Estimados socios y amigos de nuestra cámara,

Me es muy grato dirigirme a ustedes nuevamente a través de las páginas de Dialogue, nuestra revista institucional. Esta edición ha sido especialmente elaborada para promover la dedicada participación de la Cámara de Comercio Canadá-Perú (CCCP) en PERUMIN 34, uno de los encuentros mineros más importantes del mundo y el principal en América Latina. Dicha convención será llevada a cabo del 16 al 20 de setiembre en Arequipa y es organizada por el Instituto de Ingenieros de Minas del Perú. En esta oportunidad, PERUMIN es presidida por Carlos Gálvez a quien Dialogue tuvo el placer de entrevistar. Él nos comentó sobre el novedoso enfoque que se le ha dado a la convención este año, el cual se centra (tal como indica su lema) en ciencia, innovación, tecnología y educación, temas que también son promovidos por nuestra institución.

La CCCP reconoce el gran valor que representa PERUMIN para el sector minero peruano, así como para la cadena productiva que acompaña a la minería y, por ende, para una gran parte de nuestros socios. Nuestra institución participará proactiva y dinámicamente en este destacado evento ofreciendo numerosas plataformas de servicio las cuales buscarán generar mayores y mejores oportunidades de negocio para Canadá y Perú, además de establecer significativas alianzas estratégicas y relaciones comerciales entre nuestros dos países.

En PERUMIN 34, la CCCP estará organizando reuniones estratégicas entre importantísimos proveedores mineros canadienses y las compañías mineras más destacadas de nuestro país.

De igual manera, nuestra institución ofrecerá el reconocido cóctel “Maple & Misti”, el cual es considerado por muchos como el evento de networking & negocios por excelencia en PERUMIN. La ya tradicional y muy esperada recepción será llevado a cabo el 18 de setiembre en el Monasterio de Santa Catalina en Arequipa y esperamos recibir a más de 500 de invitados. “Maple & Misti” es, sin lugar a duda, el espacio ideal para ampliar y fortalecer vínculos de negocios y así generar nuevos y futuros proyectos.

Debo destacar que la presente edición de Dialogue será distribuida estratégicamente en PERUMIN 34 y servirá para exponer y presentar las plataformas ofrecidos por la CCCP.

Estamos seguros que esta edición de PERUMIN será todo un éxito y una oportunidad excepcional para incrementar los negocios entre Canadá y Perú.

Dear friends and members of the chamber,

I am very honoured to be able to address you once again through Dialogue, our institutional magazine. This edition was specially produced to promote our chamber’s participation in PERUMIN 34, one of the most important mining events in the world and the main mining convention in Latin America. It is organized by the Peruvian Institute of Mining Engineers and will be held in Arequipa from September 16 to 20. On this occasion, PERUMIN is being chaired by Carlos Gálvez, whom Dialogue had the pleasure of interviewing. He explained that this year’s convention would focus on science, innovation, technology and education, topics that are also promoted by the Canada-Peru Chamber of Commerce (CPCC).

We are quite aware of PERUMIN’s importance for the Peruvian mining sector, as well as for the supply chain that accompanies mining and, consequently, for many of our members. Therefore, the CPCC will also be present at this noteworthy event offering several service platforms aimed at creating greater and better business opportunities for Canada and Peru, in addition to establishing significant tactical alliances and commercial relations between our two countries.

At PERUMIN 34, the CCCP will be organizing strategic meetings between major Canadian mining suppliers and the most prominent mining companies in our country.

Furthermore, our institution will host the renowned “Maple & Misti” cocktail reception which is considered, by many, as the quintessential networking & business event in PERUMIN. The traditional and long-awaited reception will be held on September 18 at the Santa Catalina Monastery in Arequipa. We expect to receive more than 500 guests. “Maple & Misti” is, without a doubt, the ideal event to expand and strengthen business relations and thus, generate new and future projects.

I would like to point out that this edition of Dialogue will be strategically distributed in PERUMIN 34 and will showcase the many platforms offered by the CPCC.

We are certain that this edition of PERUMIN will be a success and will serve as an exceptional opportunity to deepen commercial ties between Canada and Peru.

PROGRAMA “MUJERES ROCA”: EMPODERANDO A LAS MUJERES PERUANAS EN EL SECTOR MINERO

“MUJERES ROCA”:EMPOWERING PERUVIAN WOMEN IN THE MINING SECTOR

Por cuarto año consecutivo, la Cámara de Comercio Canadá-Perú (CCCP) y la Organización Mundial para el Apoyo a la Educación (OMA) lograron desarrollar exitosamente el programa “Mujeres Roca”. Esta novedosa iniciativa busca aportar una mayor participación femenina en posiciones gerenciales en el sector minero peruano. El programa desarrollado en el Perú está inspirado en uno que es llevado a cabo en Canadá llamado “Women Who Rock”, el cual está orientado a jóvenes mujeres que quieren avanzar en sus carreras en minería.

“Estoy sumamente contenta con la recepción que tiene este programa año tras año ya que forja dos valores primordiales tanto para Canadá como para Perú: la igualdad de género en el ámbito laboral y la importancia de la educación para el desarrollo profesional. Debo destacar que, para nuestra cámara, la minería es uno de los principales sectores ya que es un potente motor para la economía nacional”, subrayó Carla Martínez, gerente general de la CCCP.

