The SIBTA (Bolivian System of AgriculturalTechnology) is a new model institution togenerate, transfer and adopt technologies in theagricultural sector. It is oriented to reduce

poverty under competitive systems ofproduction, transformation, and marketingwithina concept of commodity chains or sub-sectors.

El SIBTA (Sistema Boliviano de TecnologaAgropecuaria) es una nueva institucin modelopara generar, transferir y adoptar tecnologas enel sector de la agricultura. Est orientada a

reducir la pobreza bajo sistemas competitivos deproduccin, transformacin y mercadeo dentro deun concepto de cadenas agropecuarias osubsectores.

The MAPA Project (Market Access and PovertyAlleviation) in coordination with FDTA-Valleys(Agricultural Technology DevelopmentFoundation for the Valleys) is supporting aproject for the Improvement of Quality andValue of Locoto in Colomi (Departmento deCochabamba) with PROINPA grantee.

El Proyecto MAPA (Acceso a Mercados y Alivioa la Pobreza) en coordinacin con la FDTA-Valles (Fundacin para el DesarrolloTecnolgico Agropecuario de los Valles) estapoyando un proyecto para el mejoramiento de laCalidad y el Valor del Locoto en Colomi,(Departamento de Cochabamba) con el oferente

PROINPA.The objective of this project is a 25% increase inthe net income of 400 families of theMunicipality of Colomi. This increase will beachieved through a reduction of costs and yieldimprovement. Additionally, part of the majorresults, involves the technological improvementof drying facilities, through adaptation andimplementation of complementary equipmentfor the locoto dehydration process.

El objetivo de este proyecto es el de lograr unincremento del 25% en los ingresos de 400familias del municipio de Colomi. Esteincremento ser alcanzado a travs de lareduccin de costos y el mejoramiento de laproduccin. Adems, parte de los principalesresultados, incluye el mejoramiento tecnolgicode las instalaciones de secado, a travs de laadaptacin e implementacin de equiposcomplementarios para el proceso de

While the main purpose of this consultancy

pertained to Locoto, we did find time tointersperse some effort and time to the OreganoProject. Results of this work have beenmentioned at various points in this report.

A meeting was held with Lic. Hugo PeaRodriguez, Executive Vice-President ofCorporacin Industrial Dillman S.A. to discussthe International Marketing of Locoto. This is afood processing company that has been inbusiness for 70 plus years in the country ofBolivia.

Se sostuvo una reunin con el Lic. Hugo PeaRodrguez, Vice Presidente Ejecutivo de laCorporacin Industrial Dillman S.A. para discutirel Mercadeo Internacional de Locoto. Esta es unacompaa de procesamiento de alimentos queest inmersa en los negocios por ms de 70 aosen Bolivia.

They have the experience to process and exportLocoto to the USA as well as other foreigncountries. They also package and sell dehydratedLocoto as well as using it in the seasoning forsome of their many products. This is a well-organized company and they have the desire toexpand the markets and sales of Locoto. Theyknow the labeling process for foreign marketsand have met the quarantine regulations in manycountries.

Ellos tienen la experiencia para procesar yexportar locoto a los EE.UU., como tambin aotros pases extranjeros. Tambin empaquetan ysellan el locoto deshidratado y lo utilizan ensazonadores que usan para muchos de sus otrosproductos. Esta es una compaa muy bienorganizada que tiene el deseo de expandir losmercados y venta del locoto. Conocen el procesode etiquetado para mercados extranjeros y hancumplido con las normas de cuarentena enmuchos pases.

Locoto is purchased during the low price seasonof the year and processed for the export market.The presentation is either whole or sliced locotoin glass jars or tins. We consider this companyas a built in client for MAPA to coordinate agood access to the market. They would like agood product, at an economically feaseableprice, throughout the year for building the expor

tmarket.

El locoto es comprado durante la poca de menorprecio en el ao y procesada para el mercado deexportacin. La presentacin es tanto en locotosenteros, como tambin rebanados, envasados enjarras de vidrio o en contenedores de plstico.Consideramos que esta compaa se haconstituido en un cliente para MAPA paracoordinar un buen acceso al mercado. A meeting was held with Miguel VelasquezCanedo, the Engineer who is designing adistillation equipment for Oregano. We alsotoured the factory of the company Camesba whowill construct the equipment. The equipment iswell designed and I am certain it will do the job

with a quality product. I was very impressedwith the workmanship of the company who willbuild the equipment.

