Lublin in numbers
Transportation is one of the crucial public services provided tothe community by local authorities. Its organization and accessibilitytestifies to the quality of living in a given metropolis.The greater and more developed the urban center, the moreurgent become any investments related to the public communicationnetwork. With the ever expanding suburban sprawl, notonly do inhabitants expect convenient access to communitybuses and trains but also fast connection with the city centerfrom more and more distant areas. More than ever before awell-organized, extensive transportation network is becoming asolution to high tra�c density, long commuting time and excessive pollution levels.
The local authorities of Lublin City in Poland carry out a verydynamic investment policy. Between 2011-2014 the annualinvestment budget has been increased almost threefold andreached a total of 480 millions EUR, over 50% of which comesfrom European Union subsidies. Over 25% of this, i.e. more than150 millions EUR, goes to the improvement of transportationquality. First and foremost, the Lublin Airport was opened inDecember 2012 which served almost 940 000 passengers since opening. Moreover, construction works are close to completion at the city ring road and express road towards Warsaw. Finally, in the city itself, new buses and trolleybuses were purchased, electronic passenger information system at bus stops was introduced, trolleybus overhead wiring was replaced and extended to reach new districts of the city.
Not only these, but many more convenient solutions wereimplemented which translated into a massive increase in thenumber of passengers turning to community transportationinstead of cars.
In the coming EU financial perspective of 2014-2020, the cityauthorities are planning to continue this policy. Now, however,time has come to modernize and integrate the regional communicationnetwork. The project involves rearrangement of thecurrent train station (PKP) area and construction of a busstation (PKS) in the direct neighborhood. At present, the twostations are located at a considerable distance from oneanother which makes travelling via Lublin more di�cult. In thesame time, it also causes organizational dilemmas for themunicipal transportation since it requires the two centers oftransportation to be connected with the city in an equallyintensive way. Integating the entire passenger tra�c in oneplace would not only facilitate interconnecting and commutingto the suburbs and neighboring towns but also improve theinternal municipal community transportation system.
The goal of the new investment project, which is referred to asthe Construction of Metropolitan Intermodal Station, is toprovide modern and convenient infrastructure for the new busstation next to the existing Railway Station. The related opportunitiesfor financial investors are ample: the building will belocated next to a major transportation hub and the Local SpatialManagement Plan for the area allows a great variety ofactivities to be located there. Therefore, it will be possible toconsruct a medium-size shopping mall, o�ce spaces and accommodation facilities. The present document illustrates thefundamental assumptions of the project.

About the project
Scope of the project
The investment project presented here for your considerationinvolves financial contribution for the construction of a newLublin Bus Station together with a modern shopping mall,o�ce space as well as some hotel premises. The investortogether with the municipality and a developer will createa special-purpose entity. As a result, the profit will be earnedchiefly out of lease agreements signed with tenants.
Rationale behind the project
It is located in the vicinity of new business and leisure infrastructuresuch as City Stadium and Fair and Exhibition Center (see pp. ).Moreover, it is planned in an immediate neighborhood of the LublinRailway Station and the two are to be integrated into a majortransportation hub, often referred to as Intermodal MetropolitanStation. Therefore, it is pictured as the main point of interconnectionfor the passengers travelling to, from and via Lublin.On one hand, it will allow to gather all forms of transportationunder one roof and facilitate passenger tra�c. On the otherhand, it will regenerate the derelict area of Railway Stationsurroundings thus rendering them attractive for traders,businesspeople and other kinds of stakeholders seeking newopportunities. It will above all be exceptionally well-connectedwith both city center and city suburbs which is a rare case inother locations.

The model of locating railway and bus stations in a direct vicinity of a shopping mall have proved successful in various Polish cities, including Cracow and Katowice. The passengers waiting for a connection turn into natural customers in search of

One advantage of the presented project is the vicinity of the transportation hub on one hand, and such facilities as the new City Stadium and Fair and Exhibition Center on the other hand. Another plus is there is no other hotel in the area.
The new building will therefore be situated in a very favorable place for retail space tenants, modern business services companies and travelers willing or forced to stay overnight in the city.
Costs
The total value of the presented project is estimated at 600 millions PLN (140 millions EUR).

