Procedure for On-line Submission of Tender Document

The Tender for the above works are invited online. The following procedure will be adoptedfor online opening of the price bids.

DEPOSITING THE BIDS:

The bids will be submitted through on-line mode of www.mpeproc.gov.in. However, certaindocuments would be required to be submitted physically to our office. Details are as follows:-

Technical Bid envelope-A will be opened before a committee constituted for the purpose. Afterverification, scrutiny and due recommendation of the committee, the financial bid of the eligibletenderer who have offered their rates in the price bid shall be opened on-line.

Terms and Conditions:

1. Authorized distributors or dealers or agents or suppliers or resellers need to submittheir tender.

2. Authorisation certificates from the OEM for the main items should be furnished alongwith the tender. Third party authorization can be considered by the committee ifrequired, for consumables, accessories and other items.

3. Tenderer must be in the business of audio/video installations for a minimum of 5years on the date of submitting the tender. Details of the business and experienceshould be furnished as per the clauses stated. No person or firm shall submit morethan one Tender for the same item.

4. Equipments offered should be new and of latest technology. Second hand, rebuilt,refurbished, reassembled or renovated equipments shall not be accepted. Anaffirmation to this effect will have to be made on the tender form.

5. It is mandatory to provide all the relevant information in Annexure I.6. Broad-based specifications of equipment/items/systems/works etc. are given in

Annexure II. The tender should also take note of the remarks, if any, given there in.7. a. Tender must be submitted on-line as per ‘Important Dates’ given above.

b. Physical submission of documents - Belated due to postal or any other delay will berejected.

c. The tender offers should have a validity of 180 days or more from the due date. Thetenders will be valid for 6 months from the date of opening.

d. J.N. Krishi Vishwavidyalaya reserves the right to extend the opening due date and orthe date of opening the tenders.

e. All the leaflets in the offer should be marked with signature and seal of authorizedperson.

8. a. Tender can be purchased on-line from www.mpeproc.gov.in – Start Date:26.04.2016, 11.00 am to 13.05.2016, 11.55 pm.

f. Financial Bids of qualified bidders will be opened on 30.05.2016, 10.30 am to5.00pm.

G. The main duly sealed envelope should superscribe tender for the item no.___________ (name of the equipment) due on………………. for DES.

9. a. Rates should be quoted in Indian Rupees only.

b. The rates quoted should be for single complete unit with F.O.R. delivery at JNKVV,Jabalpur. The rates quoted should be inclusive of packing and forwardingcharges/loading/unloading/handling charges/freight/full risk coverage insurance, etc.In case of imported goods all the expenses towards any type of duty, clearing chargesand transportation with insurance will be borne by the firm/tenderer.

c. Sales tax/VAT (with and without concession certificate) and other levies, if any shouldbe shown separately and the total price of each item should be worked outincorporating the same.

d. Any other charges, such as technical service charges, cost of training, installationcharges, TA/DA of tender’s staff etc. if any, should be shown separately for each itemand each sub-item.

f. Prices for the main item and accessories only should be given separately. This isnecessary to workout prices of a desired configuration.

10. The tender should be accompanied by detailed printed technical literature withspecifications, make and model number of each item and each sub-item quoted in thetender. Specifications given in the offer must match to the website and/or printedtechnical literature or better otherwise the offers shall be rejected. Technical literatureof quoted equipments (Tender Item No. must be written on the literature/brochure).

11. The tenderer should furnish the names and addresses of the users/govt. departmentetc. of each of the equipments offered, if possible. At least one work of a similarnature (SICT) should have been completed, details of which must be furnished. Thetenderer may be called upon to furnish further details or documentary evidence tocorroborate the works carried out.

12. The tenderer should furnish the address of his authorized and registered servicecentre. The tenderer should also mention details regarding the availability of sparesafter the warranty period.

13. The tenderers should indicate against each of the items offered period of delivery fromthe date of placement of order/date of acceptance.