Se mantuvo tambin una reunin con elIngeniero Miguel Velsquez Canedo, que estdiseando un equipo de destilacin para elorgano. Tambin realizamos una pequea gira ala fbrica en Camesba, que construir el equipo.El equipo est muy bien diseado y yo estoy

seguro que realizar un buen trabajo, que nospermitir conseguir un producto de buenacalidad. Quede muy impresionado con el trabajode esta compaa.

A one-day trip was made to Colomi to inspectthe general locoto production area, observe thelocoto cultural practices, and reviewed some ofthe post-harvest handling of locoto. Participatingwere, Juan Arevalo from the FDTA-Valles, and

Tania Zapata, Osmar Mendoza Villarroel andOscar Navia from PROINPA.

Se hizo un viaje de un da hasta Colominspeccionamos el rea de produccin general dellocoto, observamos la prctica cultural del locotoy examinamos su manejo de poscosecha.Participaron el Ing. Juan Arvalo de la FDTA-

Valles, y la Sra. Tania Zapata, el Ing. OsmarMendoza Villarroel y el Ing. Oscar Navia dePROINPA.

We covered the entire field productionprocedures from seedling production throughharvesting and packing for shipment to the localmarket. We also had a chance to observe thedisease and nutritional problems of the locotoplant and made observations of the differentdiseases that attack it. Visual viral symptonswere very few.

Llevamos a cabo todos los procesos deproduccin, desde el almcigo de las plantashasta su cosecha y empaquetado para suembarque al mercado local. Tambin tuvimos laoportunidad de observar las enfermedades yaspectos nutricionales de las plantas de locoto ehicimos algunas observaciones de las diferentesenfermedades que la atacan. Los sntomas virales

visuales, fueron muy pocos.However, there is an abundance of practically allof the normal fungi and bacteria which canattack any Capsicum plant. The representativesfrom PROINPA stated that the locoto plantshave a major problem with early blight andantracnosis.

Sin embargo, hay una abundancia deprcticamente, todos los hongos y bacterias quepodran atacar a cualquier planta Capsicum. Losrepresentantes de PROINPA afirmaron que lasprincipales enfermedades que atacan a las plantasde locoto son el tizn y antracnosis.

A sample of field trash was collected andbrought to Cochabamba for plating on PDAagar. Samples of different shapes, sizes, andcolors of peppers were collected and brought to

Cochabamba for futher study and analysis. Asample of soil was taken for a check onNematodes.

Se recogi una muestra de deshechos del campoy se la trajo a Cochabamba para analizarla ensolucin PDA de agar. Se recolectaron hastaCochabamba, muestras de diferentes formas,

tamaos y colores de locotos, para su posteriorestudio y anlisis. Tambin se tom una muestrade suelo para comprobar la existencia deNemtodos.

Wednesday October 30 Mircoles 30 de octubre

Wednesday was spent at PROINPA where weset the agar plates to determine any diseases inthe trash. We Filtered the soil sample forNematode analysis. Three samples of different

size and shapes of locoto were processed todetermine the wall structure of the locotos. Asample of sliced locoto and whole locoto weredried to determine final quality.

Pasamos el da mircoles en PROINPA dondehicimos que las muestras de agar determinarancualquier enfermedad en la basura. Filtramos lamuestra de tierra para anlisis de Nemtodos.

Tres muestras de diferentes tamaos y formas delocoto fueron procesados para determinar laestructura de las paredes de los locotos. Unamuestra de una tajada de locoto fue secada paradeterminar su calidad final.

A demonstration was made of seed extractionand proper fermenting of seed was explained aswell as washing procedure for obtaining goodquality seed. A seed sample was set for rag dollgermination test to determine if the locoto seedis viable from green color fruit. As the work

progressed throughout the day a continuosdiscussion was held with the variousrepresentatives of PROINPA concerning manytechnical aspects and conditions for growing,processing and marketing Locoto.

Se hizo una demostracin de extraccin desemilla y se explic como debera llevarse a cabouna fermentacin apropiada de las semillas, ascomo el procedimiento del lavado para laobtencin de semillas de buena calidad. Unamuestra de semilla fue colocada para

germinacin para determinar si la semilla dellocoto es viable desde frutas de color verde.Mientras el trabajo progresaba, durante todo elda sostuvimos una continua discusin convarios representantes de PROINPA concernientea varios aspectos tcnicos y condiciones decrecimiento, proceso y mercadeo de locoto.

Thursday October 31 Jueves 31 de octubre

A trip was made to the Colomi Valley to viewthe dehydration facilities now being used to drythe locoto. We were accompanied by SandroSaravia from PROTAL, Augusto Guido, OsmarMendoza, Oscar Navia from PROINPA andJuan Arevalo from FDTA-Valleys.

