“Pilot on Open Research Data” en H2020

“A novelty in Horizon 2020 is the Pilot on Open Research Data which aims to improve and maximise access to and re-use of research data generated by projects. Projects under the Societal Challenge 5 …Work Programme 2016-17 will by default participate in the Pilot on Open Research Data in Horizon 2020, except for topics ……Projects funded under the other calls of this Work Programme may participate in the Open Research Data Pilot in Horizon 2020 on a voluntary basis.

Projects have the possibility to opt out of the Pilot. Participation in the Pilot is not taken into account during the evaluation procedure……

A further new element in Horizon 2020 is the use of Data Management Plans (DMPs) detailing what data the project will generate, whether and how it will be exploited or made accessible for verification and re-use, and how it will be curated and preserved. The use of a DMP is required for projects participating in the Open Research Data Pilot. Other projects are invited…..

Beneficiaries in projects participating in the Pilot on Open Research Data are invited to follow the GEOSS Data Sharing Principles and to register in GEOSS the geospatial data, metadata and information generated as foreground of the project. …”

“Innovation Deals”*

“….. This call introduces in topics CIRC-01-2016-2017 and CIRC-02-2016-2017 the

possibility for beneficiaries of funded projects to apply for 'Innovation Deals'.

Innovation Deals are meant as voluntary agreements, initiated by funded projects

which expect or already have knowledge about EU regulatory provisions that may

pose barriers to the development, replication or scaling up of their innovative

solutions. After assessment of the application, the European Commission may launch

an Innovation Deal with the project and relevant local/regional/central authorities to

analyse the EU regulatory barrier and develop practical lines of action to address the

barrier. These actions may not jeopardize any environmental or societal protection

and will have to be fully in line with existing EU provisions regarding competition law

and internal market principles. After the Innovation Deal, which would not be linked to

the signed grant agreement and to the funding of the project, the European

Commission will investigate and may take action to address the EU regulatory barrier

at EU level as part of its better regulation agenda….”

• Read the call, the call objectives, the “key” points ….in the topic you need to fulfill all those aspects.

• Concentrate on the abstract and the three first pages clear idea of what it’s all about.

• Good illustrations, schemes, pictures, also links…..”make life easy”.

• Define the outcomes of the proposal, that there are something for the society and/or the industry.

• Be consistent in all parts (objectives, budget, person/month…).

• The consortium/the participants need to find what there is in the proposal for them.

• Really …..be involved in the preparation of the proposal.

• Read the proposal both with the eyes of an expert and ….a non so expert.

PRIMA*, Partnership for Research and Innovation in the

Mediterranean Area (Art.185)

• Funding for the €400 million partnership will come from the participating countries (currently around €200 million), matched by a €200 million contribution from the EU through Horizon 2020.

• The partnership is scheduled to run for 10 years, starting in 2018.

• The Commission has agreed on a proposal for PRIMA which is set to develop much-needed novel solutions for sustainable water management and food production.

IMPLEMENTACIÓN.- Ejemplos de comentarios (-)However, the work plan is not completely logical because of the time-line of some of the tasks on WP1 that starts late. Moreover, some objectives are not sufficiently supported by the proposed activities included in the work plan. (4)

(+) An appropriate management structure and detailed procedures are provided and they are properly explained. A good risk management plan with related risk-mitigation measures is also included in the proposal. (4)

(+) Actions to perform in the case of conflicts or emergency situations are satisfactory. Potential risks are identified, together with their main properties: probability, impact and severity. Proposed risk mitigation actions are adequately described. (4)

(-) Procedures for decision making however lack detail. The procedures for solving conflicts within the consortium are not satisfactorily described, especially when considering the large number of participants. (4)

(+)Partners are complementary and bring the skills necessary for carrying out the project overall, however, skills in social sciences (besides economy) are not adequately represented.(3,5)

EIP: aunque no son financiadores, intentan coordinar toda la cadena de valor desde la investigación hasta las compras pre-comerciales y la normativa con el objetivo de clarificar el panorama y que el conocimiento llegue a mercado. Formada por CE (comisarios) algunos ministros y representantes de grupos industriales, centros, usuarios, plataformas tecnológicas, PPP, JPI, etc.

JPI: iniciativas de programación conjunta para integrar parcialmente planes nacionales; son de geometría variable de países. Los socios son las instituciones que gestionan los programas. La CE financia la gestión con CSA y podría financiar con ERA Net o Art. 185 los proyectos para terceros (1:3).

PPP*: asociaciones público privadas lideradas por la industria con la colaboración de grupos de investigación y usuarios con una Visión y Agenda de I+D (SRIA) común. La CE hace propia su SRIA planificando a medio y largo plazo su inclusión en las convocatorias normales del PM y con gestión de la CE.

JTI*: Iniciativas tecnológicas conjuntas de liderazgo industrial. A diferencia de las PPP, las JTI gestionan el presupuesto público y en ocasiones con adjudicaciones nominativas (75% en Clean Sky) o con aportaciones de los países (Artemis y Eniac).

Research Alliances: alianzas de centros públicos de investigación (aprox. uno por país) que ponen parte de sus agendas de investigación en común. Aspiran a ser ellos los coordinen la investigación básica del Programa Marco H2020. Ejemplo: las Alianzas de Energía o Clima.

The EIP on Raw Materials will bring together EU Member States and other stakeholders (companies, NGOs, researchers, etc.) to promote innovation along the entire value chain of raw materials: Exploration, Extraction, Processing, Recycling and Substitution.

Alcance Non-energy non-agricultural raw materials used for industrial purposes are included in the scope, including metals, industrial minerals and construction materials, and natural rubber and wood-based materials.

PRIMA*, Partnership for Research and Innovation in the

Mediterranean Area (Art.185)

• Funding for the €400 million partnership will come from the participating countries (currently around €200 million), matched by a €200 million contribution from the EU through Horizon 2020.

• The partnership is scheduled to run for 10 years, starting in 2018.

• The Commission has agreed on a proposal for PRIMA which is set to develop much-needed novel solutions for sustainable water management and food production.

• The proposal will now be passed to the European Parliament and the Council of the EU for political discussion and legislative approval.