14. In the event of a tenderer withdrawing his tender within period of its validity entireearnest money and any other deposit made by him along with the tender submittedshall be forfeited.

15. For equipments which are not offered from ready stock it shall be the responsibility ofthe tenderer to procure by himself the necessary Import License, if necessary. It hasto be affirmed on the tender form that the offer is from ready stock or not or the time tobe taken for procurement/manufacture, as the case may be.

16. Equipments tendered should be delivered at the premises of the JNKVV situated atJabalpur erected and handed over to the Director Extension Services, in satisfactoryworking condition. Unloading charges will have to be borne by the Tenderer/Supplier.

17. Rates to be quoted for delivery upto JNKVV, Jabalpur premises, inclusive ofinstallation and commissioning of the equipment. Any damage during transportation,installation and commissioning will be the responsibility of the supplier.

18. The Director Extension Services is not bound to accept the lowest or any tender andreserves the right to accept any tender in whole or in part and shall have the right toaccept or reject any tender without assigning any reason.

19. Training for operating the equipments shall have to provided free of cost by thesupplier to at least five persons for one week training.

20. Complete illustrated and descriptive technical details, drawing of mechanical andelectrical must be enclosed along with the supply of the equipment. Salient featuresand details of consumables etc. in respect of each item offered should necessarily befurnished with the tender, in the form of a brochure or a duly signed declarationwithout which the offers will not be considered.

21. If the approved tenderer fails to supply required equipment, then Director ExtensionServices shall be at liberty to either re-tender or purchase such equipment for nextvalid tenderer. In such condition the security deposit of defaulter tenderer shall beforfeited and loss incurred to Government shall be recoverable from him as arrear ofLand Revenue.

22. All losses during transit will have to be made good by the tenders at his cost within aperiod of 15 days.

23. The tenders must guarantee satisfactory functioning of the equipment/system andfree service including free replacement of parts for a period of 1 year from the date ofsuccessful and satisfactory installation of the equipment/system.

24. Tender Document Cost:

The details of tender document can be downloaded from website(www.mpeproc.gov.in) and tender document cost Rs 5,000=00 only (rupees fivethousand only) should be submitted on-line on the portal.

No one shall be exempted from the remittance of Tender Document Cost.

25. EMD:

The “Technical Bid” of each item must be accompanied by Earnest Money Deposit(EMD) as shown in Annexure-II in the form of Crossed Bank Draft/Pay Order/Banker's/ Manager's/FDR/TRD of any Nationalized Bank made in favour of “DirectorExtension Services, JNKVV, Jabalpur”. Without the earnest money in the aboveform, the offers will be rejected. The EMD in the form of Firm’s Cheque will not beaccepted and the offer will be rejected.

26. Payment Terms:The standard terms and conditions of payment is in full only after the successfulsupply, installation, commissioning, testing, demonstration and training to thesatisfaction of JNKVV authorities.

27. All taxes will be borne by the tenderer/supplier.

28. Please quote maximum discounted price.

29. The offer must mention make, model all the specifications of the item clearly. Thecompany must enclose original printed literature/catalogue/manufacturer’s web-siteshowing detailed technical specifications required. A folder showing many instrumentswithout detailed technical specification, or tailor made literature mentioning “yes” or“as per your specifications” for the specifications asked for, will not be considered.

30. Firm must provide a compliance statement vis-à-vis specifications in a “tabular form”clearly stating the compliance, supported by technical literature with clear reference.This statement must be signed, with the company seal, by the Tenderer for itsauthenticity and acceptance that any incorrect or ambiguous information foundsubmitted will result in disqualification of the offer.

31. Any deviation, variation of non-compliance of the terms and conditions by the tendersshall be considered as a breach of contract and JNKVV, reserves the right to forfeitthe amount of earnest money and/or security deposit in part or in full and take actionas per legal arrangement. Tender which does not comply with any of the conditions isliable to rejection.

32. Any judiciary matter shall be in Judiciary of Jabalpur only.

33. Tender will not be considered if the firm does not supply a copy of the TIN & PANallotted to it. PAN of the owner or any other persons will not be accepted.