Se realiz un viaje al Valle de Colomi paraobservar las facilidades de deshidratacin queahora estn siendo usadas para la deshidratacindel locoto. Nos acompa el Ing. Sandro Saraviade PROTAL, el Ing. Augusto Guido, el Ing.Osmar Mendoza, el Ing. Oscar Navia dePROINPA y el Ing. Juan Arvalo de la FDTA-Valles.

The facilties at Maci Monte were visited andinspected. We also made a trip to the river toview how much water the community had.Enroute to the river, we also inspected anotherfield of Locoto. Since I was told that the othertwo drying facilities in the Valley of Colomi

were in the same condition as the one inspected,it was not necessary to make trips to thesefacilities.

Se visit e inspeccion las instalaciones en MaciMonte. Tambin hicimos un viaje hasta el ropara ver cuanta agua tena la comunidad. Duranteel viaje por el ro tambin inspeccionamos otrocampo de produccin de locoto. Como se meinform que las otras dos instalaciones de

deshidratado en el Valle de Colomi estaban en lasmismas condiciones que la primera queinspeccionamos, no fue necesario viajar a estasinstalaciones.

Friday November 1 Viernes 1 de noviembre

An early Morning trip was made to the MainTerminal Market where we were able to inspectsome of the fresh Locoto, which we saw beingloaded in the Colomi Valley on Thursday.

Unfortunately I got sick and had to return fromthe market to seek medical attention. However,during the late afternoon, I held a meeting withMarcos Moreno, Juan Arevalo, and EnriqueRivas to finalize building an emergency facilityto dry oregano as well as a continued discussionof the Locoto Problems.

Muy temprano, hicimos un viaje al mercadocampesino (mercado mayorista), donde tuvimosla oportunidad de inspeccionar algo de locotofresco que haba sido embarcado en el valle de

Colomi el da anterior. Desafortunadamente, meenferm y tuve que irme del mercado para buscaratencin mdica. Sin embargo, durante la tardesostuve una reunin con Marcos Moreno, JuanArvalo y Enrique Rivas, para finalizar laconstruccin de una instalacin de emergenciapara secar organo as como para continuarnuestra discusin sobre los problemas que sepresentan con el locoto.

Juan Arevalo took me to visit the facilities ofPROTAL in Cochabamba where we had theopportunity to inpect the physical plant forprocessing and the offices, and were also able totalk to some of the employees. This visit wasoriginally scheduled for Friday.

Juan Arvalo me llev a visitar las instalacionesde PROTAL en Cochabamba, donde tuvimos laoportunidad de inspeccionar la planta fsica parael procesado y sus oficinas, y conversar con losempleados. Esta visita fue originalmenteprogramada para el da viernes.

A meeting was held in the MAPA Offices wherethe MAPA General Management Team wasbriefed on the activities, findings, analysis, andrecommendations to start the recuperation of thelocoto Program. During this meeting, adiscussion ensued to open the locoto project toinclude Capsicum Strains in general.

Sostuvimos una reunin en las oficinas delMAPA, donde el equipo de administracingeneral de esta institucin nos inform sobre susactividades, descubrimientos, anlisis yrecomendaciones para empezar la recuperacindel programa de locoto. Durante esta reunin,una discusin di como resultado, que laapertura del proyecto de locoto incluyeravariedades de Capsicum en general.

A general presentation on the Development ofan Agribusiness Industrial Project, using locotoas an example, was made to approximately 35personnel of PROINPA.

Se realiz una presentacin general sobre eldesarrollo y un proyecto agro-industrial-comercial, utilizando locoto como ejemplo,dirigido a aproximadamente 35 personas delpersonal de PROINPA.

A general discussion was held with JuanArevalo and Enrique Rivas to finalize theinstallation of some emergency drying facilitiesto alleviate the loss of product until the Decloetdryers arrive and are in operation.

Early evening, I went with Juan Arevalo to theCamesba Company to finalize plans and get thequote for the Oregano Distillation Equipment.

1. A set of trays for one of the Decloet Dryerswill let us make all of the necessary trials andchanges to use this type of equipment fo

3. The main constraints of raw productproduction and post-harvest handling as well astechnical recommendations for such, stated inthis report, have been discussed with the MAPAManagement Team and are understood.

5. The information gathered during this tripwhich revealed that the Locoto problems extendinto the raw product production phase as well asthe post-harvest handling, have beendocumented in this report and also reportedverbally to members of the MAPA Office.

