en sponsors, waarvoor wij zoals steeds bijzonder dankbaar zijn.

2018 was a year in which the operations of VIVES have geared up once more, resulting in a growing team of no less than 22 experienced employees. Output followed accordingly: we published no less than 12 times in internationally renowned scientific (peer-reviewed) journals, and sent out 10 briefings, 12 policy papers and 10 scientific discussion papers. This academic research also had impact given the wide press coverage it generated. For instance, our

work about the municipal elections attracted particularly much attention, also our work about lobal job mulitpliers, international exchange rate shocks, wealth distribution and the impact of tax-es on employment were well received in the media and beyond. Of course, this is just a selection of the great results of 2018, for more I invite you to dive deeper into this Annual Report.

In the meantime, we will look ahead into 2019, as the seeds of important research projects have been set out in 2018, dictating our research agenda in the years to come. Among others, we look forward to publishing the results of our research on ‘a more efficient Belgium’: Geert Jennes investigated how principles of the economy of federalism should give shape to a seventh state reform. Bart Maddens will present a new VIVES monograph in 2019, on the price of politics and the financial means of the po-litical parties. With the Policy Support Center on Economics and Entrepreneurship our research on the impact of energy prices on industrial activity has become particularly topical and timely. And finally, by using ‘big data methods’, we expect to gain new insights about business growth in Flanders and Europe, price dy-namics, the competitiveness of Flemish companies in the global economy and their impact on job creation and productivity.

And so I am proud to announce that we will proceed with our mission in 2019, by evaluating economic policies through fun-damental and applied research, and thus inspiring and helping policy makers to shape economic policies. Of course this is only possible thanks to the continuous support of our partners and sponsors, for which we are, as always, very grateful.

Ons onderzoek naar de drijvende krachten achter de macro-eco-nomische prestaties van landen en regio’s (groei, werkloosheid en inflatie) bouwt voort op zeer grote datasets die representatief zijn voor de economische activiteit van alle particuliere bedrijven in de economie: groot, klein, jong en oud. Met langetijdreeksen van bedrijfsgegevens kunnen we de impact van economische cycli op de prestaties van bedrijven bestuderen en veranderingen in ondernemingsdynamiek analyseren.

In 2018 deden we in ‘Ondernemingsgroei’ onderzoek naar de impact van IT-investeringen op de productiviteit van bedrijven in België. We bestudeerden ook het fenomeen van supersterbe-drijven en vonden dat deze bedrijven mee verantwoordelijk zijn voor het dalend arbeidsaandeel. Ons onderzoek gaf ook aan dat de toenemende internationalisering van de waardeketens in de industrie een positief effect kan hebben op de productiviteit van binnenlandse bedrijven, zelfs als die laatste hun grondstoffen al-leen bij andere binnenlandse bedrijven aankopen.

In 2019 bouwen we verder op de onderzoeksactiviteiten van de voorbije jaren. Kijkend naar tewerkstelling en andere performan-tie-indicatoren van ondernemingen, zowel in binnen- als buiten-land, zoeken we onder meer een antwoord op de volgende vra-gen:

z Welke bedrijven, groot of klein, dragen het meest bij aan jobcreatie en -vernietiging in tijden van groei of recessie?

z Wat is de rol van startups voor de jobdynamiek en wel-vaartcreatie?

z Bestaat er een verband tussen marktmacht (de verhouding tussen verkoopprijs en productiekost) en globalisering?

We doen al enkele jaren onderzoek naar de manier waarop be-drijven hun prijzen aanpassen als reactie op prijsveranderingen bij hun concurrenten of op kostenschokken bij het eigen bedrijf. Dit onderzoek wordt in 2019 voortgezet, vertrekkend van pro-ductinformatie. Zo willen we nagaan waarom grote wisselkoers-schommelingen maar een kleine impact hebben op de prijzen die ondernemingen doorrekenen aan hun klanten. Zo ook merken we dat stijgende loonkosten niet volledig worden doorgerekend in hogere prijzen. We wensen na te gaan wat de factoren zijn die dit verklaren. Hierbij denken we aan de rol die voorraadbeheer speelt bij ondernemingen, maar ook aan de mate waarin een aantal bedrijven een dominante positie op de markt hebben en dergelijke kostenschokken kunnen opvangen door hun marges te verlagen eerder dan door hun prijzen te verhogen.

Our research into the driving forces of the macroeconomic per-formance of countries and regions (growth, unemployment and inflation) builds on very large data sets that are representative of the economic activity of all private companies in the economy - large, small, young and old. With long-term series of business data, we can study the impact of economic cycles on business performance and analyze changes in business dynamics.

