who were on Forbes’list last year but whodid not make it to theBIR’s roster were Mar-iano Tan Jr., 22ndrichest with $420 mil-lion; Enrique Aboitiz,
23rd richest with$400 million; Menar-do Jimenez, 27thrichest with $265 mil-lion; Alfredo Ramos,30th richest with
$250 million; JulietRomualdez, 35th rich-est with $200 million;Bienvenido TantocoSr. and family, 36thrichest with $195 mil-lion;
Jacinto Ng Sr.,37th richest with$190 million; Tomas
Alcantara and family,38th richest with$160 million; MichaelCosiquien, 39th rich-
est with $150 million;and Edgar Sia II, 40thrichest with $140 mil-lion.
The BIR alsolearned that somepeople who took thetop spots on theForbes’ list ranked rel-atively low on therevenue agency’s ros-ter.
For instance, Hen-
ry Sy Sr., the tycoon who owns SM, wasthe richest man in thePhilippines last year
with a net worth of $9.1 billion. But he
was only the 73rdbiggest taxpayer onthe BIR’s list. Sy re-portedly paid P93.76million in taxes.
Lucio Tan and fam-ily were named thesecond richest with acombined net worthof $4.5 billion. ButTan ranked only 138th on the BIR’slist, paying P11.97million in taxes.
John GokongweiJr. and family was the4th richest on Forbes’list with a combinednet worth of $3.2 bil-lion. John paid P8.38
million in taxes, plac-ing 260th on the BIR’sroster.
Sy, Tan andGokongwei, in fact,
were outstripped by several show biz per-sonalities on the BIR’stop taxpayers list.
The BIR said theobjective of releasingthe advertisements re-lated to tax payments
was to encourage com-
pliance with the coun-try’s tax laws and todiscourage tax evasion.
But it stressed thatone could not auto-matically conclude
that tax evasion took place when someonelanded on the Forbes’list of the richest butnot on the BIR’s ros-ter of top taxpayers.
“It is possible thatone had accumulatedassets over the past
years but did not earna substantial incomein 2012. In that case,it is understandable
why someone can
land on the Forbes’list but not on theBIR’s list,” BIR Deputy Commissioner Nelson

A FTER coming out with the listof top taxpayers for 2012, theBureau of Internal Revenue
(BIR) released another report involv-ing the richest individuals in the coun-try who did not make it to the rosterof tax contributors.
In its latest weekly public advertisementpublished yesterday,the BIR detailed
Forbes’ list of the rich-est Filipinos in 2012and where they stoodin the bureau’s owntaxpayers’ roster.
The comparison re- vealed that some of the individuals on theForbes’ list were noton the BIR’s top tax-payers’ roster.
In computing aperson’s net worth,
Forbes Magazine took an individual’s assetsless liabilities. On theother hand, the BIR’slist was based on theamount of tax an in-