“Mujeres Roca” está dirigido a mujeres peruanas entre 22 y 28 años de edad que hayan concluido estudios en carreras vinculadas al sector minero-energético o que cuenten con estudios académicos que comprueben su interés en dicho sector. Las postulantes no deben tener más de un año de egresadas y deben contar con prácticas pre profesionales o experiencia laboral.

La cuarta convocatoria fue abierta el pasado 23 de junio y luego de una meticulosa evaluación de 102 postulantes, la CCCP y la OMA eligieron a las 12 jóvenes más sobresalientes. Las seleccionadas representaron orgullosamente a Lima, Arequipa, Moquegua, Cajamarca, Tingo María y Cuzco.

“Nosotros nos enfocamos en las chicas que recién comienzan su carrera y es ahí donde le damos el apoyo, el empujón”, comentó Susana Watson, vicepresidente de OMA. Fue justamente esta organización la que les brindó a las participantes sesiones de coaching para ayudarlas a fortalecer sus habilidades blandas y así poder relacionarse y comunicarse de manera efectiva con otros.

For the fourth consecutive year, the Canada-Peru Chamber of Commerce (CPCC) and the Organización Mundial para el Apoyo a la Educación (OMA) successfully developed the “Mujeres Roca” Program. This innovative initiative seeks to provide greater female participation in management positions in the Peruvian mining sector. The program was inspired by “Women Who Rock” which was developed in Canada and is aimed at young women who want to advance their mining careers.

“I am extremely pleased with the positive feedback that we have received, year after year, regarding this program since it forges two key values for both Canada and Peru: gender equality in the workplace and the importance of education for professional development. I must point out that, for our chamber of commerce, mining is one of the main sectors since it is a powerful engine for Peru’s economy,” stressed Carla Martínez, General Manager of the CPCC.

“Mujeres Roca” targets Peruvian women between the ages of 22 and 28 who have completed studies in careers linked to the mining-energy sector or who have academic studies that confirm their interest in said industry. Applicants should have graduated within the last year and must have some internship or work experience.

The fourth call to take part in the program was opened on June 23 and after a meticulous evaluation of 102 applicants, the CPCC and OMA chose the 12 most outstanding candidates. Those selected proudly represented Lima, Arequipa, Moquegua, Cajamarca, Tingo María and Cuzco.

“We focus on the young ladies that are just starting their careers. That’s the group that we want to support and propel,” said Vice President of OMA, Susana Watson. The participants took part in coaching sessions led by this organization. They learned how to strengthen their soft skills so that they can relate and communicate effectively with others.

Como parte del programa, las jóvenes también participaron en reuniones estratégicas que consistieron en sesiones de mentoring por parte de líderes del sector de las siguientes corporaciones: Southern Peaks Mining, Compañía Minera Antamina, SSR Mining, Nexa, Minera Colquisiri, Sociedad Nacional De Minería, Petróleo y Energía (SNMPE), Minera Yanacocha y Sodexo.

“Las acercamos a CEOs para que les hablen sobre sus experiencias y es ahí donde se produce el diálogo enriquecedor para ellas”, destacó Susana Watson de OMA.

Luego, realizaron una visita técnica a Ferreycorp y fueron recibidas por Mariela Garcia de Fabbri, gerente general de dicha compañía.

Las jóvenes culminaron el programa tras participar en el cierre estratégico, actividad en la cual se reúnen todas para realizar un balance de todo lo aprendido.

“Me ha encantado el programa porque he aprendido muchísimo sobre habilidades de liderazgo y comunicación; sobre cómo plantear mis metas a futuro y sobre cómo materializarlas y ponerles un límite para que éstas puedan realmente aplicarse en mi vida diaria”, señaló Christa Quiróz, ingeniera de minas y beneficiaria del programa.

Las talentosas mujeres fueron invitadas por la Embajadora Gwyneth Kutz a la recepción por el Día Nacional de Canadá organizada conjuntamente por la CCCP y la Embajada, el pasado 26 de junio. Este año Canadá festejó 75 años de relaciones diplomáticas con el Perú y las mujeres roca pudieron ser parte de esta especial celebración.

As part of the program, the young women also participated in strategic meetings consisting of mentoring sessions by industry leaders from the following corporations: Southern Peaks Mining, Compañía Minera Antamina, SSR Mining, Nexa, Minera Colquisiri, the National Society of Mining, Oil and Energy of Peru, Minera Yanacocha and Sodexo.

“We bring the young women closer to CEOs so that these business leaders can tell them about their experiences. That’s precisely when an enriching dialogue begins,” said Susana Watson of OMA.

The women then made a technical visit at Ferreycorp and were greeted by Mariela Garcia de Fabbri, the company’s General Manager.

They completed the program after participating in a strategic closing (cierre estratégico), an activity in which they discussed all the valuable information that they acquired.

“I loved the program because I’ve learned so much about leadership and communication skills; on how to set my goals by establishing deadlines so that I can apply what I’ve learned to my daily life,” said Christa Quiróz, mine engineer and program beneficiary.

The talented women were invited by Ambassador Gwyneth Kutz to the Canada Day reception jointly organized by the CPCC and the Embassy on June 26. This year, Canada celebrated 75 years of diplomatic relations with Peru and the young professionals were able to be part of this special celebration.