In 2018, our research domain ‘Firm Growth’, investigated the impact of IT investments on the productivity of companies in Bel-gium. We studied the phenomenon of superstar companies and found that these companies are partly responsible for the falling labor share. Our research also indicated that the increasing in-ternationalization of value chains in industry can have a positive effect on the productivity of domestic companies, even if these companies only purchase their raw materials from other domes-tic companies.

In 2019 we will continue to build on the research activities of recent years. Looking at employment and other performance in-dicators of companies, both at home and abroad, we will hunt for answers to these questions, among others:

z Which companies, large or small, contribute the most to job creation and destruction in times of growth or recession?

z What is the role of startups for job dynamics and wealth creation?

z Is there a connection between globalization and market power (ratio of selling price versus production cost)?

For several years we have been conducting research into the way companies adjust their prices in response to price chang-es of competitors or in response to cost shocks at their own company. This research will be continued in 2019, starting from product information data. We want to investigate why large ex-change rate fluctuations only have a small impact on the prices that companies charge their customers. We also notice that ris-ing wage costs don’t really result in higher prices, and wish to find out what factors can explain this. This includes the role that inventory management plays for companies, but also the extent to which a number of companies have a dominant position in the market and can absorb such cost shocks by lowering their margins rather than raising their prices.

Elke euro die een onderneming extra investeert in IT, verhoogt haar toegevoegde waarde met gemiddeld 1,38 euro. Dat is één van de bevindingen van een studie van Emmanuel Dhyne, Jozef Konings, Jeroen Van den bosch en Stijn Vanormelingen waarin ze de IT-aankopen van Belgische bedrijven analyseren (2002-2013). Dit effect stijgt met de grootte van het bedrijf, en is boven-dien substantiëler voor bedrijven actief in de sectoren ‘transport & opslag’, ‘industrie’ en ‘groot- en detailhandel’.

Daarnaast stellen de auteurs ook vast dat die bedrijven die een hoge opbrengst  van IT-investeringen kunnen realiseren, na de financiële crisis toch niet verder in IT geïnvesteerd hebben. Als gevolg hiervan is de bijdrage van IT tot de Belgische productivi-teitsgroei gedaald ten opzichte van de periode voor de crisis. De resultaten geven aan dat beleidsmakers de Belgische productivi-teit kunnen opkrikken door IT-investeringen te stimuleren. Vooral dan als ze mikken op grotere bedrijven en/of op een aantal van de grootste Belgische sectoren.

For every extra euro a company invests in IT, its added value increases by an average of 1.38 euros. This is one of the find-ings of a study by Emmanuel Dhyne, Jozef Konings, Jeroen Van den bosch and Stijn Vanormelingen, in which they analyze the IT purchases of Belgian companies (2002-2013). This effect cor-relates with the size of the company, and is more substantial for those companies active in ‘transport and storage’, ‘industry’ and ‘wholesale and retail’.

In addition, the authors note that those companies that can achieve a high return on IT investments did not invest further in IT after the financial crisis. As a result, the contribution of IT to Belgian productivity growth has decreased compared to the period before the crisis. The results indicate that policy makers can boost Belgian productivity by stimulating IT investments, es-pecially when they aim at larger companies and/or at some of the largest Belgian sectors.

Bedrijven met een groot marktaandeel in hun sector, zoals Apple, Amazon.com of Walmart, betalen vaak maar een beperkt deel van hun toegevoegde waarde uit aan werknemers. Dit  lage ar-beidsaandeel  is een typisch kenmerk voor zogenaamde super-sterbedrijven. Onderzoek uit de Verenigde Staten wijst uit dat deze bedrijven door hun marktdominantie een verschuiving ver-oorzaken waarbij werknemers in verhouding minder inkomen verwerven, en (eigenaars van) bedrijven steeds meer. Dit krim-pend arbeidsaandeel leidt zo tot een toenemende inkomenson-gelijkheid. 

Yannick Bormans en Filip Abraham tonen aan dat dit proces zich ook voltrekt in de Belgische economie. Uit data van de Nationa-le Bank van België blijkt dat het Belgisch arbeidsaandeel daalt van 65,6% in 1985 naar 60,4% in 2014. Deze evolutie speelt zich hoofdzakelijk af in de drie grootste Belgische sectoren: ‘In-dustrie’, ‘Groot- & kleinhandel’ en ‘Vervoer & opslag’.

Ondanks de relatieve achter-uitgang van het arbeidsaan-deel  nam de koopkracht van een gemiddeld Belgisch loon wel toe met ongeveer 25%. Dit is een belangrijk verschil met de Verenigde Staten, waar de koopkracht van het gemiddeld loon over dezelfde periode na-genoeg constant is gebleven. Ondanks het relatief verlies in arbeidsaandeel valt er in België dus een vooruitgang of winst in absolute termen te noteren.

