2. Directorate of Plant Protection Quarantine & Storage, Faridabad
Directorate of Plant Protection Quarantine & Storage was established in the year 1946 on the recommendation
of Woodhead Commission as an apex organization for advising the Government of India and state
governments on all the matter related to Plant Protection. The Directorate is headed by Plant Protection
adviser. Plant Protection strategy and activities have significant importance in the overall crop production
programmes for sustainable agriculture. Plant protection activities encompasses activities aimed to minimizing
crop losses due to pests through integrated pest management, plant quarantine, regulation of pesticides, locust
warning & control and training in desert areas besides training and capacity building in plant protection. It is
an attached Office of Ministry of Agriculture and Farmers Welfare.
Mandate
To popularize adoption of integrated pest management (IPM) through training and demonstration in
crops inter-alia promotion of biological control approaches in crop protection technology.
To ensure availability of safer and effective pesticides through regulatory measures under the
Insecticides Act, 1968.
To prevent introduction of exotic pests inimical to Indian agriculture by implementation of
Destructive Insects and Pests Act, 1914 supported by Plant Quarantine Order (Regulation of Import
into India), 2003.
To advise and assist the union government on all matters including international obligations related to
plant protection.
To keep watch and control over locust in scheduled desert area.
Human resource development in plant protection technology.

3. BRIEF NOTE ON Central Integrated Pest Management Centre, Gorakhpur
The indiscriminate use of pesticide was only plant protection option during sixties and
seventies for sustaining of agriculture production potential of the high yielding varieties under
the intensive cropping system. Due to which several ill effects like human and animal health
hazard, ecological imbalance, development of resistance in the pest to pesticides, pest
resurgence and environmental pollution, as well as destruction of natural enemies of pests and
increase level of pesticide residue in soil, water, food etc.
In order to minimize values of hazardous chemical pesticides, since 1991-92
Government of India has streamlined a national IPM programme and established a Central
Integrated Pest Management Centre in 28 States and 1 Union Territory at 35 different places in
the country by merging Central Plant Protection Station (CPPS), Central Biological Control
Station (CBCS) and Central Surveillance Station (CSS) together for implementing the IPM
programme in the country. Accordingly, Central Surveillance Station, Deoria and Central
Biological Control Station, Gorakhpur merged and started functioning as Central Integrated
Pest Management Centre (CIPMC) w.e.f. 13.5.1991 at Gorakhpur. The Centre has its own
building at Khajni Road with the facilities of air-conditioned laboratories, conference hall,
library, common room, along with 3 acres demonstration farmland. This centre is actively
working in collaboration with the State Department of Agriculture, Horticulture, State
Agiculture Universities of Agriculture & Technology, Krishi Vigyan Kendras, Non-
Governmental Organizations, and also participated in seminars/workshops/exhibitions for
popularizing IPM technology in Eastern Uttar Pradesh.Gorakhpur is a city located along the
banks of Rapti River in the northeastern part of Uttar Pradesh. It is near to the Nepal border,
273 kms east of state capital Lucknow.

Objectives of Central Integrated Pest
ManagementCentre, Gorakhpur
Conducting pest surveillance and monitoring to assess insect pests, diseases, weeds and
rodents situation in Eastern Uttar Pradesh. Mass production of biological control agents for releasing in the farmers fields. Conservation of natural bio control agents present in the area by educating farmers and
adopting some scientifically approved technologies like GAP, Ecological Engineering, mulching, intercropping, border cropping etc.
Promotion of Bio-pesticides, Botanicals as an alternative to chemical pesticides. To play a facilitating role in dissemination of IPM technology among the agricultural
extension workers and farmers of state of Odisha. Human resource development in IPM by imparting field oriented training to extension
workers and farmers through farmers field schools (FFSs) approach. Conducting short duration training programmes (two and five days) for progressive
farmers / pesticides dealers / NGOs / students. Conducting season-long training (SLTP) programmes on major agricultural/
Horticultural crops for extension workers of the states agriculture department/SAUs.
ACTIVITIES AND FUNCTIONS:
To conduct regular Rapid Roving Survey formonitoring pest and disease situation in major
crops in eastern Uttar Pradesh and sending altertness &forewarning to Directorate & State
Department of Agriculture, Uttar Pradesh.
Mass rearing of bio-control agents and their releases in the fields for control of major crop
pests.
Conservation of naturally existing bio-control agents.
To organize 14 weeks, season long farmer field schools(FFS) and two days orientation training
programmeto educate the farmers & pesticide dealers on IPM.
To organize season-long training programme to train themaster trainers and five days
orientation training programme for State Extension functionaries on IPM.
To have linkage and coordination between State Department of Agriculture, State Agricultural
Universities, ICAR Institutes, NGOs and other social and environmental organizations.