Aqua LublinDistance from the future bus station: 1.1 km
Aqua Lublin was finished in 2015. It is equipped with a mobile bottom floor, which is divisible into smaller areas thanks to special constructions. In the new building, there is leisure pools,spa, sauna, bio therapy as well as fitness club and a restaurant.The platforms has seat for 2100 viewers. The new complex isintegrated with the existing community swimming pool and iceskating rink at Al. Zygmuntowskie St. The value of the investmentreaches 26 mln EUR.
Arena LublinDistance from the future bus station: 0.8 km
The Stadium was built in September 2014. The building is dedicated to football games and its capacity reaches 15,500 seats. The infrastructure is also capable of hosting concerts, fairs, festivals and other major municipal events of considerable scale. Aside from the new stadium itself, the project involved the construction of new access roads, including a new bridge on Bystrzyca River. The value of the investment reaches 37 mln EUR.The value of the road works reach another 35 mln EUR.

Targi Lublin S.A. is the only fair and exhibition centre in easternPoland with such extensive facilities and professional sta�. The facility hosts over 30 fairs yearly as well as congresses, conferences, trainings and other occasional events, such as banquets, concerts and art shows. As a result of the expansion project completed in 2012, Targi Lublin S.A. currently boast a total indoor exhibition surface of 10,800 m2, 2 conference rooms for 150 people each, facility adapted to organizing conferences for 1500, external exhibition area of 5 000 m2 as well as 500 new parking places.

Lublin Railway Station is the most important railway station in the city. It is sometimes referred to as Lublin Główny (Lublin Main), to distinguish it from two other (much smaller) stations located in Lublin. The main station building was opened in 1877, together with the Vistula River Railroad, which connected Warsaw with Kovel (Lithuania). The station serves trains running on the three significant passenger lines radiating from Lublin: the line to Warsaw, the line to Chełm and the border with Ukraine, and the line to Przeworsk. It is one of the busiest stations in eastern Poland, with over 50 train departures on a typical day.

The main tra�c artery in the region is the national road no. 17 connecting Lublin with Warsaw from the west and with the Ukrainian border from the east. The Kurów - Lublin – Piaski section of this road has the expressway status (S17). The remaining sections of the S17 expressway project between Warsaw andLublin has been accomodated in the "National Road Construction Programme for the years 2014-2023”. The project has been divided into 4 sections which the investor (GDDKiA) plans to complete by 2020.
The S19 expressway connecting Lublin with Rzeszów and thus with A4 motorway is also planned to be completed by 2020. Currently, the western bypass of Lublin is being built under this investment project scheduled for completion in 2016.

For Lublin, the most important railway line is line no. 7, connecting the city with Warsaw. Modernization of this route planned for 2020 between Lublin and Otwock will reduce travel time to hour and a half. The trains will reach a speed of 160 km/h at 90% of the Deblin - Lublin section of this route.
Dart electric multiple units designed and built by Bydgoszcz Pesa will begin to run on the Warsaw-Lublin route as early as December 2015. They will improve significantly the comfort of traveling on this route.
Lublin has also a good rail connections with other major Polish cities: Katowice (ca. 5h), Kraków (ca. 4h), Poznan (5h 40 min), Szczecin (9h), Gdansk (ca. 8,5h), Wrocław (ca. 8h), Bydgoszcz (6,5h) and Rzeszów (ca. 3h). Moreover, the direct train connection allows for accessing the Lublin Airport from the city centre within 15 minutes.