Companies with a large market share in their sector, such as Apple, Amazon.com or Walmart, often only pay a limited part of their added value to their employees. This low labor share is a typical feature of so-called superstar companies. Research from the United States shows that, due to their market dominance, these type of companies cause a shift towards employees re-ceiving relatively less income, and the share of (owners of) com-panies rising increasingly. The shrinking labor share thus leads to increasing income inequality.

Yannick Bormans and Filip Abraham indicate that this process also takes place in the Belgian economy. Data from the National Bank of Belgium shows that the Belgian labor share is falling from 65.6% in 1985 to 60.4% in 2014. This evolution mainly takes place in the three largest Belgian sectors: ‘Industry’, ‘Wholesale

& retail’ and ‘Transport & storage’.

Despite the relative decline in the labor market share, the pur-chasing power of an average Belgian wage did however in-crease by around 25%. This is an important difference with the United States, where the pur-chasing power of the average wage has remained virtually constant over the same period of time. So, despite the relative loss in labor share, in Belgium there is still noticeable prog-ress, or profit in absolute terms.

Bedrijven die niet rechtstreeks actief zijn in import of export, en geen deel uitmaken van een grotere internationale onderne-mingsgroep, vertonen toch een positief productiviteitseffect als ze via de binnenlandse waardeketen gelinkt zijn aan meer inter-nationaal georiënteerde industrieën. Bruno Merlevede en Ange-los Theodorakopoulos stellen meer bepaald vast dat bedrijven productiever zijn als ze hun intermediaire goederen aankopen bij binnenlandse bedrijven die ook naar het buitenland exporteren.

Ze argumenteren dat de productiviteitsbonus te danken is aan een hogere kwaliteit van de intermediaire goederen: die zijn im-mers ook bestemd voor de exportmarkt. Andere mechanismen die een rol kunnen spelen bij dit verhoogd productiviteitseffect volgen uit de interactie tussen producenten en leveranciers: ken-nisdeling, contact met meer nieuwe technische en organisatori-sche praktijken en toegang tot een internationaal netwerk.

Companies that are not directly involved with the import or ex-port of goods, and are not part of a larger international enterprise group, nevertheless have a positive productivity effect if they have ties through the domestic supply chain with industries that are more internationally oriented. In particular, Bruno Merlevede and Angelos Theodorakopoulos find that companies are more productive if they purchase their intermediate goods from do-mestic companies that also export abroad.

They argue that the productivity bonus comes from access to higher-quality intermediate goods that are also destined for the export market. Other mechanisms that may play a role in the increased productivity effect come from the interaction between producers and providers of intermediate inputs, such as: knowl-edge diffusion, new technical and managerial practices or access to international networks.

Globalisering, ongelijkheid, klimaatverandering en een snel wij-zigend internationaal politiek klimaat dat de voordelen van in-ternationale handel in vraag stelt - het zijn uitdagingen voor het ontwerp, de uitvoering en de evaluatie van industriebeleid. VIVES helpt om de impact van industriebeleid te begrijpen en onder-steunt beleidsvorming met een geïntegreerde evaluatie van de doeltreffendheid en efficiëntie van beleidsinstrumenten en over-heidsprogramma’s die het concurrentievermogen van bedrijven moeten versterken.

In 2018 bestudeerden Sander Ramboer en Jo Reynaerts naast de doeltreffendheid ook de efficiëntie van de Expansiesteun, het belangrijkste Vlaamse programma van (regionaal) industrie-beleid in de periode 2000 tot 2006. Ondanks een substantiële impact op tewerkstelling, suggereert de analyse dat deze vorm van industriebeleid weinig efficiënt was: omwille van de aard, de termijn en de kostprijs van het programma. In 2019 verleggen Sander Ramboer en Jo Reynaerts de focus van dit onderzoeks-programma en gaan ze na of de toename van tewerkstelling in steungemeenten ten koste ging van de werkgelegenheid in de aanpalende gemeenten.

Ook al vormen ze een minderheid in de economie, toch staan grote ondernemingen in voor 80% van de tewerkstelling. Daar-naast zijn ze gemiddeld genomen ook productiever en creëren ze meer toegevoegde waarde dan kleine en middelgrote onder-nemingen. Vandaar dat het belangrijk is dat starters snel kunnen doorgroeien naar de status van een grote onderneming. Dit pro-ces maakt deel uit van de ondernemingsdynamiek die in België echter een dalende tendens kent. Gert Bijnens en Jozef Konings tonen aan dat dit grotendeels het gevolg is van globale tenden-sen.

De VIVES-onderzoekers voeren beleidsondersteunend onder-zoek uit voor de Vlaamse overheid via het Steunpunt Economie en Ondernemen. Na de impact op tewerkstelling werd in 2018 gekeken naar de impact van gemeentelijke belastingen en files op de keuzes van ondernemingen voor een vestigingslocatie. In 2019 verschuift de aandacht van de onderzoekers naar de im-pact van stijgende energieprijzen op industriële activiteit en wordt de Vlaamse ondernemingsdynamiek verder onder de loep ge-nomen.

