1. Introduction

The National Urban Inuit - “One Voice”Workshop was sponsored andorganized by Tungasuvvingat Inuit(Ottawa based Inuit Centre) and fundedby the Inuit Relations Secretariat of theDepartment of Indian and NorthernAffairs Canada. The workshop broughttogether Inuit living in urban areasfrom seven Canadian cities: St John’s,Happy Valley-Goose Bay, Montreal,Ottawa, Winnipeg, Edmonton andYellowknife. It provided an open forumwhere participants shared theirexperiences, challenges, successes anddiscussed their priority needs.

The participants examined keygovernment policies and programs, andthe necessity of governments and Inuitorganizations to address Inuit needs.

Mary Simon was the facilitator. ShaniWatts was the coordinator.

The Association of Montreal Inuitshared its draft study of thecomposition and needs of the GreaterMontreal Inuit community.

The documentary Qallunajatut(Urban Inuk) produced by IgloolikIsuma Productions and Kunuk CohnProductions was shown.

There was a tour of TungasuvvingatInuit’s main building and facilities.

The participants were a diverse groupwho recognized that the discussions

The objectives of the workshop“National Urban Inuit - “One Voice”were:• To provide Inuit living in urban areas

There were two participantsrepresenting Inuit living in each of theseven Canadian cities, as well asrepresentatives from Inuit TapiriitKanatami, Pauktuutit (Inuit Women’sAssociation), National Inuit YouthCouncil, Carleton University UrbanInuit Research Project, NunavutTunngavik Incorporated and MakivikCorporation. Two Elders alsoparticipated.

There were observers from variousGovernment of Canada departmentsand the City of Ottawa. Observers madepresentations to the Workshop, but didnot participate in the discussions.

MinisterBlondin-Andrew was very supportive ofthe efforts made as Inuit from urbanareas who gathered to discuss ways toaddress the needs of Inuit living outsidetheir land claim regions.

4. Summaries of Issues raised byParticipants

Each participant introduced themselvesand gave a brief description of thesituation of Inuit in the city where theyreside.

The following points highlight theparticipants’ concerns: 1. Reports issued by Statistics Canada:

The population numbers in the 2001Stats Canada Census report do notcorrespond to the actual numbers ofInuit living in urban areas at thattime. For example, in Ottawa andMontreal, Statistics Canada reportsshows 455 and 435 respectively;whereas, in reality, there are manymore Inuit living in these cities.Tungasuvvingat Inuit estimates thatthere were close to 1,000 Inuit in

Professor Robert Bone of the InuitRelations Secretariat, stated thatnumbers are power, and that Inuit needpower to address the fundingchallenges. Professor Bone definedcensus undercoverage as those peoplewho are not counted during the census.Generally, three per cent of Canadiansare not counted during each census; forInuit, the number of those not countedis much higher. Even with the additionof special surveys, there remains anundercounting of urban Inuit popula-tion numbers. Inuit need to work withStatistics Canada to help see improve-ments in future statistics. Funding is aconstant challenge. The nationalaboriginal resource allocation modelneeds to be re-examined or a newmodel developed. He suggested theexploration of one integrated programand the relevant structures that wouldneed to be in place.

Further, TBS is also seeking input fromInuit organizations (and others) whichreceive federal transfer payments (i.e.,grants and contributions) on how tolighten reporting and administrativeburdens through more flexible andeffective approaches program funding,reporting and management.

Lisa Koperqualuk gave a briefoverview of the development of andservices provided by Makivik to Inuitwithin Nunavik and in Montreal. Sheexplained how Makivik is set up toserve the beneficiaries, and economicdevelopment it does. Also Makivik hasprovided $42,000 every year to assisturban Inuit in Montreal. Makivik couldprobably provide more assistance toInuit in Montreal by educating Inuitabout their rights.

Oviloo Goo-Doyle and Pitsulala Lytagave brief overviews of the work ofPauktuutit. Ms. Goo-Doyle is the urbanrepresentative on the Pauktuutit Board;such a representative is a new develop-ment for Pauktuutit. Natalie Lloyd of the MontrealFriendship Centre urged Inuit toremember those Inuit with long-termillnesses or those who are gay orlesbian. She pointed out that 50 percent of the HIV/AIDS clients at theMontreal Friendship Centre are Inuit.There are no services for these Inuit intheir home communities and therefore,it is difficult for them to return home,even to die. Language is a major barrierfor Inuit.