Carlos Gálvez está muy agradecido con el Instituto de Ingenieros de Minas del Perú (IIMP) “por haber asumido el riesgo” de haberlo nombrado presidente de PERUMIN 34. Conocido por ser franco y directo; expresa su opinión sin tapujos y de manera coloquial, lo cual rompe con la formalidad que es usualmente atribuida a destacados directivos mineros. También es conocido por poseer una visión innovadora de la minería y por ser un apasionado por la educación. Insistió que la presente edición de PERUMIN se centre en ciencia, innovación, tecnología y educación, tal como lee el actual lema de la convención.

Carlos Gálvez is very grateful to the Peruvian Institute of Mining Engineers (IIMP by its acronym in Spanish) “for having taken on the challenge” of appointing him president of PERUMIN 34. Known for being frank and direct; He expresses his opinion bluntly and colloquially, which breaks with the formality that is usually attributed to prominent mining executives. He is also known for possessing an innovative vision of mining and for being quite passionate about education. He insisted that the present edition of PERUMIN focus on science, innovation, technology and education, as the convention’s current slogan states.

Gálvez estudió Economía en la Universidad Nacional Federico Villarreal, obtuvo su MBA en la Universidad del Pacífico y completó el Program for Management Development y el Advanced Management Program, ambos en Harvard Business School.

Se retiró de Buenaventura en 2017, después de 40 años, donde sirvió como vicepresidente & CFO y como director-gerente de dos subsidiarias de generación y transmisión eléctrica.

Ha sido presidente de la Sociedad Nacional de Minería, Petróleo y Energía (2015-2017), siendo director de la misma desde el año 2000. También ha sido director de la Confederación Nacional de Instituciones Empresariales Privadas (CONFIEP) (2015-2017).

Dialogue tuvo el placer de entrevistarlo sobre PERUMIN y la minería en el Perú.

Gálvez studied Economics at the Federico Villarreal National University, earned his . MBA from the Universidad del Pacífico and completed both the Program for Management Development and the Advanced Management Program at Harvard Business School.

He retired from Buenaventura in 2017, after 40 years, where he served as vice president & CFO and as managing director for two power generation and transmission subsidiaries.

He has been president of the National Society of Mining, Oil and Energy of Peru (2015-2017), and was its director since 2000. He has also been director of the National Confederation of Private Entrepreneurial Institutions (CONFIEP by its acronym in Spanish) from 2015 to 2017.

Dialogue had the pleasure of interviewing him about PERUMIN and mining in Peru.

PERUMIN 34 le dará mucha importancia a la divulgación de nuevos conocimientos generados por la investigación, la innovación y la aplicación de nuevas tecnologías en las operaciones mineras. ¿Cómo está actualmente el Perú en cuanto a la generación de su propia tecnología minera? ¿Seguimos siendo fundamentalmente importadores de tecnología? O, ¿estamos ya comenzando a producir la nuestra propia?

La actividad económica tiene básicamente tres etapas: la industria extractiva, la de transformación y la de generación de conocimiento. La gran creación de valor en la primera, está en el descubrimiento como resultado de la exploración. Tenemos un potencial geológico que debemos poner en valor.

Si nosotros quisiéramos enfocarnos en la siguiente etapa, la de la transformación, en estos momentos que no es prácticamente demandante de mano de obra como tanto se cacarea, tendríamos que recurrir a ingentes inversiones de capital para automatización y robótica. Nosotros no tenemos esos recursos para invertir y no nos estaría resolviendo el problema de mano de obra. Estaríamos compitiendo con otros países mucho más avanzados y en esa etapa, el margen de ganancia y la creación de valor serían mínimos.

La tercera etapa es la industria del conocimiento. Es ésta la que te va a dar un salto importante en la creación de valor vía innovación, ciencia y tecnología.

Por lo tanto, no tendré ingentes recursos de capital, pero sí tengo dos cosas: un potencial geológico que debo descubrir y cerebros jóvenes que tengo que alimentar y educar para que, de aquí al 2050, estemos en condiciones para aspirar a competir en esta era del conocimiento. Si no, seguiremos retrasados.

PERUMIN 34 will highlight the importance of spreading new knowledge obtained from research, innovation and the use of new technologies in mining. How is Peru currently doing in terms of generating its own mining technology? Are we still mostly technology importers? Or, are we already starting to produce our own?

Economic activity has basically three stages: the extractive industry, the transformation industry and the knowledge industry. The great value obtained from this first stage is in the discovery that results from exploration. We have a geological potential that we must add value to.

If we wanted to focus on the next stage, that of transformation, we must consider that, at this moment, it does not particularly demand much manpower as much as is boasted. We would have to resort to huge capital investments for automation and robotics. We do not have the resources to invest and we would not be solving the labour problem. We would be competing with other much more advanced countries and at that stage, the profit margin and value creation would be minimal.

The third stage is the knowledge industry. This is what will give us an important leap in the creation of value via innovation, science and technology.

Therefore, we may not have huge amounts of capital, but we do have two things: a geological potential that we must discover and young brains that we have to nourish and educate so that, by 2050, we are able to aspire to compete in the knowledge arena. If not, we will continue to lag behind.

Cuando el IIMP me llamó para ser presidente de PERUMIN, le dije que no haría lo mismo de siempre y que quería darle un nuevo enfoque. Mis grandes aliados aquí son los jóvenes. A los chicos los tenemos que educar para que innoven y generen conocimiento científico, tecnológico y social, para así darle valor a todo lo que representa la minería.