Globalization, inequality, climate change and a rapidly chang-ing international political environment that questions the bene-fits of international trade: these are challenges for the design, implementation and evaluation of industrial policy. VIVES helps to understand the impact of industrial policy and supports poli-cy-making with an integrated evaluation of the effectiveness and efficiency of those policy instruments and government programs that are designed to strengthen the competitiveness of compa-nies.

In 2018, Sander Ramboer and Jo Reynaerts studied not only the effectiveness but also the efficiency of the Expansion Aid (Ex-pansiesteun), the most important Flemish program of (regional) industrial policy from 2000 to 2006. Despite a substantial impact on employment, the analysis suggests that this form of industrial policy was not very efficient: because of the nature, the duration and the cost of the program. In 2019, Sander Ramboer and Jo Reynaerts will shift the focus of this research program to exam-ine whether the employment increase in support municipalities happened at the expense of employment in the adjacent munic-ipalities.

Even though they form a minority in the economy, large compa-nies account for 80% of employment. In addition, they are on av-erage more productive and create more added value than small and medium-sized companies. That is why it is important that starting firms can quickly grow to the status of a large compa-ny. This process is part of larger business dynamics, which are, however, showing a declining trend in Belgium. Gert Bijnens and Jozef Konings show that mainly global trends lie at the basis of this phenomenon.

The VIVES researchers carry out policy-supporting research for the Flemish government via the Policy Support Center of Eco-nomics and Entrepreneurship. After looking into the impact on employment, in 2008 we investigated the impact of municipal taxes and traffic jams on companies’ choices for a business loca-tion. In 2019 the researchers’ attention will shift to the impact of rising energy prices on industrial activity. Also, the Flemish busi-ness dynamics will be further examined.

Via de Expansiesteun kwamen sommige bedrijven tussen 1995 en 2002 in aanmerking voor een hele reeks tegemoetkomingen, zoals investeringssubsidies en fiscale gunstmaatregelen. Samen-geteld was deze steun aan ondernemingen goed voor jaarlijks ongeveer 220 miljoen euro. Door steungemeenten te vergelijken met kandidaat-steungemeenten (die de Europese Commissie uit de initiële selectie weerde), stellen Sander Ramboer en Jo Reynaerts vast dat de tewerkstelling in de maakindustrie in deze gemeenten gemiddeld met 10% toenam door de werking van het programma: een effect dat grotendeels verklaard wordt door het behoud van jobs in sectoren in verval. Het uitblijven van een effect op de werkloosheid en op de vraag naar laaggeschoolde arbeid, samen met het kortetermijnkarakter en het gevaar voor lokale verschuiving van jobs naar steungemeenten, doen vraag-tekens rijzen bij de efficiëntie op lange termijn van plaatsgebon-den overheidsprogramma’s.

Extra tewerkstelling in de industrie creëert indirecte tewerkstel-ling in dienstensectoren, het zogenaamde multiplicatoreffect. Maarten Goos, Jozef Konings en Marieke Vandeweyer tonen in ‘Industrial and Corporate Change’ aan dat één bijkomende job voor een hoogopgeleide arbeider vijf bijkomende jobs voor lager opgeleide arbeiders genereert in dezelfde regio. Dit effect is ook heterogeen: het is groter naarmate een regio meer immigratie kent, veel lager opgeleide arbeiders heeft en minder productief is.

From 1995 until 2002, some companies were eligible for a whole range of allowances such as investment grants and tax relief measures through a subsidy program called ‘Expansion Aid’ (Ex-pansiesteun). Altogether, this support for companies represented around 220 million euro a year. By comparing support municipal-ities with candidate support municipalities (which the European Commission excluded from the initial selection), Sander Ramboer and Jo Reynaerts establish that employment in the manufactur-ing industry in these municipalities increased on average by 10% as a result of the program. This effect is largely explained by the retention of jobs in sectors in decline. However, the absence of an effect on unemployment and on the demand for low-skilled labor, together with the short-term nature and the risk of local shifting of jobs to support municipalities, casts doubt on the long-term efficiency of local government programs.

Extra employment in industry creates indirect employment in ser-vice sectors. This is called the multiplier effect. Maarten Goos, Jozef Konings and Marieke Vandeweyer show in ‘Industrial and Corporate Change’ that one additional job for a highly skilled worker generates five additional jobs for lower-educated workers in the same region. This effect is characterized by its heteroge-neity: the effect is greater when a region has more immigration, counts more low-skilled workers and is less productive.

