mantenerse al día con nuestro mandato de
tratar de duplicar el ingreso per cápita en
nuestro Cantón, desde donde estaba hace 4
años, invitamos a nuevas inversiones, espe-
cialmente en la industria marina y hemos
solicitado la opinión de la Marina para identi-
ficar sus necesidades de trabajo a futuro para
estar bien preparados cuando nos reunimos
con los representantes de algunas de las
instituciones de educación superior en Costa
Rica como la UCR y para nuestra reunión con
Don Guillermo Solís, Presidente de Costa
Rica. Por esta misma razón, también hemos
realizado giras de investigación en Martec y
Palma Tica con el fin de tratar de averiguar
sobre sus necesidades futuras de mano de
obra especializada. Estoy más que contento
de informar que éstas tres principales indus-
trias en nuestro Cantón están en un modo
rápido de crecimiento y cada uno está agre-
gando rápidamente a su fuerza de trabajo.
Además de la vivienda asequible uno de
nuestros principales problemas es que
actualmente nuestro cantón no tiene sufi-
ciente cantidad de fuerza de trabajo califica-
da para satisfacer las necesidades de estas
tres industrias locales en rápida expansión.
Mientras que el Cantón de Aguirre tiene
entre 26.000 y 27.000 habitantes; nuestra
fuerza de trabajo total es de sólo 11.000 y
está muy lejos de lo que necesitamos en el
futuro, a menos que queramos importar
gente de otras áreas o incluso de otros paí-
ses. La necesidad de mano de obra calificada
es alta. La fuerza de trabajo total en Martec,
Marina Pez Vela y Palma Tica solo así será
superior a 5.000 empleados. La Industria
corriente local de Turismo (hotel, alquiler de
vehículos, alquiler de casas privadas y com-
pañías de turismo) en todo el cantón, actual-
mente maneja más de 4.000 empleados.
Además de la necesidad de mano de obra
calificada en las industrias antes menciona-
das, se conceden varios permisos de cons-
trucción para la expansión del sector turístico
local. Uno de estos proyectos es un proyecto
Casino Hotel $45M en Playa Macha y otro
proyecto de hotel de $20 millones que está
pendiente de aprobación. Para asegurarnos
de que nuestros recursos hídricos y eléctricos
son capaces de hacer frente a las futuras
necesidades de estos nuevos proyectos, he
enviado una carta de solicitud de aclaración
por parte del ICE, A y A y Municipalidad.
Como recordarán hace varios años tuvimos
problemas de suministro de agua severa en
Manuel Antonio y Quepos y no queremos
pasar por esto de nuevo, sobre todo porque
era el sector privado a través de la iniciativa
de Mike Carter que tenía que venir al rescate
elevado por más de $1,000.000.00 para
mejorar las líneas de distribución de agua. No
es ningún secreto que muchos proyectos de
desarrollo en Guanacaste se detuvieron debi-
do a la falta de agua y seguramente nuestros
miembros y la población no desean tener
que pasar por esto otra vez. Costa Rica acaba
de ser nombrado en una de las revistas más
importantes de bienes raíces, como de uno
de los "Diez mejores países del mundo para
invertir en el sector inmobiliario" (en parte
porque somos sólo uno de los 11 países de
todo el mundo que no esté implicado en un
conflicto militar), estamos seguros de que
esta tendencia continuará. Como presidente
de la Cámara les mantendré informados de
lo que me vaya enterando.
En lo que respecta al Ministerio de Salud
local nos hemos encontrado que la Dra. Ale-
jandra Quesada está más que dispuesta a
utilizar la Cámara como aliada para algunos
de los problemas que enfrenta el sector pri-
vado, en lo que respecta a la clarificación de
la Ley No.7600 y la Ley de Lucha Contra el
Tabaco. Le informaremos cuando estemos
programando nuestra próxima reunión con
los afiliados.

Una Perspectiva
Estrictamente Personal
L as últimas semanas han sido de mucho
trabajo para algunos de nuestros
miembros de la Junta y los Presidentes
de Comisión. No sólo con las reunio-
nes importantes a nivel local, sino también con
visitas a varios Diputados en San José. Todas
estas reuniones, como de costumbre, tienen un
fin en común; los intereses y beneficios de
nuestra membrecía en general. Los temas fue-
ron amplios e incluyeron Seguridad, Turismo,
Infraestructura, Ciudades Hermanas Internacio-
nal, Desarrollo, Ministerio de Salud, Hospital y
su necesidad de especialistas, necesidades de
especialistas de Primera Respuesta y Educación.