El paradigma que tomé fue el de Australia, país tan minero como Perú. Su exportación de servicios tecnológicos logró un valor equivalente al 45% de su exportación minera. Eso es lo que debemos tratar de replicar, pero no tratar de competir con el científico del Hemisferio Norte. Nosotros tenemos nuestros propios desafíos como minas a 4,000 y 5,000 metros sobre nivel del mar. Ese es el nicho de oportunidades que debemos explotar.

Continuando con educación, ¿qué estrategia educativa, enfocada en minería, sugeriría para nuestro país?

En PERUMIN hemos hecho una mina virtual para estudiantes de secundaria, cosa que nunca antes se había hecho. A los chicos los van a conducir jóvenes universitarios que han identificado a una población de 1,000 a 1,200 escolares. Les darán charlas de inducción para que tengan una idea genérica sobre la minería. Luego entrarán a la mina virtual donde podrán aprender sobre una operación minera subterránea y de tajo abierto del siglo XXI, entre otras actividades.

Queremos que nuestra mina virtual sea itinerante y que reemplace a la mina del Parque de las Leyendas para que así los niños sepan cómo es una mina del siglo XXI.

Uno no puede amar lo que no conoce. Creo que es importante que los chicos conozcan sobre minería para que la entiendan, la amen y sientan orgullo. Necesito que se genere orgullo alrededor de algo que ha cambiado dramáticamente. La gente todavía sigue pensando en la minería del siglo XIX.

When IIMP called me to be president of PERUMIN, I told them that I would not do the same thing as always and that I wanted to give the convention a new approach. Here, the young people are my great allies. We have to educate the younger generation on how to innovate and generate scientific, technological and social knowledge, in order to give value to everything that mining represents.

The paradigm that I used was Australia’s, which is a country very much dedicated to mining, just like Peru. Its export of technological services achieved a value equivalent to 45% of its mining export. That is what we should try to replicate, but not by trying to compete with scientists from the Northern Hemisphere. We have our own challenges such as dealing with mines located

4,000 and 5,000 meters above sea level. That is the niche of opportunities that we must exploit.

Continuing with the topic of education, what mining-focused educational strategy, would you suggest for Peru?

In PERUMIN we have developed a virtual mine for high school students, something that has never been done before. The high school kids will be led by young university students who had already identified a population of 1,000 to 1,200 high schoolers. They will give them induction talks so that the kids can have a broad idea about mining. Then, they will enter the virtual mine where they can learn about a 21st century underground and open pit mining operation, among other activities.

We want our virtual mine to be itinerant and we would like for it to replace the one that exists in El Parque de las Leyendas (one of Lima’s zoos). By doing so, children will get to know what a 21st century mine is like.

You cannot love what you do not know. I think it is important that kids know about mining so that they understand it, love it and feel proud about it. I need for a sense of pride to develop around something that has changed dramatically. People are still thinking about 19th-century mining.

En PERUMIN se tratará el tema de clusters. ¿Cuánto se ha avanzado con relación al desarrollo de los clúster mineros en el Perú?

Tenemos que tener una visión más macro de la minería. Se necesita la presencia del Estado para que haya una mirada estructuradora. Si tú quieres desarrollar cada proyecto como un “stand alone”, no vas a lograr eficiencia por falta de escala.

Por ejemplo, cuando cuestionan porqué es que Las Bambas no tiene su propio ferrocarril, pues es porque no tiene la masa crítica para generar uno. Sin embargo, si juntas a Las Bambas con Constancia, Zafranal, Pampa del Pongo, Cerro Verde, Antapaccay y Corocohuayco, generas un movimiento de 6 millones de toneladas al año. Si consideras eso con un horizonte de 30 años por delante, inmediatamente van a aparecer los capitales. El inversionista va a asumir el riesgo. De esta manera, ni el Estado pone plata, ni compañía alguna tiene que desangrarse con un proyecto que está fuera de su escala. En el mundo sobra el dinero. Lo que falta son los buenos proyectos.

Con los clúster, reduces el costo de inversión, minimizas el impacto ambiental, haces más económica la operación para las empresas y generas más ingresos para la nación dado que la operación es ahora más rentable.

La iniciativa para un clúster debe ser manejada por las empresas, ciertamente, pero también tiene que ser estimulada por el Estado. Éste debe tener objetivos claros y una visión de país. Debe ser capaz de defender y aprovechar su riqueza geológica. Eso es lo más frustrante. Tenemos todo y no hacemos nada.

Creo profundamente en la industria del conocimiento y creo que tenemos que trabajar en esa diversificación, lo que no significa sacrificar nuestra riqueza geológica. Tenemos que hacer un análisis FODA y definir qué hacer para mejorar.

The topic of clusters will be discussed In PERUMIN. Regarding the development of mining clusters in Peru, how much progress has been made on this issue?

We have to have a more macro view of mining. We need the presence of the State so that we can have a much more structured vision. If you want to develop each project as a stand-alone, you will not achieve efficiency due to lack of scale.

For example, when people question why it is that Las Bambas does not have its own railroad, it is because it does not generate the critical mass to justify one. However, if you join Las Bambas with Constancia, Zafranal, Pampa del Pongo, Cerro Verde, Antapaccay and Corocohuayco, you generate a movement of 6 million tons per year. If you consider that with a horizon of 30 years ahead, investment will immediately appear. The investor will take on the risk. In this sense, neither does the State invest money, nor do the companies have to bet on projects that are outside of their scales. In this world there is plenty of money. What we lack are good projects.