Het begrip ondernemingsdynamiek verwijst naar het natuurlijke proces van het ontstaan, stopzetten, uitbreiden en afslanken van bedrijven. Deze dynamiek is een essentieel kenmerk van een gezonde economie en vormt een belangrijke drijfveer voor een stijgende productiviteit. Gert Bijnens en Jozef Konings tonen echter aan dat de Belgische ondernemingsdynamiek in dalende lijn verloopt. Dit is volgens de onderzoekers niet te wijten aan het gebrek aan starters of ondernemingszin, maar wel aan de moeilijkheden die kleine bedrijven ervaren om door te stoten en een snelle groeier te worden. Gert Bijnens and Jozef Konings Small Business Economics

The concept of business dynamics refers to the natural process of the creation, abandonment, expansion and slimming of com-panies. This dynamic is an essential characteristic of a healthy economy and an important driver for increasing productivity. Gert Bijnens and Jozef Konings, however, show that Belgian corpo-rate dynamics are declining. According to the researchers, this is not due to the lack of start-ups or entrepreneurial spirit, but rather to the difficulties that small businesses are experiencing to push through and grow rapidly. The evolution of business dynamics shows a remarkably high amount of similarities with the United States, despite strong differences between the two economies. The causes (and solutions) of the declining business dynamics must therefore be sought in global trends, not in country-specific regulations or corporate taxes.

Overheidsorganisatie en institutionele structuren beïnvloeden de economische prestaties van bedrijven en regio’s. Het econo-misch beleid wordt bepaald door de aard van politieke besluit-vormingsprocessen. Ook in 2018 was de link tussen de politieke en economische sfeer duidelijk zichtbaar. Op Europees niveau zorgt de kans op een ‘no-deal Brexit’ voor onzekerheid bij bedrij-ven en beleidsmakers. Wereldwijd wordt het internationale debat gedomineerd door het presidentschap van Trump en zijn econo-misch handelsbeleid.

VIVES stelt zich tot doel om deze cruciale politiek-maatschap-pelijke en economische ontwikkelingen te integreren in haar on-derzoeksactiviteiten, waarbij we zowel aandacht hebben voor de politieke economie, de economie van het federalisme (hoe efficiënt is de bestuursindeling?) als de vergelijkende politiek. Zo onderzochten Hylke Vandenbussche, William Connell en Wouter Simons in 2018 de gevolgen van een potentiële handelsover-eenkomst tussen de EU en de VS met onderlinge nultarieven en niet-tarifaire maatregelen. Jef Smulders, Gert-Jan Put en Bart Maddens analyseerden de lokale verkiezingen en maakten een simulatie van de komende parlementsverkiezingen in 2019.

Geert Jennes boog zich in 2018 over een nieuw economisch federalisme voor België dat de economische groei en de inko-mensconvergentie in België kan bevorderen. Hij ging ook na hoe Brussel beter kan functioneren als economische en politieke hoofdstad van België.

In 2019 zal ons onderzoek naar de invloed van overheidsorga-nisatie op de ondernemingsdynamiek en welvaart zich op deze onderwerpen concentreren:

z politieke oorzaken en gevolgen van de ongelijke verdeling van de federale begroting over het Belgisch grondgebied

z effecten van electorale instellingen op het gedrag van politi-ci en de concurrentie tussen partijen tijdens verkiezingen

z analyse van de verkiezingsresultaten en -uitgaven in 2019

z de mate waarin lokale overheden elkaar beconcurreren

z de impact van inkomstenschokken op het lokale begro-tingsbeleid

En we zullen ook uitpakken met een nieuwe VIVES-monografie, door Prof. Bart Maddens, Jef Smulders en Wouters Wolfs: ‘De prijs van politiek. Over de portefeuille van partijen.’

Government organization and institutional structures influence the economic performance of companies and regions. Econom-ic policy is determined by the nature of political decision-mak-ing processes. During 2018 the link between the political and economic sphere was clearly visible. On the European level, the chance of a ‘no-deal Brexit’ creates uncertainty among compa-nies and policy makers. Worldwide, the international debate is dominated by Trump’s presidency and his economic trade policy.

VIVES aims to integrate these crucial socio-political and econom-ic developments into its research activities, whereby we pay at-tention to the political economy, the economy of federalism (how efficient is the governance structure?) and to comparative poli-tics. In 2018, Hylke Vandenbussche, William Connell and Wouter Simons investigated the consequences of a potential trade agreement between the EU and the US with mutual zero rates and non-tariff measures. Jef Smulders, Gert-Jan Put and Bart Maddens analyzed the local elections and made a simulation of the upcoming parliamentary elections in 2019.

In 2018, Geert Jennes looked into options for a new economic federalism in Belgium that can improve economic growth and income convergence. He also looked at models for Brussels to improve its function as the economic and political capital of Belgium.