Paul Weber spoke about homeless-ness and census undercounting issuesfacing the City of Ottawa. All Ottawashelters use the same software for datacollection; this software refers to“Aboriginal”. Initially, data wascollected based on the intake workers’perceptions of the individual (i.e. doesthe client look Aboriginal?). Now,intake workers must ask if the person isAboriginal. He pointed out theimportance of municipalities as keypartners regarding social activities. Hesaid that there is a willingness to learnabout culture and communities withinthe City of Ottawa. The suggestion ofmonthly meetings with city council wasan idea that was raised. He pointed outthat since 1999, the City has beenresponsible for disbursing federal funds

Morgan Hare mentioned that fiveyears ago, the first round of funding forthe homelessness initiative providedfunds to TI to buy a house inCentertown, Ottawa. Joanasie Akumalik provided a briefoverview of Nunavut TunngavikIncorporated’s (NTI) programs andstaffing in Ottawa. NTI is responsiblefor Inuit in Nunavut. There arebereavement funds, but these funds areinsufficient and do not last the year. Hehas received requests for help fromurban Inuit, particularly about identifi-cation cards and bereavement benefits.

The following is a summary of thepoints raised:

1. In Ottawa, there is the Inuit HeadStart Program for pre-schoolchildren which has been verysuccessful. They have goodinstructors who teach culture(throat singing, drumming, etc.),language, parenting, and nutrition.Nevertheless, classroom culturalresources are insufficient. Anythingrelating to culture has to be created.What exists is done well, but thisdevelopmental work has meantthat the cultural teacher is not ableto teach while busy developingsuch materials.

2. There is little programming forchildren between the ages of 6 and14 years. Inuit in Ottawa would liketo continue the success of the InuitHead Start Program as presently,there is no continuity ofprogramming to sustain thisinvestment.

3. The Inuit Head Start Program alsoincludes training for parents (stressmanagement, culture, etc);however, workshops are expensiveand there is a lack of reliable

funding in place to provide thisparental training.

4. Inuit living in Ottawa would like anElder, in partnership with theChildren’s Aid Society, to counselparents involved in apprehensionsand adoptions and assist in theprovision of better information onculture and language. Civilservants working with Children’sAid Society should show care andrespect to these individuals just asthey would want to be shownthemselves.

5. Tungasuvvingat Inuit (TI) wouldlike to have better communicationwith other Inuit organizations inOttawa. TI requires increased corefunding that is sustainable andflexible to meet the needs of Inuitin Ontario. At this time, federalpolicy allows for one Aboriginalfriendship centre per city. There isalready a First Nations FriendshipCentre in Ottawa; therefore, TI isnot able to get this status and as aresult does not have the same levelof core funding as a FriendshipCentre.

6. In Yellowknife, there is Aboriginaleducation funding; however, it isnot specific to Inuit.

Inuit in Yellowknife need familylaw services, family resources and

“In Inuktitut, Tungasuvvingat Inuitmeans, a place where Inuit feelwelcome. Inuit are proud Canadiansand ought to feel welcome in every partof Canada, especially in our cities”, saidthe former Canadian Ambassador forCircumpolar Affairs and the Kingdomof Denmark.

Simon said, “It is impossible to feelwelcome when you are marginalized ordisadvantaged and the purpose of thismeeting will be to come away withsome clear ideas of what we have to doto change that.”

Inuit have different reasons formoving away from their land claimsregions. It may be for health reasons, anew job, educational pursuits, family orpersonal reasons. When people domove south, they often find themselvesin a completely different world withstrange surroundings as well aslanguage and cultural barriers. Sadly,some get into difficult situations andhave little access to programs andservices they are entitled to whether asa beneficiary of Land ClaimsAgreements or as Canadians.

The two day event, sponsored by theInuit Relations Secretariat of theDepartment of Indian and NorthernAffairs, will bring Inuit living in urbanareas from seven Canadian cities fromSt. John’s to Yellowknife, and provide anopen forum where they can discusstheir priority needs.