With the clusters, you reduce the cost of investment, minimize the environmental impact, make the operation cheaper for companies and generate more revenue for the nation since the operation is now more profitable.Certainly, the initiative for a cluster must be managed by companies, but it also has to be encouraged by the State. It’s the State that must possess clear objectives and a clear country vision. You must be able to defend and take advantage of your geological wealth. That’s what is most frustrating. We have everything and we do nothing.

I deeply believe in the knowledge industry and I think we have to work on diversification, which does not mean sacrificing our geological wealth. We have to do a SWOT analysis to determine what we have to improve.

¿Por qué los conflictos sociales siguen siendo uno de los principales problemas para la minería en el Perú?

Porque nadie ha planteado una visión de país ni una estrategia. Todos, con justa aspiración, reclaman lo que consideran que a ellos les toca.

Yo he recorrido gran parte del territorio del Perú a lo largo de mi vida y te puedo decir que nada ha cambiado en los últimos 50, 60 a 100 años. ¡Nada!

Hemos tenido operaciones mineras en la sierra que han generado ingentes cantidades de impuestos y los políticos lo invertían en Lima, donde están los votantes. Con el tiempo, se creó el canon y las regalías. Se transfirió a las regiones y éstas no lo invirtieron, si no que se lo robaron. Por eso hay tanto conflicto. Los pobladores no están recibiendo beneficio alguno y acusan a las mineras. Lo que ellos no saben es que, a todo nivel de Gobierno, se están llevando la plata en carretilla. Esto también pasa en la selva con el petróleo.

Hay que resolver este problema creativamente. Por eso, hemos creado el premio “PERUMIN Inspira”, que es impulsado por el IIMP y el Centro Internacional de la Papa, con el apoyo de Kunan. Está dirigido a emprendimientos sociales con impacto en la disminución de brechas sociales y económicas, que contribuyan al desarrollo sostenible de las poblaciones de la sierra. Ya hemos captado 180 trabajos de proyectos sostenibles y hay que aprovecharlos.

¿Qué medidas debería tomar el Gobierno para impedir que más Juniors se retiren del Perú debido a la gran problemática y retos que afrontan en nuestro país?

Esta es una cuestión de normatividad. En el Perú un permiso de exploración demora entre nueve meses y un año. En Canadá toma un día.

El sistema para facilitar los permisos de exploración tiene que ser más “friendly”. No es posible que tenga que hacerse consulta previa para hacer exploración. Es decir, la consulta previa te sale más cara que la exploración misma. En realidad, la exploración debiera estar considerada como un servicio geológico porque es como censar las entrañas de la tierra. Es información que le resulta útil al país.

Otro tema es la devolución del IGV. Tú no puedes tener una política a largo plazo cuando cada año decides si vas o no vas a tener devolución del IGV para las exploraciones. ¡No tiene sentido!

Pese a todo, soy un fiel creyente que podemos crecer y mejorar empleando un nuevo enfoque basado en la innovación. Podemos llegar muy lejos dándole valor a lo que ya tenemos.

Why are social conflicts still one of the main problems for mining in Peru?

Because we have not developed a country vision nor a strategy. Everyone, with just aspiration, claims that they have a right to something.

During my life, I have traveled much throughout Peru and I can tell you that nothing has changed in the last 50, 60 to 100 years. Nothing!

We have had mining operations in the mountains that have generated huge amounts of taxes and the politicians invested it in Lima, where the voters are. Over time, the mining canon and royalties were created. These profits were transferred to the regions and they did not invest them. They stole it. That’s the reason why there is so much conflict. The communities are not receiving any benefits and accuse the mining companies. What they do not know is that, at all levels of Government, they are stealing on a grand scale. The same thing happens in the jungle with the oil.

You have to solve this problem creatively. That is why we have created the “PERUMIN Inspira” award, which is promoted by the IIMP and the International Potato Center, with the support of Kunan. It is awarded to social projects that are dedicated to the reduction of social and economic gaps, and that contribute to the sustainable development of populations in the Peruvian highlands. We have already received 180 proposals of sustainable projects and we must take advantage of them.

What measures should the Government take to prevent more Juniors from withdrawing from Peru due to the great problems and challenges they face in our country?

This is a matter of regulation. In Peru, an exploration permit takes between nine months and one year. In Canada it takes a day.

The system that facilitates exploration permits has to be friendlier. It can’t be possible that prior consultation has to take place before any sort of exploration. We have to consider that carrying out prior consultation is more expensive than the exploration itself. In fact, exploration should be considered a geological service because it is like registering the insides of the earth. It is providing useful information for the country.

Another issue is the recovery of the IGV (Peruvian Value Added Tax). You cannot have a long-term policy if you have to decide every single year whether or not you will have an IGV return for explorations. It doesn’t make sense!

Nevertheless, I am a true believer that we can grow and improve by using a new approach based on innovation. We can go a long way by giving value to what we already have.

El pasado primero de setiembre fue la ceremonia de clausura de los Parapanamericanos Lima 2019. Esta celebración marcó un punto de partida hacia un cambio de actitud en los peruanos en cuanto a su capacidad para organizar exitosamente eventos de gran envergadura con exigentes estándares internacionales. También marcó el inicio de una nueva mirada hacia el deporte. Con infraestructura deportiva nueva o renovada de primer nivel y con el récord histórico de 11 medallas de oro, los peruanos han comenzado a verlo como una fuente de ingresos y a preguntándose si Perú podría ser un importante competidor mundial.