Tender shall be rejected, if-(a) it is not submitted in the prescribed Tender Form.(b) The Tender Deposit is not furnished or is furnished in any other form than those

specified; any offer or demand to consider any previous year's deposit asTender Deposit for the present tender is not acceptable and the Tender shall bedeemed to be without valid deposit.

(c) It is submitted without list of users and technical literature of the offeredequipment;

(d) Assurance letter to supply the spare parts and service engineer(e) The tenderer has failed to put in his signatures in all the places provided for the

purpose in this Tender Form;(f) The tenderer has imposed any other conditions beyond those contained in

thisTender Form;(g) The tenderer has made any additions or alterations in the contents of any of

these pages of the Tender Form(h) The rates quoted are not free from erasures, corrections, overwriting or

overtyping;(i) Copy of valid Registration Certificate under State/Central/Commercial Sales Act.

34. The competent authority shall not be bound to accept any equipment supplied inexcess of the quantity mentioned in supply order(s) and of other than the prescribedspecifications. The equipment not conforming to the prescribed specifications will bereplaced by the firm within fifteen days after receipt of intimation by him in this behalf.

35. In the event of any loss or any shortage in transit, the contract or shall be liable tomake good such of the losses and shortages found on checking of the equipment(s)by the consignee(s) from the date of receipt of intimation by the firm in this behalf. Thedecision of the competent authority in such cases as well as in its/their rejection shallbe final, conclusive and binding on the firm.

36. If the firm fails to make supplies within the time specified in the supply order, or tomake up the deficiency demanded or to replace the rejected equipment (s) and/ormaterial(s) within the prescribed time, the competent authority may at the cost andrisk of the firm purchase said equipment(s) etc. from any other source after givingnotice to the firm and recover from the firm any extra cost incurred in making suchpurchases above the contracted price or deduct the same from any sum payable tothe firm or from his security and tender deposits.

37. If the firm fails to remove the rejected equipment(s) etc. the competent authorityshall return them at the firm's own cost and risk to his last known address anddeduct the expenses incurred thereon from any of the sums payable to the firm orfrom his security and tender deposits. The competent authority shall not be liable forany deficiency in or damage to the rejected equipment(s) occasioned or occurringwhile they remain in or under his possession or control or in transit.

38. Prices shall remain unchanged during the contract period or 6 months from the dateof commencement of agreement. The rate once approved by the Committee shallnot be increased for any reason or under any circumstances such as variation ofexchange rates or increase in cost of product or increase in transportation etc.Supplier will be bound to supply on the same rates as quoted in the tender, exceptfor changes in statutory levies like S.T./VAT.

39. Free Service - The firm will provide without extra charges and free service for aperiod of 12 months from the date of installation of the equipment(s) for the defects,if any in the equipment(s) at the respective place(s). Training for operating theequipment shall be provided free of cost by the supplier.

40. Warranty - All equipments will carry factory warranty for a period of 12 months fromthe date of installation. During the period any part or parts found defective due tofaulty materials or manufacture will be repaired or replaced by the supplier by theconsignee(s) concerned freight pre-paid and duly insured. Return freight andinsurance on such parts will be chargeable to the supplier. Warranty period can beextended for another year if equipments is not found running satisfactory duringwarranty period. Prompt after sales service should be ensured.

41. Installation and trial run should be carried out at the supplier’s risk.42. The supplier shall also undertake that the firm have never been black listed by any

Govt/Quasi Government firm in India and no case is pending at present against thefirm. This should also be made clear in the tender as a preliminary undertaking.

43. During the erection/commissioning or performance during warranty period, if theequipment supplied is found defective, improper or not as per the specification or ofinferior quality or is not otherwise in accordance with the contract, then DES shall

intimate this fact in writing to the supplier for rectification/replacement of suchdefective equipment at their own cost to the entire satisfaction of the DES. In theevent of their failure to do so as above, DES reserves the right to carry out such repairworks at the risk and cost of defaulted supplier.