Creemos que la fusión de algunos de nuestros
comités permanentes con algunas de las Comi-
siones Municipales cosechará muchos benefi-
cios en los próximos años como logramos com-
binar algunas de nuestras agendas. Estamos
avanzando como un equipo mucho más fuerte
que consiste en miembros de la Cámara, Muni-
cipalidad y Gobierno Central. Nuestros vínculos
con CANATUR, ACOPROT, CCH y otras Cámaras
regionales son más fuertes de lo que han sido
en el pasado y apoyamos estas organizaciones
nacionales siempre que se nos lo soliciten.
Se está avanzando con los estudios de viabili-
dad de una ampliación de planta de tratamien-
to de aguas residuales para Quepos, el aero-
puerto, las necesidades específicas de la policía
local y los proyectos de desarrollo. Algunas
agencias gubernamentales están siendo final-
mente receptivas a algunas de nuestras suge-
rencias (algunas de las cuales se hicieron hace
casi 3 años) en lo que respecta a la competen-
cia desleal de las casas de alquiler con nuestro
sector hotelero, modificaciones a las Leyes
#7600 y otros. Si bien nuestra misión como
Cámara de Comercio, Industria y Turismo,
obviamente, es dar la bienvenida a las nuevas
empresas, tenemos que estar vigilantes de que
las leyes no estén rotas y que todos estamos
jugando en una "igualdad de condiciones" y
todos nos adherimos a los mismos conjuntos de

years ago, we welcome new investments espe-
cially in the Marine Industry and have solicited
input from the Marina to indentify their future
labor needs so we are well prepared when we
are meeting with the representatives of some
of the Higher Education Institutions in Costa
Rica such as UCR and for our scheduled
meeting with Don Guillermo Solis, President of
Costa Rica. For this very reason we have also
conducted fact-finding tours at MARTEC and
Palma Tica in order to try to find out about
their future specialized labor needs. I am more
than content to report that these three major
industries in our Canton are very much in a fast-
growing mode and each is adding rapidly to
their work force. Besides affordable housing
one of our our main problems is that currently
our County does not have enough of a skilled
labor force to meet the needs of these three
rapidly expanding local industries. While the
Canton de Aguirre has between 26.000 and
27.000 inhabitants our total labor force is only
about 11.000 and a far cry of what we need in
the future unless we want to import people
from other areas or even other countries. The
need for skilled labor is high. The total work
force in MARTEC, MARINA PEZ VELA and
PALMA TICA alone will well exceed 5000
employees. The current local county-wide
Tourism Industry (hotel, car rental, private
house rentals and tour companies) currently
employ well over 4000 employees
Besides the need for skilled labor in the afore-
mentioned industries, several construction
permits are being granted for the expansion of
the local tourism sector. One such project is a
$45M Casino Hotel Project at Playa Macha and
another $20M hotel project which is pending
approval. To make sure that our water and
electrical resources are able to cope with the
future needs of these new projects, I have sent
T he past few weeks have been very
busy for some of our Board Members
and Committee Chairs. Not only with
important meetings at the local level
but also with visits to various Diputados in San
Jose. All these meetings, as usual, had a
common treath; the interests and benefits of
our general membership. The topics were wide-
ranging and included Security, Tourism, Infra-
structure, Sister Cities International, Develop-
ment, Health Department, Hospital Specialists
needs, First Responder needs and Education.
We feel that the merger of some of our
Standing Committees with some of the Munici-
pal Commissions will reap many benefits in
future years as we manage to combine some of
our agendas. We are moving forward as a much
stronger team consisting of Chamber, Munici-
pality and Central Government members. Our
ties to CANATUR, ACOPROT, CCH and other
regional Chambers are stronger than they have
ever been and we support these national
organziations whenever called upon.
Progress is being made with the Feasibility
Studies of a Quepos Water Sewage Treatment
Plant, Airport Expansion, specific needs of local
Law Enforcement and Development Projects.