Milestone achieved by Central IPM Centre, Gorakhpur
With the global awareness about the ill effects of chemical pesticides and adoption of Integrated Pest Management, the Government of India gave a relook to the Plant protection Strategies and reorganized the erstwhile, Central Plant Protection Station, Central surveillance Stations and Central Biological Control Stations as 31 Central IPM Centre in different States including one at Gorakhpur, UP in 1991.
1. Successful Management of Scale Insect in Sugarcane: The Australian Coccinellids predator [Chilocorus cacti (L)] and Sticholotis madagassaweise,
mass reared in the Laboratory and released in Eastern U.P. against sugarcane scale insects. Colonisation of these predators showed great promise in Eastern U.P. in addition to
indigenous coccinellids predator namely Pharoscymnus horni (weise), Chilocorus nigritus. Colonization of exotic and indigenous predator minimizes the problem of scale insect in field
level.

3. Biocontrol of Water Hyacinth:
The rearing of exotic phytophagus weevils Neochetina eichnorniae&N. bruchi started and the
host specificity test of these weevils were conducted on 76 different plants. Trials were
conducted in the limited fields around Gorakhpur by introducing lab reared weevils.
Ramgarh Lake with an area of 1700 acre had a thick mat of water hyacinth on the surface of
water. The continuous releases of the Neochetina weevils successfully control the weed. Tal
cleared from water hyacinth since 1990 to till date.

U.P. council of Agriculture Research Department of Fisheries U.P. & CIPMC, Gorakhpur
jointly undertook the task to make free the big lake from water hyacinth in Uttar Pradesh.
With this view with the help of Fisheries Department Uttar Pradesh the inoculated water
hyacinth with different stages of Neochetina sp. Weevils were transferred from Gorakhpur to
17 different locations in 14 districts of Uttar Pradesh.
The post release observation revealed that the ponds found clear about 60-98% from water
hyacinth.

4. Biocontrol of Sugarcane Pyrilla: The Pyrilla epidemic successfully controlled due to development of Epiricania melanoleuca
population in 1972 & 1976 in Bihar, Uttar Pradesh,Punjab and Haryana.
The E. melanoleuca reared in CBCS, Laboratory and the augmented in the fields of Shivpur
Jungle farm, moti Ram Adda and Khukhunda in district Deoria.
Further, 1994-1995 pyrilla population noticed in moderate to severe level. Approximately 12
lakhs acre of cane crops and 50,000 acre area of non cane crops i.e. Jowar, Bajara, Maize,
Cowpea etc. in 24 districts of Uttar Pradesh.

By only conservation of Terastichus sp., Lestodrynus sp. and Epiricania melanoluca.
in different stages of Pyrilla, sugarcane crop were managed & saved crores of Rupees in terms
of the cost of pesticides.
From Gorakhpur centre, the shipment of E. melanoleuca sent to Maharashtra, Gujarat, Madhya
Pradesh, Orissa, Rajasthan and West Bengal in Pyrilla infested area.
Epiricania melanoleuca is now established in the field and managing the Pyrilla population
without pesticides.
5. Impact of biopesticides:
After the establishment of CIPMC, Gorakhpur efforts have been made to popularize the use of biocontrol agents through imparting training programme to state Govt. officials, NGOs, students or even among the farmers through farmer field schools. Present scenario of seed treatment technology shows that approximately 65.5% and 92.5% of
farmers were brought under the umbrella of seed treatment technology in Kharif and rabi
season consecutively.
The record available from Department of Agriculture, Uttar Pradesh Government shows that
use of biopesticides is in increasing trends.
6. Human Resource Development Activities:
To disseminate IPM knowledge upto the root level, Season Long Training Programmes.
Farmers Field School and Orientation training Programme organized to trained the Master
Trainers, Agriculture Extension officers, Farmers and SMS respectively.
Under these programme 320 Master Trainers, 184 SMS, 1663 AEO’s, 36758 farmers and 82
Pesticide dealers trained on IPM in different crops. These Master Trainees, SMS &AEO’s
organizing the IPM programme in the state under Crop Division Scheme.
In August 2000, the Director, State Farm Corporation of India, Baharaich saught the technical
advice against the severe occurrence of Semilooper and Spodoptera in soyabean crop in an area
of 1200 acre. Technical team from CIPMC, GKP visited the place and recommended IPM
technology to solve the programme.