Sin embargo, este optimismo no fue la norma. Lima fue elegida sede de los XVIII Juegos Panamericanos y los VI Juegos Parapanamericanos en octubre de 2013 durante la 51° Asamblea General de la Organización Deportiva Panamericana (ODEPA). La capital peruana le ganó a Ciudad Bolívar (Venezuela), La Punta (Argentina) y Santiago de Chile. Desde ese momento, surgieron voces escépticas que no apostaban por Lima.

The closing ceremony of the Lima 2019 Parapan American Games was held on September 1st, 2019. This celebration marked a starting point towards a change of attitude in Peruvians in terms of their ability to successfully organize large-scale events with demanding international standards. It also marked the beginning of a new attitude and vision towards sports. With new or renewed top level sports infrastructure and with the historical record of 11 gold medals, Peruvians have begun to see sports as a source of income and have begun to wonder if Peru could be an important world competitor.

However, this optimism was not the norm. Lima was chosen to host the XVIII Pan American and the VI Parapan American Games in October 2013 during the 51st General Assembly of the Pan American Sports Organization (PASO). The Peruvian capital beat Ciudad Bolívar (Venezuela), La Punta (Argentina) and Santiago (Chile). From that moment, skeptical voices emerged about Lima’s competency.

EL GRAN RETOHacia el 2014 brotaron cuestionamientos sobre la elección debido a retrasos en el inicio de las obras y a manejos poco acertados de recursos económicos. Surgió una solicitud para que la sede pasara a Santiago. La ODEPA respaldó a Lima en su asamblea de enero de 2015. Sin embargo, la duda ya estaba sembrada

En setiembre de 2016, Carlos Neuhaus asumió la presidencia de COPAL, el comité organizador de los juegos. Neuhaus necesitaba buscar urgentemente un nuevo modelo de gestión pública. Para ello, era indispensable contar con un equipo preparado y con “una visión de legado, asistencia técnica internacional especializada, procesos de contratación transparentes y competitivos, y con transferencias de conocimientos”.

Ante esa necesidad, se realizó un acuerdo de Gobierno a Gobierno con el Reino Unido para coordinar la cooperación y asistencia en Lima 2019. Así, el Perú aprovechó el know-how y utilizó un modelo de contrato caracterizado por ser simple, flexible y con buenas prácticas internacionales.

Este nuevo enfoque y modo de llevar a cabo los procesos permitió que el desarrollo de infraestructura y organización en general fueran realizados ejemplarmente.

“Había que sacar adelante un compromiso del Perú, si no cumplíamos, nos sacaban de los circuitos internacionales del deporte.”, resaltó Neuhaus.

Fue un verdadero orgullo para los peruanos cuando Neven Ilic, presidente de Panam Sports (Organización Deportiva Panamericana) mencionó durante la ceremonia de clausura, que Lima había tenido “los más grandes Juegos Panamericanos de la historia”.

THE BIG CHALLENGETowards 2014, heavy questioning about Lima as host city sprang up. This was basically due to delays in the start of construction and poor management of economic resources. A request arose for the 2019 games to be moved to Santiago. PASO supported Lima at its January 2015 assembly. However, the doubt was already sown.

In September 2016, Carlos Neuhaus assumed the presidency of COPAL, the committee in charge of organizing the games. Neuhaus urgently needed to seek a new model of public management. To achieve this, it was essential to have a team that possessed “a long term vision, specialized international technical assistance, transparent and competitive recruitment processes, and knowledge transfers”.

Given this need, a Government-to-Government agreement was made with the United Kingdom to coordinate cooperation and assistance in Lima 2019. Thus, Peru took advantage of the know-how and used a contract model characterized by being simple, flexible and with good international practices.

This new approach and way of carrying out processes allowed for the development of infrastructure and organization to be implemented in an exemplary manner.

“We had to comply with Peru’s commitment to the games. If we did not, we would have been removed from the international sport circuit”, said Neuhaus.

Peruvians felt true pride when Neven Ilic, president of Panam Sports mentioned during the closing ceremony, that Lima had hosted “the greatest Pan American Games in history.”

AMOR POR EL DEPORTE Y POR EL PERÚLa excelente organización sorprendió a los limeños quienes se contagiaron de entusiasmo y colmaron los complejos deportivos. En una encuesta de El Comercio-Ipsos, el 93% aprobó la organización de Lima 2019 y el 91% consideró que éstos iban a dejar un impacto duradero y positivo en la ciudad y el país.

Según comentaristas deportivos locales, ahora los peruanos encuentran en los medallistas nacionales ejemplos de que es posible el éxito en deportes distintos a los tradicionales fútbol y vóley. La maratón, el surf y el frontón (también receptores de oro) han logrado posicionarse con más firmeza en el imaginario peruano.

LOVE FOR SPORTS AND FOR PERUThe excellent organization surprised the Lima public who were infected with enthusiasm and filled the sports complexes. In a survey carried out by El Comercio-Ipsos, 93% approved of the organization of Lima 2019 and 91% considered that the games were going to leave a lasting and positive impact on the city and the country.

LOS JUEGOS Y LA ECONOMÍAAl cierre de esta edición, y dada la proximidad a la clausura de los juegos, los organizadores aún no habían publicado las cifras oficiales sobre el impacto de los juegos en la economía. Sin embargo, en julio 2019 Scotiabank dio a conocer algunas cifras y presentó proyecciones.

Indicó que el impacto económico de los Juegos Panamericanos Lima 2019 bordearía los 5,000 millones de soles (US$1,510 millones), monto equivalente al 0,7% del producto interno bruto (PIB), según COPAL.

Dicho monto incluye la inversión en infraestructura de US$1,000 millones (sin contar las obras viales, así como los gastos por turismo) la cual representaría un ahorro de 21%, ya que la cantidad inicialmente presupuestada fue de US$1.280 millones.

Scotiabank sostuvo que los Panamericanos (26 de julio al 11 de agosto) generarían la visita de 6,680 deportistas y 2.672 oficiales técnicos procedentes de 41 países. Agregó que los Parapanamericanos (23 de agosto al 1 de setiembre) acogerían a 1,890 deportistas y 925 oficiales técnicos provenientes de 33 países, según COPAL.

En cuanto a turismo receptivo, arribarían al Perú 175,000 visitantes, quienes generarían ingresos por 579 millones de soles (US$174 millones).

THE GAMES AND THE ECONOMYAs of the closing of this edition, and given the proximity to the closure of the games, the organizers had not yet published the official figures related to the impact of the games on the economy. MANTENIENDO EL ESPÍRITU LIMA 2019Los juegos le han dejado al Perú una gran sensación de logro. Sin embargo, las preguntas son, ¿cómo mantener el espíritu vivo? y, ¿cómo aprovechar la rica infraestructura deportiva dejada por los juegos?

Según el economista peruano, Alberto Pascó Font, “esta es la oportunidad para trabajar en conjunto en un horizonte de largo plazo, entre el sector público y privado, para aprovechar la inversión realizada y proyectarnos deportivamente a nivel internacional”.

Los peruanos ya han probado que pueden lograr grandes hazañas. Por lo tanto, que el próximo reto sea mantener el espíritu de Lima 2019.

KEEPING LIMA 2019 SPIRIT ALIVEThe games have left Peruvians with a great sense of achievement. However, the questions now are, how can Peru keep the spirit alive? And, how can the country take advantage of the rich sports infrastructure left by the games?

According to the Peruvian economist, Alberto Pascó Font, “this is the opportunity for the public and private sectors to work together on a long-term horizon, to take advantage of the already made investment and project ourselves internationally.”

Peruvians have already proven that they can achieve great feats. Therefore, the next great challenge is to keep alive the spirit of Lima 2019.

CANADÁ EN LIMA 2019Team Canada estuvo presente en Lima 2019. La delegación estuvo compuesta por 477 atletas (280 mujeres y 197 hombres) y Canadá quedó en cuarto lugar en el medallero . Un momento destacado para Canadá fue cuando Natasha Wodak rompió el récord panamericano en 10,000 metros planos, al hacer un tiempo de 31 minutos, 55 segundos y 17 centésimas, ganando el oro. Wodak rebasó por 46 segundos el récord anterior.

CANADA IN LIMA 2019Canada was definitely present in Lima 2019. The team was made up of 477 athletes (280 women and 197 men) and Canada was fourth in the medal table. Natasha Wodak became Canada’s top star when took home the gold and broke the Pan American record of 31:55.17 in the women’s 10,000 meter race. Wodak surpassed the previous record by 46 seconds.

La ya tradicional recepción ofrecida en la residencia de la Embajada por el día patrio canadiense fue especialmente importante y significativa este año. No sólo se conmemoró el 152° aniversario de la fundación de Canadá como país, sino también los 75 años de relaciones diplomáticas entre ambos Estados. La comunidad peruano canadiense también pudo aprovechar el evento para brindarle una cálida despedida a la Embajadora Gwyneth Kutz quien estaba por culminar su mandato como máxima representante diplomática de Canadá en el Perú tras cuatro años en nuestro país.

Las ejemplares relaciones bilaterales comenzaron oficialmente en 1944 y han crecido exponencialmente desde aquel entonces. La CCCP, de la mano con la Embajada de Canadá, asumió la difícil tarea de poder organizar una recepción que - a través de la decoración, música, comida y ambiente – pudiese recrear esa consolidada y madura amistad. La recepción contó con seis estaciones de comida y bebidas tanto de Canadá como de Perú. Cada una de las estaciones representó uno de los valores compartidos por ambos países: respeto, multiculturalidad, prosperidad, cuidado de la naturaleza, creatividad, innovación, intercambio y amistad.

En su discurso, José Vizquerra, presidente de la CCCP resaltó que “el excelente vínculo que existe entre ambos países es trasversal y evidente en diferentes planos: el compromiso con la democracia, la cooperación multilateral, la gestión responsable de recursos, el comercio e inversión y la cooperación para el desarrollo, la educación, la defensa y la seguridad”.

Por cuarto año consecutivo, la Cámara de Comercio Canadá-Perú (CCCP) y la Cámara de Comercio Suiza en el Perú (CCSP) organizaron exitosamente una elegante cena realizada el 4 de setiembre en el hotel Westin, la cual congregó a más de 340 ejecutivos.