44. J.N. Krishi Vishwa Vidyalaya reserves the right to accept or reject any or all offers infull or in part without assigning any reason (s) therefore. It also reserves the right toplace and order wholly or in part with one or more than one firm as they may beconvenient to JNKVV. The DES reserves the right to accept or reject any bid in wholeor any part without assigning any reason thereof. Any revision in price/terms andconditions of the tender submitted after opening of the tenders shall not be accepted.

45. The purchase will depend on availability of funds and depends on feasibility of settingup the recording studio/technical film division.

46. The tenders shall have to give an undertaking that the terms and conditions asmentioned above in this tender are acceptable to the tenderers (in Annexure I).

2. Wall Acoustic Treatment

Supply, providing and fixing of wall acoustic panel forsound recording studio, made by any one of the belowmentioned specifications :

a). 12 mm thick 595 mm x 595 mm fully perforatedGypsum board on framework of GI sections fixed on tothe walls with the help of wooden screws. The GIframework will consist of galvanized MS sheet having athickness of 0.7 mm (22 SWG) fixed on to the wall bothvertically and horizontally to form a 600 mm x 600 mmgrid. The space between the wall and the gypsum boardis to be filled with 50 mm thick 48 kg/cubic meter densityresin bonded glass wool in the form ofblankets/rolls/cotton cloth bag of uniform thickness. Thecloth should be treated with copper naphthenate andkerosene treatment. A conduiting space of 150 mm x 100mm is to be created at the adjoining area of the wall andfloor to run signal and power cables across the roomwithout any obstruction.The conduiting space will have 12 mm thick wooden flap

The gypsumboards will be joined and finished so as to have a flushlook which includes filling and finishing the tapered orsquare edges of boards with joining compound and papertapes and two coats of primer suitable for gypsum boards(as per the recommended practice of India Gypsum orequivalent) and painted as per the approved colourincluding two coats of OBD paint to the tiles. Thecontractor will arrange all the materials and tools,necessary scaffolding, labour etc.

2. Fixing framework of good quality wood of size 50mm x50mm at 600mm x 600m cross section. The frame shallbe fixed to the wall for low frequency treatment and shallbe comprised with 12mm commercial termite-resistant plyas a facing material. 50mm thick and a density of16kg/m3 thermal insulation with resin bonded fiber glasswool supported on G I mesh as absorbing material fixedwith wooden frame.

For controlling the reverberation time (RT60) ofcomplete bandwidth of sound for studio, 50 mm thickthermal resin bonded Fiber glass wool of density 16kg /c. meter with G I Mesh and thin fabric for holding theglass wool of frame work. Wall acoustics final finish bystudio grade velvet thick fabric to minimize the mid & highfrequency reverberation.

4. Studio Flooring

For studio wooden floor first 8mm neoprene pad will befixed with the cement floor after then 8mm HDF finishreadymade floor to be fixed over the neoprene sheet .

6. Wooden Acoustic Fire Door

1. Supply and fixing of 3 Nos. of single leaf woodenacoustic doors of sizes 7 ft. x 4 ft on the woodenpartitioned acoustic wall using suitable door frame. The 1¾ inch thick mineral fiber filled doors should have 3 mmthick rubber interlayer sheet for acoustic insulation. The 2hour fire rated door will have minimum 200 micron fireretardant spray paint coverage and fire and acousticsealing on all sides except bottom without any externallipping. The door is to be fitted with door closer, handleset, tower bolt and latch hasp barret bolt set. The chowkatmade by 4.4"x4.5" teak wood as per requirements.

2. Supply and fixing of the magnetically sealed Soundreducing doors inclusive of teak wood chowkhat. Filledwith high-density polymer & acoustical insulatingmaterials. The door to have 2 nos. magnetic seals &panel to be faced with 38x1.2 mm anodized MS strip.Faced with Commercial ply laminated with 1mm thicklaminate.
