    SUBJECT: Nondiscrimination

    1. Civil Air Patrol is committed to equality of opportunity. This means that CAP does not

    discriminate in offering access to its educational and operational programs and activities.

    2. CAP wishes to provide an inclusive and welcoming environment for all members and to

    ensure that educational, membership and operational decisions are based on each individualsabilities and qualifications. Consistent with this principle, and applicable laws, it is CAP

    policy not to discriminate in offering access to its programs and activities, or with respect to

    membership terms and conditions, on the basis of race, sex, age, color, religion, national

    origin, or disability (formerly referred to as handicap). Such a policy ensures that only

    relevant factors are considered and that equitable and consistent standards of conduct and

    performance are applied.

    3. Commanders at all levels are responsible for ensuring that members under their command

    are aware of and adhere to CAPs nondiscrimination policy.

    4. Allegations of violations of the CAP Nondiscrimination Policy will be sent to the EqualOpportunity Officer (EOO), Col Theodore Chavez, or the National Headquarters Equal

    Opportunity Administrator (EOA), Mr. Gerry Rosenzweig. Submission of allegations and/or

    complaints directly to the CAP/EOO or EOA will not be considered a violation of the chain

    of command.

    a. Those wishing to submit a discrimination complaint should review CAPR 36-2 for

    procedures and guidance. Additional guidance may also be obtained by contacting the EOO

    or EOA.

    5. A copy of this letter should be posted at every unit location or made available to all

    members in the unit. Additionally, commanders at every level will ensure that the CAPNondiscrimination Policy is briefed to all members within their respective commands, as

    required by CAPR 36-1, no later than 31 May 2010.

    6. Any questions concerning this policy should be directed to the CAP/EOO or EOA.

    6)For our newest cadets (and parents) here is what needs to get done.

    GT3 Cadets must do IS-100 AND IS-700

    A) Create an account athttps://www.capnhq.gov/CAP.eServices.Web/Default.aspx byfollowing the instructions mid-page that says First Time User You willneed your CAPID number and a valid email address.

    B) Take and agree to the OPSEC section. You will be entrusted withinformation later on that is sensitive in nature there are some thingsthat we do that the general public doesnt need to know (as opposed toneat to know). Operational Security is important; sometimes lives areon the line.

    C) Select CAP Online Exams from the left column and make sure youhave your Reg 60-3 pamphlet with you. Select CAPT 116 pt 1 (General

    ES) and pass that test!

    D) Now take the IS-100a Test at:
