Manuel Borobio Urbanist architect from the University of Navarra since 1998, Specialist in Human Settlements in the ETSAM, and Technical Urbanist by the National Institute

of Public Administration.

In developing countries most people live in rural areas and will continue to do so not with standing considerable movement to urban areas. Given the urgent need to improve the quality of life of these people, which have been hit her to relatively neglected, planning and development of rural settlements should become a focus of national development policies and programmes. National cultures have strong roots in the villa-ges, and form a vital resource of great potential in development and therefore must be recognized in development strategies. Growth, change and social transformation have meaning only if they touch rural peoples. Planning for rural settlement development must be holistic and on a

local basis within regions so as to mobilize and use all available resources.This subject is based on the study of one rural settlement.

This settlement is Pazos, located in the region of Galicia, in the north west of Spain.Our work goes from the first understanding of the place until the proposal of expansion of the settlement.

Just as all human settlement planning must be an integral part of national development planning, so planning for individual rural settlements must be part and parcel of planning for general rural development in a region or nation

PLANNING FOR THE IMPROVEMENT OF INDIVIDUAL RURAL SETTLEMENTS SHOULD TAKE INTO ACCOUNT THE PRESENT AND EXPECTED STRUCTURE OF RURAL OCCUPATIONS, AND OF APPROPRIATE DISTRIBUTION OF

EMPLOYMENT OPPORTUNITIES, SERVICES AND FACILITIES.Appropriate location of market places, community centres, potable water supply, health and education facilities and transport services.

Respect for local customs and traditions as well as to new needs and requirements.Use of local resources and traditional techniques and styles of construction.

We realized an extensive study and catalogue of the different areas that are defined with a characteristic settlement patterns ,parameters and typologies.After the first catalogation we also define urban settlements developing policies according to the different areas.

The improvement, renewal and rehabilitation of these settlements should therefore be continuous. They thus present a major challenge in improvement of quality of life, and of the existing fabric of settlements.

SETTLEMENTS MUST BE CONTINUOUSLY IMPROVED - RENEWAL AND REHABILITATION OF EXISTING SETTLE-MENTS MUST BE ORIENTED TO IMPROVING LIVING CONDITIONS, FUNCTIONAL STRUCTURES AND ENVIRON-

MENTAL QUALITIES. THE PROCESS MUST RESPECT THE RIGHTS AND ASPIRATIONS OF INHABITANTS, ESPECIALLY THE LEAST ADVANTAGED, AND PRESERVE THE CULTURAL AND SOCIAL VALUES EMBODIED IN THE EXISTING

FABRIC.We propose the future extension of the settlement giving special attention to:

Upgrading and preserving the existing stock through the development and use of low-cost techniques, and the direct involvement of the present inhabitants;

Undertaking major clearance operations only when conservation and rehabilitation are not feasible and relocation measures are made.Providing for the welfare of the affected inhabitants especially with respect to employment opportunities and basic infrastructure.

The subject presents excerpts from an ongoing exploration of the process of mapmaking, proposing the use of cartography as a veritable “project” that constructs realities while often remaining concealed in forms of apparently objective presentations and representations.

New ways of ‘designing’ the spaces of urban interaction through mapping the untamed ‘waves’ of the datascape are shown through the study of the changing urban condition.

Giving a physical form to those representations, poses as an important possibility and challenge not only for contemporary architecture, but also, for the spatial praxis across a number of related fields including site-specific and media art, drawing, interaction design, urban and social

studies, e-communication and many others.

This has been my first experience as an architect.In Viva I had the opportunity of following projects from the

designing fase until the building permit.Most of my work was in the designing fase, where I could work

from the concept until the final design.

The idea consist in solving a 3 app block with a long stair that conects the public space (the street) and the private space (backyard) in the ground floor

but also the 3 app in vertical.The result is an in-between semipublic space rich in spaciality