There are a number of key govern-ment policies and programs that themeeting will examine, including theability of Statistics Canada to accuratelymeasure the number of Inuit living inurban centers, and the ability ofprovincial governments to address Inuitdirectly and fairly, rather than in anoverall First Nations approach which isthe current practice and too often failsto recognize the needs of Inuit.

One of the main objectives of themeeting is to create an effectivemechanism so that Inuit in Urbancenters can achieve an equitable shareof aboriginal funding to address theirneeds.

In the past year, Prime Minister Paul Martin called for a RenewedRelationship with all AboriginalCanadians and, in doing so, acceptedthe principle of Inuit SpecificApproaches. On May 31, 2005, theMinister of Indian and Northern AffairsCanada, the Honourable Andy Scottand Jose Kusugak, President of InuitTapiriit Kanatami, signed a PartnershipAccord, which is an important step inbuilding a stronger and positiverelationship between the Governmentof Canada and the Inuit of Canada.

The challenges facing urbanaboriginal peoples have beenconsidered in a series of aboriginalpolicy roundtables sponsored by thefederal government.

Les participants examineront lesprincipaux programmes et politiquesgouvernementaux, y compris la capacitéde Statistique Canada de déterminerexactement combien d’Inuits viventdans les centres urbains et celle desgouvernements provinciaux à répondredirectement et équitablement auxbesoins des Inuits au lieu de s’en tenir,comme c’est actuellement le cas, àl’approche autochtone globale, quisouvent ne tient pas compte des besoinsdes Inuits.

La réunion vise notamment lacréation d’un mécanisme permettantaux Inuits des centres urbains d’obtenirune part équitable des fonds destinésaux autochtones pour répondre à leursbesoins.

L’an dernier, le premier ministre PaulMartin a lancé un appel en faveur durenouvellement des relations avec lesAutochtones du Canada et, ce faisant, aaccepté le principe d’approches spécifi-ques aux Inuits. Le ministre des Affairesindiennes et du Nord du canadien,l’honorable Andy Scott, et Jose Kusugak,président d’Inuit Tapiriit Kanatami, ontconclu, le 31 mai 2005, une entente departenariat, qui représente un pasimportant en vue de l’établissement derelations solides et positives entre legouvernement Canada et les Inuits duCanada.

Des tables rondes parrainées par legouvernement fédéral ont été l’occa-sion pour les participants de se penchersur les problèmes des Autochtones.

Ms. Simon says “This meeting mustallow urban Inuit to see where they fitin this “Renewed Relationship”.Everyone has a role to play, fromFederal, Provincial, and TerritorialGovernments to Cities, Land ClaimsOrganizations and the National InuitOrganization, Inuit Tapiriit Kanatami.”

“What we are not sure of is whethereveryone has determined their role andtheir ability to fulfill it? We will not getall the answers in just two days, but wecan start shaping the right questions tobring some justice and fairness to Inuitliving in southern centers.

Inuit in Canada have alwaysdemonstrated a remarkable ability tounite and work together, but we havenot been able to do that from an urbanperspective” said Simon.

The meeting is a first important stepto unite Inuit living in urban areas fromacross Canada to collectively discussways to have a stronger voice inensuring fair access to opportunitiesthat exist for other aboriginal peoplesand other Canadians.

Toutle monde a un rôle à jouer, autant lesgouvernements fédéraux, provinciauxet territoriaux que les villes les organ-ismes de revendication territoriale etl’association nationale des Inuits, InuitTapiriit Kanatami.

Elle a ajouté qu’il est impossible dedire avec certitude si chacun a biencerné son rôle et sa capacité à l’assumer.« Nous n’obtiendrons pas toutes lesréponses en deux jours, mais nouspouvons néanmoins nous poser lesbonnes questions afin d’assurer un peude justice et d’équité aux Inuits quivivent dans le Sud. »

Au Canada, de dire Mme Simon, lesInuits ont toujours fait preuve d’uneremarquable aptitude à s’unir et àcoopérer, mais jamais dans uneperspective urbaine.

Cette réunion est un premier pasimportant pour amener les Inuits vivantdans les zones urbaines du Canada àtrouver une façon de parler haut et fortafin d’obtenir un accès équitable auxpossibilités offertes aux autresAutochtones et aux Canadiens engénéral.