In 2019 our research into the influence of government organiza-tion on enterprise dynamics and prosperity will focus on these topics:

z political causes and consequences of the uneven distributi-on of the federal budget across Belgian territory

z effects of electoral institutions on the behavior of politicians and competition between parties during elections

z analysis of election results and spending in 2019

z the extent to which local governments compete with each other

z the impact of income shocks on local fiscal policy

We will also unveil a new VIVES monograph by Prof. dr. Bart Maddens, Jef Smulders and Wouters Wolfs: ‘The price of poli-tics. On the portfolio of parties.’

2018 Highlights

gemeenteraadsverkiezingen 2018

Voor de Belgische gemeenteraadsverkiezingen op 14 oktober 2018 werkten Bart Maddens, Gert-Jan Put en Jef Smulders aan verschillende briefings om de verkiezingsgang voor te bereiden en om de resultaten naar een nationaal niveau te extrapoleren.

De nota ‘De winnaars en verliezers van 14 oktober’ gebruikte de resultaten van de provincieraadsverkiezingen om een beeld van de nationale krachtverhoudingen tussen de partijen te schetsen. Ze concludeerden dat de N-VA op 14 oktober de grootste partij was gebleven, ondanks een verlies van negen zetels in de Kamer en elf in het Vlaams Parlement. Daar tegenover stond een sterke vooruitgang van het Vlaams Belang en Groen. Dat de bestaande coalitie federaal niet langer een meerderheid in de Kamer zou halen, was wel de opvallendste conclusie. Doordat zowel N-VA als MR (drie zetels minder) verliezen, zouden ze op een kleine minderheid van 73 zetels uitkomen. Alleen de Zweedse coalitie op Vlaams niveau kon nog een zetelmeerderheid behalen.

In een tweede nota ‘De winst- en verliescijfers per gemeente’ berekenden Gert-Jan Put en Bart Maddens in hoeveel gemeen-ten elke partij als grootste uit de stembus kwam voor de pro-vincieraadsverkiezingen. N-VA  was zoals in 2012 de grootste partij in het hoogste aantal gemeenten, maar de partij verloor wel verschillende kopposities. In Vlaams-Brabant daarentegen werd N-VA de grootste in 67,7% gemeenten. Groen en Vlaams Belang wonnen vrijwel overal in Vlaanderen.

2018 municipal elections

For the Belgian municipal elections on October 14, 2018, Bart Maddens, Gert-Jan Put and Jef Smulders worked on various briefings to prepare the election and to extrapolate the results to a national level.

The memorandum ‘The winners and losers of October 14’ took the provincial election results to sketch the national power ratio between Belgian parties. They concluded that the N-VA (Flem-ish regionalist party) remained the largest party on October 14, despite a loss of nine seats in the Chamber and eleven in the Flemish Parliament. In addition, Vlaams Belang (Flemish, far right) progressed strongly, as did Groen (Flemish greens). The most striking conclusion was that the existing national coalition would no longer have a majority in the Chamber. Losses by both N-VA and MR (three seats less for the Frenchspeaking liberals) would end up in a small minority of 73 seats. At the Flemish level, only a coalition of liberals, Flemish-nationalists and Christian democrats (‘Swedish coalition’) could achieve seat majority.

For ‘The profits and losses per municipality’, Gert-Jan Put and Bart Maddens analyzed in which municipalities each party got the highest amount of votes. Like in 2012, N-VA was the largest party in most municipalities in the provincial elections, although they lost some top positions. On the other hand, N-VA became largest in Flemish Brabant, in 67.7% municipalities. Groen and Vlaams Belang won almost everywhere in Flanders.

Gert-Jan Put en Bart Maddens analyseerden de electorale ver-fransing in de Vlaamse Rand bij de verkiezingen van 2014. Dit waren de eerste Kamerverkiezingen na de splitsing van de kies-kring Brussel-Halle-Vilvoorde met een bijzondere regeling voor de zes faciliteitengemeenten in de Rand. Samen vormen zij een nieuw kieskanton Sint-Genesius-Rode waar kiezers op lijsten van de kieskring Vlaams-Brabant of Brussel-Hoofdstad kun-nen stemmen. Wat blijkt, bij de Kamerverkiezing van 2014 werd 14,5% van de geldige stemmen in de Vlaamse Rand uitgebracht op Franstalige lijsten. In Sint-Genesius-Rode was dat 62,4%. De electorale verfransing was het sterkst in Linkebeek en Kraainem, waar drie op de vier kiezers op Franstalige lijsten stemden.

Als we naar de verkiezingen voor de staatshervorming kij-ken, lag de mate van verfran-sing duidelijk het hoogst bij de Kamerverkiezingen van  2007, toen  stemden een op vijf kie-zers in het arrondissement Hal-le-Vilvoorde op een Franstalige lijst.  In 2014 viel dit met de helft terug. Ook bij de Vlaamse parlementsverkiezing in 2014 daalde het aantal stemmen voor een Franstalige lijst, noch-tans veranderde de institutio-nele situatie hier niet.

