Definitions (International Glossary of Hidrology)Flood: 1)rise , usually brief, in the water level in a stream to a peak from which the water recedes at a slower rate 2)Relatively high flow as measured by stage height or dischargeFlooding,sgn. Inundation :1) Overflowing by water of the normal confines of a stream or other body of water, or accumulation of water by drainage over areas which are not normally submerged 2) Controlled spreading of water irrigation, etc.

SISTEMAS de CONTROL de AVENIDASDefiniciones: avenidas e inundacionesAvenida (flood): Elevacin, generalmente rpida en el nivel de las aguas de un curso, hasta un mximo a partir del cual dicho nivel desciende a una velocidad menor. Flujo relativamente alto medido como nivel o caudal. (Glosario Internacional de Hidrologa).Onda de avenida: Elevacin del flujo de una corriente de agua a un valor mximo y su ulterior recesin a consecuencia de un periodo de precipitaciones, deshielo, rotura de presa o vertido de centrales hidroelctricas (Glosario Internacional de Hidrologa).Inundacin (flooding, inondation): Desbordamiento del agua fuera de los confines de un ro, o inundacin por agua procedente de drenajes, en zonas que normalmente no se encuentran anegadas. Encharcamiento controlado por riego. ( Glosario Internacional de Hidrologa)Avenida (Directriz Bsica de Planificacin de Proteccin Civil ante el Riesgo de Inundaciones, D.B.R.I. en lo sucesivo). Aumento inusual del caudal de agua en un cauce que puede o no producir desbordamientos e inundaciones.Inundaciones (D.B.R.I.): Sumersin temporal de terrenos normalmente secos, como consecuencia de la aportacin inusual y ms o menos repentina de una cantidad de agua superior a la que es habitual en una zona determinada.Zonas inundables (Ley de Aguas L.A. y Reglamento del Dominio Pblico Hidrulico R.D.P.H.) Las delimitadas por los niveles tericos que alcanzaran las aguas en las avenidas cuyo perodo estadstico de retorno sea de quinientos aos (salvo que el MOPU fije otro ms adecuado a propuesta del Organismo de cuenca).Cauce (L.A. y R.D.P.H.): El terreno cubierto por las aguas en las mximas crecidas ordinarias.Se considera como caudal de la mxima crecida ordinaria la media de los mximos caudales anuales, en su rgimen natural, producidas durante diez aos consecutivos, que sean representativos del comportamiento hidrulico de corriente.

Definiciones: riesgo/vulnerabilidadPara que exista riesgo deben existir bienes y/o personas expuestas a la inundacin.Los mapas de riesgo de inundacin, por tanto, deben indicar no slo la delimitacin de la zona inundable sino los daos esperados como consecuencia de la inundacin.La Directriz Bsica ante el Riesgo de Inundaciones define riesgo como el nmero esperado de vctimas, daos materiales y desorganizacin de la actividad econmica, subsiguientes a una inundacin.Elementos en Riesgo (DBRI): poblacin, edificaciones, obras de ingeniera civil, actividades econmicas, servicios pblicos, elementos medioambientales, y otros usos del territorio que se encuentren en peligro en un rea determinada.Vulnerabilidad (DBRI): grado de probabilidad de prdida de un elemento en riesgo dado, expresado en una escala de 0 (sin dao) a 1(prdida total), que resulta de una inundacin de caractersticas determinadas.El Glosario Internacional de Hidrologa define riesgo como la estimacin potencial de daos de un suceso en funcin de la probabilidad y del valor del dao.Tambin utilizado en ocasiones como la probabilidad de ocurrencia de un acontecimiento de una magnitud dada o mayor, en un periodo de tiempo determinado.
