General Approach of the Project1. Project implemented through a demand oriented

approach (“bottom-up”) involving end water users in decision making.

2. Actors / institutions subordinated to the corresponding Ministries in Kyrgyzstan, Tajikistan and Uzbekistan : Ministry of Water Resources and land reclamation of

Kyrgyzstan (now State Committee water resources and land reclamation of Kyrgyzstan);

Ministry of Water Resources and land reclamation of Tajikistan;

Ministry of Agriculture and Water management of Uzbekistan.

The IWRM ConceptIWRM is a “system based on accounting of all types of water resources (surface,

underground, and drainage) within hydrographic boundaries, linking the interests of different water users (sectors), Different hierarchy levels of water governance, involving key stakeholders into decisions making

process, and facilitating the effective use of water, land, and other

resources in the interests of nature and society needs”.

For each of the 4 domains of activities, the vision will define proposals regarding three levels of hierarchy :

Three principal domains of activities:

1. The BWO Syrdarya strengthening2.The improvement of water records accuracy3.The Small trans-boundary rivers management

At the lowest level of water management hierarchy –WUA’s (as central IWRM actor) should be accepted as non profit, non governmental organization.

Therefore, there is a need :

to strengthen the legal framework to create WUA’s ownership among water users to implement demand management principles, and to increase WUA’s income and financial stability

At the Irrigation system level - institutional set up for water delivery should function only on the hydrographic principles

Therefore there is a need: to strengthen the legal framework (separation of functions:

water delivery/water use/control-inspection) to create stakeholders ownership to establish proper financial mechanisms to implement managerial tools, including creation of

extension service for WUA’s

Therefore, there is a need : to strengthen the legal framework to create stakeholders ownership to establish proper financial mechanisms to implement managerial tools

Here there is a need : to implement properly the hydrographic principles (separate

functions for delivery and use) to create administrative water-land commissions for water

use/productivity functions to create stakeholders ownership - implement properly

public involvement to implement capacity development programmes