Gert-Jan Put and Bart Maddens analyzed the electoral ‘Frenchi-fication’ in Brussels’ periphery in Flanders at the 2014 elections. These were the first parliamentary elections following the split of the Brussels-Halle-Vilvoorde constituency, with a special ar-rangement for six municipalities with language facilities in the Brussels periphery. Together they became a new electoral can-ton ‘Sint-Genesius-Rode’. Here, the inhabitants can vote within either the Flemish-Brabant or the Brussels-Capital constituency. As it turns out, in the 2014 Chamber Election 14.5% of the votes in the Periphery went to French-language lists. In Sint-Gene-sius-Rode this was 62.4%. The electoral Frenchification was the strongest in Linkebeek and Kraainem. There, three out of four

voters chose for French-lan-guage lists.

When we look at the elections before the state reform, the rate of Frenchification was clearly the highest at the federal par-liamentary elections of 2007, when one in five voters in the Halle-Vilvoorde district voted for a French-language list. In 2014 this fell back by half. Also in the Flemish parliamentary elections of 2014, the votes for a French-language list fell back, even though the institutional sit-uation hadn’t changed.

ActiviteitenOp 4 december organiseerde VIVES de tweejaarlijkse Econopolis Chair Lecture. Tijdens deze lezing verwelkomen we telkens een economische goeroe om het publiek bij haar dagelijkse economi-sche activiteiten te inspireren en motiveren. Dit jaar mochten we met trots Prof. Deirdre McCloskey als onze keynote verwelkomen. Ze legde uit hoe een verschuiving van ideeën over de stedelijke middenklasse in staat is geweest om innova-tie naar ongeziene hoogten te stuwen - wat uiteindelijk resulteerde in een explosie van in-komens sinds de jaren 1800 en doorwerkend tot nu. Een levendig en soms zelfs controver-sieel debat volgde tussen Prof. McCloskey, voormalig federaal minister van financiën Van Overtveldt, Geert Noels van Econopolis, Prof. Koenraad Debackere en Prof. Jozef Konings.

keynote speaker. She explained how shifting ideas about urban middle class pushed innovation to unseen heights, resulting in an ex-plosion of incomes from the 1800s to present. A lively and somewhat controversial debate followed be-tween Prof McCloskey, former Federal Minister of Finance Van Overtveldt, Geert Noels of Eco-nopolis, Prof. Koenraad Deback-ere and Prof. Jozef Konings.

Het Steunpunt Economie en Ondernemen en het Vlaams Depar-tement Economie, Wetenschap en Innovatie (EWI) organiseerden op 28 september de tweejaarlijkse STORE Workshop 2018. Tij-dens dit evenement werden enkele recente economische trends belicht die belangrijke implicaties hebben voor zowel bedrijven, consumenten als beleidsmakers.  In het bijzonder namen we de  toenemende monopolistische tendens binnen bedrijfstak-ken onder de loep en peilden we naar de implicaties van dit fenomeen voor de eco-nomische welvaart. Daarnaast besteedden we aandacht aan de mate waarin bedrijven in Vlaanderen in ICT investeren en hoe dit een impact heeft op hun productiviteit. De studiedag rondde af met een beeld van het hedendaagse Vlaamse ondernemerskli-maat en bracht de uitdagingen voor jonge ondernemingen inzake financiering in kaart.

On 28 September the Policy Research Center Economy and Entrepreneurship, together with the Flemish Deparment of Eco-nomics, Science and Innovation (EWI), organized its two-yearly ‘STORE Workshop’. During this event we zoomed in on the in-creasing monopolistic trend that have important implications for both companies, consumers and policy makers. In particular, we examined the increasing monopolistic trend within industries and

assessed the implications of this pheno-menon for economic prosperity. Next, we paid some attention to the extent of ICT investments of Flemish firms and the way this impacts their productivity. The workshop concluded with a portrait of the current Flemish entrepreneurial climate, mapping the challenges for young entre-preneurs with regards to financing.

VIVES, het Vlaams Instituut voor Economie en Samenleving, ver-richt haar fundamenteel en toegepast onderzoek naar regionale economie en beleid met de hulp van verschillende financierende instanties.

Methusalem-beurs van de KU Leuven

De KU Leuven kende in 2015 een Methusalem-beurs toe aan Prof. Konings. Dit is een exclusieve zevenjarige beurs die de universiteit toekent voor ambitieus fundamenteel langetermijnon-derzoek door professoren met een uitzonderlijk trackrecord van hoogstaand academisch onderzoek. Met de Methusalem-beurs voor onderzoek naar de granulaire oorsprong van macro-econo-mische fluctuaties zal VIVES een nieuwe benadering ontwikkelen voor de analyse van macro-economische prestaties, gebaseerd op microdata van bedrijven.