Post evaluation of seed treatment technology showed that approximately 65.5% and 92.5% of
farmers were brought under the umbrella of seed treatment technology in Kharif and rabi season
consecutively.
Practical demonstrations were conducted by installing sex pheromone traps against Helicoverpa
armigera, Spodoptera litura, DBM, shoot and fruit borer in farmer’s crop field like cabbage,
cauliflower, gram, tomato, bhendi, brinjal and other vegetable crops, which showed encouraging
results to the farmer, resulting reduction of pesticides use in farmer’s field which enhance the
confidence of IPM technology.
Farmers were practically demonstrated the role of chilli solution against aphids in rabi season. The
result of this demonstration changed the icy concept of farmers about using pesticides.
More emphasis was given on recognition of insect pests and natural enemies and diseases.
AESA (Agro Ecosystem Analysis), comparative study of pests and defendants by installing
insect cages and field trials in farmer’s field. The experiments like defoliation and detilling
were also conducted in farmer’s rice field. The crop cutting result was also taken in to
consideration. The comparative results in IPM and Non-IPM fields showed no loss of yield in

IPM plot, which convinced the farmers that the IPM plots have enough compensating
mechanism than Non-IPM plots.
The farmers were educated to adopt conventional methods and use of botanical pesticides
(e.g. Chilli, garlic, neem, Datura extracts) which are highly effective and available in the
market and these are safe to human beings and also eco-friendly.
For BPH prone areas farmers were advised to use neem based formulations or neem seed
kernel extracts or white mascardine fungus (Beauveria bassiana) available in the nature (rice
ecosystem), which effectively minimize the BPH population and other insects also.
Practical demonstrations were conducted for coating of urea with neem oil and preparation of
neem seed kernel extract at village level.
Efforts were made through FFS to encourage the farmers to plant a neem tree at their field
and made them aware about the importance of neem tree.
Farmers were encouraged to adopt organic farming through FFS programme. Now they are
preparing bio-fertilizer using cow dung, home waste, crop waste and other remaining
available in the villages to replace chemical fertilizer. Mass multiplication of Trichoderma sp.
through FYM was also advised time to time in FFS. Preparation of bio-pesticides using cow
urine was also encouraged as it is effective against aphids and other insect pests.

Regular rapid roving surveys is being carried out on predetermined survey routes in
the different districts of eastern Uttar Pradesh viz. Gorakhpur, Sant Kabir Nagar, Basti,
Gonda, Faizabad, Varansi, Mau, Azamgarh, Kushinagar, Deoria, Maharajganj, Sidharth
Nagar. The details of the survey routes are furnished in map no.1.
These surveys are conducted in kharif, rabi and zaid crops in order to cover intensive
belt of rice, wheat, oil seeds, pulses, vegetable and sugarcane.

(e) IPM Sewa Kendra:The availability IPM inputs like bio-control agents, pheromone traps, sticky traps,
Nuclear Polyhedrosis virus (NPV), bird percher, seed treatment drums, Neem seed kernel extract,
cattle dung, ash etc. are the major constraints in implementation of IPM programme in India. The
main reason for this is the non availability of local entrepreneurs for the production of these IPM
inputs. To ensure the availability of above IPM inputs, the entrepreneurship development is needed
among the farmers who can produce and sale these IPM inputs to the farmers of their vicinity. In view
of this, it is proposed to train the farmers in production technology of these IPM inputs so that they
may open “IPM Seva Kendra” in their villages to make these inputs available as and when they are
required by their fellow farmers.Two IPM Sewa Kendra were opened by CIPMC, Gorakhpur at
below locations of Eastern Uttard Pradesh-