The Lublin Airport was o�cially opened on December 17th, 2012.Built from the ground up, it is not only the youngest but alsothe easternmost airport of the European Union. Since November2014 there is a fixed border crossing at Lublin Airport. In 2015, Lublin Airport carried over 3 700 flight operations and has served more than 265 000 passengers. It is worth mentioning, that in 2015 WizzAir opened their new operational base at Lublin Airport. At the moment the Lublin Airport serves the fallowing international destinations: London Stansed, London Luton, Dublin, Oslo Torp, Doncaster Shie�eld, Glasgow, Frankfurt on Main, Stockholm, Eindhoven. Charter flights are scheduled to holiday resorts like Burgas. Undeniably, the greatest success of all so far has been the opening of connections to Frankfurt, one of the biggestaviation hubs in Europe, and cooperation with Lufthansa in thisrespect. The number of destinations and flight operationsis expected to grow: the 11 000 sq.m. terminal is able to servefour B738/A320 class planes in the same time.
Lublin Airport is conveniently located only 12 km from the Lublincity center. Moreover, it is possible to access the airport by trainin just 15 minutes, directly from the terminal to the downtownLublin.
Port Lotniczy Lublin (The Lublin Airport) is a joint-stock companywith a seat in Lublin. It is owned in 100% by local governments:Lublin City, Lublin Voievodeship as well as City and Poviat ofSwidnik. With approx. 60% of shares the Lublin City is themajor shareholder. The total cost of the investment amounts to 110 mln EUR.

Lublin is the biggest academic centre in EasternPoland. There are five public universities of internationalrenown and several private colleges whose studentscome from Poland and abroad. Over 67,000 peoplestudy in Lublin, including over 5,600 foreigners. Thelarge number of students makes Lublin a city fullof young and dynamic people whose creative potentialis used to the benefit of the city by various researchcentres and companies looking for new technologies.
In the academic year of 2015/16 in Lublin Region, themost popular faculties were those related to Medicine and related, which attracted 14,1% of students. 12,9% students selected Business and Administration programmes and 10,9% chose Social faculties as their major. Amongthe least popular programmes there were Biology(1,2% students) and Social Care (0.8%).

The city is becoming more and more popular with foreignstudents. Strategy and Investor Relations Departmentof the Lublin City Hall carries out a programme Study in Lublin(www.study.lublin.eu) whose aim is to attract foreigners to thecity. Results of such campaigns are becoming more and morevisible – the number of foreign students is rising and hasreached 5,639 in the academic year 2015/2016. Thus Lublin is among the first three Polish cities in terms of rate of internationalization of students.
In the foreign students community, 21,9% people study atthe Medical University of Lublin. 35% of them come fromTaiwan, 14% from the USA, 11% from Norway and 10% from SaudiArabia. Such countries as India, Spain and Canada are alsorepresented. The largest number, almost 70% foreigners, arecitizens of Ukraine and Belarus. They, however, mostly choosesocial and human sciences, economy and engineering.

The Janów Podlaski Stud, established in 1817, is the oldest stateowned and operated horse stud in Poland and also one of themost beautiful in Europe. Despite the name, the stud is situatedtwo kilometers from Janów itself, in a village called Wygoda.Picturesquely set amidst lush meadows, along the border riverBug, Janów Podlaski is undeniably a true "equine paradise".Although it is the breeding of purebred Arabians which hasmade Janów Podlaski famous worldwide, the Stud's manyachievements in Anglo-Arabian breeding are also worthy ofrecognition. Each summer, Janów Podlaski Stud hosts thefamous Arabian Horse Days. This year’s event will take place on15-19th of August 2014. Kazimierz Dolny is a small town in the western part of LublinVoivodeship, on the right bank of the Vistula river. As one of themost beautifully situated little towns in Poland with perfectlypreserved Renaissance architecture and medieval urban plan,it is a considerable tourist attraction. It enjoyed its greatestprosperity in the 16th and the first half of the 17th century, dueto the trade in grain conducted along the Vistula. It became aneconomic backwater after that trade declined, and this freezein economic development enabled the town to preserve itsappearance. Since the 19th century it has become a popularholiday destination, attracting artists and summer residents.Today, it is an art center in Poland. Many painters retreat to thissmall town to paint and sell their work. Galleries can be found inalmost every street, o�ering for sale sculptures, stained-glass,folk art, and fine art.

Zamosc is a town in southeastern Poland, situated in thesouth-eastern part of Lublin Voivodeship. The historical citycentre was added to the UNESCO World Heritage List in 1992.In the view of UNESCO, "Zamosc is a unique example ofa Renaissance town in Central Europe, consistently designedand built in accordance with the Italian theories of the "idealtown" on the basis of a plan which was the result of a perfectcooperation between the open-minded founder, Jan Zamoyski,and the outstanding architect, Bernardo Morando.