Some governmental agencies are finally recep-
tive to some of our suggestions (some of which
were made almost 3 years ago) in regards to
the unfair competition of Rental Houses with
our hotel sector, modifications to Laws #7600
and others. While our Mission as Chamber of
Commerce, Industry and Tourism obviously is
to welcome any new businesses, we need to be
vigilant that laws are not broken and that we
are all playing from a "level playing field" and
we all adhere to the same sets of rules that
others comply to. In order to keep up with our
Mandate of trying to double the Per Capita
Income in our Canton from where is was 4
a letter requesting clarification from the
ICE, AyA and Municipality. As you will
remember several years ago we had
severe water delivery problems in Manuel
Antonio and Quepos and we do not want
to go through this again especially since it
was the private sector, through the Mike
Carter Inititiative that had to come to the
rescue by raising more than
$1,000.000.00 to improve the water de-
livery lines. It is no secret that many de-
velopment projects in Guanacaste are
halted due to the lack of water and we
surely do not want our members and
population to go through this again. Since
Costa Rica was just named as one by one
of the leading Real Estate Magazines as of
the "Ten Best Countries in the World for
Investing in Real Estate" (partially be-
cause we are only one of 11 countries in
the entire world that is not involved in
military conflict), we are sure that this
trend will continue. As Chamber President
I will keep you posted on what we find
out.
In regard to the local Health Department
we have met with Dra. Alejandra Quesada
who is more then willing to use the
Chamber as liasion for some of the issues
facing the private sector in regards to
clarification of Law 7600 and the Anti
Tabacco Law. We will inform you when
our next meeting and our next Member
Mixers are being scheduled.

Cada miembro de la Comisión ha sido jura-
mentado en la Municipalidad por el Concejo
Municipal y están de vuelta en el camino con
algunos de nuestros proyectos. Lo primero
en el orden del día fue una reunión con el
Comandante Lic. Nills Ching Vargas,
Sub-Director de la Fuerza Pública de San José
y el Director Regional de la Fuerza Pública,
Comandante Miranda en Puntarenas.
Además de las bromas de llegar a conocer-
nos el uno al otro, la primera reunión se de-
dicó a los problemas continuos de playa, la
falta de funcionarios, la falta de vehículos de
patrullaje, asistencia MSP con traer de vuelta
la Policía Municipal, la retoma del Sistema de
Vigilancia de Cámaras para el área, rescate
del océano, el Programa de Voluntarios de la
Reserva de la Policía y otros temas. Espera-
mos respuestas positivas pronto y esperamos
que al abordar estos temas de una manera
franca y directa podemos mantener la tran-
quilidad y la seguridad relativa en nuestro
cantón. Un cantón seguro se traducirá en
continuo turismo.
En las últimas semanas nos fusionamos los
miembros del Comité de Seguridad de la Cáma-
ra con la Comisión de Seguridad Municipal y
avanzaremos como uno solo. Creemos que
trabajando como un solo equipo con represen-
tantes de la policía de la Administración Gene-
ral del Estado, representantes del gobierno
local y representantes del sector privado será
mucho más eficaz que cada realización de
reuniones por separadas que no van en ninguna
parte y entorpecen el proceso.
From the Security Committee Each members of the Commission was sworn
in at the Municipality by the City Council and
we are back on track with some of our pro-
jects. First on the Agenda was a meeting with
Commander Lic. Nills Ching Vargas,
Sub-Director of the Fuerza Publica from San
Jose and the Regional Director of the Fuerza
Publica, Commander XXXX in Puntarenas.
Besides the pleasantries of getting to know
each other the first meeting was dedicated
to our continued beach problems, lack of
officers, lack of patrol vehicles, MSP assis-
tance with bringing back the Policia Munici-
pal, the retaking of the Area Camera Surveil-
lance System, Ocean Rescue, the Police Re-
serve Volunteer Program and other issues.
We expect positive responses soon and hope
that by addressing these issues in a frank and
direct manner we can maintain the relative
tranquility and safety in our Canton. A safe
Canton will translate into continued tourism.
In the past few weeks we merged the members
of the Security Committee of the Chamber with
the Municipal Security Commission and will
move forward as one. We feel that by working
as one team with law enforcement representa-
tives of the Central Government, representa-
tives of the local government and representa-
tives of the private sector we will be much
more effective then each conducting separate
meetings that go no where or procrastinate the
process.
Dos años de Quepos Bodyboard

Con mucho orgullo, nos encontramos celebrando nuestro cumpleaños número dos. Este
año estuvo lleno de retos y aventuras, finalmente logramos el sueño de ser una asociación
deportiva. Estamos inscritos ante el Comité de Deportes y Recreación de Aguirre, abrimos la
cuenta del banco para mayor respaldo y nos encontramos a un paso de formar parte de la
Federación de Surf de Costa Rica.
