The Council of Content Providers and Aggregators Working Group

• The Council of Content Providers and Aggregators Working Group• The Council of Content Providers and Aggregators has several Working Groups

which deal with issues and problems from across the field. The CCPA Working Groups reflects the opinion and development of content providers and aggregators. Following five Working Groups are currently represented; User Engagement, Financial/Sustainability, Ethical, Technical and Legal.

• If you are a member of the CCPA, we invite you to sign up for our Working Group. Each Working Group has its chair responsible for coordinating the work, and one CCPA officer to liaise between the CCPA and the Europeana Foundation. Every CCPA member is welcome to join more than one Working Group in order to receive updates on the outcomes of the Working Group.

• Each Working Group has a reflection group and a core group. • REFLECTION GROUP: Once you are registered to a Working Group, you are

automatically part of the reflection group and you are on the mailing list for that particular group. The reflection group members are invited to participate in discussions within the Working Team and to revise available documents and reports, which will be available at Europeana shared online space

• CORE GROUP: To become a core group member you are normally approached by the chair of the Working Group. Each core group will be reasonably small to work efficiently and communicate to the reflection group via the Working Group mailing list on a regular basis. The core group, which will have a minimum of two appointed Europeana team members to support the group, will work on the reports to be delivered for the next CCPA Plenary in December 2011. The chair will establish an agenda for the core group by end of February. This agenda will then be ratified by the CCPA officers during the next meeting on 28 February 2011.

User Engagement

• User Engagement (CCPA officer: Hans van der Linden, Chair: Frans Hoving)The User Engagement Working Group aims at enhancing user-engagement in Europeana. The main focus for this Working Group is the following question: How can Europeana engage users in a way that benefits not only Europeana but also (and perhaps foremost) the content-providers (and aggregators)? This question raises two issues. The first issue is how Europeana can stimulate users to enrich content and let the content providers share in the results. The second issue is how Europeana can contribute to a stronger relationship between content providers and their user and support them in creating active user communities.A position paper will be presented at the next annual meeting of the CCPA in 2011.

Financial/Sustainability

• Financial/Sustainability (CCPA officer: Nick Poole, Chair: Arna Kennedy)The WG will address the question of the financial sustainability of aggregation and syndication of digital cultural content. Specifically, the Working Group will undertake work to answer two key questions:

• What are the costs to my institution of contributing to Europeana and,

• What are the tangible direct and indirect economic returns on my investment in participating in Europeana

• To answer these questions, we will be surveying current and prospective members of the Council of Content Providers and Aggregators, modelling the economic benefits of participation and providing a report and a set of recommendations to inform the

future work of the Europeana Foundation.

Ethical

• Ethical (CCPA officer: Anne Bergman-Tahon, Chair: Jef Malliet)The Ethics Workgroup of the CCPA aims at providing a policy for Europeana to deal with content which could be perceived as inappropriate by some constituencies. The main challenge for this workgroup will be to find ways to resolve such complaints in accordance with the general ethical principle of freedom of information, without applying censorship. For this purpose, an ethical framework will probably have to be drafted for Europeana and its stakeholders.The following are important questions which require answers:

• How can ethical principles be incorporated in the content providers and user guidelines?

• If one of its constituencies and/or users requests Europeana to remove content, would an external body (and if yes, what should be its composition?) be helpful for judging, so that the Europeana staff doesn't have to make the final decision?

• However, during the work of the working group many other issues related to ethics will certainly emerge.The Group will have to address these issues from all relevant angles, in particular for content from cultural institutions or commercial providers accessed via Europeana as well as content posted by users (so called user-generated content).A position paper will be presented at the next annual meeting of the CCPA in 2011.

Technical

Technical (CCPA officer: Henning Scholz, Chair: Gordon McKenna)The Technical Working Group of the CCPA aims to promote the removal of the technical barriers to participating in and contributing to Europeana. The current focus will be on case studies for metadata mapping (ESE), on best practice for the work with persistent identifiers and on the technical process of reusing Europeana data. Most core members of this working group will also be members of WP3 of Europeana v1.0 to make the work of WP3 more transparent and to avoid duplication of work. A guidance document will be prepared by the core group and presented at the next annual meeting of the CCPA in October 2011

Legal

Legal (CCPA officer: Kjell Nilsson, Chair: Patrick Peiffer)

The Legal Work Group of the CCPA aims to promote the removal of legal and/or contractual barriers to participating in and contributing to Europeana. The focus will, i.a., be on the simple and practical clearance of rights pertaining to the making available of copyrighted works, support for Open Access, Creative Commons, and Public Domain. Attention will also be paid to the terms applying to the provision and aggregation of metadata for Europeana. A position paper will be presented at the next annual meeting of CCPA, 2011. Liaisons will have to be established with Europeana 1.0 WP 1:2 and Europeana Connect.