V. ANALYSIS AND CONCLUSIONS V. ANLISIS Y CONCLUSIONES

1. From personal observations and discussionswith all of the different participants during thisconsultancy, there is a raw product productionproblem and a post-harvest handling andprocessing problem. In order to meet theproposed goal of at least a 25% increase infarmers income, we believe that both of the

problems will have to be addressed.

2. De las observaciones y discusiones delpersonal con todos los participantes de diferentesgrupos durante esta consulta, se lleg a laconclusin de que existen problemas deproduccin de la materia prima, en el manejo deposcosecha y tambin en el procesamiento. A finde alcanzar la meta propuesta de un incremento

de por lo menos el 25% en el ingreso de losagricultores, creemos que todos los problemasdeben ser atendidos.

2. Analysis of the raw product production dataobtained, revealed that farmers are producingapproximately 8 to 10 metric tons of locoto perhectare. In some cases this yield could be lowand in many cases quite elevated. Exact yielddata are not available.

2. La informacin obtenida, con relacin alanlisis de la produccin de materia prima, revelque los productores estn produciendoaproximadamente 8-10 toneladas mtricas delocoto por hectrea. En algunos casos este cultivopuede ser bajo y en otros casos un poco elevado,

no existe una informacin de produccin exacta.

3. Why are yields so low? On many of the farms,the soil pH is in the range of 3.8 to 4.2 whileoptimum pH for good crop response is in therange of 5.5 to 6.5. The plants are receivingmaybe only one third of the documentednutrients required to grow a normal yield oflocoto or any type of pepper. Exact fertilizerapplication data are not available. Note! The soiltexture in general is excellent for any crop.

3. Por qu la produccin es tan baja? En muchasde las plantaciones el pH del suelo est en elrango de 3.8 a 4.2, mientras que el ptimo rangode pH para una buena produccin est en elrango de 5.5 a 6.6. 4. While the plants look to have good vigor,they come under very extreme stress, from alack of nutrients, when they begin to set fruit.Thus, a lot of the flowers will pollinate and thenthe fruit drops to the ground. Likewise, the plantbecomes weak as it tries to produce a largenumber of fruits.

4. Mientras las plantas parecen tener vigor, ellascrecen bajo condiciones bastante estreseantes,por falta de nutrientes cuando comienzan aconvertirse en frutos. At this young stage of development, the youngweakened plant is very susceptible to any type o

disease and under the present cultural practicesthe prevalent diseases enter the plant and this isthe beginning of the yield reduction. One cancompare this discussion to a well-feed child.

A child who receives less than one third of therequired food for normal development and lessthan one half of the required liquids for propertranslocation of mineral elements will soonbecome weak and quite susceptible to manydiseases and complications where severe

illnesses eventually follow.

5. Locoto has been grown in the Colomi Zonefor at least 70 years. Information gathered by thelocal residents in the Zone revealed that there arewild plants in the mountains, which yield a verysmall fruit. We believe this to be possibly theoriginal native Locoto to the Andes Mountains,

which extend through Bolivia.

5. El locoto se ha cultivado en la zona de Colomipor lo menos desde hace 70 aos. Informacinrecolectada por los residentes locales de la zona,revelan que existen plantas salvajes en lasmontaas que producen frutos muy pequeos.Creemos que este podra ser el Locoto nativo

originario de los Andes que se extiende a travsde Bolivia.

Since Capsicum are easily crossed pollinated byinsects we believe that the present Locoto strainscould be a result of this cross-pollinationthroughout many years. Within the presentplantings, one can find as many as six differentshapes, many different sizes, and as many as fivecolors, and fruit with one, two, three, and fourlobes.

During our visit to the terminal market onFriday, we inspected the locoto, which wasloaded in Colomi on Thursday afternoon. Thefruit was soft and collapsing, turning gray, andmoisture was passing through the side of thesacks. If this product was kept in the bags until

Friday Evening, most of it would have beenrotten or unusable.

It was learned that in 1999, a Santa CruzCompany doing business with Japan made amonthly order of 2.5 metric tons of dehydratedLocoto. The order was never filled because thefirst samples sent for analysis came back with aresult of a very high aflotoxin contamination.

Apparently, this warning of high Aflotoxin wentunheeded and the buyer was not pursued a new.

prevalent among the locoto plantings. Weattribute this to the low application of plantnutrients and the very low pH. It would not be asurprise to harvest 40 metric tons per hectare ifthe plant has the proper nutrients combined withan adequate pest control program. (Plantpopulation based on 10,000 transplantedseedlings per hectare and 8,000 plants reachingharvest stage)