Steunpunt Economie en Ondernemen

Het Departement Economie, Wetenschap en Innovatie heeft VIVES in 2016 opnieuw voor vijf jaar op competitieve basis ver-kozen tot coördinerend orgaan van het Steunpunt Economie en Ondernemen. Binnen dit mandaat:

z analyseren we Vlaamse speerpuntclusters z evalueren we overheidsprogramma’s z brengen we het ondernemerschap in Vlaanderen in kaart

PRO-VIVES

Al sinds haar oprichting in 2008 wordt VIVES gesteund binnen het mecenaat van PRO-VIVES, een vereniging van ondernemers en individuen die VIVES’ fundamenteel en beleidsgericht onder-zoek naar de sociaaleconomische ontwikkeling van Vlaanderen een warm hart toedraagt.

Fonds Wetenschappelijk Onderzoek (FWO)

Het onderzoek van enkele onderzoekers bij VIVES wordt vooruit geholpen via een beurs van het FWO, het Vlaams Fonds Weten-schappelijk Onderzoek. Die beurs financiert soms een persoon en soms een project waarmee we verschillende onderzoekers rond een bepaald thema samenbrengen.

VIVES, the Research Center for Regional Economics, conducts its fundamental and applied research on regional economics and policy thanks to various bodies that provide grants and financing.

Methusalem financing - University of Leuven.

In 2015, the University of Leuven awarded a Methusalem grant to Professor Konings. The university awards this exclusive sev-en-year grant to ambitious, fundamental, long-term research by professors with an exceptional record of accomplishment in ac-ademic research. Thanks to the Methusalem grant for research into the granular origin of macro-economic fluctuations, VIVES will develop a new approach for the analysis of macro-economic performance, based on the microdata of firms.

Policy Research Center for Economics and Entrepreneurship

In 2016, the Department of Economy, Science and Innovation appointed VIVES again to coordinate the Policy Research Center for Economics and Entrepreneurship for five years. In this new mandate we:

PRO-VIVES

Since its foundation in 2008, VIVES has received loyal sponsor-ship of PRO-VIVES, an association of entrepreneurs and individ-uals who support fundamental and policy-oriented research on the socioeconomic development of Flanders.

Flemish Research Fund (FWO)

The research of several researchers at VIVES receives substantial support via grants of FWO, the Flemish Research Fund. These grants sometimes finance a person, and sometimes a project in which we bring together several researchers around a certain theme.

Econopolis Leerstoel

Via een mecenaat steunen Econopolis, Vandeurzen Management Firm en bin-nenkort ook Deloitte het onafhankelijke onderzoek van VIVES naar de drijfveren van ondernemingsgroei, op basis van een analyse van langetijdreeksen van onderne-mingsdata. Het onderzoek wil een belangrij-ke bijdrage leveren aan de identificatie en kenmerken van snelgroeiende ondernemingen.

Onze aandacht binnen deze leerstoel gaat naar:

z persistentie en duurzame groei

z jobcreatie, jobvernietiging en volatiliteit

z ongelijkheid tussen ondernemingen

Daarnaast wil de Econopolis Leerstoel elke twee jaar ook uitpak-ken met een lezingenreeks waarvoor we inspirerende topsprekers met een grote relevantie voor de bedrijfswereld uitnodigen. Op 4 december verwelkomden we de tweede economische goeroe: Deirdre McCloskey, Professor Economie, Geschiedenis, Engels en Communicatie aan de Universiteit van Illinois in Chicago.

KU Leuven

KU Leuven vaardigt een professor en een ondersteunend mede-werker af bij VIVES. Bovendien draagt onze alma mater bij aan onze meest recente samenwerking met de Universiteit van Lju-bljana. Dankzij deze steun zullen we vanaf 2019 voor het eerst ook deelnemen aan een grootschalig Europees project (Horizon 2020).

Econopolis Chair

VIVES can rely on the sponsorship of Eco-nopolis and Vandeurzen Management Firm to conduct independent research into the drivers of firm growth, based on the analy-sis of the long time series of corporate data. The research wants to make an important

contribution to the identification and characteristics of fast-growing firms.

Within the framework of this chair, we focus on:

z persistence and sustainable growth

z job creation, job destruction and volatility of employment

z inequality between firms.

Aside from these, the Econopolis Chair also wants to organize a biannual series of lectures, for which we invite inspiring promi-nent speakers whose ideas have great relevance for the business community. On 4 December we welcomed our second econom-ic guru: Deirdre McCloskey, Professor in Economics, History and Communication at the University of Illinois in Chicago.

University of Leuven

The university of Leuven delegates a professor and an adminis-trative assistant to VIVES. In addition, our alma mater contributes to our most recent collaboration with the University of Ljubljana. Thanks to this support, from 2019 onwards we will also partici-pate in a large-scale European Horizon 2020 project.