Las palabras de bienvenida las dio el presidente de la CCCP, José Vizquerra, quien presentó al presidente de la República, Martín Vizcarra. El mandatario indicó que “la inversión privada es imprescindible para el desarrollo de un país como el Perú. Los beneficios de esa inversión privada son responsabilidad del Gobierno en donde debió haber un mejor manejo”.

For fourth consecutive year, the Canada-Peru Chamber of Commerce (CPCC) and the Swiss Chamber of Commerce in Peru (SCCP) successfully organized an elegant gala dinner that brought together more than 340 executives and was held on September 4 at the Westin Hotel.

The welcoming remarks were delivered by the CPCC’s President, José Vizquerra, who welcomed Peruvian President Martín Vizcarra. The head of state said that “the Government is responsible for managing the benefits obtained from private investment and it should have done a better job at that in the past”.

The Minister of Economy and Finance, Carlos Oliva; the Minister of Housing, Construction and Sanitation, Miguel Estrada; the Minister of Transportation and Communications, María Jara; the Minister of Energy and Mines, Francisco Ísmodes; and to the President of the Central Reserve Bank of Peru (BCRP), Julio Velarde, were speakers at the dinner.

Por su parte, el Ministro Ísmodes sostuvo que el sector minero representa 16% PBI anual del Perú y que la inversión está incrementando. Señaló que la meta del MINEM en inversión minera para 2019 es de US$6,000 millones y la meta en exploración minera, de US$430 millones. Comentó que esperan sacar adelante US$240 millones que están en trámite.

La presentación final fue dada por Julio Velarde quien mencionó que el crecimiento del Perú “ha sido realmente impresionante. Pero algo está faltando en la inversión pública. El escenario de inversión sí debe mejorar”.

Las palabras de cierre las dio Antonio Gnaegi, vice presidente de la CCSP. El reafirmó que el objetivo de esta plataforma es generar la interacción entre el empresariado y el Gobierno; y que sirve como un espacio donde las autoridades estatales comparten los planteamientos y avances de su gestión.

On his part, Minister Ísmodes said that the mining sector represents 16% of Peru’s annual GDP and that investment is escalating. He noted that the Ministry of Energy has set US $ 6,000 million as the goal for mining investment in 2019; and US $ 430 million for mining exploration. He expects US $ 240 million (currently being processed) will be allocated.

The final presentation was given by Julio Velarde who mentioned that Peru’s growth “has been really impressive. But something is missing in public investment. The investment scenario should improve”.

The closing words were given by Antonio Gnaegi, vice president of the SCCP. He reaffirmed that this platform’s objective is to commence an interaction between the business community and the Government. He also stated that the event allows State authorities to share the achievements attained by their administration.

La CCCP y la Cámara de Comercio Suiza en el Perú organizaron un “Business & Wines”, evento que consiste en una presentación a cargo de un importante expositor, seguida por un cóctel de networking.

En esta oportunidad, María Isabel León, primera mujer en dirigir a la CONFIEP, ofreció una exposición sobre el crecimiento económico del Perú y los problemas actuales de política y gobernabilidad.

Destacó que la CONFIEP ha tendido un primer puente hacia el Gobierno al entregarle al Presidente Martín Vizcarra el documento “Agenda País” Versión 1.0. En éste, la CONFIEP identifica los principales problemas que enfrentan los diferentes sectores económicos y brinda recomendaciones de políticas para lograr mayor crecimiento.

Durante su presentación, sustentó los motivos por los cuáles el Perú debe continuar con el Proyecto de Modernización de la Refinería de Talara (PMRT) el cual le permitirá contar con seguridad energética y con otra fuente de activación de la economía. Dicho megaproyecto de ingeniería y construcción iniciado en 2014 consiste en la ampliación y renovación de la refinería.

“Desde el punto de vista estrictamente financiero, continuar con el PMRT es la decisión correcta. Permite alcanzar una rentabilidad de entre 15 y 20 %”, subrayó durante el NBC.

During his talk, he discussed the reasons why Peru should continue with the Talara Refinery Modernization Project (PMRT, in its Spanish acronym). He stated that it will allow Peru to enjoy energy security and to have another motor for the economy. This engineering and construction megaproject that began in 2014 entails the expansion and renovation of the refinery.

“From a strictly financial point of view, it is the right decision to continue with the PMRT. It will increase profitability by 15 and 20%,” he stressed during the NBC.

Jorge Benavides and Alberto Casas gave a presentation on the projects that Canada’s First Quantum Minerals has in Latin America. They talked about Copper Panama (Panama) and Taca Taca (Argentina); and spoke extensively about Haquira in Apurimac.

Copper Panama made its first shipment of copper concentrate (31,200 tons) in June 2019, thus initiating copper export from Panama. For its part, Taca Taca would annually produce 244,000 tons of copper concentrate, 110,000 ounces of gold and 4,100 tons of molybdenum concentrate.

As for Haquira, Benavides said the investment “would be of approximately USD $ 2.8 billion with an estimated annual average production of 230,000 tons of copper in the first 10 years.” The project’s shelf life is of approximately 20 years.

Subrayó además que, con una sabia administración de los mencionados recursos, Arequipa podría lograr grandes mejoras en agua y saneamiento, transporte y comunicaciones, salud, educación y agricultura. “Cuando vemos todo lo que puede desarrollar una región con una buena organización, cuesta creer la resistencia al proyecto”, lamentó Jacob.