En el 2013, celebramos a más no poder la medalla de oro del ISA WORLD BODYBOARD
CHAMPIONSHIP de nuestro rider Jefferson Bustos. Así como el reñido heat con Dave
Hubbard en donde las milesimas hicieron la diferencia. En noviembre, Jefferson y Yazdanny
nos representaron en los juegos centroamericanos de Panamá, trayendo el Campeón y Sub-
Campeón a casa. También fue la I edición de la Corona Cocaleña y la 1era Clinica de Quepos
Bodyboard.
Durante el Circuito Bodyboard LimeCoral, estuvo siempre reñida la tabla con nuestros ranking.
Limón, Playitas, Hermosa (gigante) y el Hoyo, sumaron puntos para coronar a los campeones,
base de nuestra amada selección nacional. También el año tiene un balance positivo, riders más
comprometidos con los estudios, el taller Para Un Futuro Mejor de Fundación Acción Joven nos
encamino mucho. Se han unido más papás, nuevos riders, nuevos patrocinadores. Por eso es
que Quepos Bodyboard es un sueño que crece y que hace que valga todo el esfuerzo y sacrificio.
Este año nuevamente se presenta la oportunidad de que nuestros riders asistan a un Mundial,
esta vez en Chile. La campaña de recaudación ha tocado muchas puertas y hay múltiples activi-
dades. Estrenamos el Circuito de Bodyboard Quepeño en Playitas (07 de setiembre y 19 de
octubre), AL CHILE (conciertos beneficios), Colecta 1 rojo por Quepos Bodyboard, Rifas Mundia-
listas y venta de patrocinios. Nuestros riders seleccionados son: Reymar, Mikaela, Richard y
Alejandro.
El ISA WORLD BODYBOARD CHAMPIONSHIP será del 6 al 14 de diciembre en Iquique. Con mu-
cha ilusión, como cada año esperamos ansiosos poder ver a la selección completa en el Mun-
dial, haciendo lo que mejor hacen, divertirse, volar en las olas. Dos años han pasado y queremos
darles un gran abrazo a todas las personas que hacen posible que Quepos Bodyboard siga ade-
lante. A los riders que son nuestra gasolina, los patrocinadores por su ayuda incondicional y a
nuestra junta directiva, staff, padres de familia y amigos, que con sus ideas, trabajo y amor
sacan la tarea.

Two years of Quepos Bodyboard

With great pride, we are celebrating our birthday number two. This year was full of challen-
ges and adventures, we finally dream of being a sports association. We are registered with
the Committee of Sports and Recreation Aguirre, open bank account for added support and
we found a way to be part of the Federation of Surf of Costa Rica.
In 2013, we celebrated to the utmost the gold medal ISA WORLD CHAMPIONSHIP
BODYBOARD our rider Jefferson Bustos. Just as difficult heat with Dave Hubbard where
thousandths made a difference. In November, Jefferson and Yazdanny represented us in the
Central American Games in Panama, bringing the champion and runner home. I was also the
issue of the Crown and the 1st Cocaleña Clinic Bodyboard Quepos.
During LimeCoral Bodyboard Circuit, was always at odds with our ranking table. Lemon
Playitas, Hermosa (Giant) and Hoyo, scored points to crown champions, based on our beloved
national team. The year also has a positive balance, most committed riders to studies, the
workshop for a Better Future Foundation Youth Action we I walked a lot. They have joined
more dads, new riders, new sponsors. That's why Bodyboard Quepos is a dream that grows
and makes it worth all the effort and sacrifice.
Once again this year presents the opportunity of our riders to attend a World Cup, this time
in Chile. The fundraising campaign has knocked on many doors and multiple activities. We
start the tour in Playitas Quepeño Bodyboard (07 September and 19 October), AL CHILE
(benefit concert), Collection 1 Bodyboard Red Quepos, Raffles Mundialist and sponsorship
sales. Our riders are selected: Reymar, Mikaela, Richard and Alexander.
The ISA WORLD CHAMPIONSHIP BODYBOARD be from 6 to 14 December in Iquique. With
great enthusiasm, as every year we look forward to seeing the complete team in the World,
doing what they do best, having fun, flying in the waves. Two years have passed and we want
to give a big hug to all the people who make it possible for Quepos Bodyboard proceed. For
the riders who are our gasoline, sponsors for their unwavering support and our board, staff,
parents and friends, with their ideas, work and love take the job.
