4. Conclusions
• Clear and transparent methodology, real costs accounted for • CIP and CU costs are less than the private sector estimates by
2 orders of magnitude : $ 1.5 million • Case by case basis • Timeline is about 8 years but can be extended due to
uncertainty in the duration of the regulatory and approval process.
• Net payoff for a non-profit institution pursuing GM product development programs is much higher than many suspect.
